Abstract

Purpose

To address the challenges encountered in disaster responses, optimize resource utilization, minimize environmental and social impact, and ensure transparency and accountability, it is essential to review humanitarian supply chains and incorporate sustainability considerations. Humanitarian organizations can enhance their ability to deliver timely and effective assistance to those in need by continuously improving supply chain practices. Consequently, this work explores the convergence of two fast-growing domains: sustainability and humanitarian supply chain management (HSCM).

Design/methodology/approach

The authors conducted a systematic literature review of peer-reviewed articles to identify the prominent research trends and themes from the two domains' interactions. The extant literature is represented under the theory, context, characteristics, and research method (TCCM) framework. The authors have utilized a stakeholder theory perspective to identify coordination and collaboration among the various stakeholders.

Findings

This study's review findings reveal five future research directions formulating this study's central themes: the role of environmental sustainability, coordination, and collaboration in building effective HSCs; the role of humanitarian aid for the responsive HSC; the influence of big data predictive analytics on the HSC performance; development and empirical validation of sustainable HSC performance framework; the role of HSC stakeholders in building effective and efficient HSCs.

Originality/value

There is no existing academic literature review available on sustainable HSCM. This review fills this void by fostering discussion about sustainable humanitarian supply chains where the authors notably propose the TCCM framework in the context of sustainable HSCM, followed by a stakeholder network.

Abstract

Purpose

Despite global efforts for environmental protection, there is a gap in the literature about the contributions of a sustainable humanitarian supply chain (SHSC) to the promotion of human rights in refugee settlements. In this context, this study investigates how the generation of sustainability in the humanitarian supply chain (HSC) acts as an instrument for guaranteeing the human rights for refugees.

Design/methodology/approach

A literature review was conducted to identify the state of the art and research challenges as well as an analysis of international law documents related to refugees, international human rights law and environmental protection, and a critical study of sustainable initiatives already taken by international organizations and humanitarian agencies in refugee camps.

Findings

As a result, ensuring human rights in refugee camps is directly related to the development of a SHSC that contributes without deviation to the enjoyment and exercise of human rights by preserving the local environment.

Originality/value

This study offers a literature review and discusses the generation of sustainability in refugee camps and its relationship with human rights protected by rules of international law. Aspects such as the circular humanitarian supply chain are for the first time discussed, introducing the circular economy to refugee settlements.

Abstract

Purpose

The purpose of this study is to examine various data sources to identify trends and themes in humanitarian supply chain management (HSCM) in the digital age.

Design/methodology/approach

In this study, various data sources such as published literature and social media content from Twitter, LinkedIn, blogs and forums are used to identify trending topics and themes on HSCM using topic modelling.

Findings

The study examined 33 published literature and more than 94,000 documents, including tweets and expert opinions, and identified eight themes related to HSCM in the digital age namely “Digital technology enabled global partnerships”, “Digital tech enabled sustainability”, “Digital tech enabled risk reduction for climate changes and uncertainties”, “Digital tech enabled preparedness, response and resilience”, “Digital tech enabled health system enhancement”, “Digital tech enabled food system enhancement”, “Digital tech enabled ethical process and systems” and “Digital tech enabled humanitarian logistics”. The study also proposed a framework of drivers, processes and impacts for each theme and directions for future research.

Originality/value

Previous research has predominantly relied on published literature to identify emerging themes and trends on a particular topic. This study is unique because it examines the ability of social media sources such as blogs, websites, forums and published literature to reveal evolving patterns and trends in HSCM in the digital age.

Purpose

Humanitarian supply chains (HSCs) by their very nature require urgent reaction to unforeseeable needs, making it difficult to properly plan for the support of actual demands. As such, integrating sustainability into traditional HSC practices continues to present a challenge to governments, nongovernmental organizations (NGOs) and other humanitarian-related agencies. This study focuses on identifying and categorizing the leading enablers to green humanitarian supply chains (GHSCs) and proposes a model for improving the responsiveness based upon a fuzzy total interpretive structural modelling approach.

Design/methodology/approach

Total interpretive structural modelling (TISM) uses group decision-making to identify contextual relationships among each pair of enablers and elucidates the nature of each underlying relationship. The fuzzy TISM shows the level of strength (very high influence, high influence, low influence and very low influence) of each enabler in relation to other enablers, which can help to inform management decision-making.

Findings

GHSC management requires strategic planning of inventory and logistics management. The importance of collaborative relationship building with HSC partners for developing capability and the effective use of available resources are keys to success. These improved relationships also help to promote postponement and similar speculation-based logistics strategies, as well as advanced purchasing and pre-positioning strategies. Finally, the speed and quality of response is found to be the top enabler in GHSC management.

Research limitations/implications

One noted shortcoming of the chosen research method is its reliance on subjective expert judgement. However, collecting judgements is at the basis of many research methods, and the research team took utmost care throughout the research process to allay biases. Future empirical research can further examine the relationships suggested herein. Managers can use the model developed in this research to consider impactful ways to design and execute sustainable HSCs.

Originality/value

To the best of the authors' knowledge, this is a novel attempt to identify enablers to GHSC management. Secondly, the research team has used an advanced methodology (fuzzy TISM) to develop the contextual inter-relationships among the enablers which has not been used earlier in this direction before and thus advances the GHSC literature.

Abstract

Purpose

Number of disastrous events are rising globally, and it is important to manage the humanitarian supply chain management process to assist the disaster affected individuals in terms of relief operations. Effective relief operations can help to recover the materialistic loss due to any disaster. But there is a paucity of studies regarding this issue for developing countries. This study, hence, inspected the factors that affect the disaster supply chain management (DSCM) processes for relief operations in Bangladesh.

Design/methodology/approach

This study examined the factors affecting relief operations through a qualitative analysis. This study used thematic analysis. Interviews were conducted with related supply chain individuals who were triangulated by data from related publications and blogs.

Findings

The study showed that sustainable DSCM for relief operations in Bangladesh require addressing few factors as organizational capabilities, warehousing locations and inventory management, infrastructure facility, coordination among partners, government and local authority support to create a transparent, efficient, effective and sustainable DSCM process for relief operations in Bangladesh. The system loopholes can be identified and rectified on the base of these factors.

Research limitations/implications

The number of interview respondents was limited to twenty who were selected randomly from four organizations. To create a sustainable disaster supply chain management (SCM) for relief operations few factors were considered as predominant factors in Bangladesh context to generalize the developing country contexts and other factors were not considered. Therefore, for farther humanitarian research, the model of this study can be used for quantitative research and the hypotheses can be tested empirically to get more acute findings.

Practical implications

As this study identifies the factors which can help to create a sustainable DSCM system for relief operations, hence practically, Bangladesh humanitarian SCM agencies will be beneficial from this study. They can easily recognize the factors need to be considered to create a sustainable DSCM process for relief operations.

Originality/value

This is a unique study carried out to examine the factors affecting DSCM process for relief operations in Bangladesh.

Abstract

Purpose

The continual onset of natural and manmade disasters propels the humanitarian supply chain (HSC) efforts (by organizations, groups and individuals) to always be on a stand-by mode with more and more sustainable solutions. Despite all the sincere and coordinated efforts from all the humanitarian agents and bodies, the likely sustainable outputs are hampered by certain barriers (impediments) which exist at different levels of the HSCs. A better understanding of such barriers and their mutual relationship is deemed helpful in improving the outcomes of humanitarian efforts. Thus, the purpose of this paper is to explore, refine, establish and classify these barriers which thwart the sustainable efforts of the HSCs individually as well as collectively.

Design/methodology/approach

An extensive literature review is conducted to identify these barriers which were followed by soliciting the experts’ inputs to update, refine and retain the contextually relevant ones. The opinions about the nine identified and refined barriers are taken from eight experts based in the Northern India who are having at least five years of experience in humanitarian operations. Fuzzy interpretive structural modeling (FISM) is used to examine and establish a hierarchical relationship among these barriers, whereas fuzzy Matrice d’impacts croisés multiplication appliquée á un classment analysis is carried out to further classify these barriers into dependent, autonomous, linkage and dependent barriers.

Findings

The analysis led to the formation of a FISM model where the operational challenges affecting the performance occupy the topmost position in the hierarchy. The results reveal that inconsistent motives, coordination and communication and operational challenges affecting the performance are the dependent, poor strategic planning, capacity-related challenges and poor performance measurement system are the autonomous, and financial challenges, locational challenges and lack of proper awareness are the independent barriers.

Research limitations/implications

The focus of the researchers was to study and examine these barriers to sustainable HSCs with special reference to the epidemics and pandemics (especially COVID-19), and it sheds light particularly arising during and post disaster phases.

Practical implications

The structural model contributed by this study is expected to be meaningful for practitioners besides enriching the body of literature. In the context of pandemics, it distinguishes itself from the other available frameworks.

Social implications

As this research has been carried out in the context of the novel COVID-19, the framework is expected to assist policymakers in comprehending the issues impeding the sustainability of noble humanitarian efforts. Thus, ultimately it is expected to contribute to the ultimate cause of society at large.

Originality/value

This research endeavor distinguishes itself from the other accessible published resources in terms of the specific context, the methodological approach and the nature of respondents. This paper concludes with the practical implications and directions for future research.

Purpose

This study aims to propose an analytical tool based on the activities–resources–actors (ARA) model to understand the coordination mechanisms in humanitarian action. The tool identifies the phases of humanitarian action and analyzes the underlying mechanisms that facilitate coordination among organizations.

Design/methodology/approach

This study uses a literature review to develop analytical grids and theoretical propositions based on the ARA model.

Findings

The ARA model is a useful tool for understanding coordination mechanisms in humanitarian action. The study identifies key elements of interaction systems and characterizes the phases of humanitarian action. Effective coordination among organizations is essential for successful aid delivery. The study provides four theoretical propositions.

Research limitations/implications

Future research could validate the propositions formulated in this study through case studies.

Practical implications

The analytical grids proposed in this study can be used by humanitarian organizations to improve their coordination mechanisms and aid delivery processes.

Social implications

Effective humanitarian action can help alleviate the suffering of individuals affected by crises and contribute to the overall well-being of communities. The analytical tool proposed in this study can improve the effectiveness of humanitarian action and ultimately benefit society.

Originality/value

This paper presents an original approach by leveraging the ARA model to develop an analytical tool for humanitarian action, which is useful for both practitioners and researchers. In addition, the paper attempts to overcome the siloed vision of humanitarian action by highlighting “emergency-development” aspect.

Abstract

Purpose

While humanitarian supply chains (HSCs) inherently contribute to social sustainability by alleviating the suffering of afflicted communities, their unintended adverse environmental impact has been overlooked hitherto. This paper draws upon contingency theory to synthesize green practices for HSCs, identify the contingency factors that impact on greening HSCs and explore how focal humanitarian organizations (HOs) can cope with such contingency factors.

Design/methodology/approach

Deploying an action research methodology, two-and-a-half cycles of collaboration between researchers and a United Nations agency were completed. The first half-cycle developed a deductive greening framework, synthesizing extant green practices from the literature. In the second and third cycles, green practices were adopted/customized/developed reflecting organizational and contextual contingency factors. Action steps were implemented in the HSC for prophylactics, involving an operational mix of disaster relief and development programs.

Findings

First, the study presents a greening framework that synthesizes extant green practices in a suitable form for HOs. Second, it identifies the contingency factors associated with greening HSCs regarding funding environment, stakeholders, field of activity and organizational management. Third, it outlines the mechanisms for coping with the contingency factors identified, inter alia, improving the visibility of headquarters over field operations, promoting collaboration and resource sharing with other HOs as well as among different implementing partners in each country, and working with suppliers for greener packaging. The study advances a set of actionable propositions for greening HSCs.

Practical implications

Using an action research methodology, the study makes strong practical contributions. Humanitarian practitioners can adopt the greening framework and the lessons learnt from the implementation cycles presented in this study.

Originality/value

This is one of the first empirical studies to integrate environmental sustainability and HSCs using an action research methodology.

Abstract

Purpose

The purpose of this paper is to develop an existing collaborative research methodology process (Sabri, 2018), contextualise it for application in humanitarian supply chains and test it empirically.

Design/methodology/approach

Building on collaborative research methodology and humanitarian supply chain literature, the Sabri’s (2018) collaborative research methodology process is further developed to comprise eight phases of collaborative research contextualised for the humanitarian supply chain domain. The process is applied in a collaborative research case of academia–practitioner knowledge co-creation in a humanitarian supply chain setting, focussing on environmental sustainability improvement. The collaborative case analysis suggests a number of refinements to the elements of the process. This study undertook two cycles of academia–practitioner collaborative research.

Findings

In testing the process, a noticeable improvement in the collaboration among different humanitarian stakeholders was observed, leading to improved stakeholder management. The implementation improved the sustainability awareness and social inclusion of the affected population. Rurality, remoteness, security issues and resistance of field staff against change were among the main challenges for supply chain researchers to engage in collaborative research in the humanitarian domain.

Originality/value

The paper addresses the rigour‒relevance‒reflectiveness debate in the humanitarian supply chain domain. A collaborative research methodology process derived from action research is further developed using humanitarian literature, and then it is applied in a humanitarian logistics case focussed on environmental sustainability. The present collaborative research process facilitates engaged scholarship among the humanitarian stakeholders, as the researchers’ roles move from observatory to participatory knowledge broker.
