Abstract

Climate change adaptation strategies are critical for long-term road infrastructure development (RID) because it is expected to put more land and transportation infrastructure at risk from stronger winds, more intense storms, and rising sea levels. Deformation and subsidence could occur if concrete pavements crumbled and asphalt roads softened due to higher temperatures, and changes in the frequency and intensity of precipitation could have far-reaching consequences for the smooth operation of transportation networks. The developed world is primarily responsible for the carbon emissions that contribute to global warming, while less developed countries are insignificant. The African Union sees climate change as a major threat to the continent’s economic development and is working with member states and key organizations to address it. It is critical for developing countries to establish frameworks for detecting climate change risks, developing adaptation strategies, and implementing plans. The sustainable development plan (SRIP) is critical for protecting transportation networks from the effects of climate change. Sustainable development principles are critical for clarifying the proposed project’s relationships with the local and larger society, economy, ecosystems, and various institutions. The ability of a system or structure to recover from disruption while continuing to function and adapt to new circumstances is referred to as resilient infrastructure. Low-carbon infrastructure coexists with resilient infrastructure, and the pursuit of resilient infrastructure necessitates a reduction in the likelihood of failure, a lessening of the negative consequences when failures do occur, and a reduction in the time required to recover due to an increase in the facilities’ capacity to endure, adapt, and change. As part of the implementation process, RID experts must consider how climate change will impact transportation infrastructure. Risk assessment is a systematic method of looking for things that could go wrong, determining how bad they could be, and determining how likely they are to happen. Adaptable designs must include multiple measures to prevent system breakdowns. Climate change’s effects on road infrastructure, as well as rising sea levels, continue to jeopardize low-lying transportation infrastructure. Implementing SRIP necessitates the development of a climate change response mechanism.

Abstract

Purpose

This paper aims to express a mathematical model that predicts the effect of mineral additives on the physical–mechanical properties of high-performance sand concrete (HPSC), using SAS's JMP7 statistical analysis software.

Design/methodology/approach

A mixture design modeling approach is applied to sand concrete (SC) for optimizing mixtures without being obliged to do a lot of experiments, where the cement is partially replaced with two mineral additives silica fume (SF) and blast furnace slag (BFS) in proportions as high as 20% of the mass. A total of 15 mixtures of sand concrete is prepared in the laboratory using this analytical technique in combinations with binary and ternary systems to estimate the workability and the compressive strength (CS) of sand concrete at 7 and 28 days.

Findings

The results obtained showed that the use of derived models based on the experimental design approach greatly assisted in understanding the interactions between the various parameters of the studied mixtures; the mathematical models present excellent correlation coefficients (R² = 0.96 for CS7 days, R² = 0.93 for CS28 days and R² = 0.95 for slump) for all studied responses. Moreover, it was also found that the inclusion of additives (SF and BFS) in binary mixture SC12 and ternary mixtures SC8 leads to a significant improvement in mechanical strength compared to reference sand concrete SC15. These results give the possibility to obtain a formulation of HPSC.

Originality/value

This paper shows the possibility of manufacturing high-performance sand-concrete with good compressive strength; the developed mathematical model by using SAS's JMP7 statistical analysis software allowed us to reach a strength compression value of about 60 MPa, in 28 days, by replacing 10% of the cement weight with silica fume. Furthermore, with partial replacement of the cement weight (15%) with two additions such as silica fume (10%) and blast furnace slag (5%), a 58 MPa of compressive strength can be achieved, without overlooking the fact that this can be a key economic and environmental alternative.

Abstract

Purpose

The purpose of this study is to examine the extent to which using accounting as a multidimensional practice that encompasses technical, social and moral dimensions facilitates the instigation and advancement of a culture of sustainable development.

Design/methodology/approach

A qualitative approach was used to analyse the case of Waratah Coal Pty Ltd vs Youth Verdict Ltd – a dispute over a lease to establish a coal mine. The study draws on Carnegie et al.’s (2021a, 2021b) multidimensional definition of accounting and the Carnegie et al.’s (2023) framework for analysis to explore how different parties drew on accounting concepts to support their position over the sustainability of the mining lease proposal.

Findings

A multidimensional perspective on accounting appears to have clear transformative potential and can be used to champion a culture of sustainable development. This approach also has broad societal, environmental and moral implications that transcend Western financial metrics. This study shows that relying solely on accounting as a technical practice to pursue economic benefits can result in contested arguments. Overall, this analysis illustrates how the wider public, and notably First Nations communities, might challenge accounting methodologies that marginalise cultural and social narratives.

Originality/value

This paper expands accounting research by demonstrating how fully embracing accounting’s capacities can create a space for hearing multiple voices, including those silenced by Western accounting practices. Specifically, this study presents a unique case in which the authors incorporate the voices and views of those affected by accounting-based decisions.

Abstract

Purpose

Recognition that not every climate adaptation policy is a good one has shifted attention to new tools and methods to measure the adequacy and effectiveness of adaptation policies. This study aims to propose and apply and applies an innovative adaptation policy assessment framework to identify the extent to which climate adaptation policies in Vietnam exhibit conditions that are likely to ensure a sufficient, credible and effective adaptation.

Design/methodology/approach

In total, 21 conditions, categorized under five normative principles and covering critical issue areas in adaptation domain, form the climate adaptation policy assessment framework. The principles were double-checked and tested in case studies through observations and analyses of policy documents to ensure that each condition should be distinct and not overlapping across principles. To see if the principles and attendant conditions were able to capture all relevant aspects of adaptation, the authors used structured expert judgment. In total, 39 policy documents pertaining to climate change adaptation were selected for qualitative document analysis. In-depth interviews with local officials and experts were conducted to address data gaps.

Findings

The study reveals major weaknesses constituting a reasonably worrisome picture of the adaptation policies in Vietnam since several critical conditions were underrepresented. These results shed new light on why some adaptation policies falter or are posing adverse impacts. The findings suggest that a sound policy assessment framework can provide evidence on what effective adaptation policy looks like and how it can be enabled. The framework for climate adaptation policy assessment in this study can be easily adjusted and used for different socio-environmental contexts in which new conditions for policy assessment might emerge.

Social implications

The findings show underlying weaknesses constituting a reasonably worrisome picture of the adaptation regime in Vietnam. In the absence of mechanisms and measures for accountability and transparency in policy processes, adaptation in Vietnam appears more likely to be prone to maladaptation and corruption. While solving these problems will not be easy for Vietnam, the government needs to evaluate whether the short-term gains in sustaining the existing adaptation policies really make progress and serve its long-term climate-adaptive development goals.

Originality/value

Although interpretations of adaptation effectiveness may be very divergent in different normative views on adaptation outcomes, the authors argue that a common, agreed-upon effectiveness can be reached if it is clearly defined and measurable in adaptation policies. Thus, the climate adaptation policy assessment framework proposed in this study is critical for policymakers, practitioners, donors and stakeholders dealing with adaptation to better understand the weaknesses in policymaking processes, pinpoint priority areas of action and timely prevent or prepare for possible adverse impacts of policies.

Purpose

Under the repeated action of the construction load, opening deformation and disturbed deformation occurred at the precast box culvert joints of the shield tunnel. The objective of this paper is to investigate the effect of construction vehicle loading on the mechanical deformation characteristics of the internal structure of a large-diameter shield tunnel during the entire construction period.

Design/methodology/approach

The structural response of the prefabricated internal structure under heavy construction vehicle loads at four different construction stages (prefabricated box culvert installation, curved lining cast-in-place, lane slab installation and pavement structure casting) was analyzed through field tests and ABAQUS (finite element analysis software) numerical simulation.

Findings

Heavy construction vehicles can cause significant mechanical impacts on the internal structure, as the construction phase progresses, the integrity of the internal structure with the tunnel section increases. The vertical and horizontal deformation of the internal structure is significantly reduced, and the overall stress level of the internal structure is reduced. The bolts connecting the precast box culvert have the maximum stress at the initial stage of construction, as the construction proceeds the stress distribution among the bolts gradually becomes uniform.

Originality/value

This study can provide a reference for the design model, theoretical analysis and construction technology of the internal structure during the construction of large-diameter tunnel projects.

Purpose

The purpose of this paper is to examine whether mandatory disclosure of information accompanying the sale of real estate achieves its aim of informed purchasers.

Design/methodology/approach

Using a case study approach focused on mandatory disclosure in South Australia data was collected from interviews and focus groups with key personnel in the property industry involved in the production of information required to fulfil vendors’ disclosure obligations.

Findings

The authors found that purchasers are ill-served by a long and complex form of mandatory disclosure with a short time frame that prevents the use of the information provided. Without good form design and increased digital affordances provided by the cadastral and conveyancing systems, mandatory disclosure is insufficient to ensure minimisation of information asymmetry between vendor and purchaser.

Originality/value

To the best of the authors’ knowledge, this is the first Australian qualitative study that examines the utility of mandatory vendor disclosure in real estate sales and the first to consider the impact of the digitalisation of cadastral and conveyancing systems upon the efficacy of mandatory disclosure regimes.

Abstract

Purpose

There have been limited investigations on the mechanical characteristics of tunnels supported by corrugated plate structures during fault dislocation. The authors obtained circumferential and axial deformations of the spiral corrugated pipe at various fault displacements. Lastly, the authors examined the impact of reinforced spiral stiffness and soil constraints on the support performance of corrugated plate tunnels under fault displacement.

Design/methodology/approach

By employing the theory of similarity ratios, the authors conducted model tests on spiral corrugated plate support using loose sand and PVC (polyvinyl chloride) spiral corrugated PE pipes for cross-fault tunnels. Subsequently, the soil spring coefficient for tunnel–soil interaction was determined in accordance with ASCE (American Society of Civil Engineers) specifications. Numerical simulations were performed on spiral corrugated pipes with fault dislocation, and the results were compared with the experimental data, enabling the determination of the variation pattern of the soil spring coefficient.

Findings

The findings indicate that the maximum axial tensile and compressive strains occur on both sides of the fault. As the reinforced spiral stiffness reaches a certain threshold, the deformation of the corrugated plate tunnel and the maximum fault displacement stabilize. Furthermore, a stronger soil constraint leads to a lower maximum fault displacement that the tunnel can withstand.

Research limitations/implications

In this study, the calculation formula for density similarity ratio cannot be taken into account due to the limitations of the helical corrugated tube process and the focus on the deformation pattern of helical corrugated tubes under fault action.

Originality/value

This study provides a basis for the mechanical properties of helical corrugated tube tunnels under fault misalignment and offers optimization solutions.

Abstract

Purpose

This study aims to discuss the case of the Università degli studi di Milano in the context of the COVID-19 pandemic as a point of departure for a new concept of digital library that is closer to users and publishers.

Design/methodology/approach

In this case study, processes and statistical data related to the library system and its usage and digitization at the Università degli studi di Milano during and immediately after the COVID-19 pandemic were analyzed with focus on users’ behavior regarding access to and usage of digital library. The outcome of the innovative measures implemented by the university was analyzed, including the procedures for purchasing bibliographic material, the organization of work in libraries, the management system of bibliographic resources and their monitoring, teaching, communication and the organization of knowledge in general.

Findings

The library system of the Università degli studi di Milano has responded effectively and efficiently to the pandemic crisis by creating a collaborative network with publishers, teachers and students. The awareness of the central role of the Digital Library as the primary place for accessing content, an environment of carefully curated resources and a place for individual and collaborative studies to support learning has increased.

Originality/value

This analysis charters the effects of the lockdown, which has accelerated digital transformation and created an innovative model of academic libraries more connected to community goals. This study points toward the good practices resulting from the COVID-19 experience: closer relationship between users and publishers, change in organizational flow and the relevance of communication in creating a closer connection with users.
