Abstract

From 1782 to 1834, the English social legislation shifted from a safety net devised to deal with emergencies to a social security system implemented to cope with the threat of unemployment and poverty. In the attempt to explain this shift, this chapter concentrates on the changed attitudes toward poverty and power relationships in eighteenth-century British society. Especially, it looks at the role played by eighteenth-century British economic thinkers in elaborating arguments in favor of reducing the most evident asymmetries of power characterizing the period of transition from Mercantilism to the Classical era. To what extent did economic thinkers contribute to creating an environment within which a social legislation aimed at improving the living conditions of the poor as the one established in 1795 could be not only envisaged but also implemented? In doing so, this chapter deals with an aspect often undervalued and/or overlooked by historians of economic thought: namely, the relationship between economic theory and social legislation. If the latter is the institutional framework by which both individual and collective well-being can be achieved the former cannot but assume a fundamental role as a useful abstraction which sheds light on the multifaceted reality in which social policies are proposed, forged, and eventually implemented.

Abstract

The first Poor Laws date back to the 16th century. One would have to go back to 1495 and 1531 to locate the first legislation (displaying above all a repressive character), in which vagabonds were punished, all public begging was outlawed and the poor were required to participate in public works. But an initial 1535 provision stipulated that the local authorities were required to provide for the subsistence of the sick poor. The laws of 1572, 1575, 1597 and 1601 (Tawney & Power, 1924, Vol. 2, pp. 328–329, 346–354) marked a decisive step towards the extension of assistance to the ‘deserving poor’ within the context of the parish. Throughout the whole of the 17th century, the coercive aspect continued to dominate. The law on place of residence (the Act of Settlement and Removal) of 1662 added new constraints to the old provisions attaching the poor to their respective parishes. The creation of workhouses beginning in the mid-17th century (via parliamentary decrees in 1647 and 1649) represented the most important stage in the establishment of these repressive measures. The objective was to make the poor more useful and less costly to society; the 18th century would see an increase in the number of workhouses, reaching a total of approximately 200 by the end of the century. Beginning in 1722, the parish authorities were able to create workhouses and conclude agreements with the central government for the upkeep of the poor; those who refused to participate in these institutions lost all rights to assistance.

“All things are in a constant state of change”, said Heraclitus of Ephesus. The waters if a river are for ever changing yet the river endures. Every particle of matter is in continual movement. All death is birth in a new form, all birth the death of the previous form. The seasons come and go. The myth of our own John Barleycorn, buried in the ground, yet resurrected in the Spring, has close parallels with the fertility rites of Greece and the Near East such as those of Hyacinthas, Hylas, Adonis and Dionysus, of Osiris the Egyptian deity, and Mondamin the Red Indian maize‐god. Indeed, the ritual and myth of Attis, born of a virgin, killed and resurrected on the third day, undoubtedly had a strong influence on Christianity.

Abstract

Purpose

The aim of this paper is to outline and compare the land ownership, land taxes and citizens' dividend proposals by Thomas Paine and Thomas Spence.

Design/methodology/approach

Paine wrote “Agrarian justice” in which he argued that every proprietor of cultivated land owes to the society a ground‐rent for the land which the person holds because it is common property. This ground rent would take the form of a tax per year of 10 per cent on inheritances. It is this ground‐rent that would fund the payments made to every person based on some age restrictions. In response, Spence wrote “The rights of infants” in which he went a step further as he recommended the abolition of aristocracy. As a result, there would have been common ownership of land and revenue derived from land would be administered by the parishes and distributed to everyone equally.

Findings

In assessing the two proposals using the citizens' dividend criterion, each proposal has consistent and inconsistent elements.

Practical implications

It can be argued that the two proposals are primitive versions of citizens' dividend as espoused today.

Originality/value

The paper contributes to knowledge regarding the debate at the time. During that period, public opinion associated classical political economy with a resolute denial of the right to subsistence to the poor and vigorous opposition to the English Poor Law based on the ideas of Malthus. Students of social economics would benefit from this paper in placing on equal footnoting in the historical debate the counter‐proposals to the dominant position at the time.

Abstract

The system of government-run poor relief in England, dating from the sixteenth century, was not replicated in Europe until the mid- to late 1800s. In order to understand why, poor relief must be placed within the socio-economic framework of capitalism, a system of surplus appropriation which originated in the novel class relations of English agriculture. The English way of dealing with poverty was distinctive and this distinctiveness was rooted in the unparalleled expansion of capitalism in that country in the early modern era. Assistance to the poor in England emerged alongside a qualitative social change, wherein an economy rooted in custom was transformed into one based on the competitive social relations of capitalism. The main conclusion of this article is that the welfare state was not a product of industrialization but of the class structure of agrarian capitalism.

Abstract

One of the main functions of the absorptive class is to minimize the impact of economic crisis within a given national economy and where possible to shift the impact of economic crisis to less-developed or developing economies or indeed to another advanced economy. Hence the absorptive class displays the same feature of capitalism: it is simultaneously both national and international. This process of absorption is not done consciously, of course. It is the way the system has come to operate. Had the system not done so, capitalist economies would have lost a great degree of its capacity for resilience in the face of recurrent crises. Since the industrial revolution gathered momentum in England in the eighteenth century and spread rapidly to a limited number of countries in the world, economic crisis has been commonplace, threatening the very fabric of the economies created by the system. Economic crisis is taken to mean a severe disjuncture between production and consumption, marked by a reduction in economic growth. Depending on one's theoretical position economic crisis is caused by over-production or under-consumption or by some combination of the two. Adam Smith who published An Enquiry into the Wealth of Nations just about at the onset of the industrial revolution in England believed that any disjuncture between glut and scarcity was an effect of wrong-minded intervention by government. Left alone market forces would always tend toward the elimination of gluts. Thus, want of employment (the word unemployment was to be invented a 100 years later), so dangerous to the social fabric, would be avoided and capital accumulation would take place steadily in an unimpeded way. However, by the early nineteenth century, the British economy seemed to fluctuate ever more wildly than it had done in less industrial times, and as the urban population grew, such instability was especially feared by the ruling classes in Britain and, later, in Germany, the United States, France and Italy. Clearly, policy intervention by governments took place to manage such crises and the governments sought increasingly to achieve financial and price stability, and in Britain for instance this culminated in the Bank Charter Act of 1844, having 10 years previously introduced legislation aimed at achieving labour mobility with the infamous Poor Law Amendment Act.

Abstract

The thesis that the institutional arrangements, social organizations, and ideology in Eastern Europe are not conducive to the establishment of capitalism, and certainly not the laissez‐faire variety, with Poland cited as the illustrative case. Karl Polanyi′s necessary conditions for laissez‐faire capitalism in the nineteenth century represent the point of origin for the analysis, i.e. the maintenance of rules to permit the self‐regulating market. The focus is on the ongoing process of privatization, citing the primary institutional shortcomings. Also examines governmental structural problems in addition to historical institutional developments. Considers the history of property rights from legal and cultural perspectives. The final concern is to offer a different interpretation of markets, i.e. markets as cultural and political institutions.
