Abstract

Purpose

The purpose of this paper is to quantitatively measure the vulnerability level of the whole rural social-ecological system in Yunnan Province and to analyze the spatial differences of the vulnerability in different regions.

Design/methodology/approach

Based on the “exposure-sensitivity-adaptability” vulnerability assessment framework, this paper establishes the index system of rural social-ecological system vulnerability to climate change. Combined with the questionnaire survey and meteorological data, the entropy method was used to measure and analyze the vulnerability level and influencing factors of the overall rural social-ecological system in Yunnan Province. At the same time, the vulnerability level of social-ecological system in Yunnan Province is divided into five levels, and the spatial differences of vulnerability level of 16 states (cities) in Yunnan Province are analyzed.

Findings

The results show that: the social-ecological system has high exposure to climate change (0.809), strong sensitivity (0.729), moderate adaptability (0.297) and overall system vulnerability is at a medium level (0.373). Yunnan Province is divided into five levels of social-ecological system vulnerable areas. The areas of extreme, severe, moderate, mild and slight vulnerability account for 21.45%, 24.65%, 36.82%, 13.18% and 3.90% of the whole province, respectively. The geographical division and vulnerability division of Yunnan Province are basically consistent in space.

Originality/value

Comprehensive evaluation of the vulnerability of the social-ecological system of Yunnan Province to climate change is the scientific basis for the country to formulate countermeasures against climate change, and it is also the need to improve the adaptability of the social and economic system of the fragile area, reduce the vulnerability and realize the sustainable development of national social economy. The research results can provide a basis for decision-making of climate adaptation in Yunnan and other regions and provide methods and indicators for the assessment of social-ecological system vulnerability under the background of climate change.

Abstract

Purpose

This paper aims to present the “Vulnerability Sourcebook” methodology, a standardised framework for the assessment of climate vulnerability and risk in the context of adaptation planning. The Vulnerability Sourcebook has been developed for the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and has been applied in more than twenty countries worldwide.

Design/methodology/approach

It is based on a participative development of so-called climate impact chains, which are an analytical concept to better understand, systemise and prioritise the climate factors as well as environmental and socio-economic factors that drive climate related threats, vulnerabilities and risks in a specific system. Impact chains serve as the backbone for an operational climate vulnerability assessment with indicators based on quantitative approaches (data, models) combined with expert assessments. In this paper, the authors present the concept and applications of the original Vulnerability Sourcebook, published in 2015, which was based on the IPCC AR4 concept of climate vulnerability. In Section 6 of this paper, the authors report how this concept has been adapted to the current IPCC AR5 concept of climate risks.

Findings

The application of the Sourcebook is demonstrated in three case studies in Bolivia, Pakistan and Burundi. The results indicate that particularly the participative development of impact chains helped with generating a common picture on climate vulnerabilities and commitment for adaptation planning within a region. The mixed methods approach (considering quantitative and qualitative information) allows for a flexible application in different contexts. Challenges are mainly the availability of climate (change) and socio-economic data, as well as the transparency of value-based decisions in the process.

Originality/value

The Vulnerability Sourcebook offers a standardised framework for the assessment of climate vulnerability and risk in the context of adaptation planning.

Abstract

Purpose

This paper aims to investigate farmers’ vulnerability to climate change and variability in the northern region of Ghana.

Design/methodology/approach

The study assessed the vulnerability of male-headed and female-headed farming households to climate change and variability by using the livelihood vulnerability index (LVI) and tested for significant difference in their vulnerability levels by applying independent two-sample-student’s t-test based on gender by using a sample of 210 smallholder farming households.

Findings

The results revealed a significant difference in the vulnerability levels of female-headed and male-headed farming households. Female–headed households were more vulnerable to livelihood strategies, socio-demographic profile, social networks, water and food major components of the LVI, whereas male-headed households were more vulnerable to health. The vulnerability indices revealed that female–headed households were more sensitive to the impact of climate change and variability. However, female-headed households have the least adaptive capacities. In all, female-headed farming households are more vulnerable to climate change and variability than male-headed farming households.

Research limitations/implications

The study recommends that female-headed households should be given priority in both on-going and new intervention projects in climate change and agriculture by empowering them through financial resource support to venture into other income-generating activities. This would enable them to diversify their sources of livelihoods to boost their resilience to climate change and variability.

Originality/value

This is the first study that examined the gender dimension of vulnerability of smallholder farmers in Ghana by using the livelihood vulnerability framework. Female subordination in northern region of Ghana has been profound to warrant a study on gender dimension in relation to climate change and variability, especially as it is a semi-arid region with unpredictable climatic conditions. This research revealed the comparative vulnerability of male- and female-headed households to climate change and variability.

Abstract

Purpose

This paper aims to identify key factors for a contextualised Systemic Risk Governance (SRG) framework and subsequently explore how systemic risks can be managed and how local institutional mechanisms can be tweaked to deal with the complex Indonesian risk landscape.

Design/methodology/approach

Using a case study from Palu triple-disasters in Central Sulawesi, Indonesia, the authors demonstrate how inland earthquakes in 2018 created cascading secondary hazards, namely tsunamis, liquefactions and landslides, caused unprecedented disasters for the communities and the nation. A qualitative analysis was conducted using the data collected through a long-term observation since 2002.

Findings

The authors argue that Indonesia has yet to incorporate an SRG approach in its responses to the Palu triple-disasters. Political will is required to adopt more appropriate risk governance modes that promote the systemic risk paradigm. Change needs to occur incrementally through hybrid governance arrangements ranging from formal/informal methods to self- and horizontal and vertical modes of governance deemed more realistic and feasible. The authors recommend that this be done by focusing on productive transition and local transformation.

Originality/value

There is growing awareness and recognition of the importance of systemic and cascading risks in disaster risk studies. However, there are still gaps between research, policy and practice. The current progress of disaster risk governance is not sufficient to achieve the Sendai Framework for Disaster Risk Reduction (2015–2030) unless there is an effective governing system in place at the local level that allow actors and institutions to simultaneously manage the interplays of multi-hazards, multi-temporal, multi-dimensions of vulnerabilities and residual risks. This paper contributes to these knowledge gaps.

Abstract

Purpose

This study aims to compare the humanitarian supply chains and logistics of two countries in earthquake preparedness by modifying and using a previously established preparedness evaluation framework.

Design/methodology/approach

A European flood emergency management system (FEMS) is a seven-dimensional framework to assess a country’s preparedness for flood emergencies. The FEMS framework was modified to apply to earthquakes. Leveraging a multiple explanatory case study approach with data analysis, the authors reconstructed the events of the earthquakes in Pakistan (2005) and Japan (2011) with an applied grading (1–5). Findings were evaluated within the adopted FEMS framework. From a practitioner’s perspective, the framework is applicable and can accelerate support in the field.

Findings

Pakistan lacked emergency plans before the 2005 earthquake. In contrast, Japan possessed emergency plans before the disaster, helping minimise casualties. Overall, Japan demonstrated considerably better emergency management effectiveness. However, both countries significantly lacked the distribution of responsibilities among actors.

Originality/value

Practical factors in the humanitarian supply chain are well understood. However, synthesising individual factors into a comprehensive framework is difficult, which the study solves by applying and adopting the FEMS framework to earthquakes. The developed framework allows practitioners a structured baseline for prioritising measures in the field. Furthermore, this study exemplifies the usefulness of cross-hazard research within emergency management and preparedness in a real-world scenario.

Abstract

Purpose

This paper aims to examine adaptive livelihood strategies used by small-scale fishing households in the two coastal communities in Central Vietnam under the context of climate change-related stressors.

Design/methodology/approach

Field data were collected through mixed quantitative and qualitative methods including a review of secondary data, key-informant interviews, group discussions and household surveys with 300 sampled fishing households. The qualitative data support the analysis and discussion of quantitative data.

Findings

The results showed local households’ perception of the presence and influence of multiple non-climate and climate stressors on their fishery-based livelihoods in terms of employment and income in many ways. The affected households exerted to develop a diversity of adaptation methods within and out of fishing to sustain their livelihoods and cover a deficit in household income. The household socio-demographic characteristics particularly education, labour force, fishing equipment and social support played significant importance in characterising the categories of adaptation strategies among the survey households. The role of local governments in creating an enabling environment for local-level adaptation, as well as protecting marine and coastal ecosystems was rather limited despite their recognized importance.

Originality/value

The paper provides an empirical case of how small-scale fishing households in coastal communities in Central Vietnam are adapting to climate-related stressors. It suggests policy should promote livelihood diversification opportunities and address household-level constraints for adaptation. Fisheries management plan is urgently needed to control illegal fishing activities for sustainable use of coastal and marine fishery resources and the appropriate mechanism is important to stretch local governments’ resources for better supporting local-level adaptation.

Abstract

Purpose

Social vulnerability in the context of disaster management refers to the sociodemographic characteristics of a population and the physical, social, economic, and environmental factors that increase their susceptibility to adverse disaster outcomes and capacity to anticipate, cope with, resist, and recover from disaster events. Because disasters do not impact people equally, researchers, public health practitioners, and emergency managers need training to meet the complex needs of vulnerable populations.

Design/methodology/approach

To address gaps in current education, the CONVERGE initiative, headquartered at the Natural Hazards Center at the University of Colorado Boulder, developed the Social Vulnerability and Disasters Training Module. This free online course draws on decades of research to examine the factors that influence social vulnerability to disasters. Examples of studies and evidence-based programs are included to illuminate common methods for studying social vulnerability and ways that research can guide practice. To evaluate the module, all trainees completed a pre- and post-training questionnaire.

Findings

Between July 2019 and September 2021, 1,089 people completed the module. Wilcoxon signed rank tests demonstrated a significant perceived increase in self-rated knowledge, skills, and attitudes (KSA). Students, members of historically underrepresented populations, and those new to or less experienced in the field, had the greatest perceived increase.

Practical implications

This training module can help participants understand the specific needs of socially vulnerable populations to help reduce human suffering from disasters.

Originality/value

This article describes a novel web-based training and offers evaluation data showing how it can help educate a broad hazards and disaster workforce on an important topic for disaster management.

Abstract

Purpose

The purpose of this study is to identify the most vulnerable households and districts in Northwest Ethiopia and help decision-makers in developing and prioritising effective adaptive strategies and actions.

Design/methodology/approach

A multi-scale analytical tool and hazard-generic socio-economic indicators were developed to identify and prioritise the most vulnerable households and districts in Northwest Ethiopia. Categorical principal component analysis with 36 indicators was used to develop weights for different indicators and construct a household intrinsic vulnerability index. Data were collected through key information interviews, focus group discussions and a household survey with 1,602 randomly selected households in three districts of Northwest Ethiopia.

Findings

Drawing on intrinsic vulnerability index computation, this study highlights that low levels of education, low access to climate information and credit services, long distance travelled to fetch water and frequent food shortages are the dominant factors contributing to high levels of intrinsic vulnerability at district level, while lack of livelihood support and income diversification are the key drivers of vulnerability at household level. The findings of this study further show that the majority of households (78.01%) falls within the very high to moderately high vulnerable category. Disaggregating the data according to agro-climatic zones highlights that the prevalence of high intrinsic vulnerability is most widespread in the lowland agro-climatic zone (82.64%), followed by the highland (81.97%) and midland zones (69.40%).

Practical implications

From a policy intervention vantage point, addressing the drivers of vulnerability provides a reliable approach to reduce the current vulnerability level and manage potential climate change-induced risks of a system. Specifically, reliable information on inherent vulnerability will assist policymakers in developing policies and prioritising actions aimed at reducing vulnerability and assisting in the rational distribution of resources among households at a local level.

Originality/value

This study contributes to the existing vulnerability literature by showing how hazard-generic socio-economic indicators in the vulnerability assessment adopted by the IPCC (2014) are important to identify drives of vulnerability which ultimately may feed into a more fundamental treatment of vulnerability.

Abstract

Purpose

This paper aims to understand the vulnerability of community livelihoods (human, social, financial, natural and physical assets) at a coastal environment in southern Mozambique, considering the level of exposure, sensitivity and adaptive capacity to climate change.

Design/methodology/approach

The study adopted the sustainable livelihoods approach. Data were collected through distribution of a structured questionnaire to 476 randomly selected households at the municipality of Inhambane. The questionnaire assessed all capital assets, covering 14 indicators and 43 sub-indicators of vulnerability, derived from published literature.

Findings

Results indicate that overall community vulnerability is largely derived from the vulnerability of physical, financial and social capitals, illustrated by declared food shortage, low nutrition levels, weak social networks, high level of biomass utilization and lack of financial resources due to unemployment. These aspects largely influence the noticed reduced adaptive capacity of surveyed households.

Practical implications

The study identified the need to improve the overall process of natural resources appropriation and utilization and the improvement of the governance capacity at the local targeting infrastructure, community structure and networks and capacity building that might enhance community livelihoods in changing scenarios.

Originality/value

The study is a contribution to the overall understanding of how livelihoods are exposed to climate change and variability in coastal settings.

Abstract

Purpose

The conceptual root of vulnerability dates back to the 1970s in the social science spheres. Vulnerability is a multi-dimensional and determinant precondition for disaster occurrence. The Gamo lowlands are exposed to a wide range of vulnerabilities. Therefore, this study aims to schematize community perceptions and understanding of vulnerability in drought-affected rural Gamo lowlands.

Design/methodology/approach

A community-based cross-sectional survey design and the mixed-methods research approach were executed. A four-staged multistage sampling was used to identify the respondent households. Into the four study sites, sample households were allocated proportionally by the lottery method. The survey data were gathered from 285 lowland households. The structured survey questionnaire, key informant interview, focus group discussion, and field observations, and transect walks were the tools used to collect the primary data. Data were analyzed deploying both qualitative and quantitative techniques. The Likert scale is used to analyze households’ vulnerability perceptions in which the item analysis approach was used for detailed analysis of the Likert-type items.

Findings

Locally, people perceive and understand vulnerability as exposure to drought hazard, rainfall inconsistency, the prevalence of human and animal diseases, livelihood insecurity, food shortfalls, poor income, lack of access to market, landholding and livestock ownership which are schematized by vulnerability perception pathways that delineate its extent. The findings also showed that the Gamo lowland inhabitants are unequally vulnerable as 96.5% of the studied households stated the differential idiosyncrasy of vulnerability. Old-aged, small-sized and female-headed households with no supportive force were found to be more vulnerable.

Practical implications

For better resilience, enhancing communities’ perceptions and understanding of vulnerability via continuous awareness creation by all the concerned stakeholders is recommended as the majority was lowly educated. It also yields input for policy debates and decision-making in the drought-prone lowland setup for building a resilient community.

Originality/value

To the best of the authors’ knowledge, this is an original work pursued by using a household survey with empirical data sourced from drought-prone rural lowland communities.
