Abstract

Purpose

To analyze the role of construction site supervisors, including foremen and general foremen, as front‐line managers. The role is treated as a critical labor function and a source of value‐added for construction management.

Design/methodology/approach

An original model based on the labor competency management framework is proposed for training, developing and certifying construction supervisors in Chile and other developing countries. This model was developed from the findings of a case study in which the competency framework was applied to a specific construction company.

Findings

This case study has demonstrated the significant potential of the competency framework for the Chilean construction sector, with its underdeveloped human resources management methods. In particular, this framework can be an effective approach to achieving the competencies required by construction site supervisors who must deal with inadequately trained workers, as is the case in many developing countries. The structured approach of the competency framework can help companies create more objective schemes for the design and implementation of training programs.

Practical implications

The application of the competency approach can greatly improve the human resources management function in construction companies as well as the site performance of their personnel. The findings obtained so far in Chile can also be projected to construction companies in other developing countries in the region.

Originality/value

This paper presents the first application of the competency framework to a Chilean construction company. This study is also original in the sense that the application described here was carried out in an environment where human resource conditions are quite deficient.

Abstract

Purpose

Sources highlight that insufficient skills of site supervisors considerably influence the progress of many construction projects in numerous countries. This study intends to identify the crucial supervisory competencies that influence the effectiveness of building project operations in the context of developing countries.

Design/methodology/approach

The crucial construction site supervisory competencies were qualitatively identified through a comprehensive literature survey and a series of expert interviews with the use of thematic analysis approaches. A questionnaire survey was then carried out among 154 building project firms to quantify the impacts of the competencies on the effectiveness of project tasks with the use of the relative importance index approach. Additionally, industry-consultative meetings were held using problem-focused communication strategies to scrutinise the necessary actions.

Findings

Overall, 22 cognitive elements and 24 skills/abilities of supervisors were determined as being critical according to their impact values, where the site supervisors cognitive domains in construction planning and construction materials were determined as the top-ranking competencies in the list, with their manual skills/abilities in labour management and labour performance evaluation. Accordingly, a group of key competency outcomes were produced for the considerations in developing new site supervisory training components. Relevant statistical analysis results and the industry consultative outcomes substantiated the validity and dependability of the overall results.

Research limitations/implications

Although the study's focus was to site supervision procedures used in Sri Lankan building construction projects, the overall findings/outcomes might be put to the test in related situations in other emerging industries in other countries.

Originality/value

The study has constructed a base that shows how the significant site supervisory competencies influence the effectiveness of building construction operations, contributing to making a big difference in the methods of reskilling/upskilling in the industry associated with construction labour, supervision, efficiency management and productivity enhancement.

Abstract

The groundbreaking works of Maslow and Herzberg have been used by many researchers on construction worker motivation. These two classical theorists were used as the basis for a survey of needs, motivators and demotivators on high‐rise building construction sites in Bangkok, Thailand. The needs and felt motivators of construction workers in Bangkok are low on the Maslow hierarchy. The agreement between workers and supervisors regarding needs is strong. However, the agreement on motivators and demotivators is rather weak. This may lead to the use of inappropriate methods for motivating workers. A comparison of the results of the present survey with other studies showed that attempts to motivate workers should take cognizance of the cultural context in order to achieve good results.

Abstract

Purpose

The manufacturing industry is a well-known source of interventions adapted to solve problems in the construction industry. The use of Training-Within-Industry (TWI) is one such intervention adopted in the construction industry to solve the construction problem relating to occupational health and safety (OHS). The objectives of TWI are to help the industry to transfer knowledge and skills from management to the employees. Therefore, the purpose of this paper was to investigate whether TWI can reduce OHS problems by promoting “learning by doing” on construction sites.

Design/methodology/approach

A case-based-research method was used to investigate the reported OHS problems in the construction industry in South Africa. The data were quantitative and qualitative in nature; the questionnaire survey, semi-structured interview and focus group interview techniques were used to collect data in the study.

Findings

The findings provide a better understanding of the human contributions influencing the behaviour of people causing accidents on construction sites. The data show that construction project leaders struggle to promote “learning by doing” because of inappropriate behaviour, lack of communication and inadequate training provided to new workers on construction sites. Also, there is significant scope for TWI deployment in construction because of the inability of supervisors or management to promote “learning by doing” on construction sites.

Practical implications

Based on the research findings, it is discovered that OHS is a serious concern in the construction industry. Therefore, the adoption of learning by doing on a construction site would help to improve OHS outcome.

Originality/value

The study highlights the need to introduce TWI on construction sites to reduce human failure causing accidents. TWI could lead to improving the knowledge- and skills-transfer programmes for construction workers in favour of better safety performance.

Abstract

Purpose

Experiential learning incorporated into library and information science education in the form of a practical placement has long been accepted as important. However, it is not always possible for students to undertake a traditional internship because of constraints associated with the physical location of internship sites. The purpose of this paper is to explore virtual alternatives, in the context of digital curation.

Design/methodology/approach

Surveys exploring the internship experience were conducted of students and supervisors, leading to the development of a pilot study. In addition, discussions were held with possible supervisors in a country with a small population, faced with the challenge of building capability in digital curation.

Findings

The concept of a virtual internship is entirely appropriate given the focus on digital tools, information and systems in digital curation. A new dimension to the traditional internship experience is the potential for sharing expertise internationally, in diverse settings.

Research limitations/implications

Although the paper describes activities taking place through the School of Library & Information Science at San Jose State University, the findings can be used to justify virtual internship programs and develop strategies to be employed by other Schools at the University and other Universities within and outside the USA.

Practical implications

This paper includes implications for the development of successful virtual internship programs on the Master's degree level, including those for students preparing for careers in digital curation.

Originality/value

The paper provides insight into the practical issues associated with incorporating experiential learning into digital curation curricula and signals the potential for approaching internships from a global perspective.

Abstract

Purpose

Despite many studies that aim to argue, develop and position the concept of psychological contracts, few have explored how a psychological contract may be applied to safety in the construction industry. A psychological contract of safety (PCS) describes an individual's conceptualized belief that relates to mutual safety obligations, drawn from explicit or implicit promises of associated workers or its supervisor. This study investigates safety practices on construction sites through the lens of the widely applied and researched psychological contract theory emanating from a business paradigm.

Design/methodology/approach

The process of validating a PCS scale within the construction industry required the collection of data from a mega-construction project in Sydney, Australia. A quantitative methodology was used to collect data from 352 construction workers through a survey instrument designed to reveal their perception of procedures, policies and practices. Structural equation modelling (SEM) was used to ensure data reliability and data validity of the survey findings together with goodness of fit of PCS model.

Findings

The findings showed the presence of a PCS in a construction safety setting examined. A two-factor model underlying aspects, namely employer and employee obligations was recommended since the four-factor model, including relational and transactional components of both parties' safety obligations, could not be validated due to the discriminant validity associated with the particular constructs.

Originality/value

Conceptualizing the extant PC theory as a framework from which to leverage safety management initiatives brings a new approach to construction safety studies, revealing the influential role of supervisors in interpreting safety practices. The research aimed to identify safety obligations, which are influential in the development of PSC scale, further the research provides an explanation as to how a PCS may be contextualized in the construction industry.

Abstract

Purpose

Leaders' behavior has a critical impact on workers' safety behavior. However, previous studies have shown contradictive views on the effect of different leadership styles on safety behavior. One reason may be that the effectiveness of leaders' behavior varies according to diverse contexts. This study examines the effect of transformational and transactional leadership (TsL) on the safety behavior of on-site workers under different levels of social capital in construction projects.

Design/methodology/approach

Safety behavior is divided into three types: safety compliance (SC), organizational-oriented safety participation and individual-oriented safety participation (ISP). Questionnaire survey data were collected from 302 construction workers in the Chinese construction industry.

Findings

The results indicate that the positive effect of transformational leadership (TfL) of frontline supervisors on the two types of construction workers' safety participation is enhanced when social capital is high, although TfL has no significant effect on SC behavior. In contrast, TsL can promote construction workers' SC behavior and organizational-oriented safety participation and social capital positively moderating these relationships. TsL has no significant effect on ISP, but its interaction with safety behavior is positively related to ISP.

Research limitations/implications

This study explains the inconsistent findings of previous research related to the role of leadership in safety behavior by introducing the social capitaltheory and distinguishing safety participation into two typesThis study is confined to one specific country, future research may benefit from investigating whether the conclusions of this study will be different in other nations with diverse cultures.

Practical implications

The findings of the study provide frontline supervisors with new insights into improving workers' safety and the efficiency of leadership in safety management.

Originality/value

This study explains the inconsistent findings of previous research related to the role of leadership in safety behavior by introducing the social capital theory and distinguishing safety participation into two types.

Abstract

Purpose

This study aims to show what interventions in human factors can effectively reduce construction workers' unsafe behavior.

Design/methodology/approach

A diagnostic intervention model targeted the construction workers' weakest internal factors. The workers' behavior and cognition data were collected via a questionnaire and a video camera system from two medium-sized construction sites. A safety supervisor accompanied each site supervisor to improve construction workers' internal factors by implementing the designed intervention measures.

Findings

The statistical analysis results confirmed a persistent positive effect on construction workers' safe behavior by improving internal factors. Among the intervention programs applied, those aimed to improve the subjective norms, safety knowledge and attitudes had the most significant effect sizes.

Practical implications

The findings of this case study advise project managers to design a specific behavioral intervention that aims at improving construction workers' significant internal factors, including subjective norms, safety attitudes, habits and knowledge together with demographic characteristics to reduce construction workers' unsafe behavior.

Originality/value

While the declining rate of construction accidents approaches an asymptote which is still high, this study suggests that targeting the individual internal factors through diagnostic interventions is the key to further reduce the rate by improving construction workers' behavior.

Abstract

Purpose

The English-speaking Caribbean is currently at a crossroads regarding the education and training of home-grown psychologists meeting the ever-increasing demands for mental health care in the region. This paper recommends an innovative approach to build capacity in mental health care in the English-speaking Caribbean that will require partnerships between the regional university, experienced registered practising psychologists, professional resources in the diaspora, public health and education institutions, which will produce trained clinical supervisors, PhD psychologists and improved mental health services in the region.

Design/methodology/approach

Documents about the postgraduate programmes in psychology from the regional university were sourced. PubMed, Medline and Google Scholar were searched for the English language published articles using the key phrases psychology AND/OR psychologist AND/OR education AND training AND mental health. Searches of the reference lists of included articles were also undertaken.

Findings

Postgraduate psychology programmes in the region have become stalled at the master’s level. Meanwhile, doctoral-level training is being sought outside the Caribbean largely due to the lack of availability of trained clinical supervisors. Moreover, training outside the region may lead to deficits regarding cultural relevance of practices, as well as impede the overall development of Caribbean psychology.

Research limitations/implications

This paper provides insights into the current practice of education and training for Caribbean postgraduate psychology students and the implications for the development of the practice of psychology in the region. Recommendations for educational and training strategies are provided.

Practical implications

The proposed framework presented will help upgrade experienced master’s-level trained psychologists to PhDs with training in clinical supervision through Research Advancing Intensive Supervision Education (RAISE) doctoral programmes and can cultivate improved mental health services with a wider reach across the Caribbean.

Social implications

Raising the training standards of the psychologists, preparing clinical supervisors and increasing access to practicum sites will improve the trajectories of psychologists within the English-speaking Caribbean and the mental health of the population. Such changes will help to ensure the use of culturally appropriate therapies with Caribbean clientele. There are many social implications for capacity building within the practice and research domains of the preparation of psychologists. For example, increased access to psychological care, improved well-being of citizens, decreased prevalence of work absenteeism and improved management of citizens’ mental health and well-being.

Originality/value

This paper provides insights into the current practice of education and training for Caribbean postgraduate psychology students and the implications for the development of the practice of psychology in the region. Recommendations for educational and training strategies are provided. The proposed organising framework presented offers a new conceptual model that can be used to guide the capacity building of psychologists within the English-speaking Caribbean. Improved quality management reinforced with effective financial and technical audit are considered to be crucial factors to combat these crimes, which take place because people are able to use the systems they operate to solicit and accept bribes. Ineffective procedures can usually be exploited because of poor supervision and inadequate levels of accountability.
