Abstract

Purpose

Building information modelling (BIM) literature reveals a growing interest in the development of a competency-based approach to manage the long-term goals of BIM implementation in infrastructure projects. One long-term goal is mitigation of environmental impacts (EIs). It is proposed that by integrating environmental systems within the BIM model, the technology can act as an early warning indicator to assist stakeholders identify and evaluate EIs before they become critical to delivery. The purpose of this paper is to assess the effectiveness of BIM in identifying EIs on infrastructure projects and investigate the correlation between stakeholder competency and evaluation of EIs.

Design/methodology/approach

In all, 71 informants that have relevant experience in infrastructure projects were investigated using a two-stage methodology comprising a questionnaire to determine the BIM indicators used to identify EIs and the stakeholder competencies required to assess and evaluate EIs and Behavioural Event Interviews (BEIs) to validate the competencies identified.

Findings

The findings showed that risk assessments are the most critical early warning indicator in identifying EIs specifically when implemented within the cost management process. The key stakeholder competencies required to successfully evaluate EIs were identified as project organisation and building equitable relationships. BEIs showed these stakeholders to also have high levels of behavioural and contextual awareness. This suggests that, contrary to perceived perception, successful management of EIs is more dependent on collaborative working than the acquisition of technical skills. Findings also indicated that Croatian BIM stakeholders are less experienced than UK BIM stakeholders in project implementation and delivery and that less experienced BIM stakeholders require more emphasis on technical knowledge whilst the importance of “soft skills” is more apparent in experienced stakeholders, notably amongst the UK participants.

Originality/value

The implications for infrastructure projects show that effective management of EIs can be achieved through alignment of the BIM model with the cost management plan implemented by stakeholders working collaboratively. Hence, the strategic focus for AEC companies working on infrastructure projects should be the development of staff interpersonal competencies rather than solely on project goals and/or an over-emphasis on technical skills.

Abstract

Purpose

It is widely reported that there is a competence deficit between graduating from Australian higher education (HE) and becoming work ready and that the deficit is becoming more pronounced. The purpose of this paper is to examine the work readiness competencies of Australian HE and vocational education (VE) graduates. The reported competence deficits, the causes of these deficits and the potential strategies to overcome these deficits are discussed.

Design/methodology/approach

A qualitative, inductive research design was used to examine Australian graduates’ work readiness competence, potential deficits, their causes and possible solutions to gain some preliminary insights and help shape future research. A multiple case design was used comprising key stakeholders’ in-depth interviews and focus group discussions. In-depth semi-structured interviews and focus group discussions were conducted to gain insights from the key stakeholders.

Findings

The stakeholders reported that the Australian VE and HE sectors do not sufficiently prepare graduates in terms of their work readiness skills. Self-management skills, communication (written and expression), team-work skills, cognitive skills, system thinking and innovation and creativity were the main work readiness competency deficits reported by the stakeholders.

Research limitations/implications

The research has its limitations in terms of the limited sample and time frame, and the absence of input from graduates. The results of the study indicate the deteriorating state of the Australian graduate labour market and emphasise that an integrated approach is urgently required from all stakeholders to facilitate the transition and reduce the time taken from graduation to employment.

Originality/value

The focus of the study is located in the Australian labour market in terms of the competencies that reportedly are present upon graduation and the competencies that employers are looking for on recruitment. The requisite competency list and the deficits are examined through the lens of four stakeholder groups; government representatives, industry representatives and VE and HE representatives.

Abstract

A stakeholder-oriented perspective stimulated the discussion concerning competence-based strategic management. This perspective enlarged the range of causalities that provided core competencies and widened managerial discretion. The aim of this paper is to gain empirical insights based on the situation in nine companies. Here we focus on three research questions: Why did the firms adopt a broader stakeholder orientation? How does this perspective affect the firms’ strategy, structure and culture and to what extent are the stakeholder interactions considered as core competencies? How is this implemented in reality? To answer these questions we conducted interviews and held workshops with nine firms. The results of this empirical study are reported and conclusions for the practical management are drawn.

Abstract

Purpose

The purpose of this paper is to present a methodology for extracting innovation constraints from building projects through stakeholder management competencies and failure mode and effect analysis (FMEA).

Design/methodology/approach

The methodology was an iterative grounded theory process using case studies. A literature‐based concept model was generated which mapped project procurement stages against the innovation process. Constraints and stakeholder management strategies were extracted from 30 case studies using content analysis and mapped against the procurement stages. FMEA was used to evaluate the criticality of the constraints. For the purposes of this paper, a sample case study was detailed and referred to as the pilot study. The m\ethodology was applied to all the case studies and a schedule of constraints (SoC) extracted.

Findings

This paper evidenced that it is not project constraints which require management to sustain innovation but rather failures in stakeholder competency. This study established the benefits of FMEA as a risk assessment tool for construction innovation research and generated a database of innovation constraints which can be used as a benchmarking framework for future research.

Originality/value

Previous construction innovation research has focused on established project management techniques to manage innovation. This study identified that rather than a process‐driven approach, a stakeholder‐centred approach is required, where successful innovation delivery is incumbent on the right stakeholder competencies being in place at the appropriate stages of the procurement process. The benefit of this contribution is an established risk assessment methodology which can be used by project stakeholders when adopting innovation into construction projects.

Abstract

Purpose

This paper aims to suggest the structure of a platform for education and capacity building for Future Earth, which is an intensive program open to the eight stakeholders and which utilizes existing research programs/facilities associated with Future Earth. An intention of this paper is to facilitate a policy brief for projects associated with Future Earth.

Design/methodology/approach

This paper reviewed backgrounds and necessary items for education and capacity buildings in Future Earth projects by implementing three main priorities in Future Earth and current surrounding environments.

Findings

This paper then suggested a possible structure, competencies, contents and human resources for education and capacity building and education for Future Earth.

Originality/value

The suggestions can be implemented in capacity building and education programs associated with Future Earth.

Purpose

Currently, there is widespread consensus that training is helpful to the long-term success of business competitive advantages. However, youth continue to invest in various self-employment business options with low quality of short term trainings. The purpose of this study was to understand the competency level, training need and the role of training to business survival.

Design/methodology/approach

This study examined the training needs of youth engaged in self-employment and validated its role in sustainable business performance using primary data. To determine training needs, data were analysed using effect size, and probit model was used to understand the predictive validity of training gap to business performance.

Findings

This study has strong evidence that youth engaged in self-employment career have low entrepreneurial competency. The findings of this study revealed that there was little effort to narrow skill and knowledge gaps of youth before entry into self-employment. Training deficiencies were reported in business planning, confidence, risk and time management, conflict management, and communications skills. In addition, self-employment business options were starting up their function with insufficient entrepreneurial knowledge and skills. This would have limited businesses' better chance of long-run survival. Training should be given to bridge the knowledge and skill gaps of youth to ensure the long-term survival of their business. Recommendations include: government should allocate budget for youth short term training, relevant stakeholders should also create access to training for youths before and after entry into self-employment.

Practical implications

Small businesses, during start up with sufficient knowledge and skills, have a better chance of long-term survival. Therefore, this study calls for organized training that would be given to youth to bridge their knowledge and skill gaps on certain competency items and to ensure the long-term survival of micro and small enterprises. Relevant stakeholders should also deliberately create access to training for youth before and after entry into self-employment.

Originality/value

To the best of the authors' knowledge, this study is the first to provide empirical evidence of measurement of training gap and its effects of training on small business performance. Understanding role of training gap in business performance requires measurement of level of competency and training need in operating self-employment schemes. Validating consequence of level of training needs towards business performance of youth is essential to understand the contribution of skill training in the promotion of self-employment. The predictive validity of training need to business performance enhances our knowledge of the importance of training for small enterprise development. Previous studies focus on real training and its quality, however, fails to link youth self-employment initiatives. The finding of this study provides important insights on how strong skill training is important in supporting long term survival of youth self-employment.

Abstract

Purpose

The purpose of this paper is to focus on graduate work-readiness challenges in three Asia Pacific economies (Malaysia, Indonesia and Australia), and the roles of three main stakeholders (government, employers and industry) in the process. The intention of the paper is to design a stakeholder-oriented HRM model to address the identified graduate work-readiness challenges.

Design/methodology/approach

A qualitative triangulation method comprising interviews and focus groups was used with participant samples for each country – Australia (19), Indonesia (19) and Malaysia (15). Stakeholder-oriented HRM theory underpins the conceptual framework for the paper.

Findings

All three countries are currently experiencing difficulties attracting graduates with the required portfolio of qualifications, skills and personal capabilities. The reported effects include: constraints on national economic growth, future production structures, and long-term socio-economic development. Based on a review of the work-readiness and stakeholder-oriented HRM theory literature, it is posited that graduate work-readiness challenges can be effectively addressed by HR professionals in partnership with other key stakeholders.

Research limitations/implications

The study sought the input of only three stakeholder groups for ascertaining graduate work readiness challenges, there is a strong case to include other groups including students/parents and secondary schools.

Social implications

Bridging the graduate skills gap between government, employers and educational institutions is an important area in which HR professionals can contribute by reducing the mismatch between demand and supply through influencing and balancing the interests and goals of key stakeholders.

Originality/value

This study makes a contribution to the extant literature as it explores the role of HR professionals in relation to a multiple stakeholder strategy to address these challenges in the less-explored Asia Pacific region.

Abstract

Purpose

The purpose of this paper is to explore the human capital (HC) expatriates require and develop during an international assignment (IA) to work effectively and live contentedly in a host country.

Design/methodology/approach

Qualitative research entailing interviews with 78 expatriates and repatriates across the globe, investigating the competencies they developed and the HC they gained during their IAs.

Findings

Five interrelated competence clusters were derived: cultural competence (CC); interpersonal competence; intrapersonal competence; global business competence; global leadership competence, each containing competencies crucial for expatriate success.

Research limitations/implications

This study relied on self-reports by expatriates and repatriates. Future research should also include senior/line managers and chief human resource officers from a range of organizations across the world to gather their assessments on the competencies and HC of expatriates and repatriates.

Practical implications

Line/HR managers can use the designed “Expatriate/Repatriate Human Capital model” to assess an individual's overall readiness and capacity to perform effectively in a foreign country and culture and consecutively identify and select the right candidates to undertake IAs.

Originality/value

This paper contributes to the literature by presenting a HC model called the “Expatriate and Repatriate Human Capital Model; the body of competence”. The model identifies and defines the competencies/knowledge, skills, abilities and other characteristics (KSAOs) required for intercultural effectiveness and expatriate success and serves as a tool for the selection, training, development and performance evaluation of expatriates and repatriates, in order to aid the accomplishment of individual and organizational objectives.

Local communities and businesses are usually excluded from processes of decision-making concerning the management of tourism. LLs enable local communities' participation in the sustainable development of tourism, thereby providing them the opportunity to increase their share of benefits. This chapter focuses on a case study of an LL recently created in Portugal and discusses LLs as an environment for tourism innovation where the local community is stimulated to explore competencies to cocreate value.

Abstract

Purpose

This paper focuses on the university science park incubator element of the technology transfer process where knowledge in a variety of forms needs to be retained and maintained. The aim is to investigate the networking competencies of stakeholders involved in the university technology transfer process using absorptive capacity theory to explore how knowledge is externally retained and maintained through these network relations.

Design/methodology/approach

This paper undertakes an inductive theory building approach using in‐depth multiple stakeholder interviews (n=30). The transcripts and results were analysed using open coding and NVivo. Six technology transfer meetings were also observed.

Findings

The findings show that developing and maintaining network relationships can significantly aid the development and retention of knowledge within the university technology transfer process. It was found that conscious effort is made to retain relationships with network stakeholders. Prior knowledge, partner knowledge complementarity and reciprocity, resulting in collective learning, were found to motivate stakeholders to engage in external knowledge retention strategies. The results also supported suggestions in previous literature that relative capacity is an antecedent for absorptive capacity within organisations.

Research limitations/mplications

The paper helps in establishing a research agenda for knowledge retention in technology transfer where traditionally the emphasis has been on development of knowledge. The absorptive capacity framework provides a consistent theoretical basis for exploring the role of stakeholders in this area.

Originality/value

The paper focuses on how knowledge can be retained in technology transfer settings rather than being restricted to that of development. The use of the absorptive capacity framework has also enabled the concept of relative capacity to be developed within the research giving much needed empirical investigation into its relevance and feasibility.
