Abstract

Purpose

The purpose of this paper is to explore the link between collaborative governance arrangements for place-based competitiveness and public innovation.

Design/methodology/approach

The paper combines a conceptual discussion of the links between collaborative governance, competitiveness policy and public innovation with a case study analysis of a specific governance process that aims at adapting policy to respond to local competitiveness challenges in the Basque province of Biscay.

Findings

The conceptual discussion leads to the hypothesis of a new distinction with respect to how governance relates to public innovation. Innovation can occur in governance, through governance or with governance. The analysis of the case supports this distinction. Multi-actor collaboration for competitiveness policymaking (innovation in governance) has led to policy innovation (innovation through governance). This has also promoted emerging administrative changes that could be conducive to a more innovative public sector in general (innovation with governance). These findings validate arguments posed by proponents of collaborative innovation that suggest that multi-actor collaboration is a driver for public sector innovation.

Originality/value

The value of the paper rests on linking theoretically and empirically two relevant and currently popular phenomena: networked governance for place-based competitiveness policymaking and public sector innovation. The paper provides original insights from the practice of building a process for context-sensitive policymaking that can inspire practitioners with similar problems.

Abstract

Purpose

The paper embarks on the development of theory and methodology for managing the sustainable development of machine-building enterprises through the use of quantitative modeling tools. The article proposes an algorithm for estimating the position of an enterprise in its competitive space for sustainable development.

Design/methodology/approach

The three dimensions of sustainability (social, economic, environmental) are represented by the equations based on the multiple criteria of sustainability. The three-dimensional space is constructed and the effects of managerial decisions can be quantified in terms of the latter space.

Findings

The proposed model is applied in the case of Ukrainian machinery construction company. The effects of introduction of the environmentally friendly business strategy are assessed in the three-dimensional sustainability space. The changes in the level of sustainability can be estimated based on the projected changes in the criteria of sustainability.

Originality/value

The proposed methodology combines expert knowledge, empirical data and quantitative methods in order to quantify the level of sustainability of enterprises. The model can be extended to include additional dimensions and applied to different empirical cases.

Abstract

Purpose

This study aims to systematically review the economic complexity literature to advance the knowledge on its contribution to building regional competitiveness.

Design/methodology/approach

In this study, we did a systematic review of 111 relevant papers. In this regard, we did a thematic analysis on all the collected papers, which led to a two-level processed approach. In the first level, the contributions of the reviewed articles have been classified into three main streams. In the second level, the findings under each contribution category are analyzed and explained. This approach led to a thematic network demonstrating economic complexity and the dynamics of regional competitiveness and a set of managerial and policy implications. We followed a multiple processed approach for the systematic review of 95 papers that reveals considerable contributions in three categories, including measurement techniques, criticisms and exploratory studies.

Findings

Despite some critiques and the undertaken evolution in measurement techniques of complexity, economic complexity has become a well-known method mainly for regions' competitiveness dynamics. Our review demonstrates a nested network of economic complexity dynamics that drives policy advice concerning countries' status in their development path. The provided set of policies includes guidelines for underdeveloped and developing countries and general policy implications, applicable for all regional contexts for building competitiveness dynamics.

Originality/value

This research contributes to the literature on competitiveness from the window of economic complexity. The study allows a deep understanding of regions' productive structure role in their development and competitiveness. A set of policies for building regional competitiveness is provided concerning the study's findings. The literature gaps are identified, and future research ideas are provided for using economic complexity methodologically and logically to boost regional competitiveness.

Abstract

Purpose

The purpose of this paper is to expand our understanding of processes governing commercial property cycles, and to provide tools, which enable identification of property cycles’ turning points’ location.

Design/methodology/approach

This paper is divided into three parts. The first looks at the demand-supply dynamics and the location of two characteristic cyclic points, the market bottom and the cycle commencement. In the second part a property relevant formula for entropy is derived, and its relation to the cycle overheated stage and the market peak is studied. In the third part, we discuss still another characteristic point of the cycle, which relates to the stage when developers elect to undertake new projects. This analysis is done by employing the chaos theory, and its relation to the cyclic evolution.

Findings

It is found that some markets cycle, while others fluctuate only. A clear method for distinguishing among these is provided. The bottom of a cycle may overlap or be time separated from the start of a subsequent cycle. Market peaks are characterised by a sharp decrease in financial component to entropy for top quality building grades. A cycling market is characterised by crossing of a distinct vacancy rate during the cycle progression.

Practical implications

The tools developed in the paper allow for clear characterisation of the market types and their cyclic behaviour. This in turn allows for timely characterisation of the market state and for short time-frame forecasting. The depth of a cycle may be calculated and the subsequent correction level estimated.

Originality/value

The paper utilises cross-field approach by taking methods from both physics and mathematics and applying them to property markets. It breaks new ground both in property research and in applied mathematics by showing how the current frontier in pure mathematics may be applied to property.

Abstract

Purpose

The purpose of this paper is to develop a benchmarking framework for identifying different indicators and their importance in forming the strategic position of Thai bond markets in competitive economies using Strategic Position and Action Evaluation (SPACE) matrix framework.

Design/methodology/approach

The Delphi approach is deployed for indicator selection and the framework validation. A questionnaire survey is then used to assess the importance of different factors determining the strategic bond market development and competitiveness using the Analytic Hierarchy Process (AHP) model.

Findings

A group of experienced bond market experts assign different levels of importance for each key factor under a given dimension to reach consensus. The results reveal that there are 17 factors affecting the strategic development and competitiveness of the bond market. Among four aspects under the framework, the financial strength dimension is considered by the experts as the most dominant aspect to strategic bond market development, followed by competitive advantage, industry strength, and environment stability, respectively.

Practical implications

The benchmarking framework developed in this study is useful for guiding measurement and assessment of the strategic position of bond markets in the competing environment.

Originality/value

The author proposes for the first time a conceptual framework based on macro-level data to assess the strategic bond market development and competitiveness using SPACE matrix method. The study employs the Delphi’s technique and in-depth interview with bond market experts to build indicators for each dimension under the framework. Second, this paper also applies the AHP to discover the order of relative importance for the indicators identified by the experts through pairwise comparison to reach consensus, which has never been conducted before.

Abstract

Purpose

The purpose of this paper is to answer the question “will China overtake the USA in the space race?” This paper reviews China’s recent progress in aerospace while developing a wind theory of change to underline the geographic spread of various empires over the past thousand years, a topic studied by one of China’s most prestigious historians, Sima Qian, with a specific interest in 2,500 years of the rise and fall of Chinese kingdoms. Based on the wind theory, China is geared to overtake the USA in the twenty-first century space race. Historically, Chinese have always been fascinated with outer space, and it is felt by many Chinese that the USA, despite its current lead in the field, should work with China to explore outer space.

Design/methodology/approach

This paper introduces the philosophy and methodology of Sima Qian for Chinese management, in particular his analytical approach and drawing of lessons from past cases (dynasties) for managing the future which can be considered clearly reminiscent of the Harvard case approach. Evolving from this broad study of patterns by Sima Qian, a wind theory methodology is suggested using an overview of patterns over vast stretches of time, in this case from the Tang dynasty. Etymological analyses are embarked upon to illustrate how the ancient Chinese were interested in learning more about the outer space. Conceptual models are developed to map the current nascent space industry.

Findings

After outlining the current developments made by China in aerospace, the overall analysis suggests the following: based on the wind theory of change, China will overtake the USA even in race into space. Given their historical fascination with outer space, Chinese are likely to enter the business of space at the opportune time. When will that be? Most likely when appropriate technologies have been developed, in particular developing safe moon tours for tourists.

Practical implications

Suggests a futuristic look at the space industry that China can enter the market at the opportune time. With their long-term fascination with outer space, China may potentially be the largest market for those in space business.

Originality/value

Introduces a new idea of looking into the future possibilities as embedded in the wind theory of change: the geographical patterns in the rise and fall of empires. If this pattern holds, China will overtake the USA including in the race for outer space. For the first time, this paper draws the relevance of Sima Qian’s analytical, case-based methods for management.

Space tourism has to be regulated as a subset of private spaceflight activities, whereby humans are sent to outer space in a fundamentally private context. In addition to space law, air law would be relevant for addressing private spaceflight, but neither regime has at the international level regulated relevant activities to any appreciable extent. They provide little more than a set of guiding overarching principles. Much of the onus of future regulation will fall on the shoulders of individual states, most notably the United States. In the more distant future, this may result in a special international regime, using elements of both space and air law.

Abstract

Purpose

This study aims to find a dynamic model in an effort to optimize tourism performance in ecotourism destinations. The model structure is built based on competitive performance in geographic areas and the application of ecotourism elements that are integrated with big data innovation through artificial intelligence technology.

Design/methodology/approach

Data analysis is performed through dynamic system modeling. Simulations are carried out in three models: First, existing simulation models. Second, Scenario 1 is carried out by utilizing a causal loop through innovation of big data-based artificial intelligence technology to ecotourism elements. Third, Scenario 2 is carried out by utilizing a causal loop through big data-based artificial intelligence technology on aspects of ecotourism elements and destination competitiveness.

Findings

This study provides empirical insight into the competitiveness performance of destinations and the performance of implementing ecotourism elements if integrated with big data innovations that will be able to massively demonstrate the growth of sustainable tourism performance.

Research limitations/implications

This study does not use a primary database, but uses secondary data from official sources that can be accessed by the public.

Practical implications

The paper includes implications for the development of intelligent technology based on big data and also requires policy innovation.

Social implications

Sustainable tourism development.

Originality/value

This study finds the expansion of new theory competitiveness of ecotourism destinations.

New technologies, including artificial intelligence (AI), have helped us begin to take our first steps off Earth and into outer space. But conflicts inevitably will arise and, in the absence of settled governance, may be resolved by force, as is typical for new frontiers. But the terrestrial assumptions behind the ethics of war will need to be rethought when the context radically changes, and both the environment of space and the advent of robotic warfighters with superhuman capabilities will constitute such a radical change. This essay examines how new autonomous technologies, especially dual-use technologies, and the challenges to human existence in space will force us to rethink the ethics of war, both from space to Earth, and in space itself.

Abstract

Purpose

The space industry has experienced rapid development over the last few years. Activities such as building things in space, learning about our Earth and exploring outer space are satisfying people's fantasies and achieving humanity's ambitions. Such activities have also generated many issues that belong to several information systems (IS) research domains. In this article, the authors discuss the challenges and opportunities associated with the space economy.

Design/methodology/approach

The authors discuss why the emerging space economy opens a new frontier of e-commerce and data analytics. Linking three important IS research areas (i.e. digital commerce, data analytics and information security) to the space economy, this study motivates scholars to pay close attention to this promising new frontier for IS research.

Findings

The authors identify new research opportunities within several IS research contexts (digital commerce, data analytics and information security). The authors highlight the potential for opening a robust, interdisciplinary field in the IS domain that could provide valuable insights for practitioners and academics.

Originality/value

Because of the unique characteristics of the space economy, this article presents some promising avenues, research opportunities and implications for several IS fields (digital commerce, data analytics, decision science, information sharing and information security and new business models). Indeed, many opportunities are interdisciplinary in scope, with overlaps occurring between IS and other disciplines.
