Abstract

Purpose

The purpose of this paper is to examine the welfare participation of immigrant groups in the UK, which has experienced a large growth in its immigrant flows and population levels in recent years, especially following EU enlargement in 2004. The analysis particularly focuses on the types of benefits that immigrants tend to claim, as well as examining differences by area of origin. It also examines the factors that determine social assistance benefit claims, including an investigation of the impact of education, ethnicity and years since migration.

Design/methodology/approach

A series of probit regression models are estimated using data from the UK Labour Force Survey collected between 2004 and 2009.

Findings

Social welfare claims vary considerably by immigrant group as well as by the type of benefit claimed in the UK. There are also differences by immigrant group in the factors determining social assistance claims.

Research limitations/implications

It is very difficult to generalise on the issue of welfare participation by immigrants in the UK. This is important, given policy changes towards migrants from non‐EU countries and in relation to welfare reforms.

Originality/value

The limited previous work in this area for the UK has tended to analyse all benefit claims made by immigrants as a whole, whereas this analysis splits immigrants into different groups and focuses on the types of benefits that are claimed. This has important implications, particularly given the recent increase in immigration to the UK.

Abstract

Purpose

The purpose of this paper is to offer anti‐corruption experts' personal assessments of the progress international organizations have made in fighting corruption.

Design/methodology/approach

This paper contains a survey of the viewpoints of a number of anti‐corruption experts who themselves are current or former staff of international organizations, or who – from their positions within the private sector or in non‐governmental organizations – are able to offer a unique and distanced perspective on the key corruption‐related issues and challenges facing international organizations today.

Findings

It is agreed that international organizations today are at a cross‐roads in their individual and collective fight against corruption. International organizations must weather the corruption scandals that have recently plagued several organizations, and must confront the question of whether their staffs, boards, and member governments indeed have the ability, will, and commitment to fight corruption. To address these challenges, international organizations must adopt proactive investigative strategies when combating corruption, seek greater cooperation with each other, and must ensure that their respective investigation units have the necessary resources and independence to effectively detect, investigate, and prevent corruption.

Originality/value

The paper offers a realistic prognosis on the future of the anti‐corruption movement within and among international organizations.

Abstract

Purpose

Empirical evidence suggests that many triggers influence poor cost performance in highway projects, whereas previous studies about the cost overrun triggers stem from a positivist standpoint supported by conventional statistical techniques, thus disregarding the sophisticated interactions and overall dynamics of the triggers. This study contends for a paradigm shift in investigating and understanding cost overrun triggers by adopting a holistic perspective through the lens of system thinking. Design/methodology/approach

Semi-structured interviews with industry stakeholders in Nigeria were conducted buttressed by textual data from literature sources and project documents. Data analysis based on a developed data compatible coding framework and causal relations from textual data sources was used to develop a causal loop diagram depicting the interactions of the triggers which were validated by experts.

Findings

The analysis of the causal loop diagrams (CLDs) allowed identification of action points used to suggest changes for improved cost-effective highway project delivery. Among the suggested interventions are ensuring the provision of adequate funding prior to contract award will result in timely delivery of projects and indeed delivering key projects at the contractual agreed budget. This can be achieved through ensuring strict adherence to the provisions of Section 4 (2) (b) of the Nigerian Public Procurement Act, 2007 which stipulates that no contract should be awarded if funds are not available from the onset.

Research limitations/implications

The study was limited to only highway infrastructure projects in Nigeria and as such caution must be taken before using the outcome of the study to other context within Nigeria and beyond.

Practical implications

From a practical point of view, the causal model demonstrates that this study is capable of being used to make pragmatic decisions regarding policy leverages about improving cost performance in highway projects provision in the Nigerian highway infrastructure sector of the construction industry. Moreover, it will aid a clear understanding of the key influencing triggers of cost overrun by the relevant stakeholders within the highway sector of the industry.

Originality/value

The hybrid-based approach applied in the development of CLDs in this study is expected to provide new insight into understanding the linkages, interactions, feedbacks and processes among the key cost overrun triggers and suggesting leverages for cost performance improvement within the philosophy of system thinking.

Purpose

Recent literature on nonprofit boards of directors has extensively investigated the composition, role, responsibilities, and characteristics of boards. Given the growing number of studies on nonprofit boards, which added new impulse to the debate on the role and characteristics of these players, it is time to analyze the state of the art and systematize the current knowledge. On the other hand, despite the presence of some literature reviews, a research comparing the debate among the nonprofit, private, and public sectors is still lacking. Using Gabrielsson and Huse’s (2004) framework, we wanted to identify factors that can influence research on nonprofit boards and compare our results with existing studies on private and public sector.

Methodology/Approach

We conduct a systematic literature review, selecting empirical articles published in international scientific journals from 1992 to 2012.

Findings

We found similarities and differences in relation to research on boards among sectors. As a common result, we found that evolutionary studies still remains a neglected area in all of three realms. Finally, whereas input–output studies prevail in the private sector and contingency studies prevail in the public sector, behavioral studies prevail in the nonprofit sector, demonstrating, also, that the sector itself can make a difference in the board’s research.

Research Limitations/Implications

This literature review provides some suggestion for further research on boards for all of three sectors. For example, we suggest complementing research on boards on all three sectors, especially in relation to evolutionary studies.

Originality/Value of Paper

This paper fills the need to clarify the status of research on nonprofit boards, in order to address scholars in the understanding of the phenomenon.

Abstract

Purpose

The purpose of this paper is to recommend the use of internet data for social sciences with a special focus on human resources issues. It discusses the potentials and challenges of internet data for social sciences. The authors present a selection of the relevant literature to establish the wide spectrum of topics, which can be reached with this type of data, and link them to the papers in this International Journal of Manpower special issue.

Design/methodology/approach

Internet data are increasingly representing a large part of everyday life, which cannot be measured otherwise. The information is timely, perhaps even daily following the factual process. It typically involves large numbers of observations and allows for flexible conceptual forms and experimental settings.

Findings

Internet data can successfully be applied to a very wide range of human resource issues including forecasting (e.g. of unemployment, consumption goods, tourism, festival winners and the like), nowcasting (obtaining relevant information much earlier than through traditional data collection techniques), detecting health issues and well-being (e.g. flu, malaise and ill-being during economic crises), documenting the matching process in various parts of individual life (e.g. jobs, partnership, shopping), and measuring complex processes where traditional data have known deficits (e.g. international migration, collective bargaining agreements in developing countries). Major problems in data analysis are still unsolved and more research on data reliability is needed.

Research limitations/implications

The data in the reviewed literature are unexplored and underused and the methods available are confronted with known and new challenges. Current research is highly original but also exploratory and premature.

Originality/value

The paper reviews the current attempts in the literature to incorporate internet data into the mainstream of scholarly empirical research and guides the reader through this Special Issue. The authors provide some insights and a brief overview of the current state of research.

Abstract

Advanced information technologies, and particularly big data, provide new affordances to facilitate inter-organizational collaboration. Rich flows of real-time data provide transparency across organizational boundaries and enable greater automation of inter-organizational routines. Taking stock of the literature and building on observations from the research in an industrial setting, the authors introduce the concept of technological embeddedness as an important characteristic of inter-organizational relationships, denoting the degree of monitoring, control, and optimization of intra- and inter-organizational tasks accomplished through technology at the interface of the inter-organizational relationship. The authors theorize how increasing technological embeddedness created by big data technologies affects the development of inter-organizational trust, mutual adaptation, and temporal structuring of collaboration. The propositions elaborate how greater technological embeddedness enables collaboration, and warn about the potential limiting effects of technological embeddedness on the development of interpersonal trust, strategic learning, and long-term orientation.

Abstract

Using microdata from the 2000 US Census, we analyze the responses of Mexican Americans to questions that independently elicit their “ethnicity” (or Hispanic origin) and their “ancestry.” We investigate whether different patterns of responses to these questions reflect varying degrees of ethnic attachment. For example, those identified as “Mexican” in both the Hispanic origin and the ancestry questions might have stronger ethnic ties than those identified as Mexican only in the ancestry question. How US-born Mexicans report their ethnicity/ancestry is strongly associated with measures of human capital and labor market performance. In particular, educational attainment, English proficiency, and earnings are especially high for men and women who claim a Mexican ancestry but report their ethnicity as “not Hispanic.” Further, intermarriage and the Mexican identification of children are also strongly related to how US-born Mexican adults report their ethnicity/ancestry, revealing a possible link between the intergenerational transmission of Mexican identification and economic status.
