Abstract
Purpose
The aim of this paper is to add a new dimension to urban resilience by exploring how representations of disasters, reconstruction and human settlements are made, and how, by shaping plans and programs, they ultimately influence resilience.
Design/methodology/approach
The paper draws on James Scott's notion of “legibility” to ask how different representations simplify complex realities and how they are transformed into plans and programs. The paper first outlines the various broad analytic lens used to examine legibility to portray post‐disaster reconstruction, drawing on international literature and policies. The paper then focuses on post‐earthquake Haiti and analyzes eight reconstruction plans and reviews design proposals submitted for the Building Back Better Communities program to explore how different stakeholders portrayed the disaster, identified the reconstruction challenges and proposed to address human settlements.
Findings
Representations of the disaster, the reconstruction challenge and the housing problem were quite varied. While the plans assumed a very broad view of the reconstruction challenge (one that goes beyond the representations found in the literature), the BBBC program adopted a very narrow view of it (one that the literature condemns for failing to achieve sustainable resilience).
Research limitations/implications
The empirical research is exploratory, suggesting an approach that throws a new light on the analysis of plans and programs for improved resilience.
Practical implications
The study suggests that the representations that decision makers, institutions and organizations make of the world ultimately establish the framework in which resilience is constructed.
Originality/value
The lens of legibility confirms that the expression of different representations makes the world legible in different ways and therefore transforms the way in which resilience can be improved.

Abstract
Purpose
Post-disaster reconstruction poses a double-edged sword to its implementers as it demands addressing survivors’ need for speed as well as meeting the growing expectation to trigger resilience. While an owner-driven housing reconstruction (ODHR), inter-disciplinary and long-term approach has been promoted internationally; however, there is limited research focussed on the long-term impacts (>10 years after a disaster) of ODHR. Furthermore, there is no one accepted framework for practitioners to guide through the process of ODHR projects to carve pathways for disaster resilience. The purpose of this paper is to assimilate findings—contingent and generalisable—into a novel framework for future change in practice.
Design/methodology/approach
This paper deployed a mixed methods methodology with a comparative case study research method. Two case study projects were from the Indian state of Gujarat, 13 years after the 2001 earthquake and the other two from Bihar, 6 years since the 2008 Kosi river floods. Due to multi-disciplinary nature of research, empirical data collection relied on a mix of social sciences methods including 80 semi-structured interviews, and architectural research methods including the visual analysis of photographs and sketches. Three sample groups of agency members, beneficiaries and non-beneficiaries were purposively selected. Thematic content analysis was used for the data analysis.
Findings
The paper provides empirical insights on how ODHR projects in Indian states of Gujarat and Bihar succeeded at enhancing disaster resilience of communities. It suggests that the civil society organisations acted as “enablers” at four stages: envisioning strategically based on systemic understanding, building soft assets including community trust and dignity for social mobilisation prior to, proposing minor modifications to construction technology for its multi-hazard safety as well as cultural relevance, and sustaining capacity building efforts beyond reconstruction completion or beyond one project life-cycle.
Research limitations/implications
The author of this paper cautions that the spiral framework needs further development to make it flexibility and customisable to suit the specifics of a particular context.
Originality/value
The implications of the findings discussed in this paper are primarily for practitioners involved in disaster recovery and development sector. Since prevailing models or frameworks neither incorporate multi-disciplinary approach (demanded by socio-ecological systems resilience concept), nor represent project scale, a novel, four-pronged framework for ODHR has been proposed in this paper for strategic success. The framework has been illustrated in spiral and tabular forms, and has been kept abstract to provide practitioners the much-needed flexibility for adapting it to suit the specifics of a particular context.

Purpose
While the top-down approach to design and implement post-disaster resettlement programmes are often influenced by spatial factors such as land availability and access to infrastructure facilities, failure to recognise socio-economic and cultural sensitivities of resettling communities have been noted as a common reason for unsuccessful resettlement programmes. Since these socio-economic and political issues are not mutually exclusive from spatial factors, the aim of this research is to develop a framework to assist the design and implementation of better post-disaster resettlement programmes through better coordination between spatial and socio-economic/cultural factors.
Design/methodology/approach
An initial theoretical framework was developed through a comprehensive literature review followed by a validation through a case study approach.
Findings
During the theoretical framework development, the differentiating priorities of policy maker's viewpoint and resettling community's viewpoints have been established as key theoretical constructs, within the emergency, transitional, and potential development phases of post-disaster resettlement programmes. Further, spatial analysis has been identified as an effective technique that can be used to investigate the interdependencies between the spatial, socio-economic and cultural factors within the post-disaster resettlement programmes. The case study findings confirmed that spatial analysis indeed can be used effectively to evaluate the above mentioned interdependencies within the context of post-debris flow event disaster resettlement programmes.
Originality/value
It is expected that the developed framework can be used by authorities and policy makers who are designing and implementing resettlement programmes to evaluate how the spatial design of the programme can be used to minimise socio-economic and cultural issues of settling communities.

Purpose
Natural hazards occur frequently in Indonesia. When post-disaster recovery is prolonged and complicated, it is necessary to provide accommodations for homeless refugees in disaster areas. Since a transitional housing solution includes planning, design and execution phases, the design phase implements the decisions made in the planning phase and also affects the results of the execution phase. Therefore, the purpose of this paper is to assist communities to effectively deal with various processes during the design phase involving transitional housing solutions.
Design/methodology/approach
Based on eight factors associated with “building back better” and ten principles of transitional housing, the paper identified three problems in the design phase: inappropriate selection of settlement sites, improper representation of housing facilities and ineffective scheduling of construction projects. To resolve these problems, this study integrated a geographic information system (GIS), three-dimensional (3D) building models and construction project management tools to assess settlement sites, confirm housing facilities and configure construction projects, respectively.
Findings
After this study tested conventional methods (e.g. paper-based maps, drawings, reports) and the proposed approach, the results revealed that communities can appropriately determine settlement sites based on the GIS. The 3D building models enabled the communities to understand the external and internal layouts of housing facilities. Through construction project management, the communities could consider construction activities immediately when preparing the execution phase for transitional housing solutions.
Originality/value
This study offers a useful reference for similar applications in post-disaster reconstruction and management.

Purpose
A set of guidelines widely agreed by the international humanitarian aid community, such as the Sphere Handbook, is currently lacking for permanent housing reconstruction in developing countries. The paper aims to address this gap by reviewing the field and presenting a set of selected examples that offer lessons for informing, developing and promoting wider good practice.
Design/methodology/approach
An extensive literature review on post‐disaster housing reconstruction in developing countries pointed to the significant impacts of disasters on housing in developing countries and the great challenges involved in the reconstruction process; it also allowed identifying efforts at framing good practice guidelines by humanitarian and other agencies.
Findings
The paper finds that, while the review largely indicated the major challenges and shortcomings in the field, it also allowed identifying some examples of good practice and the reasons for their effectiveness.
Originality/value
As argued here, there are a number of independent guidelines for post‐disaster reconstruction in developing countries, but hardly any which are widely endorsed and can be followed by humanitarian agencies. The paper therefore draws together the key issues and examples of good practice as a basis for informing the development of guidelines.

Through a detailed review of the literature we provide background information about this particular branch of disaster sociology. Following a brief discussion of the process by which literature was selected, important trends and areas of debate are discussed. These include the validation of previous findings, an expansion of the discussion on emergent phenomena and a critique of the bureaucratic approach. We conclude with implications for the theory and practice of emergency management.

Purpose
The purpose of this paper is to offer a critical examination of the aftermath of the L’Aquila earthquake of 6 April 2009. It considers the elements of the recovery process that are unique or exceptional and endeavours to explain them.
Design/methodology/approach
The analysis is based on a survey and synthesis of the abundant literature on the disaster, coupled with observations from the author’s many visits to L’Aquila and personal involvement in the debates on the questions raised during the aftermath.
Findings
Several aspects of the disaster are unique. These include the use of large, well-appointed buildings as temporary accommodation and the efforts to use legal processes to obtain justice for alleged mismanagement of both the early emergency situation and faults in the recovery process.
Research limitations/implications
Politics, history, economics and geography have conspired to make the L’Aquila disaster and its aftermath a multi-layered event that poses considerable challenges of interpretation.
Practical implications
The L’Aquila case teaches first that moderate seismic events can entail a long and difficult process of recovery if the initial vulnerability is high. Second, for processes of recovery to be rational, they need to be safeguarded against the effects of political expediency and bureaucratic delay.
Social implications
Many survivors of the L’Aquila disaster have been hostages to fortune, victims as much of broader political and socio-economic forces than of the earthquake itself.
Originality/value
Although there are now many published analyses of the L’Aquila disaster, as the better part of a decade has elapsed since the event, there is value in taking stock and making a critical assessment of developments. The context of this disaster is dynamic and extraordinarily sophisticated, and it provides the key to interpretation of developments that otherwise would probably seem illogical.

Purpose
In the event of a disaster, educational institutions like schools serve as lifeline buildings. Hence, it is crucial to safeguard these buildings for the communities that may depend on the school as a disaster shelter and aid center. Thus, this paper aims to conduct a multihazard risk assessment survey at 50 schools (with 246 building blocks) in Dehradun.
Design methodology approach
The past few decades have witnessed the impact of multihazard frequency in Uttarakhand, India, due to the geographical features of the Himalayas and its neo-tectonic mountain-building process. Dehradun is the capital of Uttarakhand state and comes under seismic zone IV, which is highly prone to earthquakes.
Findings
The hazard assessment is divided into two types of surveys: first, building-level surveys that include rapid visual screening, nonstructural risk assessment and fire safety audit, and second, campus-level surveys that include vulnerability analysis for earthquake, flood, industrial hazard, landslide and wind.
Social implications
This paper will list several gaps and unrecognized practices in the region that increase the schools’ multihazard risk. The study’s outcome will help prioritize the planning of disaster awareness, retrofitting execution, future construction practices and decision-making to minimize the risk and prepare the school for the upcoming disasters.
Originality value
Physical data were collected by the author to determine the multihazard risk analysis in 50 schools in the Dehradun District of Uttarakhand, India. The building- and campus-level surveys have been used to generate a database for the retrofit and renovation process for each individual school to use their budget fruitfully and in a planned way. The survey conducted is more effort and a more detailed risk evaluation which necessitates effectively mitigating and ensuring the potential safety of the region’s schools.

Purpose
This paper aims to develop an appropriate earthquake disaster management system for Iranian schools with a main focus on non‐structural problems of schools during disasters.
Design/methodology/approach
A framework is proposed for disaster management planning regarding earthquakes in three phases: before, during, and after an earthquake. A detailed description of the proposed management system is also presented with special application to schools, focusing mainly on non‐structural problem.
Findings
There is a need to emphasise on a national‐level contingency planning that includes developing and designing detailed plans for a proper response and training of relevant personnel. Another important issue, which needs special attention is the material which should be taught to the commanders of emergency activities at various levels in order to help them to control an effective emergency situation.
Practical implications
By using the “emergency management system” proposed in this paper for Iranian schools the authorities can make sure that they have utilized all of their resources for an efficient disaster risk management. It is hoped that other developing countries can also benefit from the proposed programme.
Originality/value
The originality of this paper is in the comprehensiveness of the “emergency management system” proposed for the schools, and the approaches it suggests for constructing the “safety culture” in society.
