Abstract

WE open our new volume in circumstances of hope. The recent developments of the war give real encouragement to the expectation that a few more months of endurance may see if not the end of war, at least its prospect. For many work has been pursued recently in circumstances of difficulty and, occasionally, of danger, but we do not know of any library which has closed for any length of time because of enemy action. Those in the South of England have had anxious hours; for a few days book issues went down, and thus the experiences of the autumn of 1940 were repeated. Such fluctuations are not likely to be permanent or even long‐lasting. For librarians, as for all our people, there is now evidence that before the volume we begin today is complete, we may be able to give undivided attention to libraries.

Abstract

Purpose

The chapter presents experiences of volunteers to organise and operate public transport services in Germany. A brief overview of the practical issues and a discussion of the possibilities and limitations is given.

Design/methodology/approach

The work is based on the author’s experience as a consultant and researcher in the field.

Findings

Approximately 250 Bürgerbus presently exist, mainly in rural areas where everyday operations are carried out by a group of volunteers. Service planning is done in partnership with local authorities and transport providers, and benefits from the volunteers’ local knowledge. The services use small vehicles and have a complementary function in the transport system. They primarily cater to local shopping and leisure journeys and, although available to the general public, are predominantly used by pensioners. In recent years, the original concept has evolved and a much greater variety can now be seen.

Social implications

Beyond providing mobility, the establishment of a Bürgerbus service is an important community achievement and contributes to social cohesion. Variations in the general popularity of volunteering can also be seen in the differing numbers of Bürgerbus schemes in the German regions.

Originality/value

Civic engagement is an important resource for community life, which can also be used for improving mobility. However, experience shows that the professional public transport industry and transport policy must understand the volunteers’ motivations, provide a suitable framework and support to develop concepts tailored to local needs.

Abstract

This paper compares the shopping behavior of Chilean consumers with those in China. Both Chinese and Chilean mall visits are driven, first and foremost, by purchase; however, consumers in Chile tend to be less single minded than their Chinese counterparts. Differences also exist between the two populations in their way of selecting the mall, shopping characteristics, and purchase patterns. Most importantly, Chinese shoppers relied more on their mall visits than Chileans in searching for information and finalizing their purchase decisions; at the same time, they were much more cautious in committing themselves to a purchase.

Abstract

Purpose

The purpose of this paper is to explore the introduction of cruise ship tourism into historic urban centers, and the mitigation policies that can be implemented to encourage sustainable development of this relationship.

Design/methodology/approach

The paper focuses on the unique aspects of cruise tourism that differentiate it from other forms of mass tourism. Using the specific example of Charleston, South Carolina, it explores the difficulties that cruise tourism present to local residents and policymakers. It looks at different mitigation policies that have previously been implemented in cruise destinations around the world, and analyzes which have been the most effective.

Findings

Cruise ship tourism is the fastest growing segment of the tourism industry, and it is an issue that many coastal heritage destinations will soon face. Uncontrolled tourism from cruise ships is unsustainable, and strong government intervention is needed to maintain heritage cities.

Originality/value

This paper provides compelling evidence that cruise ship tourism presents an immediate threat to sustainable tourism in urban heritage centers, and provides policy recommendations for lawmakers.

Abstract

Purpose

Rankings of the world's cities by a liveability factor have become increasingly significant in the media, among governments and city councils in the promotion of cities, as well as academics interested in understanding the impact of quantifying liveability on urban planning and the relationship of liveability indices and tourism. The paper aims to discuss this issue.

Design/methodology/approach

While examining characteristics of liveable cities according to some of the widely reported liveability indices, such as those produced by Mercer, Monocle magazine and the Economic Intelligence Unit (EIU), the authors provide a snapshot of Perth as a liveable city and consider liveability in relation to urban tourism, sustainability and environment. Perth's liveability ranking is discussed in terms of environmental sustainability, noting that for Perth to retain its position as one of the world's most liveable cities, consideration must be given to sustainable planning and environmental practices at policy, organisational and individual levels, placing the long-term liveability of the environment and Perth's flora and fauna at the forefront of urban, and tourism, planning.

Findings

The accessibility of nature in Perth and its surrounds, its outdoor recreational opportunities and warm climate are factors that make it unique. Developing and promoting nature-based tourism would further enhance the accessibility of nature for visitors and residents. While Perth's EIU top ten ranking is justified, its major attributes remain unrecognised by the widely used EIU liveable city assessment framework.

Research limitations/implications

Moreover, the notion of a liveable city is open to contention due to the subjective nature of various assessment criteria. Liveability indices should include quantifiable environmental factors such as green space, remnant vegetation, biodiversity, air quality and unpolluted water.

Originality/value

This paper thus contributes to the discourse on what constitutes a liveable city, the authors emphasise that liveability is significantly related to the presence of green space and natural areas as well as the opportunity to see and interact with wildlife. Perth has such opportunities for it residents and visitors but as yet the aforementioned natural characteristics are not implicit in international measures of liveability.

THE Conference has come and gone, leaving pleasant memories behind it of what we believe has been a useful meeting. On other pages our contributors have expressed various views, and with these, in the main, we are in agreement. The Conference was too full, but that was anticipated by all who had glanced at the programme when it was issued. Perhaps, now that criticism has become very articulate on this subject, the future organizers of annual meetings will endeavour to limit the subjects for discussion to a number that can be digested conveniently.

Abstract

Towns and cities across Canada face rapidly changing economic circumstances and many are turning to a variety of strategies, including tourism, to provide stability in their communities. Community Economic Development (CED) has become an accepted form of economic development, with recognition that such planning benefits from a more holistic approach and community participation. However, much of why particular strategies are chosen, what process the community undertakes to implement those choices and how success is measured is not fully understood. Furthermore, CED lacks a developed theoretical basis from which to examine these questions. By investigating communities that have chosen to develop their tourism potential through the use of murals, these various themes can be explored. There are three purposes to this research: (1) to acquire an understanding of the “how” and the “why” behind the adoption and diffusion of mural-based tourism as a CED strategy in rural communities; (2) to contribute to the emerging theory of CED by linking together theories of rural geography, rural change and sustainability, and rural tourism; and (3) to contribute to the development of a framework for evaluating the potential and success of tourism development within a CED process.

Two levels of data collection and analysis were employed in this research. Initially, a survey of Canadian provincial tourism guides was conducted to determine the number of communities in Canada that market themselves as having a mural-based tourism attraction (N=32). A survey was sent to these communities, resulting in 31 responses suitable for descriptive statistical analysis, using Statistical Package for the Social Sciences (SPSS). A case study analysis of the 6 Saskatchewan communities was conducted through in-depth, in person interviews with 40 participants. These interviews were subsequently analyzed utilizing a combined Grounded Theory (GT) and Content Analysis approach.

The surveys indicated that mural development spread within a relatively short time period across Canada from Chemainus, British Columbia. Although tourism is often the reason behind mural development, increasing community spirit and beautification were also cited. This research demonstrates that the reasons this choice is made and the successful outcome of that choice is often dependent upon factors related to community size, proximity to larger populations and the economic (re)stability of existing industry. Analysis also determined that theories of institutional thickness, governance, embeddedness and conceptualizations of leadership provide a body of literature that offers an opportunity to theorize the process and outcomes of CED in rural places while at the same time aiding our understanding of the relationship between tourism and its possible contribution to rural sustainability within a Canadian context. Finally, this research revealed that both the CED process undertaken and the measurement of success are dependent upon the desired outcomes of mural development. Furthermore, particular attributes of rural places play a critical role in how CED is understood, defined and carried out, and how successes, both tangible and intangible, are measured.
