In 1990, testing revealed the existence of benzene in the municipal water supply of a community named Three Lakes, a residential subdivision of Houston, Texas. The water was quickly changed to a clean supply, but residents were not notified that there had been a problem until five months later. This provoked much anger within the community, along with concerns over present and future health problems. A grassroots group formed in response to this problem, but lasted only one year. The failure of this social movement organization left community residents to fend for themselves. In the words of one resident, the community reacted “like someone stepping on an anthill – everyone running in different directions.”

Tatyana J. Andrushchenko is dean of the School of Psychology and Social Work, head of the Department of Social Work and professor of psychology at Volgograd State Pedagogical University. Dr. Andrushenko earned her Ph.D. in Psychology from the Russian Federation Education Academy, Institute of Psychology. Her primary work is in child development, counselling methods, interpersonal communication, and the evaluation of social psychological services. What are the dynamics of a contaminated community – in Russia or the U.S.? These six diverse chapters chart what I have called “Environmental Turbulence,” the disrupted complacency of everyday life caused by accepting information about one's exposure to environmental contamination as fact. The Theory of Environmental Turbulence (Edelstein 2004) posits that normal social and institutional networks regularly fail to help toxic victims address their needs, forcing victims to band together in common response.

Microfoundations of institutions are central to constructing place – the interplay of location, meaning, and material form. Since only a few institutional studies bring materiality to the fore to examine the processes of place-making, how material forms interact with people to institutionalize or de-institutionalize the meaning of place remains a black box. Through an inductive and historical study of Boston’s North End neighborhood, the authors show how material practices shaped place-making and institutionalized, or de-institutionalized, the meaning of the North End. When material practices symbolically encoded meanings of diverse audiences into the church, it created resonance and enabled the building’s meanings to withstand environmental change and become institutionalized as part of the North End’s meaning as a place. In contrast, when the material practices restricted meaning to a specific audience, it limited resonance when the environment changed, was more likely to be demolished and, thus, erased rather than institutionalized into the meaning of the North End as a place.

Legal process by its very nature cannot be swift; step by step, it must be steady and sure and this takes time. There is no room for hasty decisions for these would tend to defeat its purpose. Time, however, is of the essence and this is set for various aspects of legal action by limitation of actions legislation, which sets periods after which the case is no longer actionable. The periods are adequate and in civil law, generous to avoid injustice being done. The one serious complaint against the process of law, however, is the unwarrantable delays which are possible despite limitation. From the far‐off days of Equity, when Dickens' Jarndyce v Jarndyce, caricatured and exaggerated as it was, described the scene down to the present when delays, often spoken of in Court as outrageous are encountered, to say nothing of the crowded lists in the High Courts and Crown Courts; the result of the state of society and not the fault of the judiciary. Early in 1980, it was reported that 14,500 cases were awaiting trial in the Southeastern Circuit Crown Court alone. Outside the Courts legal work hangs on, to the annoyance of those concerned; from house purchase to probate. Here, the solicitor is very much his own master, unhampered by statutory time limits and the only recourse a client has is to change this solicitor, with no certainty that there will be any improvement, or appeal to the Law Society.
