Abstract

Purpose

The purpose of this paper is to determine the effect of information and communications technology (ICT) on the provision of social services, as well as the moderating effect of institutional quality on the relationship between ICT and the provision of social services for 31 low-income countries.

Design/methodology/approach

This study is based on panel data from World Development Indicators and Worldwide Governance Indicators spanning 1996 to 2020 for 31 low-income countries. To analyze the data, the study uses cross-sectional dependence tests, slope heterogeneity tests, panel unit root tests, panel cointegration tests and cross-sectionally augmented autoregressive distributed lag (CS-ARDL) analysis.

Findings

The results overwhelmingly show that ICT has a significant positive effect on the provision of social services in both the short- and long-run. Also, the study reveals that institutional quality has a significant positive impact on the provision of social services in the short- and long-run. The results further provide empirical evidence of the positive and significant moderating effect of institutional quality on the relationship between ICT and the provision of social services.

Practical implications

This study points out the significant potential of identifying appropriate scales of ICT infrastructure and institutional quality needed to support the various governments in low-income countries to improve social services delivery mechanisms and outreach efficacy and impact. The study can be invaluable for ICT innovators and policymakers in promoting the provision of social services.

Originality/value

To the best of the authors’ knowledge, this study represents the first attempt to determine the effect of ICT on the provision of social services, as well as the moderating effect of institutional quality on the relationship between ICT and the provision of social services, especially for low-income countries using CS-ARDL.

Abstract

Purpose

Whether welfare provision should be broad-based or selectively targeted at the poor is one of the most common themes in social policy discourse. However, empirical evidence concerning people's preferences about these distributive justice principles is very limited. The current paper aims to bridge this gap, by analyzing Europeans' opinions about a hypothetical transformation of the welfare state that would provide social transfers and services only to people on low incomes.

Design/methodology/approach

The analysis draws on data from the 2016 European Social Survey and covers 21 countries. In order to understand what would motivate people to support the complete means testing of welfare provision, we use multilevel models with individual-level and contextual predictors.

Findings

The results show that the upper and middle classes are the most opposed to the idea, presumably as they would be the net losers from such a reform. Furthermore, our results indicate that more-egalitarian people show a higher level of support for means testing, even though the political left has traditionally promoted universalism. Some key characteristics of the welfare state also matter: People are more likely to endorse complete means testing in countries with less-generous provision and a higher incidence of poverty. However, the extent to which the existing welfare state relies on means testing has no influence on people's opinions about implementing a fully means-tested welfare model.

Practical implications

Some of the key findings are likely to be of interest to activists advocating on behalf of the poor and the socially vulnerable. Although it is generally assumed that universal provision is the best strategy to address the needs of disadvantaged people, our results suggest that from an electoral point of view, targeting within universalism may be a more appealing welfare strategy.

Originality/value

This paper details one of the very few studies to examine preferences for means-tested welfare provision in a comparative context. In addition, one of the contextual variables used in the analysis – the proportion of means-tested social benefits out of the total expenditure on social benefits – is unique to this study.

Abstract

Charitable Choice Policy, the heart of President Bush’s Faith‐Based Initiative, is the direct government funding of religious organizations for the purpose of carrying out government programs. The Bush presidential administration has called for the application of Charitable Choice Policy to all kinds of social services. Advocates for child‐abuse victims contend that the Bush Charitable Choice Policy would further dismantle essential social services provided to abused children. Others have argued Charitable Choice Policy is unconstitutional because it crosses the boundary separating church and state. Rather than drastically altering the US social‐policy landscape, this paper demonstrates that the Bush Charitable Choice Policy already is in place for childabuse services across many of the fifty states. One reason this phenomenon is ignored is due to the reliance on the public‐private dichotomy for studying social policies and services. This paper contends that relying on the public‐private dichotomy leads researchers to overlook important configurations of actors and institutions that provide services to abused children. It offers an alternate framework to the public‐private dichotomy useful for the analysis of social policy in general and, in particular, Charitable Choice Policy affecting services to abused children. Employing a new methodological approach, fuzzy‐sets analysis, demonstrates the degree to which social services for abused children match ideal types. It suggests relationships between religious organizations and governments are essential to the provision of services to abused children in the United States. Given the direction in which the Bush Charitable Choice Policy will push social‐policy programs, scholars should ask whether abused children will be placed in circumstances that other social groups will not and why.

Abstract

Purpose

The transfer to partnership in public sector management has created significantly new modes of service delivery, and is suggested to be the best means of ensuring that disadvantaged groups are socially included. The purpose of this paper is to examine New Leisure Trust (NLT) structures in public leisure provision relative to direct, in‐house managed facilities and privately run Leisure Management Contractor (LMC) facilities. In particular, NLTs receive significant government funds and subsidies through tax breaks that are not forthcoming to rivals, which raises questions as to whether NLTs deserve such aid for delivering upon the social inclusion agenda of the government.

Design/methodology/approach

The research involved a national survey questionnaire to 1,060 public leisure service providers in England. Empirical testing through multiple analysis of variance and regression analysis was applied to the dataset.

Findings

The authors find that NLTs do not follow social orientation strategies to any significantly greater degree than rivals, nor seem to create social inclusion to any greater degree. Further, NLTs have the least to gain in terms of business performance from creating social inclusion, whilst in‐house (in particular) and LMC facilities stand to gain the most.

Practical implications

Though each approach to provision examined places a considerable strategic emphasis on being socially oriented, they are not effective at increasing the social inclusion of recreationally disadvantaged groups.

Originality/value

This paper calls for the current public leisure management playing field to be levelled in a rebalance of opportunity and investment through the removal of anti‐competitive measures.

Abstract

Purpose

With the aim of finding a balance between social and economic benefits, the social economy has reemerged in the crisis of the welfare state. The Fordist welfare state can be characterized by state-provided welfare, the mediation of paid work and welfare by the labor market and redistributive policies. Globally, neoliberalism and the market have given rise to social exclusion; in this context, the social economy is emerging as an alternative to the market domination of societies. This paper aims to construct a conceptual framework of welfare provision in an open innovation era.

Design/methodology/approach

The welfare state system between the Fordist welfare state and post-Fordist welfare state is different on provision and delivery of welfare service. To construct the conceptual relation among the social economy, the state and the market and welfare provision in the social economy, this study mainly used the literature review.

Findings

Attention should be paid to civil society at the local level to ignite social economy through open social innovation. Various social actors in the local community need to change and develop the social economy with collaborative entrepreneurship and collaborative economic mindsets.

Research limitation/implications

This paper presents the welfare service model led by social economy and open innovation, as well as social change. To fill the shortage of welfare provision caused by crisis of the welfare state, social economy is considered as an alternative for neo-liberalism. This study emphasizes that endogenous local development is a prerequisite for social economy as a welfare supplier.

Practical implications

In the social economy, reciprocity, democracy, self-help and social capital at the local level are emphasized. Also, open innovation put emphasis on collaboration economy among the local community, firms and the public sector: this emphasis can be expected to affect the welfare provision system and the social relations surrounding welfare. To address social problem and social needs, the social economy can adapt and apply the open innovation model.

Originality/value

The previous researches on open innovation mainly deal with the business sector and the public sector, but this paper has a focus on the relation between provision of social welfare and social innovation. The social economy is likely to function properly on the foundation of open social innovation.

Abstract

This paper explores the fragmented social policy choices imposed in Greece during the turbulent period 2010–2020. The institutional, political, and economic crisis brought in the enforcement of huge austerity reforms provoking deep socioeconomic devaluation: in GDP, in available income, in job opportunities, in living standards, in social protection. The decade is marked by a couple of mismatches diminishing welfare provision and mounting social need, inexpedient national administration, and unbalanced international intervention. A major cause of the national bankruptcy has been the stark imbalances of a residual social policy system which never aimed at tackling inequalities, challenging market outcomes, or fighting poverty. A fractured system distributing welfare according to individualistic/corporatist criteria, preserving a clientelistic/corrupting pattern, focusing upon an unfair/irrational pension provision. At a first sight, the urgent changes during the crisis have reinforced residualism, deregulated social/labor rights, reproduced inadequacies, exacerbated the discontinuities with the European Social Model. At a second reading, they have also recalibrated the system embracing elements of universality, unity, rationality, sustainability, and equity. In sum, the 2021 social policy starting point provides modest protection and keeps complexities, contradictions and controversies. The crisis imposed a welfare strategy of cuts that has produced less provision, stricter conditions, more harmony, dubious viability, dribs, and drabs of justice. The pandemic health crisis gives now prominence to the neglected but crucial role of the NHS and, in a broader sense, to the vital importance of institutionalised welfare provision.

Abstract

Although disasters remain statistically rare events, the last decade has seen an increase in the number of major incidents affecting the UK. Concurrent with this increase have come clinical data, showing how psycho‐social health may be adversely affected by disasters. Aims to give the UK Department of Health a survey of the current provision of psycho‐social care after disasters at English Regional Health Authority level and to make recommendations regarding good practice in the care of victims of trauma by health care professionals. Uses varied methodology. Letters were sent to all the Regional Public Health Departments, asking for information about the psychological care element within their major incident plans. Shows that the provision for psycho‐social care following a disaster in England is extremely variable and although there are undoubtedly regions with considerable expertise and interest, there are also regions where provision appears to be minimal or non‐existent. Recommends the provision of specialist traumatic stress services at regional level.

Abstract

Purpose

This article aims to discuss the individualisation trend in the provision of social services, focusing on activation services specifically.

Design/methodology/approach

The individualisation trend in the provision of activation services is analysed against the background of public sector as well as social sector as well as social policy reforms: the introduction of new modes of governance and the rise of the active welfare state respectively.

Findings

Concrete manifestations of individualised service provision are often based on various interpretations of individualisation and reflect different meanings of citizens’ participation, and refer to different modes – or rather, mixes of different modes – of governance. The general argument of the article is illustrated and elaborated by analysing three national case studies of individualised service provision in the context of activation: the UK, The Netherlands and Finland.

Originality/value

The trend that is analysed in the article – individualised service provision – is very clearly present in welfare state reforms, but has thus far not received much attention in academic literature.

Abstract

Existing models of gift applied to religious charities are either abstract or sometimes very limited in their applicability to understand the reciprocal relationships throughout the interconnected chain of giving and receiving charities. The paper contributes to this debate by asking: How gift economy explains the circulation of charities across interconnected spheres of local governance? And what are the implications of these inter-linkages for social welfare provisions where states are ineffective in the provision of these services? To answer these questions, the study presents the case of Zakat in Islam and Dasvandh in Sikhism in the northwest of Pakistan. In both the cases, charity is an important element of the social welfare provision within local governance structure. The findings suggest that conceptualizations of the religious charities as a triad including God, the rich and the poor are unsuitable gift models for grasping the role of charities in the local governance of social welfare provision.

Abstract

Purpose

Insights into the roots of social enterprise from before the term was adopted are provided by examining histories of charitable service and comparing current understandings of social enterprise. Social enterprise models of welfare provision are evidenced from the seventeenth century onwards. Persistent themes are identified that provide insights for current practice and understanding.

Design/methodology/approach

This historiography examines interpretations from 1905 to the present day of examples of welfare provision between two watershed points: 1600, just prior to the Poor Laws and 1908, when the Old Age Pensions Act shifted emphasis in public sector provision.

Findings

Activities that would nowadays be termed social enterprise are evidenced in histories of charitable philanthropy covering each century since 1600. Prevailing attitudes uncritically demarcated deserving and undeserving poor. Histories contributed to a heroic narrative of social entrepreneurs, describing activities dependent on well-networked, politically active individuals that rarely continued beyond their involvement. The political environment was recognised to influence the types of organisations, governance and resourcing.

Research limitations/implications

The historiography takes examples from three centuries between 1600 and1908 but is not comprehensive. Recurrent themes are identified for further research.

Originality/value

Social enterprise is a twenty-first-century label but not a new phenomenon. Identification of prevailing themes provides insights for the understanding of social enterprises in the twenty-first century.
