Abstract

Purpose

The intervention of many different organizations during the post-disaster housing reconstructions could also influence the sustainability of the overall socio-ecology of the affected areas. Different approaches in design, selection of building materials and construction technologies deployed in pursuit of disaster resiliency may cause undesirable adverse circumstances to the surroundings, which escalate its susceptibility to future calamities. Therefore, this paper aims to identify relevant key indicators which interpret construction sustainability in a post-disaster housing reconstruction context, and to further investigate the dynamic interactions of these indicators on the socio-ecological system to achieve holistic sustainable post-disaster housing reconstructions.

Design/methodology/approach

Methodology was divided into three main stages. The first stage involved content analysis of related research materials, whereas the second stage was allocated for empirical data collection from case study and interview sessions. Data obtained from the first and second stage were then used to develop a causal loop diagram in the third stage to identify dynamic interrelationships between the indicators and the variables within a post-disaster reconstruction system.

Findings

From our results, the nexus of sustainability and disaster resilience is apparent and it is imperative to comprehend their dynamic interactions. The impacts of post-disaster reconstructions on the socio-ecological system are significant. Therefore, the adaptation of integrated sustainable construction approach in the housing reconstruction practice through system thinking will foster a holistic approach in the decision-making process and could reduce environmental damage. This also strengthens the interrelated socio-ecological systems, thus reinforcing disaster resilience in the built environment.

Originality/value

This research looks into the adaptation of integrated sustainable construction approach in the housing reconstruction practice through systems thinking approach. This paper also looks into identifying relevant key indicators that interpret construction sustainability, which incorporate environmental, social and economic factors pertaining to the context of post-disaster housing reconstruction in Kuala Krai, Kelantan. The dynamic interrelationships and causal impacts between the indicators with other variables within the system were also established.

Abstract

Purpose

Focusing on Rudak, a village destroyed in the Buin-Zahra earthquake of 1962 in Qazvin, Iran, this paper aims to evaluate the reconstruction of this village in terms of sustainability. Rudak reconstruction has left long-term consequences on the physical structure of the village, as some of the people refused the constructed houses and built their own ones. Hence, after more than 50 years, this village is now consisted of two physically different neighborhoods. Examining the long-term consequences of this reconstruction through comparing housing and physical structure of the two different neighborhoods contains valuable lessons in terms of sustainability because sustainable reconstruction results unveil in long term.

Design/methodology/approach

Using sustainable reconstruction theory as the conceptual framework, this research investigates social, economic and environmental sustainability of Rudak housing reconstruction and that leads to comprehensive lessons. The study has a qualitative method and is based on fieldwork allowing for dynamic interviews with the community. Furthermore, data are analyzed through descriptive and comparative approaches.

Findings

The research concluded that sustainability related implications of post-disaster reconstruction policies are not restricted to the time of reconstruction or a limited interval after that. Lack of livelihood considerations, providing all people with similar houses and nontransparent decisions, resulted in unsustainable consequences such as building vulnerable extensions by people, social segregation and people unwillingness for participation. However, this experience was sustainable in terms of some other factors. For example, using local materials for building the structures of the new houses, putting the houses on the natural bedrock and building public services for people were sustainable measurements.

Originality/value

This paper is a rare example of research focusing on impacts of post-disaster reconstruction after more than 50 years. It contains valuable lessons for planners and architects.

Abstract

Purpose

The purpose of this paper is to discuss policy-relevant findings regarding strategies for mainstreaming gender in achieving sustainable post-disaster reconstruction (PDR).

Design/methodology/approach

An exploratory case study was used to explore the implementation of gender mainstreaming strategies and the link to sustainable PDR. The Bantul and Sleman regencies of Yogyakarta province provide a unique site for researching PDR as they are located in a region that is more strongly affected by earthquakes than nearly any other in Indonesia. Data were collected through interviews with 17 key stakeholders and 26 beneficiaries who were involved during and after the earthquake. To support the interview findings, surveys involving 50 policy makers and 150 beneficiaries were conducted. Content analysis and t-statistics were used in analyzing the data.

Findings

Gender mainstreaming strategies within sustainable reconstruction should incorporate strategies for protecting against gender vulnerabilities and for promoting gender capacities. Both are fundamental to the achievement of sustainable PDR.

Originality/value

The paper establishes comprehensive strategies for mainstreaming gender under three pillars (i.e. economic, social and environmental) of sustainable development. The findings benefit relevant policy makers by improving the policy performance of gender mainstreaming in the affected communities in enhancing sustainable PDR.

Abstract

Purpose

Man has always faced natural hazards and thus attempted to reduce their financial and loss-of-life damages. Assuring sustainable development in the post-disaster reconstruction of areas requires predictive measurements (i.e. vulnerability assessment). This study aims to assess the outcomes of relocating villages after the 2005 flood in the east of Golestan Province in Iran through sustainable development.

Design/methodology/approach

This study is an applied research combining qualitative content analysis and quantitative cross-sectional surveys. The statistical population comprises the inhabitants of Faraghi New Town (formed by aggregating 11 villages) and the villagers returning to their former rural settlement. The independent samples t-test was used to compare the outcomes of reconstruction for the samples. Data were collected using a questionnaire and in-depth interviews with the residents. The gathered data were analyzed by content analysis.

Findings

The results indicate that building new settlements – while reducing physical vulnerability – cannot be classified as a step toward sustainable development in economic and social aspects because the increasing trend of migration to urban areas, return to former villages, tribal disparities, reduced production, increased bank debts and increased urban insecurity are among the primary adverse social and economic consequences of rural relocations. This finding helps to assist planners and post-disaster designers to reconstruct more sustainable societies.

Originality/value

This study tries to investigate the effects of post-disaster reconstruction in rural settlement in Iran through sustainable development aspects for the first time. It would benefit for policymaking and urban planners and designers to make more resilient societies after disasters.

Abstract

Purpose

The purpose of this paper is to discuss the political and economic objectives sought by the government of Chile to understand the characteristics of the reconstruction process for housing damaged by the earthquake and tsunami of 27 February 2010, contrasted with the opinions of the target communities, the instruments that were utilized and the generation of new vulnerabilities.

Design/methodology/approach

The governmental objectives have been compiled from speeches publicized by the press and obtained from interviews with players from the public and community sectors. The areas of reconstruction in the city of Constitución have been represented in a geographical information system. The opinions of the community have been gathered through a survey conducted amongst the new residents.

Findings

Case analysis shows that the political and economic efforts during the reconstruction process were focused on proving the success of the methods used: public-private alliances and consultation with the communities to precede reconstruction of housing and urban infrastructure. However, the results of the reconstruction process do neither reveal good governance nor functionality of the reconstructed areas.

Research limitations/implications

The results cannot be applied to other localities devastated by the 2010 earthquake and tsunami in Chile, nor to other institutional or economic contexts. It is also necessary to observe the process of adaptation of the communities over a longer time period to verify the increase in vulnerability.

Practical implications

The paper constitutes a complete evaluation of the reconstruction process that prompts institutional changes.

Social implications

A contrast is offered between the objectives and actions of the diverse social and political actors, and the contradictions in their speeches and actions are shown.

Originality/value

An unprecedented process is analysed in which a developing country uses its own resources to undertake a reconstruction under a political rhetoric that is not necessarily shared by the local society that must finally assume the additional costs.

Abstract

Purpose

Cities lying within conflict zones have continually faced hardships of both war aftermath and long-term sustainable reconstruction. Challenges have surpassed the typical question of recovery from post-conflict trauma, preserving urban heritage and iconic elements of the built environment, to face issues of critical decision making, rebuilding effectiveness and funding mechanisms, leading to time-consuming processes that lack adequate consistent long-term management. Some approaches have explored methods of effective long-term city reconstruction management but have not fully developed comprehensive approaches that alleviate the management of such complex processes. The paper aims to discuss these issues.

Design/methodology/approach

The authors devise an approach for the smart management of post-conflict city reconstruction. The authors focus on evaluation, strategic planning, reconstruction projects and implementation. The authors integrate building information modeling and geographic/geospatial information systems in a platform that allows for real-time analysis, reporting, strategic planning and decision making for managing reconstruction operations and projects among involved stakeholders including government agencies, funding organizations, city managers and public participants.

Findings

The approach suggested a smart management system for the reconstruction process of post-conflict cities. Implementing this system was shown to provide a multi-objective solution for post-conflict city reconstruction based on its interlinked modules.

Research limitations/implications

Results may lack generalizability and require testing on several cases to provide rigorous findings for different case studies.

Practical implications

Implications include developing smart management systems for use by city managers and government authorities in post-conflict zones, as well as bottom-up decision making by including participant citizens especially populations in the diaspora.

Originality/value

The approach offers an integrated platform that informs city reconstruction decision makers, allowing for strategic planning tools for efficient planning, monitoring tools for continuous management during and after reconstruction, and effective platforms for communication among all stakeholders.

Abstract

Purpose

This paper aims to consider the current situation of relocation in Japan after the 2011 Great East Japan Earthquake (GEJE) in the context of past examples and post-disaster housing relocation projects in other countries.

Design/methodology/approach

Information about international cases of post-disaster housing relocation was gathered though desk and literature review, supplemented by field visits to the sites for direct observation and interviews with people involved in the relocation projects.

Findings

To be successful, residential relocation must consider livelihood, especially in regards to location. Involvement of the residents in the planning and decision making process creates housing relocation projects that better meet residents’ needs. Japan faces some unique challenges, yet shares commonalities with other countries, for example, in tsunami-stricken fishing areas. Housing relocation in Tohoku must strive to be accountable to the needs of the residents and the specific contexts of their communities.

Originality/value

There is still a limited amount of literature in English that considers the issues of relocation in recovery after the GEJE in an international context, especially comprehensive comparisons with multiple countries. Although this paper does not deal with each international case in great detail, the comparison provides a good overview of the key issues for residents in post-disaster relocation, and suggests how lessons from international cases could be applied to the challenges that Japan currently faces in relocation planning in the Tohoku region.

Abstract

Purpose

This paper aims to analyze regulation regarding sustainable construction procurement in Southeast Asia and provide a reconstruction of regulation regarding the sustainable construction procurement to prevent land degradation.

Design/methodology/approach

This was done through legal research methods, mainly historical and systematical interpretation. The approaches used in this paper are the conceptual approach, statute approach and comparative approach.

Findings

By analyzing the related legal norms, it can be understood that many nations in Southeast Asia do not have regulation regarding sustainable construction procurement. Between Indonesia, Singapore and Thailand, only Indonesia has a ministrial regulation that provides general norms regarding sustainable construction procurement. Regarding the reconstruction of regulation, the bare minimum standards consist of principle, indicators, pillar, the phases of the procurement, law enforcement, both preventive and repressive, and sustainable procurement committee.

Research limitations/implications

This research is limited to regulation in Southeast Asian region. By analyzing the regulation, this paper will provide a reconstruction of regulations regarding sustainable construction procurement that will act as an ground rules. Having the same ground rules will create synergies between countries in Southeast Asia to apply the principles of sustainable procurement and move together toward to prevent land degradation.

Originality/value

To the best of the authors’ knowledge, this paper is the first systematic legal research that compares regulations from three nations in Southeast Asia regarding sustainable construction procurement and also the first paper to provide reconstruction of regulation regarding sustainable construction procurement to prevent land degradation.

Abstract

Purpose

The purpose of the paper is to provide an overview on two specific issues of reconstruction process: environment disaster linkage, and cross‐learning among affected countries. The paper also demonstrates a unique community‐based reconstruction program in three affected countries.

Design/methodology/approach

Two approaches are adopted in the paper: one, description of salient features of past reconstruction process, roles of different stakeholders, and vulnerability reduction – human security context. The other part is description of a specific program highlighting its goal, objective, scope and activities. Focus is given on the community‐based reconstruction process with in‐depth analysis, followed by the dissemination of the results to wider communities.

Findings

The major finding of the paper is that the reconstruction process should be considered as development opportunity, and should be linked to vulnerability reduction measures of the community, which, in long term, will lead to enhancement of human security.

Research limitations/implications

The long‐term impact of the reconstruction process is yet to be verified. It will remain as future challenge how the community‐based initiatives are linked to policy and plans of the government.

Practical implications

The paper describes field‐based reconstruction process in three countries, which are implemented in cooperation with local communities and local non‐government organizations. Thus, the findings of the paper are directly related to its practical implications.

Originality/value

The original part of the paper is that it highlights two very important issues of the reconstruction process. The paper also provides detail description of the innovative community‐based reconstruction process. It gives a unique analysis to link reconstruction process with vulnerability reduction and enhancement of human security.

Abstract

Purpose

The purpose of this paper is to explore the concept of build back better (BBB) in contexts affected by depopulation and shrinking economies discussing how and if its principles are able to drive the recovery pattern toward a sustainability re-development path.

Design/methodology/approach

BBB principles’ usefulness in driving toward a sustainable post-disaster recovery has been tested in L’Aquila’s area (Italy) – severely affected by an earthquake in 2009 – through interviews and analyses of reconstruction plans and policies.

Findings

Although most of the BBB principles can be recognized within the intentions of plans and policies, the recovery process highlights a major fallacy in addressing the pre-disaster socio-economic stresses inducing to shrinkage and depopulation development lock-ins.

Practical implications

Although most of the principles can be recognized in the intentions of plans and policies, the recovery process highlights a main fallacy of the “BBB paradigm”: the need of addressing pre-disaster socio-economic stresses while recovering from the shocks was not explicitly nor implicitly addressed.

Originality/value

Shrinkage as a process of territorial transformation has been little explored in relation to natural hazards and post-disaster contexts. Indeed, while from one side BBB concept and principles drive toward a potential mitigation of the main risks while re-building, it results challenging to overcome the built environment re-building priorities to question whether, what and how to re-build while investing in socio-economic recovery. Reverting, or accepting, shrinkage could indeed implies to not build back part of the urban fabric, while investing in skills and capacity building, which, in turn, would be difficult to justify through the reconstruction budget. The tension between re-building (better, the built environment) and re-development (skills and networks, at the expense of re-building) is critical when BBB faces disasters happening in shrinking territories.
