Abstract

Purpose

Many organizations in the local community environment use and produce geo‐spatial data, so the need for integration of geo‐data is increasing rapidly. Different user groups have different views of the world and information is available in a heterogeneous format. This paper seeks to discuss the need for interoperability in local communities taking Chittagong city of Bangladesh as an example.

Design/methodology/approach

These communities use geo‐spatial data in their own format. This results in semantic conflicts, arising when there is a need for integration of the geo‐spatial data. Consequently, the interaction among the aforesaid organizations in terms of data is difficult to achieve and therefore, it is difficult to share the benefit of the recently evolving Information Technology. Taking the above viewpoint into account, this paper presents a framework to address such semantic data conflicts, considered as an issue of interoperability, using ontology.

Findings

This paper presented an ontology‐based architecture which can be used in resolving semantic conflicts, enabling the tackling of the interoperability issue, faced by the various local communities. The proposed architecture will reduce the computational time significantly because it does not require processing each query every timeResearch limitations/implications – The architecture presented needs to test with real data in the near future.

Practical implications

In order to share the geo‐data available in different formats, there is a need for developing a global community, consisting of an integrator, global schema and common ontology.

Originality/value

It has been shown that the architecture allows the sharing of geo‐data by resolving geo‐semantic conflicts of the local communities. This will in turn play an important role in addressing the interoperability problem, faced by these communities.

Abstract

Purpose

This paper aims to explain the impact of spatial planning regulations in the development of hotels in Bali, particularly as regards environmental damage. It then analyzes the factors that cause spatial planning to fail to prevent environmental damage.

Design/methodology/approach

This paper is based on both fieldwork and library research, and a broadly socio-legal approach is adopted, involving a combination of doctrinal research and empirical legal method.

Findings

This paper finds that interrelated legal, political and economic factors contribute to this failure, including conflicting regulations on the review and amendment of spatial plans, the pursuance of economic enrichment and an unsustainable approach to economic development. Although some or even all of these factors may have seemed obvious from the start, because they are common causes of regulatory failure, this paper demonstrates empirically that they are exacerbated and made more challenging because of the interrelationship between legal, political and economic factors.

Research limitations/implications

Given the existence of intertwined legal, political and economic factors behind the regulatory failure of spatial planning, more studies need to be undertaken to restore spatial planning objectives as a means of preventing tourism projects in Bali from damaging the environment.

Originality/value

The author proposes a reform to make spatial planning regulations more effective, particularly in preventing environmental damage by tourism projects.

Abstract

Purpose

This paper aims to examine the socio-political factors and the influence of spatial reconfiguration and transformation orchestrated by the forceful migration of Bororo herdsmen – a nomadic ethnic group from the Central African Republic into east Cameroon where they are now subsistent farmers. This livelihood transition strategy led to conflict and competition over natural resources with the local inhabitants.

Design/methodology/approach

The study draws from ethnographic interviews and participant observation involving security officials and international relief agencies alongside their implementing partners. Data abducted from various stakeholders were further complemented by reports produced by various humanitarian agencies and desk research – evaluation and reinterpretation of what others have written on pastoral peoples.

Findings

The paper suggests that humanitarian agencies be aware of “transnational borderland identities” by considering the specificity of particular borderland regions-isolation, underdevelopment and prone to conflict in crises of forced migration. They further need to move from a spatialized “refugee-centric” approach to the conversion of refugee relief into local development projects for refugee hosting areas.

Research limitations/implications

While the problem of resource use conflict caused by the influx of refugees might be local, it highlights regional and global security concerns and articulates the growing recognition of political and environmental factors for national and international security.

Originality/value

The study articulates the need to shift from a spatialized “refugee-centric” regime that directs attention only to one category of social actors in an emergency situation to a more integrative assistance programme so as to erase the fake division of identities as well as to acknowledge the importance of a “border identity” for a more peaceful development aimed at achieving better social interaction between hosts and refugees. While the problem of resource use conflict caused by the influx of refugees might be local, it highlights regional and global security concerns and articulates the growing recognition of political and environmental factors for national and international security.

Abstract

Purpose

This study aims to develop a framework for optimizing the spatial requirements of the equipment in a construction site using a geographic information system (GIS).

Design/methodology/approach

An ongoing construction project, an existing thermal powerplant in India, is considered to be the case study, and the corresponding construction activities were scheduled. The equipment spaces were defined for the scheduled activities in building information modelling (BIM), which was further imported to GIS to define the topology rules, validate and optimize the spatial requirements. The BIM simulates the indoor environment, which includes the actual structure being constructed, and the GIS helps in modelling the outdoor environment, which includes the existing structures, temporary facilitates, topography of the site, etc.; thus, this study incorporates the knowledge of BIM in a geospatial environment to obtain optimized equipment spaces for various activities.

Findings

Space in construction projects is to be considered as a resource as well as a constraint, which is to be modelled and planned according to the requirements. The integration of BIM and GIS for equipment space planning will enable precise identification of the errors in the equipment spaces defined and also result in fewer errors as possible. The integration has also eased the process of assigning the topology rules and validating the same, which otherwise is a tedious process.

Originality/value

The workspace for each activity will include the space of the equipment. But, in most of the previous works of workspace planning, only the labour space is considered, and the conflicts and congestions occurring due to the equipment were neglected. The planning of equipment spaces cannot be done based only on the indoor environment; it has to be carried out by considering the surroundings and topography of the site, which have not been researched extensively despite its importance.

Abstract

Purpose

Construction industrialization is emerging in the construction industry, as a result, buildings with prefabricated assemblies are gaining more and more ground. In most situations, the prefabricated building assemblies are installed by labor crews manually. If some assemblies are ill-designed, clashes between labor crews’ workspaces and them may occur, which will have bad effect on workers’ productivity and even incur hazard. The purpose of this paper is to provide a 4D building information modeling (BIM) based approach to find potential workspace conflicts during the installation process of prefabricated building assemblies in the detailed design process so as to eliminate them in advance.

Design/methodology/approach

First, a workspace modeling method is provided; second, three kinds of workspace conflicts are analyzed; third, a 4D-BIM-based approach is established; fourth, a prototype tool based on the approach is developed; and finally, a case study is conducted to test the tool.

Findings

The result shows that the proposed tool can detect or precaution workspace conflicts and visualize them in a series of views; in doing so, valuable information can be obtained for improving the design quality of prefabricated assemblies.

Research limitations/implications

The proposed approach and tool only concern the congestions caused by ill-designed prefabricated components; the tool needed to be further optimized for speed; the tests on the tool are limited to a single case study; and more tests are needed to verify its effectiveness.

Originality/value

This research provides a 4D-BIM-based approach and a prototype tool for installation workspace analysis. It can be used to provide support for design optimization of prefabricated building assemblies.

Abstract

Purpose

This chapter focuses on the conflicts that have accompanied the development of Germany’s largest airport at Frankfurt/Main and examines how these conflicts are embedded in regional governance and airport planning. In the German context, the governance discourse is understood as a multi-faceted framework of actors, institutions and legislation that structures the actions of involved people.

Method/approach

The conflicts within this framework are structured by two aspects: the spatiality of the contested object, which results in tactical descriptions of the space involved, and an understanding of airports as parts of large technological systems which strongly influences the discourse of airport expansion. As spatial conflicts regarding large infrastructures develop over a long period of time, the chapter charts the historical evolution of the expansion conflict from the 1980s until today. It analyses the governance structure and the actor’s constellations throughout time to shed light on the use of narratives and the stability and change of pro and contra coalitions. It concludes with a critical reflection on the role of airports in the German planning system and the problems of governance in the multilevel, multi-actor environment of airports.

Originality/contribution

The chapter highlights the necessity of examining the environmental impact of airports at different scales, from neighbouring cities to the large labour market stretching up to 100km from the airport.

Abstract

Purpose

The purpose of this paper is twofold: first, to analyze the phenomenon of urban tourism hypertrophy (UTH) in the context of the process of tourism-related social conflicts formation; and second, to discuss the extent to which destination management organizations (DMOs) are prepared to take responsibilities and actions undertaken in this process.

Design/methodology/approach

The paper adopts conflict management (CM) theory as a framework for discussing UTH within the city context. The paper then analyzes the empirical example of social conflict in Kraków (Poland) to assess the predispositions of key institutions engaged in destination governance to lead CM process triggered by UTH. The Circle of Conflict approach proposed by C. Moore (The Mediation Process: Practical Strategies for Resolving Conflict, Jossey Bass, San Francisco, CA, 2014) is utilized as the main application method.

Findings

The study shows that DMO is the most appropriate entity to deal with UTH as a conflict manager; however, it has insufficient resources to fulfill all requirements relating to that role. Therefore, the range of responsibilities and roles of the contemporary DMOs should be completed with CM as the permanent task during UTH crisis.

Research limitations/implications

The example study was based on interviews carried out with a limited number of informants. Also, the contextual nature of the research as well as specific destination governance structure in Kraków blurred the picture of DMOs predispositions to leading the CM process.

Practical implications

The study supports urban DMO managers by suggesting a tool of diagnosis and intervention in UTH-induced conflicts. Thus, it makes fulfilling the mediator role a destination governance task.

Social implications

CM brings agreement among parties as to the understanding of the nature of conflict, which forms the basis for quick and mutually agreed actions, according to sustainable development principles.

Originality/value

The paper proposes an alternative approach to mitigate UTH-related problems in cities by adopting the CM framework which emphasizes the universal nature of conflict causes and proposes adequate tools for undertaking actions by DMOs.

Abstract

The present study evaluates the principal forms of socioenvironmental damage suffered by local traditional populations and indigenous communities as a result of the installation and operation of the Pecém Industrial and Shipping Complex. The main problem being pollution in the municipalities of São Gonçalo do Amarante and Caucaia, which is in the Brazilian state of Ceará. As a theoretical framework, we use the concept of “environmental justice,” and “environmental racism.” The latter were used to understand the process of “deterritorialization” of these communities that resulted in extensive impacts on the natural environment, as well as the way of life and productive practices of these communities. Our analyses confirm the destruction of the means that allow noncapitalist exploitation of natural resources, such as artisanal fisheries, subsistence farming, and the use of commons. We show how all these processes are constitutive of environmental injustice and environmental racism. These may contribute to the organization of the resistance and struggle of the affected populations, namely indigenous peoples and traditional communities.

Abstract

Purpose

Focusing on the supply side of peer-to-peer (P2P) accommodation service sector, this study identifies the emerging types of micro-enterprise operators in the growing Chinese market, and investigate their respective operational risks and coping strategies.

Design/methodology/approach

A qualitative study was adopted to explore the micro-enterprise in peer-to-peer accommodation in China. Twenty semi-structured interviews were conducted to explore the operators' behaviors in the service sector.

Findings

Based on the types of property ownership and forms of interaction, four groups of operators were identified, i.e. hospitable sharers, remote sharers, roommates and butlers. This study uncovers their operational risk factors (safety, cost, legal and social, psychological) and respective coping strategies.

Originality/value

Most prior studies on P2P accommodation sector are conducted from the demand side about customer behaviors. This study not only enhances the understanding of the hosts in the sharing economy by developing a novel typology of operators, but also provides insights into the operational behaviors on an individual operator perspective.
