Abstract

As the size of the population is growing and the capacity of the planet Earth is limited, human beings are searching for sustainable and technology-enabled solutions to support society, ecology and economy. One of the solutions has been developing smart sustainable cities. Smart sustainable cities are cities as systems, where their infrastructure, different subsystems and different functional domains are virtually connected to the information and communication technologies (ICT) and internet via sensors and devices and the Internet of Things (IoT), to collect and process real-time Big Data and make efficient, effective and sustainable solutions for a democratic and liveable city for its various stakeholders. This chapter explores the concepts and practices of sustainable smart cities across the globe and explores the use of technologies such as IoT, Blockchain technology and Cloud computing, etc. their challenges and then presents a view on business models for sustainable smart cities.

Abstract

Globally, urban planners and decision makers are pursuing place-based initiatives to develop and enhance urban infrastructure to optimise city performance, competitiveness and sustainability credentials. New discourses associated with big data, Building Information Modelling, SMART cities, green and biophilic thinking inform research, policy and practice agendas to varying extents. However, these discourses remain relatively isolated as much city planning is still pursued within traditional sectoral silos hindering integration. This research explores new conceptual ground at the Smart – Natural City interface within a safe interdisciplinary opportunity space. Using the city of Birmingham UK as a case study, a methodology was developed championing co-design, integration and social learning to develop a conceptual framework to navigate the challenges and opportunities at the Smart-Natural city interface. An innovation workshop and supplementary interviews drew upon the insights and experiences of 25 experts leading to the identification of five key spaces for the conceptualisation and delivery at the Smart-Natural city interface. At the core is the space for connectivity; surrounded by spaces for visioning, place-making, citizen-led participatorylearning and monitoring.The framework provides a starting point for improved discussions, understandings and negotiations to cover all components of this particular interface. Our results show the importance of using all spaces within shared narratives; moving towards ‘silver-green’ and living infrastructure and developing data in response to identified priorities. Whilst the need for vision has dominated traditional urban planning discourses we have identified the need for improved connectivity as a prerequisite. The use of all 5 characteristics collectively takes forward the literature on socio-ecological-technological relationships and heralds significant potential to inform and improve city governance frameworks, including the benefits of a transferable deliberative and co-design method that generates ownership with a real stake in the outcomes.

Abstract

Purpose

Current literature argues that citizen engagement platforms must be used to gather citizens’ feedback to provide improved quality of services to citizens. However, limited studies consider the challenges faced by practitioners at the local level during the incorporation of those feedback for continuous service improvement. As a result, these services fail to fulfil the need of citizens. The purpose of this study is to structure the relationship between citizens’ feedback and continuous service improvement to meet the need of citizens.

Design/methodology/approach

Design science research methodology has been adapted under which a case study approach has been followed to investigate one of the citizens’ engagement platforms in Ireland.

Findings

The results from this study highlighted that practitioners faced challenges (e.g. capacity, risk and constraints) in terms of fulfilling the needs of citizens and there is a lack of structured approach to continuously provide improved services to them.

Research limitations/implications

This study provides a structured approach in the form of a process model to showcase how citizens’ feedback can be incorporated for continuously providing improved services to the citizens.

Social implications

This research provides a prescriptive view to assist municipalities during the incorporation of citizens’ feedback for continuous service improvement while addressing the challenges they face during this process.

Originality/value

This paper proposes a process model based on the guidelines of the open group architecture framework enterprise architecture and the collaboration with practitioners that would assist local authorities in continuously providing improved services to the citizens.

Abstract

Purpose

The purpose of this paper is to introduce the special issue about generation of public value through smart technologies and strategies. The key argument is that smart technologies have the potential to foster co-creation of public services and the generation of public value in management processes, based on the collaborative, social and horizontal nature of these smart technologies. Understanding these processes from a public management perspective is the purpose of this paper and the rest of the special issue.

Design/methodology/approach

The approach to this paper is a theoretical and conceptual review, whereas practical implications both for scholars and practitioners arise from the review of the literature and the conceptual approximation to the notion of smartness in technologies and government. This approach is rooted in the potential of the latest smart technologies and strategies to transform public administrations and to better understand and cope societal problems.

Findings

The conceptual and theoretical perspective of this paper offers ideas for future developments. The content of this paper shows that new smart technologies and strategies will shape, and will be shaped by, the future of public organizations and management. This paper illustrates the process of change in public value generation over time, as a result of different public management paradigms (from traditional public administration to new public management), but also different types of technologies (from mainframes to websites and social media and beyond). The empirical evidence of the articles of this special issue supports this conclusion; that open and collaborative innovation processes developed under this emergent technological wave could become encouraging transformative practices in the public sector.

Research limitations/implications

The theoretical and conceptual nature of this paper needs further empirical research to validate some of the discussed assumptions and ideas.

Originality/value

Although this paper is oriented to present the main contents of the special issue, it also provides an original approach to the theme of public value generation using smart technologies and strategies in public sector management.

Abstract

This paper is premised upon an analysis of 26 cities within the UK regarding their smart city projects. Each city was analyzed through news articles, reports and policy documents to ascertain the level of each city's development as a smart city. Each was coded by separating the projects into five types, which were ranked on a scale from 0 (no plans for use) to 5 (project type in use). The most common types are the provision of open data and the creation of business ecosystems as the primary driver of the smart city. However, many councils and enterprises proclaim smartness before the technology is actually in use, making it difficult to separate what is utilised and what is under development. Therefore, this paper further carried out an analysis of 20 cities and their intended plans to usher in the smart city, to observe the expected emergence of smart city technology. This was achieved by interrogating various roadmaps and policy documents produced by the respective cities. It was found that the most prevalent form of emergent smart city technology is the rollout of 5G and increased educational programmes alongside a proliferation of internet of things and electric vehicle usage.

Design/methodology/approach

Findings

Cities as sustainable urban communities develop smartness as a vision for change understanding and developing the potential offered by information technology reinforcing the community by shaping collaborative governance.

Research limitations/implications

Cities using information technology as a source for urban sustainability develop smartness to evolve as smart communities following a managerial and organizational view towards sustainability as a source for continuous innovation and change within urban ecosystem.

Originality/value

Cities identify a sustainability-oriented and community-driven pathway as a vision for continuous change that helps to improve urban competitiveness, innovation and democracy ensuring high quality of life by strengthening the potential offered by technology-enabled and human-centred smartness.

Abstract

Purpose

The purpose of this paper is to identify the intention of living in a smart city as from its characteristics in the individual perception by the young public based on the proposal of an expanded model.

Design/methodology/approach

The empirical research carried out herein was based on a survey, consisting of a sample of 380 valid questionnaires. Data analysis was carried out through multivariate quantitative approach using structural equation modeling, with estimation by partial least square.

Findings

In the model, it was possible to adapt all the characteristics of smart cities. The “environment” characteristic was the one that presented the greatest relationship in contributing to efficiencies that allow the migration of citizens and in reducing the environmental impact in the cities’ quality, and the “economy” characteristic was the one that presented the lowest relationship opening the opportunity that this concept can be more widespread within the economic agents and individuals for the society.

Originality/value

Finally, it is argued that efficiency in all characteristics will depend on the engagement of citizens in the innovation processes of public living in general. The smart city is distinguished from other typologies due to its success in the field of innovation, essentially depending on the collaborative process that is developed in environments that encourage discovery and idea generation.

Abstract

Purpose

The paper explores the emergence of smart city governance with a particular focus on the cognitive value of the new technologies and the different accountabilities emerging in the digital infrastructures attempting to visualize and rationalize urban dynamics.

Design/methodology/approach

Drawing on ethnographic, netnographic and interview data from an empirical case study of the Smart and Wise City Turku spearhead project, the study builds on the assumption that smart cities emerge from the interaction between the characteristics of technologies, constellations of actors and contextual conditions.

Findings

The results report smart city activities as an organizational process and a reconfiguration that incorporates new technology with old infrastructure. Through the lens of the empirical examples, we are able to show how smart city actors, boundaries and infrastructures are mobilized, become valuable and are rendered visible. The smart cities infrastructure traces, values and governs actors, identities, objects, ideas and relations to animate new desires and feats of imagination.

Practical implications

In terms of implications to practice, the situated descriptions echo recent calls to leaders and managers to ask how much traceability is enough (Power, 2019) and limits of accountability (Messner, 2009).

Originality/value

The central theoretical concept of “thinking infrastructure” highlights how new accounting practices operate by disclosing (Kornberger et al., 2017) new worlds where the platforms and the users discover the nature of their responsibilities to the other. The contribution of this paper is that it examines what happens when smartness is understood as a thinking infrastructure. Different theorizations of infrastructure have implications for the study of smart cities. The lens helps us grasp possible tensions and consequences in terms of accountability that arise from new forms of participation in smart cities. It helps urban governance scholarship understand how smartness informs and shapes distributed and embodied cognition.
