Abstract
During the last 15 years, local authorities in many OECD countries have been introducing competition for the provision of services, placing less emphasis on the direct provision of services and more on the strategic planning of service provision. Often this has involved encouraging both private firms and voluntary organizations to become providers of local government services. Analyses the emergence of enabling in two European countries, Ireland and the UK, and argues that local authorities in both countries are reluctant enablers. With reference to the UK, examines the implications of the CCT legislation, the key factor in the development of enabling and compares this to the emergence in Ireland of a trend towards contracting out.

Abstract
Purpose
The involvement of patients or members of the public within public health, health and social care and addictions services is growing in the UK and internationally but is less common in gambling support services. The purpose of this study was to explore Patient and Public Involvement (PPI) infrastructures and engagement channels used in health and care services and debate their transferability to the gambling support sector (including research, education and treatment).
Design/methodology/approach
A narrative review examined data from six English language electronic databases, NHS evidence and grey literature covering the period 2007–2019. We identified 130 relevant items from UK literature. A workshop was held in London, England, with people with lived experience of gambling harm to seek their views on and applicability of the review findings to gambling services.
Findings
Synthesis of literature and workshop data was undertaken. Main themes addressed “What works” in relation to: building infrastructures and organising involvement of people with lived experience; what people want to be involved in; widening participation and sustaining involvement and respecting people with lived experience.
Practical implications
Examination of the literature about involvement and engagement of patients, service users and the public in public health, health and social care and addiction services provides potentially useful examples of good practice which may be adopted by gambling services.
Originality/value
The involvement of people with lived experience of gambling harms in gambling support services is under-explored, with little published evidence of what constitutes good practice amongst self-organising groups/networks/grassroots organisations or rights-based/empowerment-based approaches.

Abstract
Explores human resource management (HRM) and the established relationships between HRM, the management of “commitment cultures”, the recruitment and selection procedures, and the training and development practices considered necessary to develop employee commitment. The literature suggests that organizations adopting an HRM approach desire employee commitment, have in place sophisticated, objective recruitment and selection methods in order to achieve this, and have structured training and development systems to encourage commitment to the organization. Shows, however, that while there is a clear desire for commitment, little evidence is found of contemporary recruitment and selection methods commensurate with this aim. In contrast, there is strong evidence of relatively sophisticated training and development systems congruent with an HRM approach. Concludes that currently there is little to suggest a shift towards HRM in UK hotels

Abstract
In the context of a somewhat turbulent graduate labour market, attention is being focused on the employment of graduates in small‐ and medium‐sized enterprises (SMEs). This paper takes an initial “sounding” of our understanding about the transition of graduates into such organisations. While research data provides some insight into the barriers which work to discourage more SMEs from recruiting graduates, this understanding appears inadequate and insufficiently segmented to provide a detailed knowledge of the problems. A prevailing assumption is that graduates lack skills required by SME employers. Yet the limited research findings reveal ambiguity about the extent to which SMEs effectively deploy graduate labour. The article proposes an agenda that highlights the need for two types of research. First, a clearer picture of current trends in the SME graduate labour market. Second, a richer understanding of the real experience of graduates, and their managers, in relation to employment in an SME and the implications of such for both the supply and demand sides of the graduate labour market.

Abstract
Purpose
Finding a balance between the provision of quality individualized care and the ongoing education of junior doctors had been flagged as a concern at a large National Health Service (NHS) teaching hospital in the north of England. In response to this, the organization introduced an intervention designed to improve educational culture by providing support to educators, leaders and clinical staff.
Design/methodology/approach
This paper features themed results from eight in-depth interviews with educators, consultants and junior doctors to describe and evaluate the process and impact.
Findings
Factors that contributed to a positive educational environment included trainees and educators feeling valued, the presence of supportive leaders and the provision of a safe space for learning. Perceived barriers included time constraints, differing motivation and the generic format of formal education. Participants reflected on how the Wrap Around project helped improve the workplace educational culture and offered suggestions for further improvement including the provision of ongoing feedback to learners about their performance.
Originality/value
Research aimed at recognizing and resolving the perceived tensions between the priorities of education and health-care delivery has been flagged as a gap in the literature. The authors argue that developing and enhancing collaborative leadership and educational culture within an organization can reduce these tensions for those working on the front line. Future work should focus on addressing the perceived distinction between the two within services.
