Abstract

Tourism is one of South Africa’s fastest growing sectors. Pro-Poor Tourism (PPT) is an approach to tourism development that results in increased net benefits for poor people. It enhances the linkages between tourism businesses and poor people, so that tourism’s contribution to poverty reduction is increased. The South African Township Tourism Organisation tries to implement PPT by providing tourists with the chance to learn about the country and its history in an authentic way. The authors took a sample of Tour Operators registered with Tourism South Africa in Cape Town, Johannesburg and Pretoria that include the two biggest townships Khayelitsha and Soweto. They used in-depth interviews to identify the kind of tours offered and the extent to which local communities are involved in and benefit from these tours. Results show that in terms of direct poverty alleviation township tourism is considered to be only moderately successful. The tour operators emphasised the need for more social investment and for local government to play an active role in encouraging the employment of more local people.

Abstract

Purpose

The purpose of this article is to investigate the current self-employment rate as well as entrepreneurial intentions of the township’s population on the basis of an empirical case study of a single township. It is often assumed that the black population of South Africa (mostly living in townships) has a low participation rate in entrepreneurial activities and a low level of entrepreneurial ambitions. Besides the level of entrepreneurship, personal and socio-economic factors affecting participation in entrepreneurship are explored.

Design/methodology/approach

The article uses a face-to-face survey of about 350 adult residents of the township under investigation.

Findings

Contrary to the common assumption, entrepreneurial activity, which also includes all kinds of informal business ventures, cannot be qualified as low in the township under investigation. The same holds true for entrepreneurial ambitions, that is, people’s intentions to start their own business in the near future. The factors influencing the probability of self-employment are similar to what we know from many other studies in the field of entrepreneurship. Socio-demographic attributes (gender, age), human capital factors (schooling, health) and social network resources (membership of organizations, self-employed friends) are significant predictors of entrepreneurial activity. It proves to be difficult, however, to explain who, in fact, articulates entrepreneurial ambitions.

Practical implications

The findings show that the basic prerequisites for expanding black entrepreneurship in South Africa are in place. Politically, it seems appropriate to initiate more public support programs for black entrepreneurship, as such programs can help to translate entrepreneurial ambitions into action. However, to stay realistic, the contribution of entrepreneurship to overcome the structural problems of deprivation and poverty of the black population of South Africa should not be overestimated.

Originality/value

The article is based on a careful survey in a township using a random sample. Given the rare access to a disadvantaged township community, the result that there is no evidence of “lack of entrepreneurial impetus” deserves scientific and political attention.

Abstract

Purpose

The purpose of this study is to assess differences between the guidance offered by cultural studies in the services literature and the retailing literature for emerging markets. To research these differences, the role that the contact person has towards South African township residents' willingness to buy is to be assessed.

Design/methodology/approach

A services quality survey of black (ethnic Xhosa) township residents was performed for two different retail types: new, small, independently owned grocery retailers located within the townships, and established, large, national chains located within the city centres. The influence of these services quality measures on willingness to buy was assessed using the partial least squares method for each of the two retail types. Differences between the model parameters for these two retail types were assessed using ANOVA.

Findings

The results show that, consistent with the retailing literature, the contact people in these new, small, local and independently owned retailers focus extensively on empathy to influence willingness to buy, while the contact people in the large, traditionally white‐owned national retailers jointly focus on assurance and responsiveness to influence willingness to buy, and spend very little effort on empathy.

Research limitations/implications

Research implications are based on the usefulness of supporting theory, namely that the guidance offered by the cultural studies in the retailing literature is more predictive than that in the services literature for the emerging South African retailing market.

Practical implications

It is found that core elements in relationship marketing are well ingrained in collectivist Xhosa cultural norms. The results suggest that these cultural norms can, and should, be leveraged by the new independently owned grocery retailers.

Originality/value

The research addresses a key concern within emerging markets and offers practical help for retail development within this dynamic economic setting.

Abstract

Purpose

This purpose of this paper is to explore creative forms of tourism in South African townships. The developmental potential of slum tourism is contested. One challenge is to reconfigure extant forms of slum tourism into more sustainable alternatives that emphasise combatting poverty through generating economic opportunities and upgrading slum spaces. It is argued that creative tourism has a vital potential role in reshaping slum tourism in a responsible manner.

Design/methodology/approach

This exploratory investigation identifies emerging examples of creative forms of tourism in two case study townships: Soweto in Johannesburg and Langa in Cape Town. Current examples and potential for future development are interrogated, and areas for further research are outlined.

Findings

Emerging examples of creative tourism in townships with an emphasis on creative participatory experiences, creative spaces and creative cultural events are identified. It is suggested that creative tourism offerings based on cultural resources are under-developed, and potential exists for innovating and expanding creative tourism offerings in townships as a response to latent international and domestic visitor demands.

Social implications

Creative township tourism provides a number of avenues for catalysing economic opportunities; ensuring that locals benefit directly, upgrading physical township spaces and offering alternatives to voyeuristic forms of slum tourism by enhancing the authenticity of visitor experiences.

Originality/value

A new perspective on slum tourism is offered. Creative slum tourism has not been interrogated in the existing slum tourism and creative tourism literatures. This paper calls for more comprehensive empirical investigation on creative forms of tourism in townships and also in slums.

Abstract

Purpose

Access to food through retail supply chain distribution can vary significantly among the urban poor and leads to household food insecurity. The paper explores this sustainable supply chain phenomenon through a field study among South Africa's urban poor.

Design/methodology/approach

Urban metabolic flows is the theoretical basis in the context of supply chain management (SCM). The field study comprised 59 semi-structured interviews in one South African township. Data were recorded, transcribed and translated, and coded using NVivo 12 to provide an inventory of eight themes categorized and patterned from the analysis.

Findings

Findings indicate societal factors play a significant role affecting food distribution, access and security from a spatial perspective of retail outlet locations and a nutritional standpoint regarding quality and quantity of food.

Research limitations/implications

The study is exploratory in one township, and while rigorously conducted, the generalizability of findings is limited to this context.

Practical implications

The study practically contributes by providing guidance for food retailers and policymakers to include nutritional guidelines in their distribution planning, as well as the dynamics of diverse neighbourhoods that exist in modern urban contexts.

Social implications

New forms of retail food distribution can provide better security and access to food for the urban poor, contributing to Sustainable Development Goals (SDGs) 2 Zero Hunger and 11 Liveable Cities.

Originality/value

The study is interdisciplinary and contributes by linking UN SDGs and SCM through urban metabolic flows from development studies as an overarching framework to enable analysis of relationships between physical, social and economic factors in the urban environment.

Abstract

This study explores the simultaneous transitions in Palestine/Israel and South Africa at the end of the 20th century through an analysis of the shifting geography of Johannesburg and Jerusalem. After analyzing the relationship between political, economic and spatial restructuring, I examine the walled enclosures that mark the landscapes of post-apartheid Johannesburg and post-Oslo Jerusalem. I conclude by arguing that these walled enclosures reveal several interconnected aspects of the relationship between neo-liberal restructuring and the militarization of urban space. They also exemplify different configurations of sovereignty under conditions of neo-liberalism and empire.

Abstract

Purpose

The purpose of this paper is to examine factors that hinder the growth of small businesses in South African townships, to create awareness of these factors and to develop guidelines for small business owners to promote successful business enterprises.

Design/methodology/approach

The study was exploratory, descriptive and qualitative in nature. Semi‐structured interviews were used to gather data. A response rate of 93 per cent was obtained from a sample of 30 businesses.

Findings

The slow growth rate can be attributed partly to the lack of support that small, medium and micro‐enterprises receive from support institutions, and partly to their own internal weaknesses. The findings furthermore revealed that the most common causes impeding business growth are a lack of legal knowledge, a lack of funding and a general lack of business acumen.

Research limitations/implications

The study was limited to the micro‐, very small and small sectors of small businesses. Medium‐sized businesses were not included in the sample. The research could be replicated in other similar townships to determine whether similar results could be obtained.

Originality/value

The study adds to the knowledge of challenges that small businesses face in Black townships and how these challenges could be minimised. Strategies recommended for ensuring the growth of small businesses are that government intensify information campaigns of their support services and encourage business owners to affiliate with local business chambers for business support purposes. Business owners and their staff should also prioritise business training.

Abstract

Purpose

The purpose of this paper is to present a mobile application supported townshipand urban e-grocery distribution models that uses a software application (app) to bridge the infrastructural barriers, costs and complexities associated with e-grocery delivery operations in rural township areas.

Design/methodology/approach

Using a qualitative multi-case approach and semi-structured interviews, the study explored distribution practices of eight national emerging e-grocery retail businesses to demonstrate how mobile applications can facilitate South African urban and township e-grocery delivery models.

Findings

The study reveals how the need to scale the use of new mobile application innovations fuels value-added services that power new e-grocery distribution models. Of interest is how the application aggregates demand rapidly, respond to demand within a short lead time and how e-grocers use competitors’ stores as their fulfilment centres. The use of apps reveals a slow transformation of society towards an inclusive model that integrates different types of workers in an informal context.

Practical implications

The mobile application value-added service business model offers a new wave of scaling e-grocery retail to rural and township areas constrained by technological, economic and road infrastructure. The apps transcend e-grocery barriers and enables small businesses with limited resources to leverage e-grocery market opportunities that are unimaginable in townships and rural areas.

Originality/value

The innovative mobile platform-base model offers emerging contextual insight of a pull e-grocery distribution model that demonstrates the supply chain innovations for addressing under-resource and under-developed logistics infrastructure.

Abstract

Purpose

The purpose of this paper is to provide a qualitative investigation of family employment dynamics in the KwaMashu township economy.

Design/methodology/approach

Using a small area census research method, the researchers identified 1,556 businesses located in a settlement of 2 km2. Of these enterprises, 694 (45 percent) traded in fast moving consumer goods, notably food and/or drink. The main retailers were small shops (spaza shops) and liquor outlets (bars or shebeens), greengrocers, sellers of meat and poultry products, house shops, restaurants, takeaways and tuckshops. Firm surveys were conducted with 270 businesses in four predominant sectors: liquor retail, grocery retail, early childhood educators and hair care businesses.

Findings

The research found that 40 percent of the surveyed firms in these sectors employ family members on a full-time basis, whereas merely 26 percent of firms employ family members on a part-time basis. In the grocery retail sector, about half of family employees are remunerated on a wage basis, the other half are paid in-kind (40 paper of the total) or on a profit share arrangement. In liquor retail and educare sectors, the majority of family members are paid wages. Female-run enterprises employ less family members on a full-time basis (except in the grocery sector), yet employ more family members on a part-time basis with a higher portion of wages paid in-kind.

Research limitations/implications

Family plays an important role in township enterprises. Beyond direct employment, township enterprises fulfill an important social protection and neighborhood relationship function for business operators and their families. The familial relationship to micro-enterprises should be seen through the lens of bricolage (Gras and Nason, 2015).

Originality/value

In this respect, the authors confirm three benefits of family firms: the creation of social protection though family beneficiation, the provision of employment and work experience and the strategic use of family resources.
