Abstract

Examines a European Commission Institute survey investigating TQM and its application to the European construction industry and suggests that the short‐term nature of construction projects means that obtaining long‐term benefits of TQM can be difficult. Uses the experience of BP Chemicals to investigate what TQM offers in these circumstances, comparing the results of the ECI study with one from the University of Manchester Institute of Science & Technology on a similar theme. Concludes that if TQM simply speeds up the integration of different construction industry “cultures”, that is in itself beneficial.

Abstract

Purpose

The question of violence in hunter-gatherer society has animated philosophical debates since at least the seventeenth century. Steven Pinker has sought to affirm that civilization, is superior to the state of humanity during its long history of hunting and gathering. The purpose of this paper is to draw upon a series of recent studies that assert a baseline of primordial violence by hunters and gatherers. In challenging this position the author draws on four decades of ethnographic and historical research on hunting and gathering peoples.

Design/methodology/approach

At the empirical heart of this question is the evidence pro- and con- for high rates of violent death in pre-farming human populations. The author evaluates the ethnographic and historical evidence for warfare in recorded hunting and gathering societies, and the archaeological evidence for warfare in pre-history prior to the advent of agriculture.

Findings

The view of Steven Pinker and others of high rates of lethal violence in hunters and gatherers is not sustained. In contrast to early farmers, their foraging precursors lived more lightly on the land and had other ways of resolving conflict. With little or no fixed property they could easily disperse to diffuse conflict. The evidence points to markedly lower levels of violence for foragers compared to post-Neolithic societies.

Research limitations/implications

This conclusion raises serious caveats about the grand evolutionary theory asserted by Steven Pinker, Richard Wrangham and others. Instead of being “killer apes” in the Pleistocene and Holocene, the evidence indicates that early humans lived as relatively peaceful hunter-gathers for some 7,000 generations, from the emergence of Homo sapiens up until the invention of agriculture. Therefore there is a major gap between the purported violence of the chimp-like ancestors and the documented violence of post-Neolithic humanity.

Originality/value

This is a critical analysis of published claims by authors who contend that ancient and recent hunter-gatherers typically committed high levels of violent acts. It reveals a number of serious flaws in their arguments and use of data.

At a time when the future of the British state pension is being debated events in Australia provide an interesting example of an alternative approach. This article examines the introduction in Australia of the 1992 Superannuation Guarantee Charge Bills (SGC). The article considers the key debates which accompanied the SGC along with the role of the Australian Council of Trade Unions (ACTU), the poverty lobby and employer organisations in the reform process. The Australian model can not simply be transposed to the UK but the politics of reform in this case illustrate the issues of equity, exclusion and social division that are likely to arise.

Abstract

This article argues that existing research poorly specifies the link between planning and performance because of omitted variable bias. Researchers agree planning is a critical part of creating any new venture. Many researchers assess planning by whether a small firm has a written business plan. Unfortunately, efforts empirically to validate this relationship have been inconclusive. This article proposes that researchers should assess business plans both on the quality of the plan (and the planning process that produced it), and on the quality of the underlying business opportunity. Failure to account for both aspects of a business plan amounts to omitted variable bias, frustrating attempts to accurately estimate the true relationship.

Abstract

Purpose

Although organizations change on a regular basis, much of what we know about the impacts of organizational change can best be described as macro‐level information. Only recently have scholars begun to examine the impact of organizational change at the level of the individual employee (i.e. micro level). The purpose of this paper is to assess the importance of a supervisor's support for a change initiative in relation to employee job satisfaction and job involvement.

Design/methodology/approach

This research made use of archival data. Police officers (n=88) were randomly selected from across the USA to complete phone interviews meant to assess, in part, supervisor support for a change from traditional policing to community policing, job satisfaction, and job involvement.

Findings

While supervisor support for the change initiative was found to be related to job satisfaction and job involvement, job satisfaction mediated the supervisor support‐job involvement relationship.

Research limitations/implications

The major limitation of this study is its small sample, which precluded the use of more advanced statistical techniques (i.e. structural equation modeling). The major implication is that both employees and the organization stand to benefit during a change initiative if the supervisor demonstrates his or her support for the initiative.

Originality/value

This research is of value given the prevalence of organizational change and the need for more research examining the impact of change on micro‐level issues.

Abstract

Purpose

Positive organizational scholarship in healthcare (POSH) suggests that, to promote widespread improvement within health services, focusing on the good, the excellent, and the brilliant is as important as conventional approaches that focus on the negative, the problems, and the failures. POSH offers different opportunities to learn from and build resilient cultures of safety, innovation, and change. It is not separate from tried and tested approaches to health service improvement – but rather, it approaches this improvement differently. The paper aims to discuss these issues.

Design/methodology/approach

POSH, appreciative inquiry (AI) and reflective practice were used to inform an exploratory investigation of what is good, excellent, or brilliant health service management.

Findings

The researchers identified new characteristics of good healthcare and what it might take to have brilliant health service management, elucidated and refined POSH, and identified research opportunities that hold potential value for consumers, practitioners, and policymakers.

Research limitations/implications

The secondary data used in this study offered limited contextual information.

Practical implications

This approach is a platform from which to: identify, investigate, and learn about brilliant health service management; and inform theory and practice.

Social implications

POSH can help to reveal what consumers and practitioners value about health services and how they prefer to engage with these services.

Originality/value

Using POSH, this paper examines what consumers and practitioners value about health services; it also illustrates how brilliance can be theorized into health service management research and practice.

Abstract

Purpose

The purpose of this paper is twofold: the authors initially survey a sample of literature published after the Great Recession that address macroeconomic and commercial real estate forecasting methods related to the Great Recession and compare significant lessons learned, or lack thereof. The authors then seek to identify new models to improve the predictability of commercial real estate early warning signals regarding cyclical turning points which result in negative appreciation rates.

Design/methodology/approach

The authors develop a probit model to estimate quarterly probabilities of negative office appreciation returns using an alternative methodology to Tsolaco et al. (2014). The authors’ alternative method incorporates generally publicly available macroeconomic and real estate variables such as gross domestic product, office-related employment sectors, cap rate spreads, and commercial mortgage flow of funds into a probit model in order to estimate the probability of future quarterly negative office appreciation rates.

Findings

The authors’ models demonstrate the predictive power of macroeconomic variables typically associated with office demand. The probit model specification shows probabilities of negative office appreciations rates greater than 50 percent either as the quarterly office returns become negative, or in some cases several quarters before office returns become negative, for both the Great Recession and the recession occurring in the early 1990s. The models fail to show probabilities greater than 50 percent of negative office returns until after they occur for the recession in 2001. While this indicates need for further improvement in early warning models, the models do predict the more severe periods of negative office returns in advance, indicating the findings useful to real estate investors to monitor the changes in economic and real estate data identified as statistically significant in the results.

Practical implications

The Great Recession is a unique laboratory of significant contractions, recessions, and recoveries that challenge pre-recessionary real estate cycle models. The models provide guidance on which historical economic indicators are important to track, and gives a framework with which to calculate the probability that office prices are likely to decline. Because the models use macroeconomic indicators that are publicly available from at least one quarter in the past, the models or variations of them may provide real estate professionals with some indication of an impending decrease in office prices, even if that indication comes only one quarter in advance. Armed with this information, property owners, investors, and brokers can make more informed decisions on whether to buy or sell, and how sensitive their real estate transactions may be to timing.

Originality/value

The authors introduce several new models that examine the ability of historical macroeconomic indicators to provide early warning signals and identify turning points in real estate valuations, specifically negative office appreciation rates caused by the Great Recession. Using data from at least one quarter in the past, all the data in the models are publicly available (excluding National Council of Real Estate Investment Fiduciaries data) at the observed return quarter being predicted, which gives practitioners rational insights that can provide at least one source of guidance about the likelihood of an impending decrease in office prices.

Abstract

Although typologies of violence have become more common, relatively little attention has been given to Donald Black’s (1983) distinction between moralistic and predatory violence. Moralistic violence is rooted in conflict; predatory violence is rooted in exploitation. We elaborate Black’s typology and show how it is similar to, but distinct from, other typologies of violence. We also address the criteria by which typologies of any kind might be judged. Borrowing from the literatures on typologies and on standards of scientific theory, we argue that explanatory typologies should be evaluated according to four criteria: the degree to which they are powerful, theoretical, general, and parsimonious. Applying the criteria to Black’s typology, we argue that the distinction between moralistic and predatory violence is an important contribution to the arsenal of the student of violence.
