Abstract

Purpose

The purpose of this paper is to understand the expression of ambidexterity at the “between” projects level as well as the “within” project level in project-based information technology firms (PBITF). The research also provides a framework for the classification of specialised projects. This classification is essential to clarify the level of attention the project will receive with respect to the appropriation of resources and the requisite management bandwidth.

Design/methodology/approach

This paper draws on a nine-month long field-based qualitative study and ensures a rigorous triangulation of the findings through an analysis of archival data and actual project artefacts.

Findings

The authors bring forth three critical implications for practice. First, strategizing ambidexterity at the level of “between” projects and “within” projects is heavily dependent on the interaction among distributed actors and partners. Second, routines and actions to deal with manpower constraints are completely different at these two levels. Lastly, the classification framework of specialised projects proposed here should enable firms to appropriately apportion resources to engagements that are strategic in nature.

Originality/value

The study extends the concept of ambidexterity to the “within” project level and finds it relevant at the lowest level in the project-based structure. Also, the framework for the classification of specialised projects that is provided will assist decision makers in PBIT firms to decide the organisational response to such projects.

Abstract

In this study, the authors unpack the micro-level processes of knowledge accumulation (experiential learning) and knowledge application (problem solving) to examine how task allocation structures influence organizational learning. The authors draw on untapped potential of the classical garbage can model (GCM), and extend it to analyze how restrictions on project participation influence differentiation and integration of organizational members’ knowledge and consequently organizational efficiency in solving the diverse, changing problems from an uncertain task environment. To isolate the effects of problem or knowledge diversity and experiential learning, the authors designed three simulation experiments to identify the most efficient task allocation structure in conditions of (1) knowledge homogeneity, (2) knowledge heterogeneity, and (3) experiential learning. The authors find that free project participation is superior when the members’ knowledge and the problems they solve are homogenous. When problems and knowledge are heterogeneous, the design requirement is on matching specialists to problem types. Finally, the authors found that experiential learning creates a dynamic problem where the double duty of adapting the members’ specialization and matching the specialists to problem types is best solved by a hierarchic structure (if problems are challenging). Underlying the efficiency of the hierarchical structure is an adaptive role of specialized members in organizational learning and problem solving: their narrow but deep knowledge helps the organization to adapt the knowledge of its members while efficiently dealing with the problems at hand. This happens because highly specialized members reduce the necessary scope of knowledge and learning for other members during a certain period of time. And this makes it easier for the generalists and for the organization as a whole, to adapt to unforeseen shifts in knowledge demand because they need to learn less. From this nuanced perspective, differentiation and integration may have a complementary, rather than contradictory, relation under environmental uncertainty and problem diversity.

Abstract

Purpose

American Community colleges are vital to the country's economic mobility and are leaders in developing and facilitating career, technical, and workforce education. This study explored employer perspectives on employees' common and specialized skills across industries in the United States.

Design/methodology/approach

Employers were profiled for one year using a case study and content analysis method. They submitted performance records for at least three employees who graduated from community college career, technical, or workforce programs.

Findings

Data revealed that overall, employees were successful at work, but employers focused on employability skills across disciplines (common skills); specialized skills employers focused on were associated with business operations and processes and seemed to be something other than industry-specific technical knowledge.

Originality/value

This article and the research it refers to constitute original work that has not been reproduced or published. The value of this article is premised on new longitudinal data, which could be used to improve and progress institutional CTE and WD programs.

Abstract

Purpose

The purpose of this paper is to report on the findings of a doctoral thesis examining the limitations of project management maturity and associated models. It examines the management of undefined projects where the definition, repeatability and predictability of processes cannot be reasonably expected. The challenge to project management maturity theorists is to recognize the possibility of project management maturity in an environment characterized by undefined project elements and the requirement for greater flexibility in their management.

Design/methodology/approach

This inquiry was supported by a multimethod (MXM) research design with two stages: a content/textual analysis of two different collections of maturity models, and an exploratory case study of two university sites. The analysis (supported by grounded theory techniques) contributed to the development of a 4‐node conceptual framework that was used as the primary data collection instrument at two Canadian university sites.

Findings

Results indicate that multiple non‐process factors can contribute to a mature project management capability. These can include context‐specific values, specialized bodies of knowledge (instructional design), customer involvement, third‐party influence, and tacit “human factors” such as trust and creativity. The demands of this inquiry also demonstrated the need for a new data collection sequence in multimethod research design theory.

Practical implications

Practitioners are encouraged to consider customer involvement, organizational dynamics and adaptable variables such as leadership (among other non‐process factors) in their assessment of the maturity of their project management capability, and designers of future models could explore a multi‐dimensional approach that includes context‐specific factors to assessing and defining project management maturity.

Originality/value

This research expands the conceptual view and practical assessment of project management maturity; offers new analysis of the current generation of project management maturity models; documents e‐Learning project management; and defines a new data collection sequencing model.

Abstract

Purpose

The management of reputation and status is central to creative professional service firms (CPSFs) rendering the internationalisation process a particular challenge. The authors build on arguments that internationalisation requires moving from outsidership to insidership within client networks and focus on how CPSFs build signals about quality to start this process. The paper aims to discuss these issues.

Design/methodology/approach

The exploration draws from the international business, professional services and organisational status bodies of literature. A multiple case study design was developed comprising ten Irish architecture firms. In-depth semi-structured interviews were conducted.

Findings

The findings clarify how relationships start in the internationalisation process through signal building about quality. This allows CPSFs to join client networks moving from outsidership to insidership. The findings systemise three different approaches for CPSFs: from outsidership to insidership within a local market network, within a global industry network and within a global project network.

Research limitations/implications

Research within other sectoral and geographical contexts could support transferability of the findings.

Practical implications

The study has implications for international business strategies as it identifies multiple paths to relevant network insidership and the tactical responses managers can use to achieve this.

Originality/value

The authors believe that incorporating signal-building mechanisms into the internationalisation process is a novel approach to theorizing about how CPSFs move from outsidership to insidership. The authors offer important theoretical insights into the international business, professional service firm and organisational status literatures. CPSF business leaders should benefit as it helps them to focus on a portfolio of signal-building approaches that can start the internationalisation process.

Abstract

Purpose

Drawing upon the institutional theory, the present study investigated whether or not small and medium-sized enterprises (SMEs) in East Africa benefit from the Belt and Road Initiative (BRI), and how the latter influences the internationalization of the former.

Design/methodology/approach

An in-depth interview was conducted by using 26 SME managers/owners who are engaged in international activities in the “Belt and Road” countries. The sample was chosen from four East African countries across three industries. The theoretical framework emerged from the grounded theory analysis of the primary data.

Findings

The authors found that the BRI as a formal institutional force generates both direct and indirect influences on SMEs' internationalization. Three key driving forces, namely partnerships, specialized services and innovativeness underpin the internationalization of SMEs. Additionally, sectoral analysis of the similarities and differences in responses reveals no remarkable differences in the drivers and impact of the BRI on SMEs in all the three industries investigated.

Research limitations/implications

The internationalization process of East African SMEs could be augmented through formal institutions like the BRI, and the internationalization of SMEs along the “Belt and Road” countries mimic an integrative approach. The theoretical framework demonstrates significant potential for further benefits that SMEs may obtain through the BRI by taking advantage of certain BRI opportunities and adopting crucial strategies to internationalize rapidly.

Originality/value

This is the first study to employ a qualitative approach to study the influence of the BRI at the firm-level. Specifically, the paper covered the hub of BRI countries in East Africa. Hence, the study makes substantial theoretical and policy contributions to the literature.

Abstract

Purpose

This research aims to examine the challenges of recruiting participatory action research (PAR) in managing innovation projects. An enhanced methodology based on PAR was developed to mitigate the challenges related to recruiting PAR in managing innovation projects. The proposed methodology was evaluated by comparing it to established methodologies/frameworks such as Scrum, Design Thinking (DT) and The Lean Startup (TLS). The evaluation aimed to determine the advantages and limitations of the proposed methodology in managing innovation projects.

Design/methodology/approach

The proposed enhanced methodology consists of eight steps, ranging from developing an understanding of the industry and business structure to learning and knowledge management. In addition, the enhanced methodology uses other techniques, such as Force field analysis and 12 boundary questions.

Findings

The research findings indicate that using the proposed methodology can improve the formalization of collaboration in PAR, enabling the organization to respond better to market changes. It helps define the project scope more clearly, encouraging innovation, addressing communication barriers and considering different worldviews and practical issues. Based on the findings, the proposed enhanced methodology could complement other methodologies/frameworks such as Scrum, DT and TLS.

Research limitations/implications

The current research adds to the existing literature by identifying the challenges of recruiting PAR in managing innovation projects. A deductive reasoning process was utilized because there is no comprehensive research concerning the challenges of recruiting PAR in managing innovation projects. On the other hand, the PAR 4-phase cycle has been reviewed and enhanced to manage innovation projects.

Practical implications

The proposed methodology was used in a new product development project. The case study was done on one of the payment service provider companies that design, develop and deploy a digital product for marketing, installation, repair and maintenance of electronic funds transfer at point of sale devices.

Originality/value

No research has yet sought to identify the challenges of using PAR in innovation project management (IPM). Identifying the challenges associated with applying PAR in the IPM and providing an enhanced methodology to mitigate the challenges could fill a gap in IPM studies.

Purpose

An increase in outsourcing of consultancy services has been observed during procurement and delivery of public-sector infrastructure projects. However, the incidence of project failure has continued unabated despite this shift by public-sector entities. Also, there appears to be limited literature focussed on seeking to provide the rationale governing the decision to outsource or insource consultancy services by public-sector organisations. The purpose of this study was to appraise the performance of public-sector projects in which consultancy services have been outsourced or insourced. These are the gaps which this study was undertaken to fill.

Design/methodology/approach

A grounded theory methodology (GTM) research design was adopted based on the nature of evidence sought and gathered from a Provincial Department of Public Works and Infrastructure (PDPWI) in South Africa. Data was obtained from a mixture of semi-structured interviews and project-specific documents spanning a five-year period and was analysed according to the procedures associated with GTM. Accordingly, open coding, axial coding and pattern matching were carried out at several intervals to develop categories and themes.

Findings

The findings of the study showed the absence of a structured approach within the PDPWI for facilitating decisions pertaining to outsourcing or insourcing consultancy services within construction projects. Furthermore, the study established that both approaches yielded similar results across all performance facets of cost, time and quality. In addition, a detailed insight into the steps required for the successful application of GTM in built environment research has been provided in the study.

Originality/value

Limited studies have been undertaken to compare the impact of either outsourced or insourced services on the organisational and project performance. This was the gap to which the study reported in this paper was undertaken to contribute.

Abstract

Purpose

The purpose of this paper is to identify project management issues in a specific construction project in Saudi Arabia, highlighting its unique context.

Design/methodology/approach

In the tradition of phenomenological research, a framework based deductive research approach is adopted where a structured questionnaire is used in one‐to‐one interview with project participants.

Findings

This research highlights the interaction outcomes of human, project tool & methods, supply chain and finance affecting overall project execution and goes beyond to identify critical linkages in these interactions, including those that will need identification of skill sets required for the project manager's role, options approach and standardization of product and processes together with early involvement of diverse stakeholders in the project for their better execution through ex ante identification of project parameters requiring minimum changes.

Practical implications

The final framework arrived at identifies various tradeoffs involved in project management in the idiosyncratic context of demanding client driving the project needs and internal resistance to change limiting flexibility in project execution. It focuses on deviations from international project execution standards, as found in large construction projects in the Middle East, specifically Saudi Arabia.

Research limitations/implications

The limitation of the research lies in arriving at generalizable findings based on the study of a single international hotel construction project, and not an industry‐wide questionnaire survey which can, in future, refine and strengthen the framework developed.

Originality/value

A study in the context of Saudi Arabia is seldom reported in international journals although large turnkey construction project opportunities exist for international firms in this country and in the Middle East region.

Abstract

Purpose

The purpose of this paper is to propose a mathematical model that can quantitatively and vividly measure the current capability of enterprises by evaluating their existing knowledge inventory.

Design/methodology/approach

Knowledge management starts from assessing the current position of enterprises, visioning future intention, and then specifying knowledge objectives and formulating knowledge strategies. Along with this process, a critical component that must be realized in order to assist management in determining knowledge objective and strategies is the assessment of existing knowledge inventory.

Findings

The paper finds that enterprises can better position themselves by deciding realistic objectives and formulating achievable strategies.

Research limitations/implications

The force that drives human history from agricultural age to industrial age, information age, and finally to the knowledge age was innovation, and the crucial element determining the level of products and services innovation lies in people. In other words, all innovations come from human resources, and knowledge enables human beings to be creative. Especially, in this global era with stiff competition, enterprises should create, manage and preserve knowledge better than their competitors in order to maintain competitive advantage, and therefore remain ever‐lasting existence.

Practical implications

Previous investigations mainly employed qualitative methods, such as questionnaire survey and in‐depth interviews, to explore knowledge management performance of enterprises.

Originality/value

The paper shows that by categorizing the knowledge inventory in terms of knowledge depth and width, enterprises would be able to formulate suitable knowledge strategies of accumulation, widening, deepening, or strengthening and specify proper learning strategies to bridge the knowledge gap to cope with the competition.
