Abstract
Purpose
The purpose of this work is to bridge FL and blockchain technology through designing a blockchain-based smart agent system architecture and applying in FL. and blockchain technology through designing a blockchain-based smart agent system architecture and applying in FL. FL is an emerging collaborative machine learning technique that trains a model across multiple devices or servers holding private data samples without exchanging their data. The locally trained results are aggregated by a centralized server in a privacy-preserving way. However, there is an assumption where the centralized server is trustworthy, which is impractical. Fortunately, blockchain technology has opened a new era of data exchange among trustless strangers because of its decentralized architecture and cryptography-supported techniques.
Design/methodology/approach
In this study, the author proposes a novel design of a smart agent inspired by the smart contract concept. Specifically, based on the proposed smart agent, a fully decentralized, privacy-preserving and fair deep learning blockchain-FL framework is designed, where the agent network is consistent with the blockchain network and each smart agent is a participant in the FL task. During the whole training process, both the data and the model are not at the risk of leakage.
Findings
A demonstration of the proposed architecture is designed to train a neural network. Finally, the implementation of the proposed architecture is conducted in the Ethereum development, showing the effectiveness and applicability of the design.
Originality/value
The author aims to investigate the feasibility and practicality of linking the three areas together, namely, multi-agent system, FL and blockchain. A blockchain-FL framework, which is based on a smart agent system, has been proposed. The author has made several contributions to the state-of-the-art. First of all, a concrete design of a smart agent model is proposed, inspired by the smart contract concept in blockchain. The smart agent is autonomous and is able to disseminate, verify the information and execute the supported protocols. Based on the proposed smart agent model, a new architecture composed by these agents is formed, which is a blockchain network. Then, a fully decentralized, privacy-preserving and smart agent blockchain-FL framework has been proposed, where a smart agent acts as both a peer in a blockchain network and a participant in a FL task at the same time. Finally, a demonstration to train an artificial neural network is implemented to prove the effectiveness of the proposed framework.

Smart sustainable cities are cities as systems, where their infrastructure, different subsystems and different functional domains are virtually connected to the information and communication technologies (ICT) and internet via sensors and devices and the Internet of Things (IoT), to collect and process real-time Big Data and make efficient, effective and sustainable solutions for a democratic and liveable city for its various stakeholders. This chapter explores the concepts and practices of sustainable smart cities across the globe and explores the use of technologies such as IoT, Blockchain technology and Cloud computing, etc. their challenges and then presents a view on business models for sustainable smart cities.

Abstract
Purpose
This paper aims to explore the meaning of smart office environments from a user perspective by investigating user preferences and expectations.
Design/methodology/approach
Eleven semi-structured interviews with the users after moving into a smart office building of a Dutch Municipality and an observation as complementary data were conducted. The data were analysed based on the grounded theory and thematic analysis, combining a reflexive approach to the literature review.
Findings
Two main themes were revealed addressing user expectations and preferences for smart office environments: “enhanced interaction” with the social and physical office environment and “sense-making” of the smart concept (or smartness). Within these themes, basic and smart office aspects were identified and classified based on their association with smart office concepts or technology.
Practical implications
The findings reveal the meaning of the smart office concepts from a user perspective by highlighting the importance of user experience on enhanced interaction and sense-making of the smart office concept, equipped with basic and smart aspects.
Originality/value
To the best of the authors’ knowledge, this study is the first to qualitatively examine drivers underlying the meaning of smart office concepts from a user point of view. Organisations, environmental psychologists, designers and managers can use the findings of this study to develop guidelines for a successful smart office design.

Purpose
The application of smart contract can greatly reduce transaction costs and improve transaction efficiency. The existing smart contract are expensive, single application scenario and inefficient. This paper aims to propose a new smart contract model to solve these problems.
Design/methodology/approach
By investigating the research history, models and platforms, this paper summarizes the shortcomings of existing smart contracts. Based on the content and architecture of traditional contract, a smart contract model with wider application scope is designed.
Findings
In this paper, several models are used to describe the operation mechanism of smart contracts. To facilitate computer execution, a decomposition method is proposed, which divides smart contracts into several sub-contracts. Then, the advantages and deployment methods of smart contract are discussed. On this basis, a specific example is given to illustrate how the application of smart contract will change our life.
Originality/value
Smart contract is gradually applied to more fields. In this paper, the structure and operation mechanism of smart contract system in reality are given, which will be beneficial to the application of smart contract to more complex systems.

Purpose
The purpose of this paper is to develop and validate a scale for measuring perceived bureaucratic readiness for smart city initiatives.
Design/methodology/approach
The present study employs a mixed method approach to achieve its research objectives. An exploratory study, consisting of literature review and qualitative interviews with key informants, was conducted to develop an initial instrument for measuring bureaucratic readiness. An online survey of 40 civil servants involved in smart city programmes in the Yogyakarta City government was then administered to test the instrument’s validity and reliability.
Findings
Perceived bureaucratic readiness can be measured through four dimensions: commitment of the upper echelons, legal support, information technology resources and governance.
Research limitations/implications
The proposed scale provides an alternative instrument for measuring perceived bureaucratic readiness for smart city initiatives. However, as data were only derived from one city government, they are relatively small in scope. Future research can be conducted for generalisation by replicating this study in other cities, thereby measuring its effectiveness in other contexts and settings.
Practical implications
This study not only provides a better understanding of bureaucratic readiness for smart city initiatives, but also proposes an assessment tool as a practical means of assessing bureaucratic readiness. The quantification of readiness is beneficial to putting smart city programmes into practice, as it allows smart city managers to assess the internal bureaucracy’s level of readiness. It also allows managers to mitigate and further policy agendas and thereby improve the bureaucracy’s support for smart city programmes.
Originality/value
Literature sometimes underestimates the role of bureaucracy in smart city implementation while overly stressing stakeholders, vendors and technology. This paper attempts to contribute to smart city research by reaching beyond the technological perspective and focusing on local government bureaucracy. None of the extant literature provides a scale for measuring bureaucratic readiness. The study thus proposes a systematic way to develop a means of measuring perceived bureaucratic readiness for smart city programmes.

Purpose
Current literature argues that citizen engagement platforms must be used to gather citizens’ feedback to provide improved quality of services to citizens. However, limited studies consider the challenges faced by practitioners at the local level during the incorporation of those feedback for continuous service improvement. As a result, these services fail to fulfil the need of citizens. The purpose of this study is to structure the relationship between citizens’ feedback and continuous service improvement to meet the need of citizens.
Design/methodology/approach
Design science research methodology has been adapted under which a case study approach has been followed to investigate one of the citizens’ engagement platforms in Ireland.
Findings
The results from this study highlighted that practitioners faced challenges (e.g. capacity, risk and constraints) in terms of fulfilling the needs of citizens and there is a lack of structured approach to continuously provide improved services to them.
Research limitations/implications
This study provides a structured approach in the form of a process model to showcase how citizens’ feedback can be incorporated for continuously providing improved services to the citizens.
Social implications
This research provides a prescriptive view to assist municipalities during the incorporation of citizens’ feedback for continuous service improvement while addressing the challenges they face during this process.
Originality/value
This paper proposes a process model based on the guidelines of the open group architecture framework enterprise architecture and the collaboration with practitioners that would assist local authorities in continuously providing improved services to the citizens.

Abstract
Purpose
The proliferation of (big) data provides numerous opportunities for service advances in practice, yet research on using data to advance service is at a nascent stage in the literature. Many studies have discussed phenomenological benefits of data to service. However, limited research describes managerial issues behind such benefits, although a holistic understanding of the issues is essential in using data to advance service in practice and provides a basis for future research. The purpose of this paper is to address this research gap.
Design/methodology/approach
“Using data to advance service” is about change in organizations. Thus, this study uses action research methods of creating real change in organizations together with practitioners, thereby adding to scientific knowledge about practice. The authors participated in five service design projects with industry and government that used different data sets to design new services.
Findings
Drawing on lessons learned from the five projects, this study empirically identifies 11 managerial issues that should be considered in data-use for advancing service. In addition, by integrating the issues and relevant literature, this study offers theoretical implications for future research.
Originality/value
“Using data to advance service” is a research topic that emerged originally from practice. Action research or case studies on this topic are valuable in understanding practice and in identifying research priorities by discovering the gap between theory and practice. This study used action research over many years to observe real-world challenges and to make academic research relevant to the challenges. The authors believe that the empirical findings will help improve service practices of data-use and stimulate future research.

Abstract
Purpose
Drawing on the theory of memory-dominant logic, this study aims to examine how the substantive staging of the servicescape, experience co-creation, experiential satisfaction and experience intensification affect experience memorability and hedonic well-being in the case of unmanned smart hotels.
Design/methodology/approach
An online survey was used, with the target respondents being hotel guests people aged 18 years and older who had been recent guests of the FlyZoo Hotel in Hangzhou, China. Data were collected online from 429 guests who had stayed in the hotel between April and June 2023. Data analysis was undertaken using structural equation modelling.
Findings
The results suggest that all the proposed four constructs are positive drivers of a memorable unmanned smart hotel experience. The relationship between the memorability of the hotel experience and hedonic well-being was found to be significant and positive.
Practical implications
Unmanned smart hotels should ensure that all smart technologies function effectively and dependably and offer highly personalised services to guests, allowing them to co-create their experiences. This will lead to the guest receiving a satisfying and memorable experience. To enable experience co-creation using smart technologies, unmanned smart hotels could provide short instructional videos for guests, as well as work closely with manufacturers and suppliers to ensure that smart technology systems are regularly updated.
Originality/value
This study investigates the antecedents and outcomes of a novel phenomenon and extends the concept of memorable tourism experiences to the context of unmanned smart hotels.
