Abstract
The premise that the U.S. Supreme Court never veers too far off from the dominant national political coalition (Dahl, 1957) has become widely accepted among social scientists today. To fulfill that promise, however, the confirmation process for justices must serve as a plebiscite through which the public can ratify or reject future justices based on their views. Unfortunately, modern confirmation hearings have become an exercise in obfuscation, providing little meaningful dialogue on important issues. Because conservative Republican presidents have made the lion's share of appointments in recent times, social conservatives have most often benefited from a process that has severed the link between Supreme Court nominees and the polity they must serve.

Abstract
Purpose
Over the past decade telecommunications media and technology (TMT) has driven a new era that has evolved into the digital age. There is a growing consensus in developed countries that TMT is the most important driver of economic and social development for a society. Its genesis began in the USA and its cultural preference for market‐based development set the framework for national policy and development. Recently the formation of convergence regulators amongst many of the leading nations has begun another episode. This article aims to explore and build upon a research study of the senior executives of six of the leading convergence regulators in Asia and Europe. The article aims to analyse by way of a numeric comparison expert views of the key convergence issues three and five years out.
Design/methodology/approach
A generic conceptual model was constructed of the foundation, social and economic dividend issues. By examining the relative progress of nations developments of these issues and their different approaches, new insights are developed into different regulatory approaches.
Findings
The concept of proactive regulation with competition (PRC) would appear to have benefits for a number of these nations. It is hoped that these research outcomes and hypotheses will generate further research and analysis amongst the world's leading regulators in order to work through the best regulatory approaches for the current challenges.
Originality/value
The paper presents original research regarding regulatory challenges.

Spirituality enables a businessperson to gain a more integrated perspective on their firm, family, neighbors, community and self. Hence, business people and business faculty show a significant increase in interest in spirituality in the workplace. The new interest is measured by the growing number of professional presentations, journal articles, books and conferences devoted to the subject. A consensus is emerging on the principal elements of a spirituality for working people. It includes acknowledging God, the importance of prayer, other people and a sustainable world. Some managers and firms encourage spirituality in the workplace. Many religiously‐oriented universities are integrating mission, spirituality and service in their education.

The emergence of Barack Obama as the President of the United States is analyzed in the context of theories of racial and ethnic relations. While it is true that social science theory did not predict this event, it is also true that the President's election must be seen in a historical context that has seen only one nonwhite Anglo-Saxon Protestant elected to the highest office in the land. Put differently, the chapter addresses why is it that other white groups have not occupied the highest office in the land? The chapter introduces the concept of “segregated diversity” to capture the crisis of theorizing in race and ethnic relations. Harold Cruse's ideas are utilized to bring some degree of order and understanding of the present issues of America and the realities of segregated diversity.

Abstract
Although numerous studies recently have appeared that identify the most‐cited scholars and works in the general criminology and criminal justice literature and in several specialty areas, no previous citation study has specifically examined the police studies literature. Through an analysis of 370 articles and research notes appearing from 1991 to 1995 in the areas of police studies, published in Criminology, Justice Quarterly, and four academic periodicals devoted to police studies, we list the 50 most‐cited scholars and the 36 most‐cited works. The lists of the most‐cited scholars and works in the specialty area of police studies are compared to general lists taken from leading criminology and criminal justice journals and introductory textbooks. We conclude with some thoughts about the relevance of citation analysis to specialists in police studies.

Abstract
The American Institute of Certified Public Accountants and the Accounting Education Change Commission have mandated the adoption of 150 semester hours for accounting students and as a prerequisite for taking the CPA examination. More than 40 states have already adopted the 150‐hour requirement. Proponents of the change have argued that accounting education has to change from a knowledge‐based education to a process‐oriented programme and develop a process of inquiry and a desire for life‐long learning in the students. They hope to effect changes to result in improved intellectual, communication, and interpersonal skills, and a better understanding of the broad picture in a business. It is argued here that although the mandate may have been well‐intentioned but knowingly or unknowingly the authors have chosen to ignore the most essential component, i.e. what does it take to teach the students for success in the accounting profession? It is argued that the missing link is primarily trained and versatile teachers, followed with the lacking prerequisites for the students and their parents. Furthermore, no consideration has been given to the additional cost involved for the students and their parents and the question of commensurate job opportunities for those involved.
