Abstract

Purpose

This paper aims to deal with integrated planning and scheduling problem in multi-site manufacturing environment and provides a comprehensive review of literature. Classification schemes and various aspects of planning and scheduling problem in multi-site manufacturing are highlighted.

Design/methodology/approach

A structured review methodology is adopted to classify the relevant literature. Taxonomy for classification of the problem is presented, followed by review of modelling approaches, solution strategies and challenges faced in multi-site integrated planning and scheduling problem.

Findings

The paper is concluded with interesting research findings and a short view on directions related to modelling approach, solution strategy and technique for further developments in the area of multi-site integrated planning and scheduling.

Research limitations/implications

The findings of this study would be helpful for future researchers and practitioners to provide a knowledge base and to further work in this area.

Originality/value

This study attempts to consolidate the diverse literature available and highlight the various aspects of planning and scheduling in multi-site manufacturing.

Abstract

Purpose

Prefabricated construction concerns off-site production, multi-mode transportation and on-site installation of the prefabricated components, which are interdependent and dynamically interactive, so coordination among the multiple stages along the prefabricated component supply chain (PCSC) is indispensable. This study aims to solve the dynamic transportation planning problem for the PCSC by addressing the interdependency, dynamic interaction and coordination among the multiple stages and different objectives of the stakeholders.

Design/methodology/approach

The PCSC is analyzed and then the formulation for the dynamic transportation planning problem is developed based on the just-in-time (JIT) strategy. The particle swarm optimization (PSO) algorithm is applied to solve the dynamic optimization problem.

Findings

The proposed dynamic transportation planning method for the PCSC regarding component supplier selection, transportation planning for means, routes and schedule, site layout planning and transportation plan adjustment is able to facilitate coordination among the multiple stages by addressing their interdependencies and dynamic interactions, as well as different economic objectives of the stakeholders such as suppliers or the contractor.

Originality/value

The study helps to achieve the advantages of prefabricated construction by prompting coordination among multiple stages of the PCSC by realizing different benefits of the stakeholders. In addition, it provides the stakeholders with the competitive bidding prices and the evaluation data for the bids quote. Meanwhile, it contributes to the domain knowledge of the PCSC management with regard to the viewpoint of coordination and integration of multiple stages rather than only one stage as well as the dynamic optimization model based on the JIT strategy and the PSO algorithm.

Abstract

Purpose

There is a growing international interest in the impact of regulatory controls on the supply of housing. The UK has a particularly restrictive planning regime and a detailed and uncertain process of development control linked to it. The purpose of this paper is to present the findings of empirical research on the time taken to gain planning permission for selected recent major housing projects from a sample of local authorities in Southern England.

Design/methodology/approach

Information on a 180 major residential projects in Southern England are collected from the records of planning authorities and the data analysed for information on the extent of delay and variability in the processing time for applications.

Findings

The scale of delay found was far greater than is indicated by average official data measuring the extent to which local authorities meet planning delay targets.

Practical implications

If these results are representative of the country as a whole, they indicate that planning delay could be a major cause of the slow responsiveness of British housing supply.

Originality/value

This is the first time that planning delay in the UK has been measured in a comprehensive project‐based manner from original records.

Sharing and exchanging information between project participants are basic requirements for developing construction plans. An isolated construction planning knowledge‐based system is no more useful and beneficial than any another ‘island of automation’ unless the integration with other construction applications are addressed. This paper proposes conceptual data and process models for a construction planning system, CONPLAN (Intelligent CONstruction PLANning), which works within a fully Integrated Construction Environment (ICE). An object oriented methodology (James Martin) has been used to establish generic construction models within which other construction applications can be integrated. This paper also introduces briefly the modularized approach that has been adopted to integrate the various construction applications over the project life cycle.

Abstract

Purpose

This study aims to identify and categorise common on-site problems from a supply chain management (SCM) perspective and to trace the origin of these problems in the construction project process, the supply chain or in the intersection between these processes. This allows for identification of how on-site problems affect SCM in construction projects and how they can be mitigated.

Design/methodology/approach

A literature review in combination with semi-structured interviews was used to identify on-site problems. This enabled triangulation and strengthened both construct validity and internal validity.

Findings

On-site problems can be categorised in one of the four following categories: material flows, internal communication, external communication or complexity. The first category has its origin in the supply chain, the second in the construction project process, the third in the supply chain-construction process intersection on site and the fourth in the construction project as a whole. The findings conclude that on-site problems often originate from construction companies’ lack of supply chain orientation.

Research limitations/implications

It is suggested that supply chain planning (SCP) can facilitate on-site problem mitigation in construction project management. This extends the body of knowledge of SCP in construction project management and supports the development of effective on-site construction project management.

Practical implications

The results show that SCP can aid construction project management in handling on-site problems earlier in the project process.

Originality/value

The main value lies in extending the body of knowledge in construction project management research by applying an SCM perspective and by introducing SCP to support more effective construction project management.

Abstract

With the introduction in 1988 of a system of site‐based management in England and Wales, schools are now operating in a radically altered planning context in which responsibility for strategic planning has been delegated from local education authorities (LEAs) to individual schools. Although school development planning has been widely adopted by LEAs in the UK as a rational approach to site‐based planning, indicative research suggests that strategic planning in a sample of schools operating in the newly decentralized environment has been slower to develop in practice than originally anticipated. Evidence of a lack of a coherent planning process in schools casts doubt on their ability to operate successfully in the strategic vacuum likely to be created if the gradual demise of LEAs continues. Suggests that if schools are to take full advantage of the opportunities offered by site‐based management to plan and sustain their own long‐term improvement and development, a thorough review may be needed by central government of their existing laissez faireattitudes towards site‐based planning, if there is not to be considerable long‐term damage to the national education service as a whole.

Abstract

Purpose

This paper develops a platform that can be used to determine how to effectively and efficiently deal with a large number of temporary facilities under a constrained site condition(s). The ultimate goal is to reduce the material handling costs between transformation phases of construction works occurring during the project's development period.

Design/methodology/approach

Empirical and deductive research is first adopted to mathematical model dynamic site layout planning using the branch and bond algorithm (B&B). Second, a real-life construction project is examined to illustrate how dynamic site layout planning (using the aforementioned B&B algorithm and a computer software program called LINGO) can reduce the material handling costs. The application of the proposed methodology is then showcased against a case study that utilizes a comparative analysis between the “dynamic” and “statistic” site planning approaches.

Findings

By dividing the construction period into different phases, the developed model is shown to be capable of optimizing the material handling costs between the phases of transformation during construction works. Optimal costs are also considered using the site boundary and unit cost for moving construction materials between two facilities. The comparative analysis results illustrate that the B&B algorithm reduces material handling costs by 33%.

Practical implications

The proposed model offers an effective planning algorithm for the site layout and location of temporary facilities. More specifically, it can make a substantial improvement in reducing the travel time and material handling cost between the temporary facilities in the construction sites.

Originality/value

The primary knowledge contribution of this study to the site layout is successfully deal with the unequal area problem of temporary site facilities and incorporates the concept of dynamics site planning into the algorithm.

Abstract

Purpose

The section of the research presented in this paper aims to review and explore health and safety (H&S) issues on construction sites. It has the sole intention of using better computer visualisation to meet the needs of site practitioners in understanding such H&S problems.

Design/methodology/approach

The methodology follows a traditional literature review approach to understand the development of building information modelling (BIM) technology up to its current status. A questionnaire survey was conducted to gather information on the embedding of H&S planning by site practitioners within the BIM environment.

Findings

BIM has the potential to be used in H&S planning procedures, particularly in those related to tasks on construction sites. A framework for an integrated visual tool is developed for better H&S practice on site. It may be used actively by all practitioners, starting with site induction and addresses, inter alia, personal hazard perception.

Research limitations/implications

This paper provides a foundation for developing a tool that helps construction personnel explore potential H&S risks on site before construction begins. By introducing a framework for integrating BIM and project planning, a prototype can be developed to demonstrate the application of the proposed framework.

Originality/value

The research presented in this paper introduces BIM usage during the construction stage as a tool that supports a H&S toolbox. The paper proposes the useful framework for better H&S practice on site that can be used actively by all practitioners. The intention is to find a way forward in addressing “real” H&S site issues that may not be easily understood by practitioners without the full aid of visualisation scenarios.

Abstract

Purpose

The purpose of this paper is to explore how the context affects successful use of advanced planning and scheduling (APS) systems in sales and operations planning (S&OP) processes, and how individual, technological, and organizational (ITO) dimensions affect this procedure.

Design/methodology/approach

This is a qualitative case study of two APS system-supported S&OP processes. The work aims to generate propositions concerning the relationships among the use of APS system, the context, ITO dimensions, and fulfillment of S&OP aims.

Findings

Use of APS systems was especially appropriate in support of S&OP processes in complex planning environments and when S&OP aims were ambitious. ITO dimensions were important influences on successful APS system use in most contexts. APS systems were not considered appropriate when having S&OP processes with ambitious aims and low individual and organizational maturities. Use of APS systems was also inappropriate when the extent of technological maturity was minimal. S&OP processes with ambitious aims, operating within a complex planning environment, are difficult if not impossible to implement without the support of APS systems.

Practical implications

The suggestions on when APS systems should be used in different S&OP environments will be useful to companies implementing or about to implement APS systems.

Originality/value

APS systems offer great potential if they are effectively used to support S&OP, still the use of APS system in S&OP is unexplored. The paper shows how the context and the ITO dimensions affect the successful use of APS systems in S&OP processes.
