Abstract

This chapter examines the transition from traditional cities to smart cities, with a focus on integrating digital technologies, data, and services into the urban environment. The concept of a smart city aims to create urban spaces that are more efficient, sustainable, and livable by fostering collaboration among stakeholders such as government, businesses, and citizens. This chapter highlights that this transformation encompasses not only technological advancements but also significant social, cultural, and economic implications. It emphasizes the need to rethink urban governance, citizen engagement, and public service delivery. By leveraging data for decision-making, smart city technologies enable cities to optimize urban services and streamline internal operations. Strategically, smart city development aims to attract businesses, investors, and visitors through improved services, sustainability, and accessibility. This chapter also explores how smart cities can enhance their competitiveness by promoting innovation, entrepreneurship, and a dynamic environment for residents and tourists. Abstract

Purpose

In this study, the deployment of an integrated Quality Function Deployment (QFD) decision framework is presented to help cities design targeted strategies to become “smart”. Arguably smart cities leverage advanced technologies to enhance their smartness to improve everyday urban life. To this end, a QFD – Analytic Hierarchy Process – Analytic Network Process (QFD-AHP-ANP) framework is proposed to deliver guidance for selecting the appropriate mix of smart technologies based on the specific smart needs of each city.

Design/methodology/approach

The AHP and ANP methods are incorporated into QFD to enhance its methodological robustness in formulating the decision problem. AHP accurately captures and translates the “Voice of the Experts” into prioritized “Smart City” dimensions, while establishing inter-relationships between these dimensions and “Smart City Technologies”. Meanwhile, ANP explores tradeoffs among the technologies, enabling well-informed decisions. The framework’s effectiveness is evaluated through an illustrative application in the city of Thessaloniki.

Findings

Applying the framework to this real-world context confirms its practicality and utility, demonstrating its ability to particularize local, social, political, environmental and economic trends through the resulting mix of technologies in smart urban development strategies.

Originality/value

The importance of this study lies in several aspects. Firstly, it introduces a novel QFD decision framework tailored for smart city strategic planning. Secondly, it contributes to the operationalization of the smart city concept by providing guidance for cities to effectively adopt smart technologies. Finally, this study represents a new field of application for QFD, expanding its scope beyond its traditional domains.

Abstract

Purpose

Technologies continue to disrupt logistics and freight transport (known as smart logistics), but their impacts on smart city sustainability is underinvestigated. Drawing on technology, organisation and environment (TOE) perspective, the objective of this study is to empirically investigate the hierarchical effects of smart logistics on smart city sustainable dimensions (i.e. environmental, social and economic).

Design/methodology/approach

The study used cross-sectional survey to collect data from urban transporters, warehouse managers, retailers and information technology (IT) managers in Australia. Data were analysed using structural equation modeling (SEM) to test the hypothesised relationship between constructs of smart logistics and smart city sustainable performance.

Findings

The findings reveal that information and communications technologies (ICTs) use and IT capability (ITC) have positive and significant effects on smart logistics. Technology-enabled smart logistics have an immediate positive effect on smart city environment, which in turn has positive impacts on social and economic performance.

Practical implications

The study informs managers that smart logistics equipped with freight transport telematics can improve smart city environment through enhanced tracking and tracing of goods movement. The improved environmental stewardship is likely to support social and economic performance.

Originality/value

Smart city research remains primarily theoretical and focussed on concerns surrounding sustainable growth amid urbanisation and digitalisation. City logistics and urban freights play key role in smart city economic growth, but vehicular pollution pose social and environmental challenges. Technology-assisted smart logistics are likely to improve smart city sustainable performance but yet to find how they affect each other.

For decades, the fast population growth worldwide was interrelated with the adopted rapid lifestyle behavior that relies on the extensive use of fossil fuels. This primary energy source has caused various urban and environmental impacts, such as global warming, air pollution, and so forth. Consequently, the identified circumstance issues have caused many health, social, and economic hindering effects for global citizens. It poses an existential threat to humanity and the global earth's ecosystem. The alarming levels of urban pollution emissions are putting enormous challenges to the related stakeholders (governments, businesses, investors, automakers, and citizens) to admit the need to decarbonize the global economy and reach sustainable development goals (SDGs) for cleaner and smarter cities across borders. As such, a vital part of a smart city is the transport sector. The road transport sector, precisely, is one of the primary consumers of fossil fuels that contribute to high carbon dioxide emissions. Accordingly, it is essential to adopt novel and sustainable urban transport solutions and promote the achievement of the SDG's eleventh goal for sustainable cities and communities. This chapter provides insight into the present global energy situation with particular attention to the road transport sector. Indeed, it highlights different emerging technologies for a sustainable and smart urban mobility future that will mitigate the environmental situation thanks to the development of drive and internet telecommunication technologies. Furthermore, we aim in this chapter to study the international progress of the transition project using the Political, Economic, Social, Technological, Environmental, and Legal (PESTEL) analysis methodology. This study is to pinpoint opportunities for project development and the challenges that set back its evolution.

The recent pandemic of Covid-19 has substantially changed people’s daily lives. They work and interact even more based on information and communication technologies (ICT). The use of new technologies and the interconnectivity specific to smart cities have intensified in the context of the pandemic. A significant part of the population works from home, participates in concerts and other remote social activities, organizes online parties, communicates virtually with friends and family, etc. These transformations required an extended and more stable infrastructure, significant investments in the development of software applications dedicated to remote activities (streaming, contact tracing, security, online ordering and delivery, telemedicine, etc.), in specific services (data storage and applications, electronic signature services, etc.) and the integration of subsystems used in smart cities. This chapter examines the role of SARS-CoV-2 pandemic in the acceleration of digital transformations in smart cities due to the need and desire to digitize communities and public administrations. It has become a top priority for both private and public companies from smart cities in the context created by the pandemic.

Abstract

Purpose

The purpose of this paper is to develop a method for better analyzing the utility and impact of new technologies on smart cities. The authors have designed a tool that will evaluate new technologies according to a three-pronged scoring system that considers the impact on physical space, environmental issues and city residents. The purpose of this tool is to be used by city planners as part of a strategic approach to the implementation of a smart city initiative in order to reduce unnecessary public spending and ensure the optimal allocation of city resources.

Design/methodology/approach

The information and communication technologies that manage and transform twenty-first century cities must be reviewed, analyzing their impact on new social behaviors that shape the spaces and means of communication, developing a new methodology and setting the basis for an analysis matrix to score the different and technologies that affect a smart city environment.

Research limitations/implications

Traditional technological scenarios have been challenged, and smart cities have become the center of urban competitiveness. A lack of clarity has been detected in the way of describing what smart cities are, and the authors try to establish a methodology for urban policy makers to do so. As a dynamic process that affects several aspects, researchers are encouraged to test the proposed solution further.

Practical implications

After a review of the state-of-the-art, the authors found that there are no existing systems for assessing smart city strategies regarding new, evolving technologies. The methodology attempts to design a simple tool to bring urban developers and policy makers closer to the technology and to have an instrument with which to compare different alternatives before choosing one.

Social implications

Helped by new technologies, citizens are the ones who have the power to define new urban scenarios. For this reason the methodology the authors propose must have citizens and their needs as the ultimate reference, considering all the social, physical and environmental effects on people before selecting a new technology for urban strategies.

Originality/value

This paper fulfills an identified need to study how new technologies could affect urban scenarios before being applied, developing an analysis system in the form of a matrix to be used by urban planners and policy makers to decide how best to use them.

This chapter focuses on the competitive outcomes of present-day smart cities. It explores how cities can leverage economic and internal advancements to gain a competitive edge over other cities, and attract and retain both internal and external users. In the 21st century, cities engage in a global competition to attract citizens and businesses alike. The attractiveness and competitiveness of cities are directly linked to their ability to offer essential services that support growth opportunities, build economic value, and establish a competitive differentiation. Cities with advanced and innovative environments are more likely to maintain leading positions in an increasingly globalized world. Building upon the previous discussions on urban and economic outcomes, this chapter sheds light on the competitive outcomes of smart cities and the implications of global competition and city attractiveness for internal and external users. This chapter begins by examining the role of marketing innovation and internationalization in driving smart city development and how urban ecosystems and digital technologies can enhance city attractiveness. Purpose

This paper aims to investigate the role of Smart Technologies and Big Data as relevant dimensions in affecting the emerging social and economic dynamics of society with the aim to trace possible guidelines and pathways for decision makers and researchers interested in the governance of the Smart City’s ecosystem. The increasing attention to the domain of technologies and the amazing scenario that is emerging as a consequence of the influence of Smart Technology and Big Data in everyday life require reflection upon the ways in which the world is changing.

Design/methodology/approach

The paper adopts the interpretative lens provided by the systems thinking to investigate the challenging domain of the Smart City. A qualitative and interpretative approach is adopted to reflect upon the role of technologies in everyday life.

Findings

The Smart City ecosystem is defined as a multilevel construct useful for understanding how technical and technological dimensions of the Smart City can be managed not only as supportive instruments but also as key pillars to support, facilitate and ensure an effective cognitive alignment among all the involved actors.

Originality/value
