Abstract

Purpose

While the number of hybrid journals has increased with the conversion from subscription journals, article processing charges (APCs) have not been examined as frequently as gold open access journals. This study compared the factors affecting APCs for hybrid and gold open access journals by formulating a charge equation.

Design/methodology/approach

This study examined the APCs for 1,354 hybrid and gold open access journals in the Springer imprint. Using the ordinary least squares method, it investigated the determinants of charges, including the relationship between subscription prices and APCs for hybrid journals.

Findings

The results revealed that the charges set by hybrid journals were higher than those set by gold open access journals by US$1,620, after controlling for other variables. A reason could be the oligopolistic market structure of the leading publishers. Although the publisher imprint set the APCs based on the journal characteristics, the difference in the determinants of the charges between the two journal types may be due to the business models specific to the journal types.

Research limitations/implications

The findings suggested that policymakers must consider the market power of leading publishers to establish a healthy scholarly communication market.

Originality/value

This study examined the relationship between subscription prices and charges for hybrid journals as well as the determinants of charges for both journal types, considering various characteristics of individual journals.

Abstract

Purpose

Digitalization, innovation and changing customer requirements drive the continuous improvement of an organization's business processes. IT demand management (ITDM) as a methodology supports the holistic governance of IT and the corresponding business process change (BPC), by allocating resources to meet a company's requirements and strategic objectives. As ITDM decision-makers are not fully aware of how the as-is business processes operate and interact, making informed decisions that positively impact the to-be process is a key challenge.

Design/methodology/approach

In this paper, the authors address this challenge by developing a novel approach that integrates process mining and ITDM. To this end, the authors conduct an action research study where the researchers participated in the design, creation and evaluation of the approach. The proposed approach is illustrated using two sample demands of an insurance claims process. These demands are used to construct the artefact in multiple research circles and to validate the approach in practice. The authors applied learning and reflection methods for incrementally adjusting this study’s approach.

Findings

The study shows that the utilization of process mining activities during process changes on an operational level contributes to (1) increasing accuracy and efficiency of ITDM; (2) timely identification of potential risks and dependencies and (3) support of testing and acceptance of IT demands.

Originality/value

The implementation of this study’s approach improved ITDM practice. It appropriately addressed the information needs of decision-makers and unveiled the effects and consequences of process changes. Furthermore, providing a clearer picture of the process dependencies clarified the responsibilities and the interfaces at the intra- and inter-process level.

Abstract

Purpose

In the context of digital public governance of the 21st century, recommender systems serve as a digital tool to support decision-making and shift toward proactive public services delivery. This paper aims to synthesize an algorithm for public recommender systems deployment coherent with the digital transformation of public services in three Russian regions: the City of Moscow, Moscow region and Astrakhan region.

Design/methodology/approach

The studied regions serve as an adequate representation of the country’s population coverage carrying, at the same time, diversity of public governance structures in qualitative and quantitative terms. Thus, the authors were able to retrieve both commonalities and particularities in locally applied policies to create an algorithm model for governance high-tech decision support systems (DSS) deployment in management terms. Therefore, the authors use structural and functional analysis to derive the matters for further induction into our algorithmic model.

Findings

The proposed algorithmic model is developed under the framework of automated verification of current public service delivery mechanisms. The practical application of recommendation systems as a special case of DSS is shown in the example of public service delivery. It is assumed that following the developed algorithm leads to the “digital maturity” of a particular sector of public governance.

Originality/value

The paper holds a novel look at public services digital transformation through the application of recommender systems, which is evidenced by the algorithmic model approbation on the theoretical level.

Abstract

Purpose

Boards of Directors and other organisational leaders make decisions about the information security governance systems to implement in their companies. The increasing number of cyber-breaches targeting businesses makes this activity inescapable. Recently, researchers have published comprehensive lists of recommended cyber measures, specifically to inform organisational boards. However, the young cybersecurity industry has still to confirm and refine these guidelines. As a starting point, it would be helpful for organisational leaders to know what other organisations are doing in terms of using these guidelines. In an ideal world, bespoke surveys would be developed to gauge adherence to guidelines, but this is not always feasible. What we often do have is data from existing cybersecurity surveys. The authors argue that such data could be repurposed to quantify adherence to existing information security guidelines, and this paper aims to propose, and test, an original methodology to do so.

Design/methodology/approach

The authors propose a quantification mechanism to measure the degree of adherence to a set of published information security governance recommendations and guidelines targeted at organisational leaders. The authors test their quantification mechanism using a data set collected in a survey of 156 Italian companies on information security and privacy.

Findings

The evaluation of the proposed mechanism appears to align with findings in the literature, indicating the validity of the present approach. An analysis of how different industries rank in terms of their adherence to the selected set of recommendations and guidelines confirms the usability of our repurposed data set to measure adherence.

Originality/value

To the best of the authors’ knowledge, a quantification mechanism as the one proposed in this study has never been proposed, and tested, in the literature. It suggests a way to repurpose survey data to determine the extent to which companies are implementing measures recommended by published cybersecurity guidelines. This way, the proposed mechanism responds to increasing calls for the adoption of research practices that minimise waste of resources and enhance research sustainability.

Abstract

Purpose

This study aims to address the current gap in knowledge of indirect procurement performance management. It attempts to argue the need for a specific and tailored performance management approach for the indirect procurement function that incorporates a balanced approach, beyond financial measures.

Design/methodology/approach

The case study approach evaluated key performance indicators from a balanced scorecard (BSC) perspective in the development of a performance measurement system (PMS) for a Middle Eastern university’s indirect procurement division. It initially reviewed the literature to assess potential indicators for this context. It used vision and mission statement analysis alongside expert interviews to augment the literature. The candidate indicators were then evaluated and ranked by an expert panel through applying a four-round Delphi technique.

Findings

Twenty-nine procurement-specific indicators are suggested in a BSC framework. The five highest-ranked indicators were not in the financial perspective unlike other BSC studies in the broader field of supply chain management (SCM).

Practical implications

The study suggests a framework and indicators for a procurement PMS for practitioners to consider. It also highlights there is no one-size-fits-all and that organisations need to tailor PM to the organisation and divisional strategy and operational needs. This study aids the development of guidelines for executives and procurement management that wish to develop indicators and a PMS.

Originality/value

This study contributes to knowledge by partly addressing the under-researched field of indirect procurement PM. The literature suggested that various roles in SCM require specific PM indicators. This study puts forward a BSC framework with 29 indicators specifically for indirect procurement. Fourteen of these indicators were derived from non-literature sources. This study enhances knowledge and contributes to the limited debate and evidence on indirect procurement PM and the broader PM literature.

Abstract

Purpose

The main aim of this study is to elaborately examine the error correction technology for global navigation satellite system (GNSS) navigation messages and to draw a conceptual decision support framework related to the modernization of the GNSS and other systems.

Design/methodology/approach

The extensive simulation model developed in Matrix Laboratory (MATLAB) is used to evaluate the performance of forward error correction (FEC) codes such as Hamming, Bose–Chaudhuri–Hocquenghem, convolutional, turbo, low-density parity check (LDPC) and polar codes under different levels of noise.

Findings

The performance and robustness of the aforementioned algorithms are compared based on the bit length, complexity and execution time of the GNSS navigation message. In terms of bit error rate, LDPC coding exhibits more ability in the robustness of the navigation message, while polar code gives better results according to the execution time.

Practical implications

In view of future new GNSS signals and message design, the findings of this paper may provide significant insight into navigation message modernization and design as an important part of GNSS modernization.

Originality/value

To the best of the authors’ knowledge, this is the first study that conducts a direct comparison of various FEC algorithms on GNSS navigation message performance against noise, taking into consideration turbo and newly developed polar codes.

Abstract

Purpose

This study aims to examine the impact of information communication technology-enabled work during non-working hours (ICT-enabled WNWHs), as a source of stress, on employee behavioral outcomes –in-role job performance, organizational citizenship behaviors (OCBs) that benefit organizations and OCBs that benefit individuals, through emotional responses – work exhaustion, nonwork exhaustion and organization-based self-esteem. As the coronavirus disease 2019 (COVID-19) lockdowns demonstrated that employees frequently engage in ICT-enabled WNWHs, studying stress induced by ICT-enabled WNWHs is essential for understanding employee adaptation to the work-from-home trend that emerged from COVID-19 lockdowns.

Design/methodology/approach

A quantitative survey comprising 1,178 employees in China was conducted, and the data reliability and validity were confirmed. Partial least squares structural equation modeling analysis was employed to test the hypotheses.

Findings

The study results empirically proved that, although ICT-enabled WNWHs had significant effects on employee behavioral outcomes, the related emotional responses were the mediators of the stress transmission mechanism that directly affected employee behavioral outcomes. Notably, work exhaustion and organization-based self-esteem partially mediate the stress transmission mechanism, while nonwork exhaustion exerts a full mediating effect.

Originality/value

This study proposes the stress transmission mechanism of ICT-enabled WNWHs and delineates emotional responses regarding the work environment attributes of ICT-enabled WNWHs, an approach rarely seen in prior IS studies. To our best knowledge, this study is the first to identify and empirically demonstrate organization-based self-esteem as one among the emotional responses to ICT-enabled WNWHs. Furthermore, it expands understanding of the holistic impacts of ICT-enabled WNWHs, which is lacking in information systems (IS) literature.

Abstract

Purpose

This study examines the relationship between personality traits and the willingness to buy groceries online. Our research is based on research on consumer values regarding online grocery shopping (OGS), and the authors argue that customer values are aggregated states of personality traits. The authors, therefore, propose the predictive power of personality traits toward OGS usage adoption.

Design/methodology/approach

For a more thorough evaluation of the matter, the authors conducted an online administered questionnaire resulting in N = 678 valid responses and conducted structural equation modeling using IBM AMOS (Vers. 25).

Findings

The authors found that none of the five personality traits had a significant influence on the attitude toward OGS. However, subjective norm had strong influence on attitude, and both subjective norm and attitude were solid predictors of purchase intention for groceries online. Unsurprisingly, the attitude toward OGS was higher for consumer groups with prior experience. The results indicate a high relevance of peer groups in the decision-making process of buying groceries online and the crucial importance of the initial purchase.

Practical implications

Practitioners, therefore, may resort to marketing the strategies to peer groups and initial purchasing behavior and address the level of experience with the usage of OGS, as well as situational aspects. This may be facilitated by precisely targeted online marketing activities and marketing service strategy adaptations.

Originality/value

This is the first study to examine the influence of personality traits toward the willingness to conduct OGS with an emphasis on the lower overall adoption within Germany. The authors furthermore validate the predictive power of the theory of planned behavior (TPB) construct for the economically attractive market segment of OGS by adapting and enhancing the scope of previous research.

Abstract

Purpose

Although natural science disciplines significantly contribute to sustainable development goals (SDGs), little research attends to how higher education institutions (HEIs) influence the development of leadership skills needed among sustainability leaders. This paper aims to examine the leadership development experiences of natural scientists at the forefront of disciplines associated with SDGs to identify barriers and drivers to sustainability leadership skills development at HEIs.

Design/methodology/approach

A mixed-methods comparative study was used, integrating qualitative interviews among 21 natural scientists and 11 non-scientists, two focus group discussions and a cross-sectional survey of 221 leaders. The theory of planned behaviour was used as the analytical frame to identify themes emerging from the data as facilitators or barriers to leadership development.

Findings

There was a statistically significant difference between scientists and non-scientists in the attitudes, beliefs and perceptions that drive participation in leadership development activities. Attitudes belittling leadership skills, limited integration of leadership skills in medical, engineering and agricultural curricula and a social identity of superior learning efficacy impede natural scientist students at HEIs from engaging in leadership development.

Research limitations/implications

Further research using a larger sample could assess the prevalence and effect of the drivers and barriers on sustainability leadership effectiveness.

Practical implications

Beyond integrating leadership skills in HEIs curricula, the development of sustainability leadership requires deliberate elevation of the value of leadership skills within natural sciences, specifically by addressing attitudes, beliefs and workload challenges that impede scientists’ engagement in co-curricular activities.

Originality/value

Integrating multiple disciplines provides generalised insights into the context of leadership development among natural scientists at HEIs. This study identifies specific drivers and barriers affecting leadership development at HEIs in a developing country setting.
