Abstract

Purpose

The purpose of this paper is to explore the implementation of microfinance programs in three Malaysian development finance institutions (DFIs). Its main concerns revolve around how these DFIs measure and manage their social performance and how they reconcile their competing social and commercial objectives which are driven by particular logics.

Design/methodology/approach

This paper analyzes the ways in which the DFIs selected for this study measure and manage their social performance. The data were acquired from two sessions of focus group interviews, a series of semi-structured interviews, and extensive reviews of documentaries. The institutional logics perspective is used to explore the interplay between social and commercial logics in shaping the view and use of social performance measures in the three studied DFIs.

Findings

Although these DFIs have consistently offered formal microfinance programs to designated target groups, their ultimate focus has been on measuring financial as opposed to social performance. Hence, performance appraisal is mainly aligned with the breadth of outreach, rather than its depth. Nevertheless, there appear to be conflicts between the need to accommodate both breadth and depth, due to the competing demands of the two objectives. The rivalry between these two competing demands, which represents the interplay between social and commercial logics, is resolved through reconciliation, that is, by making one objective compatible with the other.

Originality/value

This paper examines the ways in which the DFIs in the study measure and manage their social performance, a topic that is, currently, not widely explored. This study contributes to advancing the knowledge on the link between institutional logics and organizational practices, particularly in understanding the extent to which the Malaysian DFIs assign importance to social performance when designing and offering microfinance programs.

Abstract

Purpose

The purpose of this paper is to examine the influence of financial performance measures on the social norms and values of an Islamic microfinance institution (IMFI), and the actions taken by the organisational members to maintain these values in their organisation.

Design/methodology/approach

A qualitative case study of an NGO-based IMFI in Malaysia was undertaken, with interviews conducted with officers and managers at various organisational levels of the IMFI. Insights gained from institutional work and institutional logic were used to theorise the findings.

Findings

The IMFI used mainly financial measures to manage its performance, which were interlinked with the commercialisation approach in the industry, and the top management’s focus on the financial sustainability of the organisation. The lack of social goals and the use of reward-based financial measures did not weaken the solidified social values at the operational level, due to the independence of the operational units, the compartmentalisation of profit-making activities and the institutional work of the operational managers. The operational managers acted as carriers of this social logic. Religious values formed the pillar of the permanence of social values in the IMFI.

Originality/value

This study provides insights into the internal practices of IMFIs, and the role of religious values in the permanence of social logic in the context of an NGO-based IMFI. The lack of measurable social goals, as well as their rewards, does not compromise the focus on poverty alleviation and community development in view of the intrinsic rewards and accountability of the operational managers.

Abstract

Indicators of economic and social phenomena can be useful descriptive and analytical inputs for public policy. The “social indicators movement” has emerged in the last decade and is devoted to the measurement of widely‐ranging dimensions of human welfare. For the most part, questions of systematic measurement for public policy are explored here. Drawing initially on some traditions of measurement in economics, the principal aim is to provide a broad theoretical frame of reference for policy indicator design. Questions of indicator development necessarily involve ideas of suitability or validity of indicators designed for a purpose. Approaches to indicator design for the purpose of enhancing collective decision‐making—including formal model building approaches—are subsumed as special cases once a more general theory is espoused in sections II and III.

Abstract

Purpose

Employment-related measures play a significant part in preventive and mitigative social policies. The importance of these actions is especially emphasised in times of crisis. This paper provides empirical insights into employment-related measures implemented in a sample of OECD countries as a response to the COVID-19 crisis in 2020. Furthermore, it addresses the continuity of the measures by July 2022.

Design/methodology/approach

The research applies and further develops a capability approach in the COVID-19 context to provide a theoretically informed empirical understanding of the implemented employment related measures.

Findings

The results indicate that countries expanded the coverage of previous preventive and mitigative employment measures horizontally and vertically while also introducing new schemes to protect workers. The main conclusions suggest that most employment-related measures (65.5%) were preventive aiming at saving jobs and broadening peoples capabilities with bridging measures during the crisis. The employment measures served first as an emergency aid. However, most measures were recalibrated and changed incrementally toward 2022.

Research limitations/implications

The data consisted major employment-related measures and changes in social policies the studied countries. The authors focussed the examination on governmental-level measures. Thus, sub-national or sector-specific responses, for example tripartite agreements in certain employment sectors or social transfers in certain areas, were excluded.

Social implications

The way in which welfare states reacted to employment problems during the COVID-19 pandemic may have an impact on how governments approach social policies in the future. The capability approach exhibits a pronounced strength by facilitating the establishment of sustainable trajectories for social policy and welfare services.

Originality/value

The capability approach embracing the preactive and proactive role of social policies lends a unique perspective on public policies.

Abstract

This paper uses a stakeholder framework to review the empirical literature on corporate social performance (CSP), focusing particularly on studies attempting to correlate social with financial performance. Results show first that most studies correlate measures of business performance that as yet have no theoretical relationship (for example, the level of corporate charitable giving with return on investment). To make sense of this body of research, CSP studies must be integrated with stakeholder theory. Multiple stakeholders (a) set expectations for corporate performance, (b) experience the effects of corporate behavior, and (c) evaluate the outcomes of corporate behavior. However, we find that the empirical CSP literature mismatches variables in terms of which stakeholders are relevant to which kind of measure. Second, only the studies using market‐based variables and theory show a consistent relationship between social and financial performance, particularly those showing a negative abnormal return to the stock price of companies experiencing product recalls. Although this paper shows that the CSP construct is not yet well‐specified enough to produce stronger results, recent research suggests that much progress is being made both empirically and theoretically in developing valid and reliable measures of corporate social performance.

Abstract

Purpose — This chapter explores measurement of some of the key concepts used in the research, particularly social exclusion, but also social capital and community connection. In contrast to psychology, other social sciences continue to debate conceptual terms and do not have measurement as a central concern. Thus, there is a need to provide a measurement framework before commencing the research project.

Methodology — This chapter is based on literature searches of how these concepts are understood, used and measured in social science. A lack of precision has possibly contributed to their omission from much current project evaluation and government policy decisions, including around transport. Five principles that have guided the formation of the measurement tool are outlined. This is followed by illustrations of measurement that has been used in key pieces of research.

FindingsSocial exclusion is measured using five dimensions important for connection to society: income, employment, political activity, social support and participation. Threshold levels of exclusion are determined for each of these dimensions and the results added to obtain a rating or score for each of the respondents. Social capital is measured by the comprehensiveness of the participant’s social network and whether this network comprises bonding or bridging social capital. Although it is common to include the measurement of trust and reciprocity as part of social capital, networks has been deemed to be the most important component for policy development. Community connectedness is measured using an existing ‘Sense of Community Scale’, verified and commonly used in psychology.

Abstract

Purpose

Given the lack of understanding of social marketing success in theory and practice, this study aims to investigate how social marketing experts conceptualize success.

Design/methodology/approach

In this qualitative study, the authors conducted an open-ended online questionnaire with 48 worldwide social marketing experts, most with more than 20 years of experience in the field. The authors analyzed data using topic modeling, a machine-learning method that groups responses/terms into cluster topics based on similarities. Keywords in each topic served to generate themes for discussion.

Findings

While behavior change is mentioned as paramount to conceptualizing success, participants prefer to use more tangible and less complex forms to define/measure success, such as campaign recall uptick. In addition, lack of funding was considered an important factor in measuring success. This study provides a two-stage taxonomy to better understand success in social marketing.

Originality/value

To the best of the authors’ knowledge, this study is one of the first to conceptualize success in social marketing practice.

Abstract

Purpose

The purpose of this paper is to identify important elements of the evaluation and definition of success in social entrepreneurship. It considers previous approaches and the lessons that can be learned from other fields of organizational studies.

Design/methodology/approach

The method used is based upon an objective and subjective, social constructionist view of organizational success. The paper reviews the fields of strategy, organization theory, entrepreneurship and innovation to identify relevant frameworks, measures, definitions of success, and the implications of the choice of success measures on our understanding of various phenomena.

Findings

From this perspective, it becomes apparent that how success and failure are defined is based on assumptions about the value of social enterprise and the nature of social change. In order to develop a deeper understanding of the drivers of social enterprise, there must be experimentation with a rich complement of success measures that are not limited to the triple bottom line.

Practical implications

The paper is of use to social enterprise researchers, practitioners and consultants who are defining what it means for a social enterprise to be successful. The insights should allow for a more conscious evaluation of a range of potential success measures and the impacts they have on our social outcomes.

Originality/value

Although measuring social enterprise success is recognized to be an important topic, most work in the field implicitly or explicitly identifies success based on a goal‐centred evaluation of the triple bottom line. The paper challenges this thinking to include subjectivity, causation, contestation, organizational form and the multiple polar dimensions that must be balanced by every organization. It draws on research from related fields that have already struggled with these issues and can offer valuable lessons for social enterprise.

Purpose

The purpose of this paper is to present a framework for evaluation and ranking of potential surrogates to select the optimum surrogates and test it for five selected social resilience indicators in a disaster context. Innovative resilience assessment approaches are required to capture key facets of resilience indicators to deepen the understanding of social resilience. Surrogates can adequately represent the target indicator that is difficult to measure, as surrogates are defined as key facets of a target indicator.

Design/methodology/approach

To optimize the selection of surrogates, five key evaluation criteria were used. Disaster management experts completed an online survey questionnaire and evaluated three potential surrogate options. Surrogates were then ranked using PROMETHEE, a multi-experts multi-criteria group decision analysis technique.

Findings

A framework was devised to evaluate and rank potential surrogates to assess social resilience in a disaster context. The findings revealed that the first ranked surrogate can be the most critical facet of a resilience indicator of measure. In most instances, highly experienced cohort of practitioners and policy makers have aligned their preferences of surrogates with the overall ranking of surrogates obtained in this study.

Research limitations/implications

The surrogate approach can also be tested in different disaster and geographic contexts. The resilience indicators used in this study to explore surrogates are largely applicable in all contexts. However, the preference of surrogates may also vary in different contexts.

Practical implications

Once the surrogate is selected through an evaluation process proposed in this paper, the resilience status can be updated regularly with the help of the selected surrogate. The first ranked surrogate for each of the social resilience indicator can be applied, since the findings revealed that the first ranked surrogate can be the most critical facet in the context of the social resilience indicator being measured.

Social implications

The framework and the selection of optimal surrogates will assist to overcome the conceptual and methodical challenges of social resilience assessment. The applicability of selected surrogates by practitioners and policymakers in disaster management will play a vital role in resilience investment decision-making at the community level.

Originality/value

The surrogate approach has been used in the fields of ecology and clinical medicine to overcome the challenges in measuring difficult to measure indicators. The use of surrogates in this study to measure social resilience indicators in a disaster context is innovative, which was not yet explored in resilience measurement in disaster management.
