Abstract

Purpose

This paper aims to analyze the three issues about China's social assistance programs and put forward some suggestions separately.

Design/methodology/approach

Qualitative research, mainly using documentary analysis.

Findings

The paper finds that China's urban and rural social assistance, minimum living standard security and special assistance programs, China's social assistance and the other parts of social security such as social insurance and social welfare are in need of closer coordination.

Originality/value

This paper presents a valuable idea about the need for the coordination of China's social assistance programs.

Abstract

Purpose

The purpose of this paper is to assess China’s urban social assistance policy, mainly by examining the findings of in-depth interviews with urban Dibao recipients in Chengdu about their experiences with social assistance, and by comparing what the social assistance offers with the urban poor households’ actual needs and vulnerabilities.

Design/methodology/approach

In this study, the author interviewed 15 people from urban Dibao Households in Wuhou District and Qingyang District of Chengdu, China. The interviews were conducted from April to August in 2013, usually in their homes. The small sample naturally limits generalizations, however it can point to directions for future research.

Findings

It is found out that urban Dibao which is the core of social assistance policy provides insufficient cash support and other special assistance programs are more of tokenistic which do not offer much help. Besides, due to lack of psychological aid, many recipients show negative and pessimistic attitudes toward life.

Originality/value

Regarding the assessment of social assistance policy in China, the international literature has shown little interest. Several Chinese scholars have analyzed urban social assistance system, but they tend to examine or assess from the perspective of policy makers and focus on making policy suggestions. Thus, there is not much information about whether what the social assistance offers could meet the urban poor households’ actual needs and vulnerabilities. An interesting endeavor would be to explore and assess the urban social assistance policy from the perspective of the recipients, and this is exactly what this paper aims to do.

Abstract

The aging population in the United States makes skill in marketing to the mature consumer increasingly important. The biophysical and psychosocial aging process creates a need for specific strategies to address the changes brought on by age. Attempts to ascertain the degree to which the financial services industry recognizes some of the needs of the elderly market and the degree to which marketing programs are addressing these needs. The results show that financial services marketers have been slow in implementing strategies which might help them better attract and serve the mature consumer, when compared with other industries. While this industry has done an excellent job in developing products which appeal to older consumers, they appear to be lacking in special assistance to mature consumers and training to support such assistance. Provides managerial implications stressing specific areas for improvement.

Abstract

The birth of the African Capacity Building Foundation on February 9, 1991, was the culmination of intense efforts and groundbreaking commitment to capacity building in Africa by Africa Governors of the World Bank, the Bank itself and the cofounding Institutions ‐ the African Development Bank and the United Nations Development Program, as well as numerous other individuals. The successes chalked by ACBF towards attainment of its objectives have vindicated those who held the view that establishing an indigenous African institution, with focus on and commitment to the course of Africa’s development was the right course of action at the time. Twenty years on, ACBF has supported nearly 250 projects and programs in 44 African countries and committed more than US$400 million to build capacity on the continent. Projects and programs supported by the Foundation have drawn synergy with and complemented countless other activities of various development institutions operating on the Continent. ACBF’s support has been crucial in the building of development capacity in Africa, whether in ministries of finance and economic planning or central banks. For many among us who dedicated to this initiative and worked towards its realization, we remain humbled by the opportunity to witness the twentieth anniversary of ACBF.

Abstract

Purpose

This study aims to explore how key stakeholders and recipients of local food access programs operate strategically to meet individual and community food needs, enhance experiences of dignity and promote social justice. The study of a fragmented community food system highlights the connections between micro and meso dimensions of food access, illustrating how people work around food system limitations to access food.

Design/methodology/approach

Using qualitative in-depth interviews with food assistance managers, workers, volunteers and recipients, this study examines the period before the implementation of a centralized community-based food access initiative in a mid-sized, rural Oklahoma college town with a high rate of food insecurity. This study asks: What are community members’ experiences in a fragmented food assistance system? In what ways do individuals use everyday resistance and workarounds to actively promote experiences of dignity and social justice in food access spaces?

Findings

Those involved in sites of community food access build important networks to share information and engage in negotiation and trade to gain access to useful food resources. As forms of everyday resistance, such practices encourage co-construction of dignity and social justice in stigmatized spaces.

Originality/value

This research contributes to literature examining micro- and meso-level community dynamics that inform agency, dignity and social justice in community food access approaches.

Abstract

Assistive Technology (AT) helps address social and economic barriers and can positively impact the lives of people with disabilities. Single-entry point (SEP) systems have been shown as successful models for reducing barriers encountered when acquiring and using AT. This chapter highlights a mixed method case study in the province of Newfoundland and Labrador (NL), which sought to explore barriers consumers faced in acquiring and being satisfied with AT, as well as the potential for an SEP system in NL. NL is an Atlantic Canadian province characterized by a small population dispersed over a large island and remote mainland. Data were collected using individual interviews with disability service providers in community and post-secondary settings across the province and a survey to assess barriers to accessing AT, AT utilization, and satisfaction among consumers with disabilities. Many consumers and service providers demonstrated that they recognized the benefits of AT but expressed dissatisfaction with existing programs and services citing cost, lack of knowledge, training, and funding subsidies as the most significant barriers to access. Improving access to AT is a necessary step toward enhancing education and employment opportunities, facilitating social inclusion, and optimizing overall health for people with disabilities. Investigating the feasibility of SEP programs modeled after American and Australian initiatives should be part of future planning for Canada, especially in small urban, rural, and remote areas where demand for provision of AT is under-resourced.

Abstract

The Guiding Principles on Civil Service Reform were endorsed by the Special Programme of Assistance for Africa (SPA) as a tool for better co‐ordination of donor support. Because of the range of administrative problems, and the economic and political urgency of solving them, African governments need a strategic framework for civil service reform. This should be based on a vision of the role of the state, and take into account leadership, commitment, governance, economic reforms, sequencing, ministerial restructuring, decentralisation, downsizing, pay and incentives, capacity building, service delivery, aid mechanisms, and change management processes. Because of the enormity and political sensitivity of the task, and the severe limitations on capacity to manage reform, such a framework will take 10‐20 years to implement fully in most countries. Civil service reform is an art, not a science. Committed reformers within the concerned government know best what they need, and how to get there. The role of donors should be mainly facilitation: identifying committed reformers (or potentially committed ones), and then empowering them to design and carry out needed changes.

Reports on a questionnaire, distributed in early 1988 to 200 libraries in the South West Pacific and South East Asia, that aimed to gather data about interlibrary loan traffic in those areas and to obtain information about the availability of union catalogues to libraries in those areas. Shows that despite a relatively low rate of response, the questionnaire produced some useful data about type and volume of ILL traffic intra – and inter – region. Concludes that libraries in the Asian‐Pacific regions need to be further developed.

IntEnt is a business incubator that provides training and other support services to nascent entrepreneurs, helping turn their investment ideas into successful business ventures. But IntEnt focuses on a unique clientele: diasporas, or migrants and their descendants, who dream of establishing a new venture back in their country of origin.The incubator is well known and respected by policymakers and migrants alike. Despite these successes, Mr Molenaar has struggled to grow and diversify IntEnt's funding base. He also is under increasing pressure from the foundation's stakeholders to define and measure the foundation's performance. But Molenaar is committed to expanding IntEnt's operations and continue to bridge the divide between diaspora investment interest and action.

Expected learning outcomes

To understand and describe the financial-, human-, and social-capital challenges faced by transnational diaspora business ventures during the business development and launch phase.To explain how business incubators can provide solutions to the specific, unique problems that transnational diaspora entrepreneurs face, particularly in emerging markets.
