Abstract

Purpose

Comprehensive basis to measure civil servants’ neutrality in the effectuation of concurrent regional head elections, valid basis to determine the most appropriate strategy to enhance civil servants’ neutrality in the governance.

Design/methodology/approach

This research is a normative or doctrinal research. Secondary data are retrieved from the literature in the forms of legal documents and regulations concerning civil servants’ role in general elections. In this research, two products of law were analyzed as follows: first, the one related to the urgency of civil servants’ neutrality in regional head election and second, the one related to the synchronization of legal norms about civil servants’ neutrality during regional head elections. Data analysis was done using a juridical qualitative analysis model.

Findings

The urgency of neutrality is real in the implementation of concurrent regional head elections due to 3 reasons as follows: Historically, state civil apparatus neutrality and regulations. There is a synchronization of the neutrality of the civil state apparatus in the legislation concerning civil state apparatus with the laws and regulations concerning the implementation of concurrent regional head elections including the following: Act Number 5 of 2014, Act Number 10 of 2016 and Act Number 8 of 2012.

Originality/value

The study investigated the neutrality of civil servants during the concurrent regional head election in Indonesia. The objectives of this research were investigating, comprehending and analyzing the urgency of civil servants’ neutrality in regional head election, and describing and analyzing the synchronization of civil servants’ neutrality based on the laws related to civil servants and laws related to the effectuation of concurrent regional head election.

Abstract

Purpose

This paper aims to investigate the relationships amongst career patterns, neutrality of the state civil apparatus, and organizational performance of the local government in South Konawe District, Southeast Sulawesi Province in Indonesia.

Design/methodology/approach

Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to investigate the relationships between variables through direct and indirect influence testing.

Findings

The findings reveal that career patterns influence neutrality and organizational performance. Neutrality of the state civil apparatus in politics mediates career patterns and local government organizational performance. The findings indicate that, first, promotions most significantly influence the organization’s neutrality and performance. Second, demotions have the least influence on the organization’s robustness and performance.

Originality/value

This paper is among the first to examine the relationships amongst career patterns, neutrality, and organizational performance. Recommendations are provided to improve neutrality and organizational performance, that is, the need to increase promotions and reduce demotions.

Leadership for public sector reforms in Indonesia involves both national level efforts and leadership from local levels that have been empowered by prior decentralization. This chapter focuses on reforms made by the national government, which has been guided by the values of serving public, increasing efficiency and becoming corruption-free. Although the National Development Agency and the Ministry for Administrative Reform provided central impetus and coordination, reforms were seen as quite fragmented across ministries with uneven results. The authors are concerned about reform effectiveness and sustainability. Reform leadership is challenged by human capital and legally mandated but inefficient bureaucratic processes and structures as well as challenges of public distrust and disobedient civil servants. The latter is sometimes dealt with by using patronage to insert allies for reform, and they take note of leaders gaining leverage from working across boundaries and jurisdictions, and by improving their authorizing environment. The chapter describes a strategy of leaders-led efforts that are cascaded through ministries through institutionalization (e.g., of policies) and obtaining support from successive reform champions at different levels and locations. The authors argue for increasing the number of ‘champion leaders’ who pragmatically, transactionally and successfully get subordinates to commit to reform efforts.

Abstract

Purpose

The purpose of this paper is to analyse the effects of socio-demographic factors on ethnic tolerance (ET) and religious tolerance (RT) as well as the participation of the local community in peacebuilding in post-ethnic violent conflicts in a multi-cultural society.

Design/methodology/approach

This research was conducted in the rural areas of Indonesia, on the basis of an empirical study that was performed in Lampung, a province at the southern tip of Sumatra. Data were collected through a survey of 500 respondents from five districts susceptible to ethnic conflicts. From each district, two villages that experienced ethnic conflicts were chosen and from each village, 50 respondents were randomly selected. To strengthen the explanation of quantitative data, in-depth interviews were also conducted with another 50 residents, five informants from each of ten villages. Informants comprised community leaders or traditional leaders, local police officers, local military officers and district government officials.

Findings

First, the degree of tolerance is not specifically concentrated in the socio-demographic characteristics. Second, ET affects RT. Third, local community participation in peacebuilding in post-ethnic violent conflicts is not influenced by the socio-demographic characteristics but is influenced by ET and RT. The socio-cultural approach is the main strategy for peacebuilding in post-ethnic (and religious) conflicts in multi-cultural societies. The weakness of inter-ethnic relations soon improves in the post-peace period through the reconstruction of social and cultural factors to strengthen social cohesion and social capital at the local community level by involving various stakeholders

Originality/value

This paper is a valuable source of information regarding current research on the role of local communities in strengthening and building peace in post-ethnic violent conflicts in multi-cultural societies.

Abstract

Purpose

This study aims to comprehensively examine the integration of organisational- and individual-level performance management systems (PMSs) in the context of public sector organisations (PSOs) of developing countries (DCs), by investigating the elements of PMSs in the studied organisation.

Design/methodology/approach

A case study in a large PSO of a developing country was conducted. The design of the study and the data analysis drew on Ferreira and Otley’s PMSs framework. Data were captured from electronic and printed document archives, online written interviews with participants and face-to-face interviews. The data then were triangulated and analysed thematically.

Findings

The study reveals a recursive relationship between culture and PMSs, and identifies conflicting regulatory requirements and a lack of information technology capacity led to the development of dual, loosely coupled PMSs in the studied organisation.

Research limitations/implications

The findings may not be generalisable beyond a large, PSO in a developing country; the study did not consider the linkages between the integration of organisational- and individual-level PMSs and other PMSs; the study looked at only two notions of culture; and the study asked participants to recall past events, so was retrospective in its design.

Practical implications

The findings illustrate the need for public sector managers and key policymakers to use both formal and informal control systems, together with technical and social integration mechanisms, as well as management accounting (MA) and human resources management (HRM) control approaches, when attempting to integrate organisational- and individual-level PMSs in the PSOs of DCs.

Social implications

Future studies may usefully investigate the integration of organisational- and individual-level PMSs in different contexts, consider culture and contextual factors when investigating the integration of organisational- and individual-level PMSs in different contexts, examine whether national culture also substantially impacts PMSs in other countries and attempt to inform the MA literature by drawing on HRM theory and research on individual-level PMSs. Such studies may help to address the gap between PMS theory and practice and better allow MA researchers to contribute to practice.

Originality/value

The study contributes to management control systems (MCSs) and PMSs literature by extending our understandings in the relationship between accounting and non-accounting controls, the contextual factors that affect PMSs and highlighting the importance of considering cultural context when integrating PMSs in the PSOs of DCs.

Abstract

Purpose

Most donation-related studies have extensively examined in-group donation behavior, but it is difficult to find similar studies that consider donations to out-group members. This study aims to understand online cross-religion donation during COVID-19 in Indonesia.

Design/methodology/approach

The online questionnaire is distributed using the purposive and snowball sampling technique. From July to August 2021, 753 respondents are obtained, comprising Muslims, Catholics, Christians, Hindus, Buddhists and Confucian.

Findings

This study found that online cross-religion dona tion is strongly influenced by the social presence, trust in fundraiser and empathy. Interestingly, this study also reveals a partial mediation effect of trust in fundraiser and empathy in the relationship between social presence and online cross-religion donation. Future studies are encouraged to investigate and explore how care for others may affect online prosocial behavior.

Originality/value

This study provides two theoretical contributions. First, this study empirically evinced that charitable donation is blind to religious belief. Second, it promotes the mediating role of empathy and trust in fundraisers to improve online cross-religion donation.

Abstract

Purpose

The application of knowledge management (KM) in government agencies is one strategy to deal with government problems effectively and efficiently. This study aims to identify KM readiness critical success factors (CSFs), measure the level of readiness for KM implementation, identify improvement initiatives and develop KM readiness models for government agencies. This model plays a role in the implementation of KM successful.

Design/methodology/approach

The level of readiness is obtained by calculating the factor weights of the opinions of experts using the entropy method. The readiness value is calculated from the results of the questionnaire with average descriptive statistics. The method for analysis of improvement initiatives adopts the Asian Productivity Organization framework. The model was developed based on a systems approach and expert validation.

Findings

Reliability testing with a Cronbach’s alpha value for entropy is 0.861 and the questionnaire is 0.920. The result of measuring KM readiness in government agencies is 75.29% which is at level 3 (ready/needs improvement). The improvement in the level of readiness is divided into two parts: increasing the value of factors that are still less than ready (75%) and increasing the value of all factors to level 4 (84%). The model consists of three main sections: input (KMCSFs), process (KM readiness) and output (KM implementation).

Research limitations/implications

The first suggestion is that the sample of employees used in this study is still in limited quantities, that is, 50% of the total population. The second limitation is determining KMCSFs. According to experts, combining this study with factor search and correlation computations would make it more complete. The expert’s advice aims to obtain factors that can be truly tested both subjectively and objectively. Finally, regarding literature selection for future research, it is recommended to use a systematic literature review such as the preferred reporting items for systematic reviews and meta-analyses and Kitchenham procedures.

Practical implications

The management must also prioritize KMCSF according to its level and make KMCSF a key performance indicator. For example, at the priority level, active leadership in KM is the leading performance indicator of a leader. Then at the second priority level, management can make a culture of sharing an indicator of employee performance through a gamification program. The last point that management must pay attention to in implementing all of these recommendations is to collaborate with relevant stakeholders, for example, those authorized to draft regulations and develop human resources.

Originality/value

This study proposes a novel comprehensive framework to measure and improve KM implementation readiness in government agencies. This study also proposes a KMCSF and novel KM readiness model with its improvement initiatives through this framework.

Purpose

This study aims to develop customer trust through information quality, customer awareness, and perceived value. This study is motivated by the hustle and bustle occurred as the result of the socialization of MyPertamina, a digital payment service for subsidized fuel customers in 11 areas of 4 provinces in Indonesia. The hustle and bustle can be viewed as customer distrust of MyPertamina. However, customer trust is a business success key. Is MyPertamina a solution or problem maker for customers to buy subsidized fuel?

Design/methodology/approach

The design of this study is survey. Primary data are collected through questionnaires sent to subsidized fuel customers in the socialization areas of MyPertamina. The data are processed using SPSS and Amos programs.

Findings

PV, IQ and CA, respectively, can develop CT on MyPertamina. Although the PV cannot strengthen the effect of CA on CT, the construct can strengthen the effect of IQ on CT.

Practical implications

Indonesian Government via Pertamina, a state-owned enterprise, must develop CT through IQ, CA and PV to succeed the application of MyPertamina.

Originality/value

This study develops IQ, CA and PV based on technology acceptance model and theory of reasoned action to develop CT on MyPertamina.
