Abstract
Education is primary a state and local responsibility in the United States. It is states and communities, as well as public and private organizations of all kinds, that establish schools and colleges, develop curricula, and determine requirements for enrollment and graduation. The appropriate roles for state in the education of all children continue to be an issue of urgent concern. The Individuals with Disabilities Education Act mandates cooperating and reporting between state and federal educational agencies. State educational agencies, in turn, must ensure that local schools and teachers are meeting the state’s educational standards. The importance of this responsibility creates controversy on how public education should be implemented and what policy directions state and local governments should take. It is apparent that enhancing public education programs to benefit all students requires a process of system change, as opposed to isolated programs and invalidated instructional practices often common with programming in some school districts. This chapter discusses the role of government agencies in enhancing special education and problems associated with it.

Abstract
This chapter highlights aspects that are high on the agenda of the financing inclusive education debate: the need to re-think resource allocation mechanisms, the issue of empowerment, the way funding mechanisms support inclusive education, and the importance of appropriate governance and accountability mechanisms. It focuses on critical factors of financing that support the right to education, as outlined in Article 24 of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) (United Nations, 2006), in a context of financial constraints and explores issues in the policy-practice gap in relation to both national- and European-level policy priorities and objectives. It draws on existing literature on modes of funding, on past research conducted by the European Agency and on the conceptual framework developed within a new European Agency study on current policy and practice in this field.

Abstract
Purpose
The purpose of this paper is to describe the reasons current or former tenured special education teachers in a Local Education Agency remain or leave their special education teaching positions through the theoretical perspectives of organizational learning and organizational culture. The paper aims to describe the influence of increased legal requirements on current or former tenured special education teacher attrition or retention by reporting their reasons for staying or leaving.
Design/methodology/approach
A qualitative multiple case study of two units of analysis was conducted through a constructionist epistemology. Data were collected from 40 current and former tenured special education teachers through focus groups, semi‐structured interviews, the Left Hand and Right‐Hand Column Case Method, and review of appropriate documents. The data collected were analyzed using text analysis software, content analysis, and pattern matching.
Findings
Four salient findings from the paper are: current tenured special education teachers want to be listened to and have their needs considered; current tenured special education teachers feel overwhelmed by the workload related to state assessments; current and former tenured special education teachers believe that legally‐required changes affected them in practice; and current and former tenured special education teachers perceive that time requirements for administrative tasks reduce time for student services.
Practical implications
Implications for praxis include organizational learning and organizational culture that encourage listening to the experience of tenured special education teachers and including them in decisions that affect them in an effort to retain them.
Originality/value
The paper assesses the impact of increased legal requirements on special education teacher retention and attrition.

Abstract
Purpose
The purpose of this paper is to review the development of the German advertising industry starting from 1950 to 2018 with a special focus on the American influence.
Design/methodology/approach
The paper uses the oral history methodology. The content is based on 27 semi-structured interviews with current and former experts from the German and American advertising industry. An analysis of secondary sources supports the line of argumentation.
Findings
The paper confirms the outstanding role of the American influence on the German advertising industry, owing to new standards of professionalism, to novel versions of terminology and to the introduction of the theory of marketing. However, incompatible management styles, increasing global competition and financial pressure diminished the impact. Likewise, the American interference did not suppress the development of specific German industry characteristics such as a strong entrepreneurial culture or sustainable leadership.
Originality/value
This paper provides an overview of the history of German advertising with a focus on advertising agencies in the period from 1950 to today (2018). Further, this paper assesses the special impact of the American influence on the German advertising industry. Further, subjects of investigation are particularities of the German advertising industry, such as special attributes of agency leaders and their relationship with clients, distinct versions of ownership structures, agency service offerings and, finally, the role of creativity.

Abstract
The purpose of the chapter is to give an overview of special education in Iceland, historically and with reference to modern use of terms, research, policy, legal trends and funding. Recent data is provided on demographic developments amongst children in Iceland and detailed account is given of practices in schools, including collaboration with parents and teacher education. Finally some issues and challenges are discussed that still remain to be solved with respect to meeting the special needs of students in school. One of the findings is that only 1.3% of students attend special schools and special classes and that the term special education has outlived its usefulness except perhaps in the context of the three segregated special schools that still remain in the country. Official papers have replaced it with the term special support. Despite a diversity of views and practices the main implication is that a new model of education is required, in line with that proposed by Slee where the needs of individuals are served in all schools and the binary thinking related to regular versus special education is no longer necessary.

This chapter describes the status of past and current special education, inclusive education, and Low-Incidence Disabilities (LID) in South Korea by introducing historical background, legal development, and current trend. Four main areas related to special education in South Korea are highlighted: the historical background and legal development of special education; current laws relating to special education; inclusive education and LID; and the future of LID support in South Korea. This chapter will provide valuable information for those who want to become more knowledgeable about the current status of special education and inclusive education for learners with LID in South Korea.

Abstract
Recent federal legislation and numerous public policy debates have relied heavily on estimates of the number of police agencies and police officers in the USA. Historically, these estimates have been problematic, varying tremendously over time, across different sources, and using different methodologies. Currently, the two main sources of agency‐level data for estimating these numbers are the FBI’s Uniform Crime Reports and the Census Bureau’s Law Enforcement Directory Survey. While there is a great deal of overlap between these two databases, each contains thousands of departments not listed in the other. Also, among those departments listed in one or more of these databases, there is tremendous variation in the number of police officers recorded. While some of the disparity can be explained by banal differences in counting and record‐keeping methods, much is rooted in differing definitions of what constitutes a “police officer” and a “police agency”. In this study, we closely examine both databases in an effort to account for the differences between them. In addition, we introduce a new data source derived from the records of the Justice Department’s Office of Community Oriented Policing Services (COPS). Based on a thorough exploration of all three databases, we discuss the impact of their differences on criminal justice policy and police research. We first develop our own estimate of the number of police departments and police officers in the USA that differs substantially from other current estimates. We then estimate the number of police officers that the COPS office and future evaluators should use as the baseline for measuring the Clinton Administration’s success at adding 100,000 officers to the streets of America. Finally, we offer a modest set of recommendations for achieving greater uniformity across separate police agency databases.

Abstract
Purpose
Socially responsible innovative behaviour should reduce the incidence of one-sidedness in the behaviour of persons employed or active in tourism organizations. People with disabilities are often poorly integrated, even in the advanced societies. The paper aims to discuss these issues.
Design/methodology/approach
With a requisitely holistic approach in dialectical systems theory and an overview of relevant literature, the common characteristics of tourists with disabilities are briefly described. A dialectical systemic analysis was used to determine whether people with disabilities want to travel and what their requirements are. A questionnaire was used to identify their recent travelling experiences; tourism organizations were interviewed about their experiences, too. A model of a travel agency, specialized for people with disabilities, is presented.
Findings
The usual approach to people with special needs is too one-sided. A more requisitely holistic approach to understanding their needs in tourism, based on existing literature and an empirical analysis, is presented. A more innovative management of tourism organizations is proposed, increasing social responsibility (SR).
Research limitations/implications
The authors contribute to the integration of people with disabilities in society, focusing on innovation in the management of tourism organizations.
Practical implications
This new, more systemic and socially responsible innovative management in tourism is widely applicable. Tourists with disabilities, their family members, and their travelling companions could become more included in tourist activities and represent a potentially significant share of the market. A requisitely holistic approach can provide advantages for tourists with disabilities and tourism organizations.
Originality/value
The concepts were not found in available literature neither is the selection of viewpoints of dialectical systems thinking and SR in tourism. They support understanding, designing and managing activities in tourism for people with various limitations or specific needs.

Abstract
Purpose
Studies of police organizations typically involve examining predictors consistent with structural contingency theory while comparatively fewer have examined the applicability of institutional theory. The purpose of the current study is to examine the influence of institutional factors on the elaboration of organizational structure, specifically the incorporation of a crime analysis unit into a police organization's structure.
Design/methodology/approach
Data were obtained using a 2002 mail survey of law enforcement agencies focusing on the crime analysis function and environmental factors influencing the organization of that function. Additional information complementing the survey data was obtained through telephone interviews with representatives from 12 of the surveyed departments.
Findings
Multivariate results show that, consistent with contingency theory, size is an important predictor of structural elaboration. Analyses and interview responses suggest that institutional factors, particularly accreditation standards, may play some role in shaping organizational structures.
Research limitations/implications
The survey was returned by 160 agencies for a response rate of 56 percent but analyses were based on relatively small samples of 67‐77 agencies. Telephone interviews were conducted using a purposive, non‐probability sampling method.
Practical implications
The results of this exploratory study provide insight into factors contributing to the adoption of structures and strategies in policing.
Originality/value
The research is one of only a small number of studies in policing to explicitly test propositions derived from institutional theory, particularly the concept of institutional isomorphism.
