Abstract

Purpose

The purpose of the study presented in this paper is to assess determinants of financial innovations in infrastructure using a system‐of‐systems approach, and to demonstrate this approach in the context of the US highway transportation sector.

Design/methodology/approach

A system‐of‐systems approach is adopted for systemic assessment. Data obtained from a case‐based research approach and a survey deployed to the state Departments of Transportation in the US is utilized in parallel with a network analysis to explore the status quo, key players and interactions, and the drivers of financial innovations for infrastructure.

Findings

The findings include constructs regarding the players, practices, and activities and also a conceptual model relating to the drivers of financial innovations.

Practical implications

The model along with the constructs provides an analytical tool for understanding the dynamics of financial innovations. Such understanding would lead to expansion of the creation and diffusion of financial innovation practices in the highway transportation infrastructure globally.

Originality/value

The study presented in this paper is the first of its kind to identify the determinants of financial innovations in infrastructure based on a systemic approach.

Abstract

Purpose

According to the Project Management Institute, 70% of projects fail globally. The causes of project failure in many instances can be identified as non-technical or behavioral in nature arising from interactions between participants. These intangible risks can emerge in any project setting but especially in project settings having diversity of cultures, customs, beliefs and traditions of various companies or countries. This paper provides an objective framework to address these intangible risks.

Study design/methodology/approach

This paper presents a structured approach to identify, assess and manage intangible risks to enhance a project team’s ability to meet its objectives. The authors propose a user-friendly framework, Intangible Risk Assessment Methodology for Projects (IRAMP), to address these risks and the factors that cause them. Meta-network (e.g., a network of networks) simulation and established social network analysis (SNA) measures provide a quantitative assessment and ranking of causal events and their influence on the intangible behavior centric risks.

Findings

The proposed IRAMP and meta-network approach were utilized to examine the project delivery process of an international energy firm. Data were gathered using structured interviews, surveys and project team workshops. The use of the IRAMP to highlight intangible risk areas underpinned by the SNA measures led to changes in the company’s organizational structure to enhance project delivery effectiveness.

Originality/value

This work extends the existing project risk management literature by providing a novel objective approach to identify and quantify behavior centric intangible risks and the conditions that cause them to emerge.

Abstract

Hungary has been part of NATO's peacekeeping project in Afghanistan since 2003 and currently has more than 240 soldiers in the International Security and Assistance Force (ISAF), NATO's first mission outside the Euro-Atlantic area. Hungary officially took over the Provincial Reconstruction Team (PRT) in Baghlan Province from October 2006, and currently we have the 5th rotation of the Hungarian PRT in Afghanistan. The Hungarian unit serves in conjunction with representatives of several other nations.

Hungarian participation in NATO's UN-mandated peace support operation in Afghanistan has raised many questions not only in the field of operations, but also at home (mainly in the context of civil–military relations). Many of the Hungarian PRT-related challenges seem to be connected to the difficulties of proper management of civil–military interface, civil–military partnership and cooperation process, and financial backing of the mission.

Well-coordinated, multidimensional proactive and reactive responses to the conflict, and a comprehensive security sector transformation and reform can be vital to consolidate peaceful relations in Afghanistan; may help to win the “hearts and minds” of the local population; can help to establish security and provide improvement to Bahlan province; and might contribute to the success of the whole peacekeeping and post-conflict peace-building process in Afghanistan.

Abstract

Purpose

Supply chain network is complicated to manage due to the involvement of a number of agents. Formation of virtual organization using Industry 4.0 (I4.0) is an approach to improve the efficiency and effectiveness and to overcome the complexities of the channel. However, the task of managing the channel further becomes complicated after incorporating sustainability into the supply chain. To fill this gap, this paper focuses on designing of mechanism and demonstration of I4.0-based virtual organization to coordinate sustainable supply chain.

Design/methodology/approach

In this paper, we model and compare I4.0-based virtual organization models using four other traditional contracts with centralized supply chain. The non-cooperative game theoretic approach has been used for the analysis of models.

Findings

Our game-theoretic analysis shows that investment in I4.0 and sustainable innovation are beneficial for the overall supply chain. Our results show that linear two-part tariff contract and I4.0-based virtual organization model can perfectly coordinated with the supply chain.

Research limitations/implications

This study consider deterministic model settings with full information game. Therefore researchers are encouraged to study I4.0-based coordination models under information asymmetry and uncertain situations.

Practical implications

The paper includes implications for the development of I4.0-based coordination model to tackle the problems of channel coordination.

Originality/value

This study proposes I4.0-based game-theoretic model for the sustainable supply chain coordination.

Abstract

Purpose

Simulation-based optimization is a decision-making tool for identifying an optimal design of a system. Here, optimal design means a smart system with sensing, computing and control capabilities with improved efficiency. As compared to testing the physical prototype, computer-based simulation provides much cheaper, faster and lesser time-and resource-consuming solutions. In this work, a comparative analysis of heuristic simulation optimization methods (genetic algorithms, evolutionary strategies, simulated annealing, tabu search and simplex search) is performed.

Design/methodology/approach

In this work, a comparative analysis of heuristic simulation optimization methods (genertic algorithms, evolutionary strategies, simulated annealing, tabu search and simplex search) is performed. Further, a novel simulation annealing-based heuristic approach is proposed for critical infrastructure.

Findings

A small scale network of 50–100 nodes shows that genetic simulation optimization with multi-criteria and multi-dimensional features performs better as compared to other simulation optimization approaches. Further, a minimum of 3.4 percent and maximum of 16.2 percent improvement is observed in faster route identification for small scale Internet-of-things (IoT) networks with simulation optimization constraints integrated model as compared to the traditional method.

Originality/value

In this work, simulation optimization techniques are applied for identifying optimized Quality of service (QoS) parameters for critical infrastructure which in turn helps in improving the network performance. In order to identify optimized parameters, Tabu search and ant-inspired heuristic optimization techniques are applied over QoS parameters. These optimized values are compared with every monitoring sensor point in the network. This comparative analysis helps in identifying underperforming and outperforming monitoring points. Further, QoS of these points can be improved by identifying their local optimum values which in turn increases the performance of overall network. In continuation, a simulation model of bus transport is taken for analysis. Bus transport system is a critical infrastructure for Dehradun. In this work, feasibility of electric recharging units alongside roads under different traffic conditions is checked using simulation. The simulation study is performed over five bus routes in a small scale IoT network.

Abstract

Purpose

The purpose of this paper is to explore the pathway toward operationalizing resilience in management of transportation infrastructure.

Design/methodology/approach

The research approach includes a comprehensive survey of the State Transportation Agencies (STA) in the USA. The information collected from the survey is analyzed using statistical analysis to explore the determinants of operationalizing resilience in transportation infrastructure management.

Findings

The results reveal that the current practices of STA need improvement in terms of pre-disaster vulnerability and exposure analysis as well as pre-disaster retrofit and betterment efforts. A pathway toward this end is identified with the major components being: funding availability, integration of efforts across different units, use of risk and vulnerability assessment approaches, and use of resilience indices.

Practical/implications

The pathway, along with the other findings, enhances the understanding of the status quo, drivers, and barriers toward operationalizing resilience in transportation infrastructure management. Such an understanding is critical for infrastructure agencies to better adapt and enhance the resilience of their assets in response to various stressors such as the impacts of climate change as well as natural disasters.

Originality/value

The study presented in this paper is the first of its kind to identify the pathway toward operationalizing resilience in transportation infrastructure management.

Abstract

Purpose

The purpose of this paper is to explore the ancient, 2,500 years old The Art of War by Sun Tzu from a system of systems engineering perspectives. The aim is to show that even for an emerging discipline in engineering the underlying concepts may be much more deeply rooted.

Design/methodology/approach

The author approaches the subject by an in‐depth analysis of recent conceptualizations of system of systems engineering. The author relates by analysis these concepts back to business strategy. He illustrates from his own empirical work how corporate strategy is but an equivalent to “system” of systems. From original writings of Sun Tzu in The Art of War he then develops a generic model of system of systems.

Findings

Ideas in system of systems engineering, an emerging multi‐discipline are far more deeply rooted in history, at least 2,500 years or even more. Using the cockpit of as an illustrative metaphor, the author argues for a research agenda to design an The Art of War boardroom information system.

Practical implications

In this paper, the author argues why in the design of information system, it is useful to take a system of systems perspective. He draws upon the example of cockpit design of aircraft as inspirational design in modeling a futuristic The Art of War boardroom.

Originality/value

In this paper, the author illustrates how cross disciplinary researches between engineering, business and history may be so enriching. That in designing information systems for an The Art of War boardroom it is useful to use metaphorical equivalences. In this case, it is from the informational design of cockpits in fighter aircraft.

Abstract

Purpose

The purpose of this study is proposing a novel neutrosophical stakeholders' analysis approach for sustainable fashion supply chain (SFSC), presenting a supply chain members and objectives in order to conduct a sustainable business, investigating the roles and positions of these stakeholders, determining the contribution levels of these stakeholders to the sustainability objectives, and accordingly identifying the convergence and divergence among the stakeholders in terms of realization of the objectives.

Design/methodology/approach

A novel neutrosophic set-based stakeholders' analysis Method of ACTors, Objectives, strength Reports (MACTOR) approach is proposed considering the uncertain and indeterminate opinions of decision-makers. In order to obtain the mutual opinions of decision-makers, Delphi technique is employed.

Findings

The analysis results of this research emphasizes that although the manufacturers can be thought as the foremost actor is SFSC by producing the main product, they have no superior power on conducting the business. Besides, the government, customer and fashion firms are the key players shaping the fashion industry. Retailers and distribution centers can be interpreted as an intermediary in between the other stakeholders. Moreover, the eco-friendly packaging providers have not gained an important role that they were supposed to in terms of the sustainability objectives.

Research limitations/implications

The application phase of the research includes the possibility of subjective judgments of the participants as a limitation. Therefore, Delphi technique is applied to overcome this challenge by multiple rounds of interviews for panel of participants in order to combine the benefits with elements of the wisdom of people.

Practical implications

Examining a multi-echelon supply chain is a practical implication providing the mutual opinions of experts such as designers, stylists, journalists, consultants, procurement managers, entrepreneurs, activists etc. for sustainability in the fashion industry. One can derive from the findings to determine which sub-echelon requires more attention, or which business is more important to focus on most, or which branch of activity influences others most.

Originality/value

This is one of the few articles that focuses on the sustainability objective and highlights the active roles of all members of the supply chain. Besides, this is the first study deploying neutrosophic sets for MACTOR analysis.

Abstract

Purpose

Fashion designers in South Africa remain ambivalent in embracing sustainable fashion. This study examines the role of neutralisation techniques on attitude towards sustainable fashion. The study was conducted in South Africa, an emerging market known for water scarcity and pollution emanating from the textile industry.

Design/methodology/approach

A structured questionnaire was used to collect cross-sectional data from a sample of 590 fashion designers using a web-based online survey. Study constructs were drawn from the neutralisation theory and theory of planned behaviour.

Findings

Standard multiple regression analysis results identified denial of injury, appeal to higher loyalties and external locus of control as the major rationalisation techniques influencing South African designers' negative attitudes towards sustainable fashion.

Research limitations/implications

Research was conducted in South Africa where the concept of sustainable fashion is still at developmental stages. The generalisation of the study findings may be enhanced by extending the study to other markets with a fully developed market for sustainable fashion.

Practical implications

The study results underscore the necessity of reducing social, structural and institutional barriers associated with the adoption of sustainable fashion. This study provides input towards efforts to develop attitude change strategies to stimulate designers to embrace sustainable fashion.

Originality/value

The research study contributes to theory, practice and future research.

Abstract

The future battlespace will consist of sensors, decision‐makers and weapons systems interoperating within a framework of command systems. These command systems should be adaptable to meet the requirements of a specific operational environment and to take advantage of new technology. The barriers to achieving flexibility and interoperability within the military domain are analogous to those that complicate business‐system integration within the commercial sector. Component software technology could play an important role in achieving the required level of flexibility and interoperability. Therefore describes a generalised framework for assessing the impact of component technology on a system of systems.
