Abstract

Purpose

This paper aims to provide an overview of South African perspectives on preventing, monitoring and combating hate victimisation, towards informing international understandings.

Design/methodology/approach

Using a general review approach, this paper provides a historical examination of measures proposed by the South African Government and civil society since 1994, to prevent, monitor and combat hate crime, hate speech and intentional unfair discrimination.

Findings

Regardless of a constitutional commitment to social inclusion, diversity and minority rights, significant progress remains lacking after almost three decades of related advocacy, lobbying and limited government intervention. Findings of the South African Hate Crimes Working Group (HCWG) longitudinal Monitoring Project emphasise the need for decisive legal responses to hate victimisation.

Social implications

A Bill, recognising hate crime and hate speech as distinct criminal offences, has been in development for almost 15 years and will soon serve before Parliament. Enactment of this legislation will be ground-breaking in Africa.

Originality/value

This paper contributes to the field of hate studies by providing an overview of the journey towards current conceptual understandings of hate in (South) Africa. It sets the stage for evaluating the potential of the redesigned HCWG monitoring tool, which holds promise for early identification and intervention in hate hotspots and targeted sectors. This instrument can establish trends not only in South Africa but also across the African continent.

Abstract

Purpose

Studies showed that stakeholders want the construction sector’s organisations to be more accountable and transparent regarding social and environmental issues through corporate social responsibility (CSR). There is a paucity of literature regarding CSR implementation in the construction sector, especially in developing countries like South Africa. Hence, the study evaluated CSR’s merits and hindrances and suggested solutions to enhance its implementation in the South African construction sector of Mpumalanga Province.

Design/methodology/approach

The researchers employed a questionnaire survey method to collect data from 68 useable respondents in the South African construction sector of Mpumalanga Province. The main section of the questionnaire was divided into three parts, each addressing an objective mean item score ranking technique.

Findings

Findings show management lacks willingness, absence of recognition for implementing CSR at tender adjudication, professionals regard CSR as a “soft issue,” inadequate ability to carry out CSR initiatives and lax CSR knowledge emerged as the key issues hindering construction stakeholders, especially construction companies, from participating in CSR in South Africa. The research suggests initiatives to enhance CSR in the construction industry.

Originality/value

The study shows that the findings can be used to improve the implementation of CSR engagement and possibly enhance a policy to stimulate friendly CSR in the South African construction sector.

Abstract

Purpose

This paper aims to explore the role played by the National Archives of South Africa in human rights promotion and protection. The study examined the challenges that archivists encounter when undertaking archival functions, such as acquisition, appraisal and access provision, that contribute to forming documentary archives crucial for human rights promotion and protection.

Design/methodology/approach

A review of literature dealing with acquisition, appraisal and access was used in this research. It was supplemented with interviews.

Findings

This paper provides recommendations of benefits in the field of archives management with a focus on the areas of acquisition, appraisal and access. The transformational discourse in the jurisdiction of archives management challenges archival institutions to be active players in selecting historical and cultural archives’ significance that is significant in human rights protections. However, despite judicial requirements that recommend the importance of archives, there is evidence that archival functions such as appraisal, acquisition and access are not being fully used, resulting in national archives institutions that are subject to irregularities that contribute to an unbalanced archives collection.

Research limitations/implications

The paper was limited only to the National Archives of South Africa.

Practical implications

The paper makes practical implications concerning the acquisition, appraisal and providing access to human rights records.

Social implications

Sufficient funding resource allocation ought to be provided to advance human rights promotion.

Originality/value

This paper offers informed recommendations to address the challenges of acquisition, appraisal and access provision of archive materials. The availability of archives materials reinforces the community by aiding to protect legal rights and prevent human rights violations. It was, thus, necessary to establish whether the National Archives of South Africa is actively building the archives collections that are important for human rights promotion and protection.

Abstract

Purpose

South Asia is a region urgently seeking development, although it has failed in regional integration. It is the second least integrated region regarding the number of Free Trade Agreements (FTAs) and can thus be recognised as a missing bloc in the global multilateral system. This study aims to focus on South Asian FTAs and explores the problems of the inter-relations and compatibility between the systemic and regional trade systems.

Design/methodology/approach

The study proposes a framework to benchmark the compatibility of South Asian FTAs with WTO rules. Primary data from 2000 to 2020, including descriptive analyses of reports, legal text of the FTAs, official documents and factual presentations, have been collected and analysed through thematic analysis using the proposed framework.

Findings

The study finds that, although South Asian FTAs meet most of the WTO requirements, they are not progressing toward facilitating and promoting trade. Data from 2000 to 2020 show us that South Asian FTAs have not significantly impacted trade between themselves. The study argues that, although South Asian FTAs fulfil some benchmarks, they show only a lukewarm interest in contributing to the international trading system as building blocs. It is therefore recommended that the case of South Asian trade liberalisation must be understood contextually and be given careful and exclusive attention by the WTO.

Originality/value

As such, this study is the first to claim that South Asian FTAs are not fully compatible with the WTO rules. They remain a missing regional bloc in the multilateral system, rather than a building bloc or a stumbling bloc, delaying the region’s opportunity to develop as a region and within the larger system.

Abstract

Purpose

The purpose of this paper is to propose a framework for evaluating the relationship between China and Peru, drawing on dependency theory, against the backdrop of China’s explicit policies towards foreign direct investment. It seeks to transcend traditional interpretations of this relationship in the literature that focuses on China as either hegemon or a SouthSouth partner to Latin American countries to highlight a more nuanced relationship.

Design/methodology/approach

The paper adopts a case study approach, focusing on China in Peru. The authors examine three areas of traditional, strategic and emerging industries drawing from Chinese national policies, reviewing these against characteristics of dependency: control of production, heterogeneity of actors, transfer of knowledge and delinking.

Findings

The authors find that Chinese foreign direct investment (FDI) in Peru demonstrates mixed motives and collectively operates as an ambiguous player. Chinese firms appear to be willing to work with various actors, but this engagement does not translate into a decolonial development alternative in the absence of a Peruvian political will to delink and Chinese willingness to actively transfer control of production and knowledge.

Originality/value

This paper contributes to existing literature on China in Latin America by evaluating Chinese outward FDI in Peru against China’s strategic aims in terms of a re-evaluation of dependency theory.

Abstract

Purpose

The purpose of this paper is to advance our understanding of international crisis mediation by introducing and examining the nested insider-partial mediator (NIPM) concept, a nuanced perspective on IPM behavior. This study challenges the traditional view of effective mediators as external, unbiased entities by delving into the behavior and contribution of mediators who are deeply embedded in the conflict environment, such as South Korea’s unique position in navigating the US–DPRK crisis in 2017–2018. By analyzing South Korea’s dual role as mediator and negotiator and its employment of both nondirective and directive mediation strategies, the paper demonstrates the potential effectiveness of NIPMs in managing complex biases and contributing to de-escalation in intense crisis scenarios.

Design/methodology/approach

This paper uses a focused single-case study approach to analyze South Korea’s role as an NIPM. Using a process-tracing methodology, it examines how contextual factors such as relationships, interests and inherent biases influenced South Korea’s mediation strategies in this complex geopolitical scenario. Empirical evidence was retrieved from public sources, including official statements and press interviews, providing an empirical foundation for understanding NIPM behavior. This approach facilitates a detailed study of South Korea’s unique mediation role within the intricate dynamics of the Korean Peninsula conflict.

Findings

The study’s findings illustrate the pivotal role NIPMs can play in complex international conflicts, underlining the significant potential of NIPMs in crisis prevention. The findings highlight South Korea’s adept navigation through intricate geopolitical dynamics, leveraging its unique insider position and established relationships with both the USA and North Korea. This behavior was instrumental in mitigating a potentially explosive situation, steering the crisis toward negotiation and de-escalation. The research underscores the effectiveness of the NIPM framework in understanding the nuanced behavior of mediators who are deeply integrated into multi-level conflicts, influenced by their connections, interests and inherent biases.

Originality/value

This research not only broadens the theoretical framework of insider-partial mediation by introducing the concept of NIPM, but also has practical implications for policymakers and practitioners in leveraging regional mediation strategies for international crisis mitigation. The study underscores the importance of mediators’ deep-rooted connections, biases and vested interests in influencing their mediation tactics, thus offering a comprehensive understanding of the multifaceted nature of international mediation in complex geopolitical conflicts.

Abstract

Purpose

This study aims to investigate how social entrepreneurial role models influence social entrepreneurial self-efficacy, social entrepreneurial intent and social entrepreneurial action, with moral obligation as a moderator.

Design/methodology/approach

A cross-sectional survey of 261 pupils in the South African province of the Eastern Cape was used in the research study. Structural equation modeling was used to test hypotheses.

Findings

The research revealed that having social entrepreneurial role models has a positive impact on both social entrepreneurial self-efficacy and social entrepreneurial intent. In addition, a connection was found between social entrepreneurial intent and entrepreneurial action. The influence of moral obligation was found to be a positive and a significant moderator. Moreover, the association between social entrepreneurial role models and social entrepreneurial intent was mediated by social entrepreneurial self-efficacy.

Research limitations/implications

The findings are not generalizable to nonstudent samples because students constituted the sample for gathering data. Future study therefore requires considering nonstudents to generalize the outcomes. This research should be replicated in other South African provinces and other developing countries for comparative outcomes.

Practical implications

Since social entrepreneurial role models have been practically linked to social entrepreneurship intent and entrepreneurial efficacy, understanding the factors that influence student’s decision to start a social enterprise is critical in South Africa to develop targeted interventions aimed at encouraging young people to start new businesses. Policymakers, society and entrepreneurial education will all benefit from the findings.

Originality/value

This study contributes to bridging the knowledge gap as it investigates how social entrepreneurial role models influence social entrepreneurial self-efficacy, social entrepreneurial intent and social entrepreneurial action, with moral obligation as a moderator. Encouraging social entrepreneurship among South African youth would also help address societal issues. This is a pioneering study in the context of an emerging economy such as South Africa, where social entrepreneurship is so integral.

Abstract

Purpose

South Africa is a developing country, and within this context, it is essential to be economically competitive and proactive. Various sources reveal that the national productivity has been traditionally low, and continues to remain low. Within the context of the international arena, this is unacceptable. If South Africa is to become a recognised role player in the international arena, it is imperative to increase productivity like China. This paper aims to focus on the issues involved.

Design/methodology/approach

A 65‐item inventory which measures seven conceptually and empirically distinct facets of the work ethic construct, i.e. the multi‐dimensional work ethic profile (MWEP) was utilised to critically distinguish between the Chinese and South African workforces. The samples approximated 150 subjects in each grouping. Findings which emanate from this study have distinct ramifications for the South African economy.

Findings

It appears as if a linkage exists between productivity and work ethic, as illustrated by amongst others, Hamilton‐Attwell and Du Gay and Pryke. Paradoxically, a number of other variables exist which impact on the productivity phenomenon, thus rendering a strict causal relationship between work ethic and productivity tenuous in nature. Despite this, it is a recognised reality that there is a substantive “negativity” in the work ethic of the South African labour force, possibly in relation to historical and cultural factors. The Chinese work ethic is diametrically opposed to that of South Africa.

Research limitations/implications

In discussions with Chinese workers held in 2010, four primary schools of thought emerged: a firm belief that hard work will bring desired results; pride in personal accomplishments and hard work; fear of embarrassment or shame in case of failure; and immense patriotic pride in China and its achievements. It is the present authors' conviction that none of these apply to the South African labour force, and that most certainly could be partly responsible for the economic disparities between the two countries. Hence, additional research should be conducted to improve the current state of affairs.

Social implications

Of the seven facets in the MWEP, six are positively slanted, while the other, leisure, can be construed as negatively aligned with a positive work ethic. Interestingly, if the Chinese sample is compared to the South African, this is the only facet where the latter obtains a superior score. The inference is clear: South Africans are essentially more concerned about having free time. In the overall context of the MWEP, this is a strikingly negative observation.

Originality/value

One of the major challenges confronting South Africa, since the triumph of democracy in 1994, is low productivity of labour. Therefore, comparing South African work ethics with that of China will enable South Africa recognize the gaps in terms of behavior towards work and stimulate the countries international competitiveness.

Abstract

Purpose

The purpose of this paper is to outline how a three phase marketing planning process model can assist marketing managers based in overseas companies to formulate a strategy for entering the South Korean market.

Design/methodology/approach

A review of relevant literature and the development of a conceptual marketing planning process model.

Findings

South Korea has undergone rapid transformation in the past twenty years and South Korean electronics companies have established themselves as global companies. Overseas companies can operate in the South Korean market provided that they form partnership arrangements with domestic companies. Prior to attempting to enter the South Korean market, managers in overseas companies should study how South Korean companies implement their global marketing strategy(ies). This should provide them with an understanding of the Korean organizational value system and prepare them to enter into partnership arrangements based on mutuality.

Research limitations/implications

Managers based in overseas companies need to understand how facilitating technology such as the internet is helping to transform the retailing sector in South Korea.

Practical implications

There are a number of problems associated with the retail distribution system in South Korea and senior managers based in overseas companies need to have an appreciation of how South Korean companies compete and how they respond to government initiatives/pressure.

Originality/value

The model outlined in the paper should allow marketing managers in overseas companies to implement the strategic marketing approach and select the most appropriate partner organization to do business with.

Abstract

The Report of the Inter‐departmental Committee on the Libraries of the Union of South Africa of 1937 resembled closely in substance and in spirit the Report on New Zealand libraries of Munn and Barr in 1934, and that of Munn and Pitt on Australian libraries in 1935, a resemblance arising no doubt from a similarity of historical circumstances within the three dominions: new countries with small populations; the institution, to meet the needs of small reading circles in scattered areas, of libraries like those of nineteenth‐century England; the preoccupation of the peoples with the more immediate demands of living and with the exploitation of natural resources. These old institutions have tended to linger, being private or semi‐private, less susceptible to change and becoming more and more anachronistic, less able to play the part expected of a modern library, while the new have developed slowly and only here and there as yet will they bear comparison with the best in the older countries. These reports of the thirties witness the fact that the majority of public libraries were ‘subscription’ libraries of nineteenth‐century pattern, small in size and lacking in quality of stock; that the largest municipal libraries and the university libraries were insufficiently stocked, the chief strength reposing in the national libraries. And the reasons: lack of money or, more truthfully, the withholding of money needed for library and bibliographical purposes, itself the outcome partly of public and official apathy and procrastination, and partly of ignorance of the advantages derivable from modern library and bibliographical services; the paucity of trained staff to teach and by practical example to spread ideas and increase understanding; in the case of Australia and South Africa, the vastness of the territory to be covered and the sparsity, of settlement involving intricate organization and considerable costs, and in South Africa the existence of two European racial groups and consequent bilingualism which often call for parallel collections. A decade has, of course, elapsed since Munn and Pitt wrote that ‘most Australians have had no contact with a progressive and complete library system and know nothing of its functions and facilities’ and since the South African committee reported that ‘in library development the Union of South Africa lags behind the rest of the civilised world’; and much has been accomplished in the meantime, but the South African condemnation is still broadly justified, though there are individual libraries to which it does not apply.
