Abstract

In this chapter, the author considers how Melbourne’s grindcore metal scene produces itself as coherent, authentic and masculine through the discursive positioning of Sydney’s scene as lacking, inauthentic and feminine and/or homosexual. The way Melbourne scene-members talk about Sydney in ethnographic interviews and online, indicates how Melbourne’s grindcore scene identity rests on a particular striving towards – and fantasy of – a bounded, comprehensible masculine identity anchored in Symbolic/linguistic signifiers of homophobia. Building on my previous research on Melbourne’s scene, the author utilises a Lacanian perspective to argue that the masculinist talk of Melbournians works as a response to the affective experience of enjoying grindcore music. Here, the author departs from my earlier work, where the author used Deleuzian/Massumian understandings of affect to suggest that affect works to construct community belonging in grindcore scenes (2014). Instead, the author uses Lacan’s approach to affect to suggest that Melbourne grindcore fans construct their identity via furiously producing a fantasy of Sydney fans as ‘Other’. They Symbolically construct Sydney as a ‘cultural wasteland’ populated by ‘poofter[s]’ (Melbourne Grind Syndicate, 2016) who are imagined, and positioned as, inauthentic due to their affective enthusiasm for grindcore. Here, affect works to exclude and Other grindcore fans rather than as a force for collectivity.

Abstract

Purpose

This chapter provides a case study of the implementation of the Parking Space Levy (PSL) in Sydney, Australia. Introduced by the Parking Space Levy Act 1992, the scheme places a levy on business use of off-street car parking spaces with the revenues from the levy being hypothecated to public transport improvements. The chapter outlines the implementation of what is now a relatively mature scheme and examines how the revenues raised by the scheme have been spent.

Methodology/approach

This chapter offers a review of the introduction of the levy in Sydney and explores its impact in implementation with respect to changes to the number of parking spaces and an analysis of the way in which the hypothecated revenue has been spent. The implementation of the PSL is evaluated against the literature on hypothecation of funds and includes a discussion of policy issues for Sydney in the light of the evidence presented.

Findings

Whilst off-street parking availability is a major contributor to peak period traffic, the implementation of the PSL as a single rate of application has not led to a decrease in total number of available parking places in the City of Sydney. The number of concessions for unused spaces, whereby the levy was not imposed, increased when the levy rate was doubled in 2009 although this was accompanied by a fall in the number of exemptions from the levy. The revenue from the PSL has been dedicated to improvements in public transport infrastructure, primarily interchanges and commuter car parks although the more recent provisions to spend on ‘soft’ measures to improve sustainable travel have not been taken up.

Practical implications

Whilst a stated objective of the PSL was to reduce congestion, the chapter concludes that the PSL had more than this single objective which makes it more difficult to assess whether its implementation has been a success.

Originality/value of chapter

This chapter provides an overview of the introduction, implementation and outcomes of the PSL in Sydney, relating it to the PSL in Melbourne (Chapter 13) and the WPL in Nottingham (Chapter 15). No other study to date evaluated the PSL in Sydney against the literature relating to hypothecation nor tracked the impacts of implementation of the PSL to evaluate its success.

Abstract

In this chapter, the authors introduce Ludwik Fleck and his ideas of “thought style” and “thought collective” to suggest a re-thinking of the divide between “micro” and “macro” that has perhaps more inhibited than inspired organization studies in general, and institutional theory in particular. With Fleck, the authors argue that there is no such thing as thought style-neutral cognition or undirected perception: meaning, constituted through a specific thought style shared by a thought collective, permeates cognition, judgment, perception, and thought. The authors illustrate our argument with the longitudinal case study of Sydney 2030 (i.e., the strategy-making process of the City of Sydney, Australia). The case suggests that – regardless of its actual implementation – a strategy is successful to the extent to which it shapes the socio-cognitive infrastructure of a collective and enables those engaged in city-making to think and act collectively.

Abstract

The chapter was prompted by the trend towards providing public health messaging through social marketing. The purpose is to understand the determinants of walking within a city in terms of framing policy to promote greater physical activity (PA). This is demonstrated through the context of Sydney, New South Wales (NSW), Australia. The chapter provides a literature review and showcases a case-study. Descriptive statistics are presented on how far Sydneysiders walk using Household Travel Survey data and how this might be changed if short motorised trips are converted to walking. Modelling walking time follows to see if there are policy levers that could be used to increase walking time. Over 78% of Sydney’s population do not meet the recommended PA target of 30 minutes per day. Converting short motorised to walking provides marginal improvement. Walking to access activities contributes more to total walking time than walking to/from public transport. Modelling suggests potential policy levers to increase PA. Targeting driving licence holders, households without cars and promoting walkable environments are found most effective. Promoting undertaking more activities on foot is likely to be more successful than promoting walking for short trips. The chapter provides an overview of PA around the world and an empirical case study of walking in Sydney, NSW, Australia. In turn this provides an evidence base for more successful targeting of social marketing messaging for public health.

Abstract

Walking for transport can contribute significantly to population levels of physical activity. Health agencies are consequently seeking opportunities to influence transport policy to achieve co-benefits of increased physical activity and reduced congestion. This case study utilised Kingdon’s ‘Multiple Stream’ theory as a framework to examine the policy development process that led to the establishment of the first ever state walking target and subsequent state walking strategy in New South Wales (NSW), Australia. This chapter presents how evidence compilation was translated into various policy solutions across sectors before an opportune political environment provided a brief ‘policy window’ (the 2011 state election in NSW, Australia and change of Government). The advantages of a ‘policy entrepreneur’ formally empowered to engage policy makers across multiple agencies and identify forthcoming ‘policy windows’ to frame politically palatable walking policy solutions is highlighted. No data have been compiled to measure the impact of the finalised policy upon walking in NSW. The case study reinforces previous research findings that walking policy development, like other areas of public health, is often based more on politics and professional judgement than on research evidence alone. Differences in walking target measures in the health and transport sectors influence which policy solutions are prioritised. The chapter describes the policy development process of the first state walking strategy in NSW, Australia to better understand factors that may influence similar future policy decisions.

Abstract

In March 2014, the minister responsible for public housing in the state of New South Wales in Australia announced that all 600 public housing tenants living in the historic heritage-listed adjacent inner-city neighbourhoods of Millers Point and The Rocks in Sydney were to be moved and the homes sold to the highest bidder on the open market. There were to be no exceptions, and the last public housing resident was moved from the area in July 2018. A common view is that public housing areas in countries with a residualised welfare system are characterised by attenuated social ties, anomie and bleakness. This chapter examines neighbouring, social ties, mutual assistance and sense of community among public housing tenants in Millers Point and demonstrates that this is not always the case. Drawing on 48 in-depth interviews with residents, plus observation, I show that the social connections among public housing tenants in the area were unusually strong and enduring. I argue that in order to understand why this was so, we need to look at the physical and social features of the area. Following on from the seminal work of Jane Jacobs, the New Urbanism movement argues that compactness, mixed land use and walkability are crucial enablers of social interaction and neighbourliness. These physical features were present in Millers Point. There is now a recognition by New Urbanism scholars that physical elements in themselves rarely create community and that the social features of neighbourhoods also have to be taken into account. In the case of the public housing tenants in inner Sydney, the key social features were longevity of residence and homogeneity. Another crucial aspect was a strong sense of social obligation. This was partially due to the presence of strong trade unionism in the area historically and the intermittent nature of employment at certain periods, which ensured neighbours rallied round to help those who were less fortunate.

Abstract

Cities are continually built and unbuilt (Hommels, 2005), reflecting cycles of investment and disinvestment across space, the machinations of housing and urban policy interventions, and shifting patterns of household need, demand, choice and constraint. The drivers of change are fluid and reflect shifting political, institutional, technological, environmental and socio-economic contexts. Urban landscapes evolve in concert with these changes, but the built environment tends to be defined more in terms of spatial fixity and the path-dependency of physical fabric. Suburban neighbourhoods register this dynamism in different ways as they have flourished, declined and subsequently revalorised over time. Changes initiated through redevelopment, from large-scale public renewal to alterations and renovations by individual owner-occupiers, are long-standing signifiers of reinvestment (Montgomery, 1992; Munro & Leather, 2000; Whitehand & Carr, 2001). Our concern here relates to a particular form of incremental suburban renewal: the increasing significance of private ‘knockdown rebuild’ (KDR) activity. KDR refers to the wholesale demolition and replacement of single homes on individual lots. We are interested in the scale and manifestations of this under-researched process and, in particular, the new insights offered to debates regarding gentrification, residential mobility and choice, and in turn, potential implications for metropolitan housing and planning policy. Our focus is Sydney, Australia.
