Abstract
The brief announcement that the Government had accepted that there should be regulations on open date marking of food, to come into effect in 1975, will come as no surprise. It is a timely reminder of what public pressure can achieve these days; how sustained advocacy and publicity by interested sectors of society—magistrates, local authorities, public health workers, consumer groups—can secure legislative changes which, in this case, run counter to trade opinions and the recommendation originally made by the Food Standards Committee that such a proposal was not practical and the existing law was an adequate protection. This was stated in the FSC Report on Food Labelling of 1964, although there was no indication of the evidence reviewed or that the subject had been considered very deeply; it was, after all, only a small fraction of the problem of food labelling control. It was also stated in this Report that in certain cases, date‐stamping of food could give to purchasers a false sense of security, “not justified by the conditions under which the food has been kept since manufacture”.

In years past, when life seemed simpler and the Law much less complicated, jurists were fond of quoting the age‐old saying: “All men are equal before the Law.” It was never completely true; there were important exemptions when strict legal enforcement would have been against the public interests. A classic example was Crown immunity, evolved from the historical principle that “The King can do no wrong”. With the growth of government, the multiplicity of government agencies and the enormous amount of secondary legislation, the statutes being merely enabling Acts, this immunity revealed itself as being used largely against public interests. Statutory instruments were being drafted within Ministerial departments largely by as many as 300 officers of those departments authorized to sign such measures, affecting the rights of the people without any real Parliamentary control. Those who suffered and lost in their enforcement had no remedy; Crown immunity protected all those acting as servants of the Crown and the principle came to be an officials' charter with no connection whatever with the Crown. Parliament, custodian of the national conscience, removed much of this socially unacceptable privilege in the Crown Proceedings Act, 1947, which enabled injured parties within limit to sue central departments and their officers. The more recent system of Commissioners—Parliamentary, Local Authority, Health Service—with power to enquire into allegations of injustice, maladministration, malpractice to individuals extra‐legally, has extended the rights of the suffering citizen.

Abstract
Purpose
Antimicrobials may be incorporated into garments to protect the textiles, control malodour or to potentially reduce the spread of infection. Yet still not well understood is how antimicrobial-treated textiles may influence a person's resident microflora during wear, as limited in vivo testing has previously been carried out. The purpose of this paper is to assess whether normal skin microflora was altered as a result of contact with selected antimicrobial-treated fabrics.
Design/methodology/approach
Three selected antimicrobial-treated fabrics (i.e. Fabric 1: triclosan; Fabric 2: zinc pyrithione derivative; and Fabric 3: silver chloride and titanium dioxide) were placed on the forearm of participants (n=19). Bacterial counts obtained under treated and untreated fabrics following 24 hours of occlusion were compared. The antimicrobial efficacy of fabrics displayed in vitro was also compared with the activity displayed in vivo.
Findings
Two of the three fabrics (Fabrics 1 and 2) reduced bacterial populations on the skin following 24 hours occlusion compared to the matched control fabrics (Fabric 1: p<0.05; Fabric 2: p<0.001). Whereas, following occlusion with Fabric 3 bacterial populations were not significantly different than the matched control. The present study demonstrated that in vitro assessment of antimicrobial capacities of fabrics do not necessarily predict the effects of such fabrics during wear.
Originality/value
The paper highlights that in vivo studies are a necessary and important tool for understanding the interactions of an antimicrobial-treated fabric with the wearer's skin. As well, the new method developed can be used by other researchers to examine the potential impact on skin microflora due to contact with antimicrobial-treated textiles.

The new Fair Trading measure aims at the establishment of a strong, bioadly‐based central direction of consumer protection; a new Director‐General of Fair Trading with wide responsibilities “for protecting consumers” with authority to “make proposals for the exercise of order‐making powers in relation to trading practices which adversely affect consumer interests”, and “to act against those who persistently follow a course of conduct unfair to consumers”. Abstract
Purpose
The primary objective was to determine the prevalence of indicator microorganisms [Staphylococcus aureus, non-S. aureus staphylococci (NSAS), coliforms and aerobic bacteria] for contamination of chicken carcasses, carcass drip and rinse water from the informal chicken market in Gauteng, South Africa.
Design/methodology/approach
Chicken swabs, chicken drips and rinse waters were collected from 151 chickens from 47 random outlets. Pre-tested questionnaires were administered to capture the risk factors for bacterial contamination. Standard microbiological procedures were conducted for isolation and enumeration of target bacteria.
Findings
NSAS (64% and 41%) and S. aureus (12% and 31%) were prevalent on carcasses and in carcass drip respectively. Coliforms (62%) and aerobic bacteria (85%) were detected in rinse water. Significant risk factors for contamination of carcasses with NSAS, S. aureus and coliform organisms were: evisceration of chickens on the same location used for sale, cleaning of display counter with dirty clothes/wipes, holding of differently sourced chickens in the same cage prior to slaughter, not cleaning the display table/counter and hands at all, washing knives in rinse water, high turnover of daily slaughter and length of time to display chickens.
Research limitations/implications
The limitations of this research were the limited geographical coverage and small sample size.
Practical implications
The isolation of these indicator microorganisms suggests the potential presence of other chicken-borne pathogens not tested for in the study.
Social implications
The findings serve to inform policy on public health and street-vended food and can guide control on good sanitary practices.
Originality/value
This is the first comprehensive report on ready to eat chickens from the informal markets in Gauteng, South Africa.

Abstract
Artificial contamination of chicken pieces with bioluminescent E. coli DH5a (pLITE 27) was used to examine the relationship between food hygiene interventions and the extent of contamination in a model kitchen. Analysis showed that, during the preparation of chicken casserole, bacteria were widely disseminated throughout the kitchen and equipment used. Food hygiene interventions were shown to reduce the extent of contamination. Demonstrates that effective cleaning and hand washing are important in preventing cross‐contamination in the domestic kitchen.

Abstract
Purpose
The purpose of this paper is to determine the effect of synbiotic combination of lactobacilli with konjac glucomannan hydrolysate (GMH) to reduce Streptococcus mutans growth in vitro with the intention of characterising its efficacy as a new approach for oral hygiene.
Design/methodology/approach
Strains of Lactobacillus acidophilus and S. mutans were grown individually or in combination in modified Columbia base broth supplemented with 2 per cent GMH. Following incubation, the samples were plated on De Man, Rogosa and Sharpe and Columbia blood agar and growth of both strains was assessed.
Findings
The probiotic bacteria L. acidophilus was able to “out grow” S. mutans in the presence of konjac glucomannan in the mixed cultures.
Originality/value
The results indicate that consumption of prebiotic and probiotic combinations may play a role as potential prophylactic or therapeutic agents for reducing the presence of organisms in the mouth associated with tooth decay. In order to confirm a beneficial effect of GMH further in vivo in this concept, studies involving healthy human volunteers should be considered.

Abstract
Purpose
Fibre content can influence the intensity of odour that develops within clothing fabrics. However, little is known about how effective laundering is at removing malodours in clothing which differ by fibre type. The purpose of this paper is to investigate whether a selected cotton fabric differed in odour intensity following multiple wear and wash cycles compared to a polyester fabric.
Design/methodology/approach
Eight (male and female) participants wore bisymmetrical cotton/polyester t-shirts during 20 exercise sessions over a ten-week trial period. Odour was evaluated via a sensory panel, bacterial populations were counted and selected odorous volatile organic compounds were measured with comprehensive two-dimensional gas chromatography and time-of-flight mass spectrometry detection. Analysis occurred both before and after the final (20th) wash cycle.
Findings
Findings showed that laundering was effective in reducing overall odour intensity (p0.001) and bacterial populations (p0.001) in both cotton and polyester fabrics. Odour was most intense on polyester fabrics following wear, not just before, but also after washing (p0.001); although, no differences in bacterial counts were found between fibre types (p>0.05). Chemical analysis found C4-C8 chained carboxylic acids on both types of unwashed fabrics, although they were more prevalent on polyester.
Originality/value
The findings suggest that the build-up of odour in polyester fabrics may be cumulative as important odorants such as the carboxylic acids were not as effectively removed from polyester compared to cotton.
