Abstract

Purpose

The paper aims to consider whether Neighbourhood Panning provides the appropriate output legitimacy for citizen engagement in the planning process. The Localism Act 2011 transformed the planning process by shifting decision-making powers away from the local institutions and transferring them to local people. Neighbourhood planning has created a new dynamic in planning by using “bottom up” governance processes which enables local people to shape the area where they live. Local referenda are used to inject output legitimacy in to neighbourhood planning, and this planning self-determination can be considered as “spatial sovereignty”, whereby the recipients of the planning decisions are also the primary stakeholders that have shaped planning policy.

Design/methodology/approach

This paper will examine how Localism, as an evolving concept of local governance, is enfranchising local communities to take control of planning and development in their area. The paper will draw upon the experience of the revised planning methodology introduced by the Localism Act 2011 and consider its impact on the delivery of broader public policy objectives contained within the National Planning Policy Framework.

Findings

Localism provides an alternative form of citizen engagement and democratic legitimation for planning decisions which transcends the traditional forms of participatory democracy, and recognises that other paths of democratic law-making are possible.

Originality/value

The paper argues that neighbourhood planning has created a paradigm whereby local planning preferences, as an expression of spatial sovereignty, do not necessarily align with the broader public policy objective to build homes in the right places.

Abstract

Purpose

This paper aims to examine the significance of information communication technology (ICT) for Balkan labour. Drawing on the heuristic of “distributed discourse”, this paper aims to explore virtual forms of communication and interaction. The paper aims to examine the privileged role of ICT in the: formation of autonomous trade union structures and channels of communication; evasion of the territorial structures of the nation‐state and the construction of virtual communities of international labour solidarity; and authoritative transmission of models of industrial relations practice and of capitalist modernity in virtual space.

Design/methodology/approach

The authors conducted in‐depth interviews, followed up by further discussions, with officials and researchers from unions in the Balkan region. IR academics in Serbia and Montenegro were also consulted, as were union web sites and those of the Confederation of Independent Trade Unions of Serbia, Association of Free and Independent Trade Unions of Serbia. The purpose of the dialogue was to build an empirically grounded framework for understanding the limits and possibilities presented by the new distributed communications technologies of the internet for labour in the era of globalisation. This article provides qualitative data to allow reflection on the possibilities inherent in ICT for the reinvigoration of trade unionism and labour mobilisation in this era of rampant neoliberalism, particularly in the area of trade union democratisation and accountability.

Findings

The article finds that key figures within the Balkan labour movement are conversant with the potential of ICTs. It is also apparent that the construction of cyber‐unionism at the official level is subject to the authoritative force of neo‐liberal imperial governance. However, this is a regime of policing that is indexed and auditable through the very distributed communication technologies which can affect forms of meta‐governance beyond the control of institutions.

Research limitations/implications

The findings, based on the interrogation of qualitative data are provisional hypotheses and an invitation to further research on the space‐time dimensions of trade unionism in the age of globalisation.

Practical implications

This paper highlights the situated character of ICT utilisation. While ICTs can be implicated in the reproduction of extant organisational forms and politics, this article provides the international labour movement with a viewpoint from which to build ICT strategies and appropriate organisational structures that recognise the limitations of centralised representation and control.

Originality/value

This paper represents fresh and contemporary data on the use of the internet by Balkan labour. By interrogating the qualitative data an invitation to further research on the space‐time dimensions of trade unionism in the age of globalisation is presented.

Abstract

This paper analyses the current and potential impact of Southeast Asia’s regionalism on the European Union. It begins by giving an overview of the different manifestations that this regionalism takes (ASEAN and AFTA, sub‐regional economic zones, APEC) and comments on the overlapping linkages between them. The EU’s stake in Southeast Asia is then discussed in the context of broadening the EU’s interregional relations with East Asia. A detailed evaluation of the opportunities and threats that regionalist developments in Southeast Asia pose to the EU is presented thereafter. It is argued that the balance of effects will vary less for “insider” EU firms, which have established operations within ASEAN, and more for “outsider” EU firms. The potential benefits the former anticipate from Southeast Asian regionalism are considerable.

Abstract

Purpose

This study aims to explore how urban governance of Hong Kong is impacted by the formulation and implementation of the new constitutional order of “one country, two systems” that distinguishes between the British colonial government and the current government under Chinese sovereignty.

Design/methodology/approach

While the literature recognises the society of Hong Kong has been heavily relying on land and property activities, few attempts notice the uniqueness of Hong Kong’s sequential constitutional orders and its relations to those activities. This study presents a geographical enquiry and an archival study to illustrate the spatiality of the new constitutional order and its implications on land injustice. Drawing from the works of legal geography and urban studies, this study extends and clarifies Anne Haila’s conception of Hong Kong as “property state” to “property jurisdiction”.

Findings

Though common law and leasehold land system were perpetuated from the colonial period, the new constitutional order changed their practices and the underlying logic and ideology. The urban governance order of this property jurisdiction is intended for prosperity and stability of the society, and for the economic benefit and territorial integrity claim of the Chinese sovereignty.

Originality/value

This study enriches the literature of Hong Kong studies in three major areas, namely, the relationship with China, urban governance and land injustice. It offers a conceptual discussion, which contributes to comparative territorial autonomies studies. It also contributes to legal geography by providing insights beyond the western liberal democracy model.

Abstract

Purpose

Being territoriality a distinctive feature of mafia groups, the purpose of this paper is to study how the production of space contributes to the reproduction of such organisations by reinforcing their norms and values.

Design/methodology/approach

The paper provides an ethnographic account of the regeneration of space for the establishment of legal worker cooperatives in previous mafia territories. It aims to illuminate, by contrast, how space reflects the social construction of the mafia governance.

Findings

The account of non-compliant spatial practices of legal worker cooperatives in the area of Caserta (aka Gomorrah) elucidates how mafia groups set great value on space, making sense of the societal dimension of territoriality for Italian organised crime.

Research limitations/implications

Compared to the current literature, this paper explores the link between space and organised crime not only in ecological terms but also in cultural ones. Furthermore, it suggests an alternative methodology for accessing the unspoken of the mafia phenomenon.

Practical implications

The account of the reterritorialisation process provided in this paper raises several policy implications for the fight against the mafia.

Originality/value

The paper focuses on territoriality for a more comprehensive understanding of the mafia phenomenon, attempting to conciliate the idiosyncratic aspects of Italian criminal networks with a more general framework of analysis for the study of organised crime. It also bridges between the organised crime topic and the sociology of space.

Abstract

Purpose

The purpose of this paper is to examine the viewpoints of key stakeholders on the European Commission’s proposal for a regulation for a mechanism to resolve legal and administrative obstacles in cross-border regions. The mechanism known as ECBM, or European Cross-border mechanism, was presented as part of the legislative package for EU Cohesion Policy 2021-2027. The regulation will allow one Member State to apply their legal provision in another Member State for a concretely defined case. This proposal is particularly interesting as it does not give further competence to the European level, but changes how Member States may interact with one another, yet, it raises critiques as regards to its compliance with constitutional, international and European law.

Design/methodology/approach

This paper outlines the main elements of contention, which are legal justification, state sovereignty, compliance with the subsidiarity and proportionality principle, thematic and territorial scope, voluntariness and the administrative burden.

Findings

The author concludes that the assessment of the voluntariness of the regulation will be crucial in examining the regulations compliance with EU principles and suggests that a more nuanced reading as to which parts of the regulation are voluntary is needed. The author further expects the legal text to change substantial during the legislative procedure, in particular in regard to the thematical scope and the bindingness.

Originality/value

This piece summarises the debate currently held in the European Council and the European Parliament in a structured way to an interested readership. Examining the proposed regulation and the arguments for and against it offers the opportunity to review the main arguments that will be raised in any future debate on legal proposals on territorial development initiatives.

Abstract

Purpose

This introductory essay historicizes the evolution of China’s geopolitical strategy from the Maoist era (1949–1976) to the present. It examines the Chinese strategic thinking in four spatial settings: Eurasia, maritime Southeast Asia, the Indian subcontinent and the wider Indo-Pacific region. The Chinese strategic concerns are comparable across these regions, but the ability to pursue security interests is contingent on many circumstantial factors. This study refers to some snapshots of the ongoing regional disputes to discuss the continuities and breakpoints in China’s strategic outreach in a multipolar world.

Design/methodology/approach

This study draws on the scholarly literature and policy papers to examine the interrelated forces that shape China’s rise to regional dominance: how Beijing has co-opted a series of global and regional crises for its rise to domination; how China, the USA and neighbouring countries have adjusted and adapted to a new changing international order; and how major powers in littoral and maritime Asia respond to an increasingly assertive Chinese state.

Findings

This study documents the combination of smart, soft and sharp power that China has deployed, since the global financial crisis of 2008, to enforce its dominance against the USA across the Pacific Rim and Eurasia. It argues that General Secretary of the Chinese Communist PartyXi Jinping initially launched the Belt and Road Initiative to respond to former US President Barak Obama’s policy of rebalancing Asia, and he has expanded these expansionary projects to counter US President Donald Trump’s “America First” doctrine, thereby asserting Chinese influence abroad and tightening control against discontented populations at home.

Research limitations/implications

Many Western policy analysts are wondering whether a rising China will be a “status quo” state or a revisionist state that attempts to challenge the existing world order. The lack of clarification from Beijing has prompted Washington to shift from a longstanding strategy of diplomatic engagement to that of geostrategic containment to balance against China.

Originality/value

The strategic goals of China in the early 21st century pertain to security reassurance, access to energy resources and national image building. Since the global financial crisis of 2008, China has become immensely confident of its own socio-economic accomplishments and scornful of what it perceives as an American conspiracy to undermine its rise to power. Following in the footsteps of the USA in the post-Second World War era, Japan in the 1980s and Taiwan in the 1990s, Beijing has used international commercial activities and business contracts to achieve specific political, strategic and diplomatic objectives.

Abstract

Purpose

This study is the first that aims to investigate international transmission channels of sovereign risk among G20 and explore its influential factors by applying the multidimensional SAR model.

Design/methodology/approach

Multiple spatial weight matrices can capture the contiguity of spatial units from various dimensions, which could be exploited to improve the precision of inference as well as prediction accuracy. To the best of the authors’ knowledge, this is the first study to investigate international transmission channels of sovereign risk among G20 and explore its influential factors by applying the multidimensional SAR model.

Findings

With network structure analysis, this study finds that they contain different information content from the perspective of graphical display, node strength and correlation. Developed and emerging countries all play major roles in trade connection, while only developed countries play major roles in financial linkage. Second, by applying the multidimensional SAR model, only the spatial autocorrelation coefficients for trade and financial linkages are significant during the full sample period, which is in sharp contrast to published studies using the SAR model with a single matrix. Third, the spillover channels that play major roles in various periods are different. Only trade channel plays a role during crisis periods and it is the most important. Fourth, the spatial correlation among countries greatly amplifies the shock’s impacts on one market. And spatial effect for developed countries is larger than those for emerging countries, while the mean spatial effect of a unit shock in the USA on emerging countries is slightly greater than that on developed countries.
