Abstract
Purpose
Although being considered for adoption by stakeholders in container shipping, application of blockchain is hindered by different factors. This paper investigates the potential operational risks of blockchain-integrated container shipping systems as one of such barriers.
Design/methodology/approach
Literature review is employed as the method of risk identification. Scientific articles, special institutional reports and publications of blockchain solution providers were included in an inclusive qualitative analysis. A directed acyclic graph (DAG) was constructed and analyzed based on network topological metrics.
Findings
Twenty-eight potential risks and 47 connections were identified in three groups of initiative, transitional and sequel. The DAG analysis results reflect a relatively well-connected network of identified hazardous events (HEs), suggesting the pervasiveness of information risks and various multiple-event risk scenarios. The criticality of the connected systems' security and information accuracy are also indicated.
Originality/value
This paper indicates the changes of container shipping operational risk in the process of blockchain integration by using updated data. It creates awareness of the emerging risks, provides their insights and establishes the basis for further research.

Abstract
Purpose
The authors estimate the reduction of electricity poverty in Vietnam. The essential argument is that human development is about subjective feeling as much as technology and income.
Design/methodology/approach
The authors use a self-reported satisfaction indicator as complementary to objective indicators based on national household surveys from 2008 to 2018.
Findings
In 2010, the fraction of households with access to electricity was over 96%. However, over 24% declared their electricity use did not meet their needs. Since 2014, the satisfaction rate is around 97%, even if 25% of the households used less than 50 kWh/month. Today there is electricity for all in Vietnam, but electricity bills weigh more and more in the budget of households.
Practical implications
The subjective energy poverty measure allows better international statistics: unlike poverty or needs-based criteria, self-assessed satisfaction of needs compares across income levels and climates.
Social implications
Inequalities in electricity use among Vietnamese households decreased during the 2008–2018 period, but are not greater than inequalities in income, contrary to the findings of Son and Yoon (2020).
Originality/value
Engineering and econometric objectivist approaches dominate the literature on sustainability monitoring. Out of 232 sustainable development goal (SDG) indicators, only two are subjective. Yet the findings show that subjective indicators tell a different part of the story. Access is not grid building, but the meaningful provision of electricity to satisfy the needs.

Abstract
Purpose
This study delves into the dynamics between Agile Response to Change (AR), Adaptive Scoping (AS), Stakeholder Engagement (SE) and Project Performance (PP), with a special focus on the moderating influence of Project Complexity (PC). The research, grounded in a thorough literature review, identifies critical gaps in these areas and examines the extent to which PC moderates the effects of AR, AS and SE on PP, offering new perspectives for managing complex projects.
Design/methodology/approach
The research develops a conceptual model based on a critical analysis of existing literature. A comprehensive questionnaire was designed, incorporating 28 items to measure AR, AS, SE, PP and PC. Data was collected from 136 project managers across various industries, and the responses were analysed using structural equation modelling (SEM) to explore the complex interplay between these variables.
Findings
The analysis revealed that internal AR (ARint) significantly enhances both quantitative (PPqt) and qualitative aspects of PP (PPql). AS and SE were found to positively influence PPql, but their impact on PPqt was not significant. Interestingly, PC was observed to negatively moderate the relationship between ARint and PPql, while its moderating effect on the relationship between ARint and PPql was not significant. The study also notes that PC does not significantly alter the positive correlations between AS, SE and PPql.
Originality/value
This research contributes to the existing body of knowledge by elucidating the relationships between ARint, AS, SE and different dimensions of PP. It uniquely explores the role of PC as a moderating variable in these relationships, offering valuable insights for practitioners and researchers in the field of complex project management.

Abstract
Purpose
Container shipping is a crucial component of the global supply chain that is affected by a large range of operational risks with high uncertainty, threatening the stability of service, manufacture, distribution and profitability of involved parties. However, quantitative risk analysis (QRA) of container shipping operational risk (CSOR) is being obstructed by the lack of a well-established theoretical structure to guide deeper research efforts. This paper proposes a methodological framework to strengthen the quality and reliability of CSOR analysis (CSORA).
Design/methodology/approach
Focusing on addressing uncertainties, the framework establishes a solid, overarching and updated basis for quantitative CSORA. The framework consists of clearly defined elements and processes, including knowledge establishing, information gathering, aggregating multiple sources of data (social/deliberative and mathematical/statistical), calculating risk and uncertainty level and presenting and interpreting quantified results. The framework is applied in a case study of three container shipping companies in Vietnam.
Findings
Various methodological contributions were rendered regarding CSOR characteristics, settings of analysis models, handling of uncertainties and result interpretation. The empirical study also generated valuable managerial implications regarding CSOR management policies.
Originality/value
This paper fills the gap of an updated framework for CSORA considering the recent advancements of container shipping operations and risk management. The framework can be used by both practitioners as a tool for CSORA and scholars as a test bench to facilitate the comparison and development of QRA models.

Abstract
Purpose
The large number of stakeholders in a project is a source of complexity because their inter-relationships can lead to complex interactions, an inadequate understanding of the other stakeholders and conflicting stakeholder interests. Although several studies have investigated the role and effects of engaging stakeholders in improving project success, studies examining the relationships between stakeholder engagement (SE) and quantitative and qualitative project performance (PP) in complex projects (CPs) have been limited. This study empirically examined the relationships between SE and project performance within complex and non-CP contexts.
Design/methodology/approach
The study used an extensive literature review to develop the conceptual model. The study identified 22 factors of measuring SE and project performance’s association within the context of CPs. The literature review followed by a questionnaire survey to collect data from quantifying the relationships. One hundred forty-four responses were received from project managers in different locations. The response data were subjected to structural equation modelling analysis. Confirmatory factor analysis was applied to evaluate the measurements model.
Findings
The current study generated several key findings. In the context of CPs, SE was found to negatively affect quantitative PP but to positively and significantly affect qualitative PP. In non-CPs, SE also positively affects qualitative PP. Further, in the context of CPs, SE negatively affects schedule performance, whereas no significant relationship was found between the two variables in non-CPs. In terms of cost performance, no significant relationship was observed between SE and cost performance for either group.
Originality/value
This research provides insight into differences in the relationship(s) between SE and PP in non-complex and CPs. The research also makes recommendations for project team members.

Abstract
Purpose
Cities are facing challenges with their smart city agenda due to tighter budget constraints, varied interests of different stakeholders and increasing needs of technological innovation. Therefore, cities are partnering with private organisations to advance smart city projects. This research critically analyses the existing research published on public-private partnerships (PPPs) for the development of smart city projects and aims to identify the emerging themes and recommend mechanisms and strategies for improved use of smart city PPPs.
Design/methodology/approach
The content/textual analysis was conducted on 52 research publications relating to PPP and smart city from 2001 to 2020. With the assistance of the Leximancer software, the related literature was systematically analysed and synthesised to present the emerging themes of PPP application within the smart city context.
Findings
The analyses reveal that smart city PPPs mainly concentrated on building new or improving existing infrastructure. The research identifies five themes on PPP application for smart city development: (1) Technological innovation integration and increased risk profile, (2) Smart citizen engagement and participatory governance, (3) Data sharing and information security, (4) Transformation of PPP process and approach and (5) PPPs for urban sustainability. This research consolidates these five themes in a proposed sustainable public-private-people partnership (PPPP) framework.
Originality/value
This research provides a new perspective on rethinking the extant PPP models by highlighting the emerging themes in the PPP application for smart city development. This study provides useful recommendations for smart city infrastructure project partnership and engagement among the public and private sectors, and the city residents.

Abstract
Purpose
This paper aims to propose a technique based on cognitive assessments to quantify identified operational risks from the perspective of container shipping or logistics system administrators. The results derived from the risk quantification could be used to prioritize risks as well as support the decision-making process in risk prevention and mitigation.
Design/methodology/approach
This paper identified container shipping operational risks (CSORs) from a logistics perspective. A multivariate risk evaluation mechanism by fuzzy rules Bayesian network (FRBN) was established. An improved two-level parameter set based on the failure mode and effects analysis (FMEA) was used to support the input extraction process. By feeding cognitive assessments into the model, the identified risks are evaluated based on their utility values. An illustration example and a sensitivity analysis were carried out to justify and validate the proposed model.
Findings
The highest positions in the prioritized list of CSORs in the case study are dominated by risks in the physical flow with the first three are piracy and terrorism, force majeure and port congestion. The results derived from the case study with the satisfaction of all pre-defined axioms proved the feasibility and illustrated the functionality of the proposed risk assessment and prioritization technique.
Originality/value
Controlling risk is irrefutably a significant issue of container shipping and logistics management because of the inconsistency of risk definitions and the involvement of uncertainties. The proposed risk evaluation mechanism and the identified list of CSORs could be beneficial in system management, decision-making and reliability performance.

Abstract
Purpose
This paper aims to propose an advanced tracking control of the uncertain nonlinear dynamic system using a novel hybrid fuzzy linear quadratic regulator (LQR)-proportional-integral-derivative (PID) sliding mode control (SMC) optimized by differential evolution (DE) algorithm.
Design/methodology/approach
First, a swing-up and balancing control is presented for an experimental uncertain nonlinear Pendubot system perturbed with friction. The DE-based optimal SMC scheme is used to optimally swing up the Pendubot system to the top equilibrium position. Then the novel hybrid fuzzy-based on LQR fusion function and PID controller optimized by DE algorithm is innovatively applied for balancing and control the position of the first link of the Pendubot in the down-right position with tracking sinusoidal signal reference.
Findings
Experimental results demonstrate the robustness and effectiveness of the proposed approach in balancing control for an uncertain nonlinear Pendubot system perturbed with internal friction.

Abstract
Purpose
The purpose of this paper is to analyze the Vietnamese laws and practices concerning the confiscation of proceeds of crime, especially in view of Vietnam’s obligations to meet the international standards on money laundering and terrorist financing, set by the Financial Action Task Force and relevant international conventions that Vietnam ratified. To limit the scope of this paper, the analysis focuses on the confiscation of proceeds of domestic crimes that do not require international legal assistance. This paper concludes with recommendations for improving the legal framework on criminal asset recovery in Vietnam.
Design/methodology/approach
This is a doctrinal study that considers the applicable legal framework. This study is supported by brief case studies of major cases involving the confiscation of proceeds of crime.
Findings
Vietnam has a functioning asset confiscation regime but gaps in the law, lack of financial investigation expertise and lack of focused investigative attention on asset preservation and confiscation are hampering its effectiveness. The key gaps can easily be closed with appropriate amendments to the law. These reforms should be combined with a dedicated skills development program to produce sufficient number of financial investigation experts and criminal asset management experts to support the regime. The training should extend to judicial officers to ensure an appropriate understanding of the asset confiscation law. Reforms such as these should follow on a comprehensive review of Vietnam’s law and practices relating to the confiscation and forfeiture of criminal assets. This review should extend to assets linked to the financing of terrorism and proliferation to ensure that Vietnam has a comprehensive regime to deal with criminal assets.
Research limitations/implications
This paper draws on publicly available information regarding the confiscation of proceeds of crime in Vietnam. Little data is available on asset confiscation and that prevents an in-depth assessment of the regime.
Originality/value
This paper highlights gaps in the current asset confiscation regime and proposes reforms and approaches that will ensure a more effective asset confiscation regime for Vietnam.

Abstract
Purpose
For successful management of construction projects, a precise analysis of the balance between time and cost is imperative to attain the most effective results. The aim of this study is to present an innovative approach tailored to tackle the challenges posed by time-cost trade-off (TCTO) problems. This objective is achieved through the integration of the multi-verse optimizer (MVO) with opposition-based learning (OBL), thereby introducing a groundbreaking methodology in the field.
Design/methodology/approach
The paper aims to develop a new hybrid meta-heuristic algorithm. This is achieved by integrating the MVO with OBL, thereby forming the iMVO algorithm. The integration enhances the optimization capabilities of the algorithm, notably in terms of exploration and exploitation. Consequently, this results in expedited convergence and yields more accurate solutions. The efficacy of the iMVO algorithm will be evaluated through its application to four different TCTO problems. These problems vary in scale – small, medium and large – and include real-life case studies that possess complex relationships.
Findings
The efficacy of the proposed methodology is evaluated by examining TCTO problems, encompassing 18, 29, 69 and 290 activities, respectively. Results indicate that the iMVO provides competitive solutions for TCTO problems in construction projects. It is observed that the algorithm surpasses previous algorithms in terms of both mean deviation percentage (MD) and average running time (ART).
Originality/value
This research represents a significant advancement in the field of meta-heuristic algorithms, particularly in their application to managing TCTO in construction projects. It is noteworthy for being among the few studies that integrate the MVO with OBL for the management of TCTO in construction projects characterized by complex relationships.
