Abstract

Purpose

The purpose of this paper is to help better understand the translation process of the management control system (MCS) of privatised solid waste management (SWM) towards creating a stable network.

Design/methodology/approach

Drawing on the actor network theory (ANT), the case of a privatised SWM was studied. Data were collected from all entities involved in the privatisation process of SWM, which include Department A, Corporation X and the private sector concessionaire. Six documents were reviewed, 20 interviews were conducted and two observations were carried out.

Findings

The findings reveal that the control mechanism of SWM is complex, involving the interaction between human and non-human actors. Non-human actors include the key performance indicators (KPIs) and the concessionaire agreement (CA), which are the main control mechanisms towards creating a stable SWM network. Essentially, stability is achieved when the KPIs and CA can influence the activities of both intra- and inter-organisational relationships.

Originality/value

This paper provides a better understanding of the translation process of the MCS that adds to the stability of the network of a privatised SWM from the lens of the ANT.

Abstract

Purpose

Due to the increasing population and prosperity, the generation rate of municipal solid waste (MSW) has increased significantly, resulting in serious problems on public health and the environment. Every single person in the world is affected by the municipal solid waste management (MSWM) issue. MSWM is reaching a critical level in almost all areas of the world and seeking the development of MSW strategies for a sustainable environment. This paper aims to present the existing global status of MSW generation, composition, management and related problems.

Design/methodology/approach

A total of 59 developed and developing countries have been grouped based on their gross national income to compare the status of various MSWM technologies among them. A total of 19 selection criteria have been discussed to select appropriate MSWM technology(s) for a city/town, which affects their applicability, operational suitability and performance. All risks and challenges arising during the life cycle of the waste to energy (WtE) project have also been discussed. This paper also gives a comparative overview of different globally accepted MSWM technologies and the present market growth of all WtE technologies.

Findings

It was found that most developed countries have effectively implemented the solid waste management (SWM) hierarchy and are now focusing heavily on reducing, reusing and recycling of MSW. On the other hand, SWM has become very serious in low-income and low-middle-income countries because most of the MSW openly dumps and most countries are dependent on inadequate waste infrastructure and the informal sector. There are also some other major challenges related to effective waste policies, availability of funds, appropriate technology selection and adequacy of trained people. This study clears the picture of MSW generation, composition, management strategies and policies at the worldwide context. This manuscript could be valuable for all nations around the world where effective MSWM has not yet been implemented.

This manuscript could be valuable for all nations around the world where effective MSWM has not yet been implemented. In this study, no data was generated. All supporting data were obtained from previously published papers in journals, the outcomes of the international conferences and published reports by government organizations.

Abstract

Purpose

The purpose of this study is to assess the current practices and state of solid waste management systems (SWMS) in one medium‐sized Indian town, identifying main issues and problems to its ineffectiveness, inefficiency and to gain some suggestions and recommendations to improve the SWM infrastructure and practices in such Indian towns.

Design/methodology/approach

A medium size city, Aligarh, having a population of about 0.7 million and situated 130 km from the capital city of India, Delhi, was selected for this study. An extensive literature review was conducted to establish a theoretical framework. Field visits were conducted to collect the primary data and to understand the SWMS of the city, including interaction and interviews with the various officials and workers of the municipality responsible for SWM and residents of the city. A protocol was developed to analyze the sources, quantification, and to determine the composition of waste streams. Existing reports related to SWM and recommendations of planners/NGOs/consultants for improving the system were studied.

Findings

Despite all efforts being made by the local municipality within their limited resources, the solid waste management situation in Aligarh is still not adequate. The waste is being dumped on low lying or open areas in the outskirts of the city without engineering and scientific methods. This situation of SWMS can be compared with other Indian towns of similar size.

Originality/value

The paper discusses problems, opportunities and perspectives in the existing solid waste management system in Aligarh city and assesses the potential for its improvement.

Abstract

Purpose

The purpose of this paper is to examine empirical studies on public-private partnerships (PPPs) and solid waste management (SWM) in Ghana and India to synthesize the “crucial lessons” for urban managers and policy makers in developing countries.

Design/methodology/approach

A systematic review of empirical studies was carried out, the search process comprised four categories of keywords combined differently across three main search engines in order to obtain a pool of more relevant literature on the study. Sorting for relevance was done at various levels; retrospective content analysis of relevant empirical studies on PPP and SWM in Ghana and India was subsequently carried out to draw lessons and policy suggestions.

Findings

PPPs have mainly been impressive in coverage of waste collection in the Ghanaian context, whilst in India, emphasis has been on injection of technology and effectiveness into SWM. It is also observed that in both cases the PPP processes have lacked adequate openness, transparency and sufficient stakeholder engagement. In the Ghana cases, mostly, urban authorities hardly pay attention to details in the partnership deed and also ignore monitoring of private partners. Poorly performed PPPs do occur when one of the partners relent on his role which could have a cascading effect on other actors.

Practical implications

Whilst PPP is a strong candidate to address the SWM challenges of urban centers in developing countries, this does not necessarily come about by joining the bandwagon. Merely entering into a partnership deed with private waste management companies without paying due attention to details of the contract will usher urban managers into a state of schizophrenia. The paper presents five key lessons to inform policy and practice.

Originality/value

The paper draws lessons from multiple cases of PPPs in Ghana and India by synchronizing lessons adaptable to city authorities and policy makers in developing countries.

Abstract

Purpose

Human activities in household and industries generate an enormous amount of waste material, both organic and non-biodegradable matter, which substantially contribute to land, water and air contamination. The study aims to highlight the possible methods in solid waste management (SWM) and its influence on economy and environment. The paper is an attempt to bring out the necessity of corporate social responsibility (CSR) in the management of solid waste.

Design/methodology/approach

The paper is prepared after an elaborate review of literature connected with SWM.

Findings

The paper emphasizes the need of SWM and the role of corporate bodies in building a robust system in the management of solid waste, creating a healthy environment to all.

Research limitations/implications

The paper is entirely based on literature review and reports and not on individual's research.

Practical implications

The paper has a multi-level faceted approach where real-time practices in different countries have been explored.

Social implications

This study can enable the collaboration of corporates, scientific community and the municipal local bodies in the area of SWM.

Originality/value

This paper deliberates on how CSR can be a driving force for a sustainable model for SWM.

Abstract

Purpose

The purpose of this paper is to find out and document what reforms have taken place in the institutional structure for solid waste management (SWM) in Kumasi since the inception of a National Environmental Sanitation Policy (NESP) in Ghana in 1999, and what impact institutional reforms have made on solid waste collection service efficiency.

Design/methodology/approach

The study undertook a before‐and‐after assessment of key institutional issues as well as service efficiency within five years of the inception of the policy using questionnaires and interviews to collect data and information from relevant SWM stakeholders in the metropolis.

Findings

It was found that the implementation of the policy has led to changes in the organisational structure for SWM in the city with the introduction of private sector participation, which has led to improvement in efficiency in terms of service coverage and cost recovery. Service coverage increased from about 50 per cent in 1999 to an annual average of 87.4 per cent between 2000 and 2004, while the amount recovered through house‐to‐house collection services increased from 26.5 per cent of the WMD's expenditure in 2001 to 68.6 per cent in 2004.

Practical implications

The findings and recommendations can inform future SWM policy reviews and implementation in the city and elsewhere.

Originality/value

The study is the first attempt at documenting the historical evolution towards the current institutional structure and a scientific assessment of the impact of the reforms on service efficiency in Ghana.

Abstract

Purpose

Studies have shown that managing household solid waste from low-cost housing in urban and sub-urban communities is challenging, especially in developing countries and COVID-19 era. Previous research proved that the fourth industrial revolution (4IR) technologies could be engaged to improve urban public services such as household solid waste. Thus, the study investigated 4IR role in improving low-cost housing solid waste management (LCHSWM) in the COVID-19 era across Malaysia's cities.

Design/methodology/approach

The researchers selected four Malaysian cities (Pulau Pinang, Kuala Lumpur, Kuching and Putrajaya) to achieve the study's objectives via a qualitative research design. The study engaged forty experts through semi-structured virtual interviews. A thematic approach was used to analyse the collected data.

Findings

Findings identified initial high implementation and maintenance costs, unwillingness to accept change, inadequate knowledge and skilled personnel to manage the operation, amongst others, as the perceived challenges facing 4IR technologies in managing low-cost housing solid waste across Malaysian cities in the COVID-19 era. Also, the study proffered measures to improve 4IR technologies usage.

Research limitations/implications

This paper is limited to the perceived contributory challenges and proffered measures to improve 4IR technologies usage in managing LCHSW across Malaysian cities in the COVID-19 era.

Practical implications

Proffered measures will stir policymakers and the political class (city councils) to start thinking of an all-inclusive approach to addressing the issue of LCHSW in the 21st century. As part of the practical implications, the possible outcome might enhance collaboration between the public and private sectors to better service delivery to mitigate environmental degradation.

Originality/value

As revealed in the review, there is a paucity of literature regarding digital technology's roles in mitigating LCHSW across Malaysian cities in the COVID-19 era.

Purpose

In less than a decade to sustainable development goals (SDGs) there is a threat of household waste emanating from sub-urban sprawl especially in developing countries. Private approaches with government-enabling environments have been proved a successful platform for urban services such as housing provision and telecommunication in developing cities. Still private solid waste management (PSWM) seems different in Nigeria. Therefore, this paper aims to investigate the possible perceived hindrances facing PSWM organisations and proffer feasible policies to enhance sustainable clean and healthy cities.

Design/methodology/approach

Seven communities within Benin City sub-urban environs were adopted as the study area to accomplish the research’s objectives via a phenomenology type of qualitative research design. The study analysed the collated data from the knowledgeable participants via a thematic approach.

Findings

Lax legislative, absence of institutional framework, inadequate economic motivation, inadequate technical operations, among others, emerged as the encumbrances faced by PSWM firms. Wastes dumped along unethical locations such as streets, roads, uncompleted buildings, culverts and drainage channels, and undeveloped plots emerged as the encumbrance outcomes. Findings show that proffering feasible policy solutions to tackle identified hindrances can promote the achievement of SDGs across semi-urban locations in Nigeria.

Research limitations/implications

This research is restricted to urban household waste management by PSWM within Nigeria. Also, the study identified the challenges and proffer policy solutions to enhance improved clean environment within the sub-urban and urban cities.

Practical implications

As part of this study’s implications, results from this research intend to guide government policymakers and PSWM firms to encourage collaboration in designing appropriate strategic and educational programmes for the householders (customers) in sub-cities. It will be achieved via feasible policies that are tailored towards achieving sustainable health and environment-friendly sub-urban locations.

Originality/value

This paper intends to enhance proper PSWM and create sustainable cities via collaboration. Also, the paper engaged key stakeholders via a qualitative research design to proffer possible solutions to the menace of sub-urban and urban household waste management.

Abstract

Purpose

Solid waste (SW) is the result of rapid urbanization and industrialization, and is increasing day by day by the increasing number of population. This thesis paper emphasizes on the prediction of SW generation in the city of Dhaka and finding sustainable pathways for minimizing the gaps in the existing system.

Design/methodology/approach

In this paper, the survey of different questionnaires of the Dhaka South City Corporation (DSCC) was conducted. The data of SW generation, for few years of each month, in the city of Dhaka were collected to develop a model named Artificial Neural Network (ANN). The ANN model was used for the accurate prediction of SW generation.

Findings

At first, by using the ANN model with the one hidden layer and changing the number of neurons of the layer different models were created and tested. Finally, according to R values (training, test, all) the structure with six neurons in the hidden layer was selected as the suitable model. Finally, six gaps were found in the existing system of solid waste management (SWM) in the DSCC. These gaps are the main barrier for the better SWM.

Originality/value

The authors propose that the best model for prediction is 12-6-3, and its training and testing results are given as 0.9972 and 0.80380, respectively. So the resulting prediction is so much close in comparison with actual data. In this paper, the opportunities of those gaps are provided for working properly and the DSCC will find the better result in the aspect of SW problem.

Abstract

Purpose

Improper waste management has been a serious issue in many countries, thus, home composting is considered as an effective method in solid waste management (SWM). Based on qualitative research methods, this study explores peoples' motives to choose composting and main problems confronted by them in home composting in Kaduwela and Moratuwa municipalities in the Western Province of Sri Lanka and proposes policy measures to improve home compositing.

Design/methodology/approach

This study was mainly based on qualitative research methods. A convenient sample of 40 households including 20 households from each municipal council (MC) has been selected using semi-structured interviews. Descriptive methods were used to analyze the data.

Findings

Citizens have chosen to compost mainly, for gardening, the influence of local authorities, economic benefits and environmental and health concerns. Fear of potential health problems, lack of resources, problems caused by animals, problems related to compost bins, limited knowledge and awareness about composting are difficulties encountered during home composting. Providing compost bins to people at a concessionary price or for free of charge, providing required facilities and financial assistance, promoting people's positive attitudes and awareness, encouraging the use of compost in households, improving the standard of composting and making relevant legal and institutional arrangements to promote people's participation in home composting are suggested for encouraging home composting.

Research limitations/implications

This study used a small sample, which is the main limitation of this study.

Practical implications

The policy implication will help to improve composting solid waste practices of the Local Governments.

Originality/value

There is a lack of research on composting related to the selected municipalities. As composting is an effective method in SWM, the findings and the proposed policy measures of this study will help to improve the SWM of the Local Governments of Sri Lanka.
