Abstract

Purpose

How to derive policy implications from five future scenarios of transformed research and innovation (R&I) systems? This paper analyzes methodological and content issues of five future scenarios of transformed R&I systems. The aim of this paper is to provide an outlook on strategic policies capable of facilitating or moderating these transformative changes in R&I practices is discussed in light of overarching intentions to foster “responsible” ambitions (in Europe and beyond, discussed as responsible research and innovation, RRI).

Design/methodology/approach

The paper elaborates a four-step methodology to assess the scenario’s policy implications: first, by articulating the scenario implications for six core dimensions of R&I systems; second, an RRI assessment framework is developed to assess in each scenario opportunities and limitations for transforming R&I systems towards responsibility goals; the third involves a cross-scenario analysis of similarities and differences between the scenarios, allowing the identification of robust policy options that make sense in more than one scenario. The last analytical step includes again the richness of the individual scenario assessments aiming to provide a broader outlook on transformative policy orientations.

Findings

The paper concludes with outlining the contours of a future-responsible R&I system together with some suggestions for transformative policy orientations that aim to govern the R&I system towards such a future, as a source of inspiration and reflection.

Research limitations/implications

The analysis is based on five future scenarios that do not systematically cover future developments external to the R&I system.

Practical Implications

An outlook of strategic policies capable of facilitating or moderating these transformative changes in R&I practices is discussed in light of the overarching European Union goal of encouraging the performance of RRI.

Originality/value

This paper provides inspirational anticipatory strategic intelligence for fostering the responsible ambitions of research with and for society.

Abstract

Purpose

Deployment of knowledge management systems (KMSs) suffers from low adoption in organizational reality that is attributed to a lack of perceivable added value for people in actual work situations. Poor task/technology fit in the process of knowledge retrieval appears to be a major factor influencing this issue. Existing research indicates a lack of re-contextualizing stored information provided by KMSs in a particular situation. Existing research in the area of organizational memory information systems (OMISs) has thoroughly examined and widely discussed the topic of re-contextualization. The purpose of this paper, thus, is to examine how KMS design can benefit from OMIS research on approaches for re-contextualization in knowledge retrieval.

Design/methodology/approach

This paper examines OMIS literature and inductively derives a categorization scheme for KMS according to their strategy of re-contextualizing knowledge. The authors have validated the scheme validated in a multiple case study that examines the differentiatory value of the scheme for approaches with various re-contextualization strategies.

Findings

The classification scheme allows a step-by-step selection of approaches for re-contextualization of information in KMS design and development derived from OMIS research. The case study has demonstrated the applicability of the developed scheme and shows that the differentiation criteria can be applied unambiguously.

Research limitations/implications

Because of the chosen case study approach for validation, the validation results may lack generalizability.

Practical implications

The scheme enables an informed selection of KMSs appropriate for a particular OMIS use case, as the scheme’s attributes serve as design rationale for a certain architecture or constellation of components. Developers can not only select from various approaches when designing re-contextualizaton but also come up with rationales for each candidate because of structured representation. Hence, stakeholders can be supported in a more informed way and design KMSs more effectively along organizational change processes.

Originality/value

The paper addresses an identified need for systematic characterization of KMS approaches and systems intending to meet the objectives of OMISs. As such, it allows streamlining further research in this field, as approaches can be judged according to their originality and positioned relative to each other.

Abstract

Purpose

This article seeks to address aviation as an emerging biofuel consumer and to discuss sustainability issues and consequences for feedstock production concepts. Biojet fuels have been identified as a promising, readily deployable alternative to fossil‐based aviation fuels. At the same time they are highly criticised as their production may have negative social and environmental impacts. Therefore, the paper aims to identify major sustainability issues and assessment challenges and relate these to the production of biojet fuel feedstock.

Design/methodology/approach

Two plant oil production concepts are presented that address the sustainability issues discussed. Both concepts are being investigated within the research project “Platform for Sustainable Aviation Fuels”. A literature‐based overview of sustainability issues and assessment challenges is provided. Additionally, conceptual insights into new plant oil production concepts are presented.

Findings

The use of biojet fuels is often hailed as a strategy for the aviation industry to become more sustainable. However, biofuels are not necessarily sustainable and their potential to reduce GHG emissions is highly debated. Several unresolved sustainability issues are identified highlighting the need for improved assessment methods. Moreover, the two concepts presented have the potential to provide sustainably grown feedstock, but further empirical research is needed.

Originality/value

This article addresses researchers and practitioners by providing an overview of sustainability issues and assessment challenges related to biojet fuels. Consequences are identified for two plant oil feedstock concepts: catch cropping in temperate regions and silvopastoral systems in tropical and subtropical regions.

Abstract

Nobody concerned with political economy can neglect the history of economic doctrines. Structural changes in the economy and society influence economic thinking and, conversely, innovative thought structures and attitudes have almost always forced economic institutions and modes of behaviour to adjust. We learn from the history of economic doctrines how a particular theory emerged and whether, and in which environment, it could take root. We can see how a school evolves out of a common methodological perception and similar techniques of analysis, and how it has to establish itself. The interaction between unresolved problems on the one hand, and the search for better solutions or explanations on the other, leads to a change in paradigma and to the formation of new lines of reasoning. As long as the real world is subject to progress and change scientific search for explanation must out of necessity continue.

Purpose

The purpose of this study is to formulate the most probable future scenario for the use of blockchain technology within the next 5–10 years in the electricity sector based on today’s experts’ views.

Design/methodology/approach

An international, two-stage Delphi study with 20 projections is used.

Findings

According to the experts, blockchain applications will be primarily based on permissioned or consortium blockchains. Blockchain-based applications will integrate Internet of Things devices in the power grid, manage the e-mobility infrastructure, automate billing and direct payment and issue certificates regarding the origin of electricity. Blockchain solutions are expected to play an important big role in fostering peer-to-peer trading in microgrids, further democratizing and decentralizing the energy sector. New regulatory frameworks become necessary.

Research limitations/implications

The Delphi study’s scope is rather broad than narrow and detailed. Further studies should focus on partial scenarios.

Practical implications

Electricity market participants should build blockchain-based competences and collaborate in current pilot projects.

Social implications

Blockchain technology will further decentralize the energy sector and probably reduce transaction costs.

Originality/value

Despite the assumed importance of blockchain technology, no coherent foresight study on its use and implications exists yet. This study closes this research gap.

Abstract

Purpose – This article describes a theoretical model that allows understanding, explaining, and measuring the perceived organizational effectiveness of multinational coalition operations’ headquarters.

Design/methodology/approach – The proposed model is based on subject matter experts’ opinions and on existing general and military models of organizational effectiveness. It is tailored to the particular case of coalition operations’ headquarters.

Findings – The model includes input factors such as structure and processes, people and organizational culture as well as the operative and official goals of the organization. It especially emphasizes the degree of fit, or alignment, among them.

Originality/value – This comprehensive model provides a solid basis for (a) capturing the perceived effectiveness of people deployed in such headquarters, (b) for determining influencing factors in order to identify barriers and, if required, (c) for deducing improvement opportunities for organizational effectiveness of these coalition operations’ headquarters.
