Abstract
Purpose
The purpose of this paper is to investigate public opinions towards elderly care. The authors analysed respondents’ opinions towards financial support, practical help and care for elderly people.
Design/methodology/approach
The authors used nationally representative data collected in Finland in 2012. Respondents represent an older generation (born between 1945 and 1950, n=1,959) and their adult children (born between 1962 and 1993, n=1,652).
Findings
First, the authors compared the opinions of older and younger Finns but did not find that older adults were more likely than younger adults support the state responsibility, or vice versa. It was also when only actual parent-child dyads (n=779) from same families were included. Next, the authors found that several socioeconomic and family-related variables were associated with public opinions of elderly care in both generations. For instance, in both generations lower-income individuals supported the state’s responsibility more compared to their better-off counterparts.
Originality/value
The study provides important knowledge on attitudes towards elderly care using unique two-generational data of younger and older adults.

Abstract
Purpose
This study is not intended to be a prescriptive blueprint for any nation or region to fight terrorism, but rather it aims to analyze the development of policies supporting terrorism and their impact on regional as well as international relations. It is an examination of relevant facts, which might hopefully benefit policy makers and practitioners who diligently work on reducing or eliminating terrorist activities.
Design/methodology/approach
In order to achieve the objectives of the paper and in light of the pool of the available literature and data, the study adopts the system-analysis method in analyzing the impact of policies supporting terrorism and the countermeasures to apply based on the inputs, outputs and conversions associated with the phenomenon of terrorism.
Findings
Policies supporting terrorism differ from a state to another starting from providing safe haven to terrorist groups to providing direct finance and armaments to directly intervening militarily in a targeting country. Or deter such policies. This raised the concerns of many States in the region regarding the domination tendency of Turkey and called for a firm and pragmatic international, regional and Arab stand beyond verbal condemnation to deter Turkey from pursuing such policies.
Originality/value
The importance of the academic study stems from the importance of addressing one of the central issues in the field of regional and international relations, which is the policies some states adopt to support terrorism, not only by financing terrorism but also by incubating terrorism. Most studies on terrorism focus on the concept and situations and not on policies that support terrorism and their impact on regional and international relations and the means of encountering terrorism.

Abstract
Purpose
The purpose of this paper is to focus on the effects of interpersonal and institutional trust on welfare state support in the countries of Eastern Europe and the former Soviet Union (FSU).
Design/methodology/approach
The authors use micro-data from two rounds of a multinational survey conducted in these countries in 2010 and 2016. The outcome variable of interest is the willingness to pay more taxes to support the welfare state. The authors define the welfare state broadly, and focus on support for three main domains of the welfare state, namely, support for the needy, public healthcare and public education. Binomial regression is used to establish influence of interpersonal and institutional trust on welfare state support.
Findings
The authors find that both interpersonal and institutional trust have positive influences on strengthening support for the welfare state against a number of alternative explanations for public support for the welfare state. These positive effects remain the same for all three domains under investigation, namely, helping the needy, public healthcare and public education. Furthermore, these positive effects were observed both in the relatively less developed countries of the FSU and in the more developed Eastern European countries. Moreover, the positive effects of interpersonal and institutional trust on support for the needy, public healthcare and public education were found to grow over time.
Research limitations/implications
The findings indicate that the benefits of nurturing social capital will likely be substantial. Decision-makers, politicians, welfare state administrators and multinational founders (e.g. the UN and World Bank) should acknowledge the role played by trust in influencing the citizenry’s support for the allocation of financial resources toward the development and maintenance of the welfare state. The findings imply that welfare state reforms could prove be more effective within a social context where levels of trust are high. Thus, special attention should be paid to initiatives aimed at developing strategies to build trust.
Practical implications
Social welfare reforms in post-communist transitional countries may fail without active strategies aimed at nurturing institutional trust. One way to nurture institutional trust is through making additional efforts at enhancing the levels of accountability and transparency within a society as well as through increasing citizen engagement. Another way to build increased levels of trust is to take part in a variety of initiatives in good governance put forth by multinational initiatives.
Originality/value
As far as the authors know, this is the first paper which studies effect of interpersonal and institutional trust on support of the welfare state using a large and diverse sample of 27 countries over the period of five years. This is the first study which focuses on post-communist countries where trust is inherently low.

Purpose
The purpose of this paper is to map and understand work-family state support for the self-employed compared to employees across European countries.
Design/methodology/approach
To map state work-family support policies for the self-employed, an overview of public childcare, maternity, paternity, and parental leave arrangements across European countries is created based on databases, local government web sites, and local experts’ country notes. Secondary data analyses are conducted in order to compare support for the self-employed to support for employees and across countries. Differences across countries are analysed from a welfare state regime perspective, which explicates assumptions about the role of the government in providing work-family state support and which is often used in research on work-family support for employees.
Findings
Results show that, in general, the self-employed receive less work-family state support than employees or none at all. The extensiveness of work-family state support varies widely across European countries. Patterns of welfare states regimes, which explain variation in work-family support for employees, can also be found in the context of self-employment.
Practical implications
Findings result in practical suggestions for policy makers at the European and national level to monitor policy compliance considering maternity leave for the self-employed, to increase childcare support, and to rethink the European Entrepreneurship 2020 Action Plan.
Originality/value
Work-family state support for the growing number of self-employed has never been mapped before, although this is a very topical issue for (European) policy makers. This paper offers a starting point to contextualise and understand the way self-employed experience the work-family interface in different country contexts.

For at least the last 10 years, the Russian authorities have been declaring the need to move to an innovative path of economic development. The government actively initiates and applies various instruments and measures to promote innovation. However, the effectiveness of the Russian innovation policy is still in question. The chapter examines the evolution of state policy to foster innovation growth in Russia since 2000 and describes some sets of achievements and problems for different stages of this policy. In addition to analysis of changes in the innovation sphere at the macro-level, we discuss the primary motivations and limitations at the micro-level (firm level). As a result, the critical institutional barriers to innovation-based growth are revealed. In the same time, certain successes have been achieved in some sectors, and we consider various opportunities to improve Russian technological and innovation policy.

Abstract
In this chapter, I examine how religion can serve as an ideology that has the capacity to bridge people of the same faith who hold divergent political stances. Building on Williams’ work (1996), I propose that religion operates as an ideology when it diagnoses the source of social conflicts, proposes solutions, and justifies action. Yet religious ideological appeals are not always effective at bridging political divides. Thus the key question of this study is: under what social conditions are religiously-based ideological appeals effective at winning people’s support for social and political movements? To address this, I examine the relationship of religious leaders to Latin American movements that aimed to nonviolently overthrow authoritarian states. In particular, I analyze the conditions that led some religious elites to become pro-revolution while others sided with the incumbent regime. Using comparative historical methods, I analyze the different political stances of the Catholic Church hierarchy in the 1970s–1980s in Chile (where the church opposed the dictatorship), Argentina (where the church was largely supportive of the regime), and El Salvador (where the church hierarchy was divided). I argue that ideological appeals for religious leaders’ support are most effective when the religious institution receives no financial or political benefits from the regime and when leaders have relational ties to the aggrieved. Two factors had mixed effects on the decision to remain loyal to the state or not; these include the presence of an armed radical flank, and the state’s use of indiscriminate repression.

Abstract
This chapter examines why U.S. offshore wind farms do not exist and identifies sites most suitable for development based on European offshore wind farms. A survey of current literature indicates that U.S. development is stalled due to a lack of government and financial support. The literature identifies common attributes associated with the successful deployment of European offshore farms and provides a basis for a multi-criteria decision analysis of potential U.S offshore wind farm sites. A review of European wind farms indicates that a small, 10–50 MW farm located in shallow waters of less than 20 m might be more successful than previous U.S. development efforts. The review also identifies common European attributes deemed critical for success. These attributes are modified, taking into account unique U.S. factors, and a set of nine critical attributes are derived for use in a multi-criteria decision analysis model of suitable U.S. locations. The nine critical attributes (wind quality, water depth, shore distance, state support, public support, industrial support, population density, weather, and energy costs), along with associated utility function values, are applied to 23 past and current proposed U.S. sites. The model identified three sites, in Galveston Island, TX, Port Isabel, TX, and Block Island, RI, as being most favorable for a small wind farm.

Abstract
Purpose
This paper aims to encapsulate the gendered support and hindering factors along with the role of the state experienced by Delhi-based women entrepreneurs in setting up/operating their enterprises amidst the challenges posed by the coronavirus disease 2019 (COVID-19) pandemic.
Design/methodology/approach
The study used mixed methods to explore the challenges faced and recovery mechanisms adopted by women entrepreneurs with special reference to the COVID-19 pandemic. A total of 50 Delhi-based young women entrepreneurs (42 actual entrepreneurs + 8 prospective/struggling entrepreneurs) selected using snowball/purposive sampling were studied through both a semi-structured questionnaire and personal interviews. National Small Industries Corporation (NSIC) and micro, small and medium enterprises (MSME) were consulted for the government’s policy documents and data. The SPSS package was used for quantitative data analysis.
Findings
Low-budget/very small-scale women entrepreneurs face common as well as gender-based challenges in the context of the market, finance, social capital, family support and awareness in addition to accessing the state’s resources/policies in both their startups and crisis situations, such as the COVID-19 pandemic. Although gender sensitization, entrepreneurial family background, and equal access to technology and the Internet has enabled women entrepreneurs to initiate, adapt, and scale their enterprises, male domination within the family, society, market, and state apparatuses is omnipresent and has served as a bottleneck for women-owned startups while hindering the recovery of their enterprises amidst the COVID-19 pandemic.
Research limitations/implications
The study was limited to exploring the challenges and prospects of Delhi-based women entrepreneurs at the beginning of their enterprises and amidst the COVID-19 pandemic. On the other hand, the study had access to data and facts announced by the Indian government. No data were available on the implementation of policies and programs, and therefore specific policy analysis was not attempted. However, the reachability and accessibility of government resources and policies were employed.
Practical implications
The study highlights the complexity of patriarchy, which hampers women entrepreneurs in all family, society, market and state domains. Therefore, policy enactment and implementation and further research on women entrepreneurship are suggested to focus more deeply on the gender dimension.
Originality/value
The data used in this work comprised inputs from government sources as well as insights from fieldwork that have not been used by any other publication.

Abstract
Purpose
The purpose of this paper is to propose an “extended conceptualization of the business case” including both organizational characteristics and institutional conditions to analyse employer involvement in extra statutory childcare and leave arrangements. Special attention is given to Central and Eastern European (CEE) countries.
Design/methodology/approach
The (multi‐level) multinomial regression analyses included company‐level data on human‐resource practices of 2,865 firms nested in 19 countries, representing all European welfare state regimes.
Findings
The extended business case appeared fruitful in order to explain variations in employer involvement. Particularly, state support was found to be negatively related to employer involvement. In the liberal regime, employer involvement was high, but variations across organizations were significant. In CEE‐countries, employer involvement was lowest, and did not vary by organizational business‐case factors.
Research limitations/implications
The paper used data from a cross‐sectional survey. To capture the long‐term trends, dynamics and nuances in employer involvement within and across various institutional contexts, a longitudinal in depth study is needed.
Practical implications
While state support in many CEE countries is declining, the analyses showed that employers will not automatically step in by providing additional work‐family arrangements. Social partners could use institutional pressure to stimulate a balance between state support and employer involvement.
Originality/value
The extended business‐case perspective contributes to the theory on the institutional embeddedness of decision making of employers. Moreover, it adds to the knowledge on employer involvement in institutional contexts which have hardly been studied before.

The “baby-boom” generation is poised for retirement. Yet the American states exhibit sharp inequalities in the public support they provide for nursing facility long-term care for the elderly, a form of health care that few Americans can afford to purchase privately. Further, remarkable disparities exist, both within and among states, in the quality of nursing facility care. We describe cross-state variation in Medicaid support for and the quality of nursing facility care, offer regression models that provisionally explain the sources of these inequalities, comment on the social implications of these disparities and recommend a solution.
