Abstract

Purpose

The urban population in Indian cities is increasing at an alarming speed. Accommodating such a huge population while sustaining the environment is a challenge in urban areas. Compact urban forms with high-density planning is claimed to be a sustainable solution in such situations. Thus, this approach needs to be tested for Indian urban areas.

Design/methodology/approach

This paper formulates a neighbourhood sustainability assessment (NSA) framework for monitoring, assessing and managing the population density of urban neighbourhoods. The paper identifies context-specific built density indicators at the neighbourhood scale. It assesses the indicators in neighbourhoods with varying population density by physical and perceived measures. This helps in verifying the feasibility of density by physical density assessment and verifies the acceptability of density by perceived density assessment.

Findings

When tested in the Indian context, the framework shows that although high-density neighbourhoods are sustainable, certain indicators may endorse differing densities. The result displays that high-density planning is sustainable compared to low- and medium-density neighbourhoods in the selected cities.

Practical implications

The study demonstrates the application of formulated assessment system in three central Indian cities with useful results. Similar studies can be conducted to identify the gaps for improving sustainability and achieve a livable density pattern.

Originality/value

Although sustainable development goals are part of new planning policies, there exist very few assessment systems to determine the sustainability of neighbourhoods, especially for density. The methodology will assist in developing sustainability assessment frameworks and encourage the practice of sustainability assessment in developing countries like India.

Abstract

Purpose

A vehicle to reduce health inequalities and improve public health has been provided by programmes at a neighbourhood level. The purpose of this paper is to analyse the development processes in four municipalities for achieving sustainable structures in area‐based development programmes during and after a formal partnership period.

Design/methodology/approach

A case‐study database was compiled based on the strategic and local work of four municipalities and four municipal housing companies who cooperated in the Partnership for Sustainable Welfare Development 2003‐2009. The case‐study database includes nine in‐depth studies with interviews (n=68), participant observations (n=125), a survey (n=1,160), and documents. The data are analysed using three theoretical concepts: political support, alliances, and citizen participation.

Findings

Political support, alliances, and citizen participation are important building blocks in neighbourhood development work. However, when the partnership ended there was little left that could function as a sustainable structure. Political support seems to be a means to reach the target, including ensuring a consistent approach and allocation of resources. However, the support must continue also after the intervention period, when the formal partnership collaboration ends, otherwise the established structure will soon decompose. Citizen participation is another precondition for a sustainable structure able to continue despite reduced municipal support. Alliances have the best chance of forming sustainable structures when they involve both the strategic and the operational level.

Originality/value

Even though many evaluations have been conducted to capture the process of interventions, little attention has been given to the challenges facing the outcomes of the intervention when it comes to making permanent the activities for reducing health inequalities. This paper is an attempt to deal with these challenges.

Abstract

In this chapter, we suggest a neighborhood perspective as a possible way to ‘react’ to some suburban trends that characterize the city today. We mention some of these trends and focus on their social and environmental impact. Our aim is to ecologically pose the centrality of sociospatial organization in the city; such organization, indeed, is fundamental to think to more sustainable forms as a countertrend to urban sprawl. On one side, we consider the works of Barry Wellman in order to show that community is more and more disconnected to a particular space or place. On the other side, we consider the contribution of Robert Sampson to stress the centrality of the concept of neighborhood, which has been made free from the ‘community rhetoric’ of strong ties in urban studies. Sampson gives a particular importance to collective efficacy, which he suggests as the tool through which a high quality of life can be pursued in urban neighborhoods. So, these studies stress the organizational and ecological aspects instead of the ones connected to strong local ties. In the final part, we suggest that our perspective is also very useful in order to give substance to the idea of a dense city as a mosaic/network of neighborhoods, a city where social mixitè is a binding element.

Abstract

Purpose

Research on green certificate rankings in the MENA region primarily focuses on building scale, relying on the certified project count. This assessment approach overlooks the spatial factor, failing to capture their influence on the urban built environment, thus potentially undermining other efforts not reflected by the project count. This research aims to rank countries in the Middle East and Northern Africa (MENA) region based on their ongoing efforts regarding green neighbourhood certification.

Design/methodology/approach

This study employs a three-phase methodology to rank MENA countries' adoption of green neighbourhood certification systems: content analysis, multicriteria analysis (MCA) using the analytical hierarchy process (AHP) and spatial analysis.

Findings

Based on the content analysis, four major performance indicators were identified and the conventional ranking using projects count was presented. Using AHP, the MCA could rank the countries in the region according to their unique performance indicators score, clarifying the differences between conventional and AHP-based rankings. Finally, the spatial analysis phase uncovers shortcomings in the traditional ranking method, revealing inaccuracies and misrepresentations for several countries.

Originality/value

The study presents an innovative ranking methodology to monitor the green neighbourhood actions of countries in future development and establish a pioneering framework to evaluate the impact of green certifications within the region.

Abstract

Purpose

It is observed that the COVID-19 Pandemic mostly restricts people's movement and walking habits. In this direction, this study aims to highlight how the walking behaviors of individuals affected in different geographies' neighborhoods before and during the Pandemic.

Design/methodology/approach

This paper focuses on the relationship between neighborhood characteristics and the changing walking behavior of 24 sample regions (514 participants) with the highest incidents of COVID-19 infection from American, European, Asian, Western Pacific, African and Middle Eastern cities. The paper's methodology is supported by an /online questionnaire survey conducted in these 24 disparate neighborhoods in December 2020.

Findings

Findings show that “walkable access” varies over geographies during the Pandemic. Urban amenities within 15–20 min of access become more important than ever. The results unravel that either walkable or non-walkable neighborhoods showcased similarities despite that urban amenities were not within 15–20 min of access. Three prominent aspects should be emphasized to plan walkable neighborhoods: providing walkable access, forming spatial proximity and sustaining social cohesion.

Social implications

The availability of daily amenities, such as shopping stores, health care, education services and pharmacies within a 15–20-min walking distance maintain everyday life and increase social interactions. In addition, places with walkable access encourage an active lifestyle and contribute the public health. The impact of the COVID-19 Pandemic movement restrictions on the walking behavior of individuals highlights how the qualities of distance-based urban planning need to be supported with time-based practical attributes that can shape neighborhood planning frameworks.

Originality/value

This paper highlights the coexistence of “walkability” and “accessibility” measures in urban practice and research to create resilient and sustainable neighborhoods. The “walkable access” term used in the paper addresses joint measures of walkability and accessibility.

Purpose

An in-depth literature review was undertaken to uncover (1) what are described as the desired outcomes for 20 minute neighbourhoods (20MNs) – the normatively based ends which planners, architects and decision-makers want 20MNs to achieve; (2) the means (the mechanisms, levers, triggers and causal factors) that have to be correctly assembled and lined up for 20MNs to operate as intended and (3), in order to avoid naive environmental determinism, the behavioural changes required to support the operation of 20MNs even where the required configuration of means can be achieved. The content analysis was conducted following guidelines offered by the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) criteria.

Design/methodology/approach

Growing interest in the urban design concept of the “20MNs” has been greatly accelerated by the COVID-19 pandemic. It has been presented as a way of increasing the quality of local environments by enabling people to meet their daily needs through access to safe walking and cycling routes or by public transport. Internationally, it has captured the imagination of political decision-makers, built-environment practitioners and communities alike, as a life-affirming post-pandemic vision, held up as achieving environmental, health and economic improvements as well as reducing inequalities experienced by many. This paper's overall purpose is to separate the ends pursued in 20MNs from means available for achieving them.

Findings

The paper concludes that the ambition to see the 20MNs widely woven into existing urban, suburban and rural neighbourhoods will require significant effort to ensure all that all the component parts of, and key players in, planning's place-delivery systems are aligned and mutually supportive. Even where this can be achieved, further guidance will be needed on (1) how to operationalise the practical implementation of 20MNs and (2) how their success can be measured.

Originality/value

The originality of the paper lies in its efforts to discriminate between ends and means – between desired outcomes of 20MNs and the means available for achieving them. The significance of the paper lies here in this attempt to initiate a discussion on possible causal relationships between what is wanted and what would need to be done to achieve it. Without clarity about these relationships, misunderstanding, confusion and barriers to communication may arise across the many different organizations, stakeholder groups and actors involved. This lack of clarity could undermine trust and confidence, potentially undermining both the process and to its outcomes.

Abstract

Purpose

Several initiatives have taken part in the sustainability assessment tools, especially on the neighbourhood scale. These tools have been developed as neighbourhood sustainability assessment tools (NSATs) in global and local settings. Despite the widespread use of NSATs over the last two decades, research on NSATs in Global South cities is currently limited. This review article synthesizes literature themes and provides research priorities for NSATs.

Design/methodology/approach

This paper presents a systematic review of 48 research articles on NSATs in cities of the Global South, conducted and reported using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) statement. A thematic synthesis of 18 articles was reviewed using content analysis to provide a thematic classification and research priorities that outline approaches and actions for implementation.

Findings

The results revealed five themes of NSATs for research tackling cities in the Global South, with one dominant theme related to case study-based frameworks and tools. The findings indicate a high level of affiliation contribution and research content focus within the Asian continent compared to the African continent and MENA region.

Originality/value

This study contributes to the bibliometric analysis of where the current body of research stands in NSATs. The added value highlights research priorities based on themes, spatial regions and tools.

In this case study, gas and electric utility holding company Southern Company has embarked on an ambitious experiment to learn more about energy usage at a household level, as well as community scale microgrids. Every minute, 62 homes in Reynolds Landing upload appliance and electrical outlet level data to Southern Company. How can Southern Company use this vast amount of data to promote energy efficiency? Are microgrids a key to creating a more sustainable and resilient energy future? At a higher level, how can microgrids impact or change traditional power generation business models like those used by Southern Company?

Abstract

Purpose

Environmental urbanism is reflected for the last years in the design of urban megaprojects. This trend is spreading in Morocco to the point that it is considered as the leading player in this emerging field across North Africa. The purpose of this paper is to advance the twofold hypothesis that these specific urban projects are on the one hand tools of capitalism and on the other hand leverage for clear change in the global management project process compared to non-eco-projects. In addition to these two hypotheses, the lack of environmental regulations at the national level and the copy and paste of international standards are serious limits of the approach at the local scale.

Design/methodology/approach

Drawing on an in-depth case study (Benguérir “green town”) and interviews conducted from 2012 to 2014, the paper will aim to build up a critical and operational research on emerging eco-megaprojects in Morocco.

Findings

The paper provides empirical insights and confirms the connection between capitalistic megaprojects and environmental urbanism in Morocco. However, it partially rejects the hypothesis that this new trend opens up dramatic change in the making of projects. This study case points sharp limitations and mismatches between virtuous environmentalism and reality on the ground: the problem of adjusting projects to urban policies, a lack of coordination and trust between local officials and developers, excessive reliance on standards and labels, conformity of developers with the international doxa of urban sustainability. However, eco-urbanism can give birth to better integrated and sustainable projects than “mainstream” urbanism when strongly related to local financial, technical and economic capacities of end users and stakeholders in North Africa.

Research limitations/implications

Because of the chosen research approach, the research results may lack generalizability. Therefore, researchers are encouraged to test the proposed propositions further.

Practical implications

Recommandations are proposed to improve principles in eco-urbanism in Morocco and beyond in North Africa.

Social implications

The skills of residents are a source of education to be tapped into and developed further for eco-projects.

Originality/value

This paper provides an “in situ” analysis of the preparation and implementation of eco-projects in Africa and the national and local adaptations of the internationally promoted eco-city.
