Abstract

Singapore has seen success as an international destination with a steady rise in arrivals since the city-state became an independent republic in 1965. Tourism development is part of a broader program of economic and physical centralized planning which has transformed the island. The government has been very active and its pro-tourism policies have created an infrastructure and supply of attractions which render the country a center for leisure and business tourism. One element of the strategy has been constant upgrading and investment aimed at revitalization and sometimes reinvention. However, the authorities are facing unprecedented challenges due to general development pressures. Changing circumstances will demand a reappraisal of tourism policies and underlying assumptions.

Abstract

The internationalisation of industries has spilled over to academia, whereby institutions of higher learning (IHL) increasingly compete in the graduate quality and applied graduate knowledge capabilities that they can offer. With increasing global competition for students, combined with the evolving need for lifelong learning in dynamic industries impacted by digital knowledge management, there is an opportunity for IHLs to be able to evolve to ensure their business models enable services and service delivery to cater to and help shape industry demands. This chapter will look at micro-credentialing (MC) and how the provision of MCs has changed along with the evolving IHL education environment. The demands of students, employers and ecosystem considerations will be addressed through a review of the current landscape, pathways to MC and how MC may be operationalised. The Bersteinian approach to pedagogic classification, which identifies the framework of knowledge as being communicable via three axes of singularism, regionalism and a wider generalist approach is referenced as a framework. The resultant recommendations that draw upon these foundations will conclude the chapter.

This introductory chapter sets the scene by introducing the island city-state of Singapore from a historical standpoint and expands on its economical ascension as a result of its strong political governance structure. This chapter also highlights how the role of the urban form has gained from this perspective. Singapore's strategic geographic location played a pivotal part in boosting its role in trade, both regionally and internationally, hence enabling the country to assert a strong geopolitical position and grow economic stronghold. This helped the country to successfully invest in its urban fabric, and is now a world leader in regards to high liveability standards.

A statutory board is one of the three forms of public enterprise in Singapore which are involved directly or indirectly in economic development. Tan Chwee Huat has defined a statutory board as “an autonomous government agency set up by special legislation to perform specific functions (Tan, 1974, p. 102).” Similarly, Lee Boon Hiok has referred to statutory boards as “a catchall phrase for the statutory bodies which have been established by an Act of Parliament,” which specifies their rationale as well as their rights and powers (Lee, 1975, pp. 38–39).
