Abstract
The present paper details research conducted into various aspects of author experience, attitudes and perceptions of publishing in paper and electronic journals. A sample of 1,040 authors in a variety of disciplines was identified as having published a journal article in the preceding year. A questionnaire was distributed to these authors and 537 usable replies were received. The questionnaire was analysed in terms of author experience in the paper and electronic domains, authors’ views on various aspects of electronic journals and their current skills. The results of the questionnaire suggest a small but increasing willingness to submit articles to electronic journals, but also suggest continuing concern about the permanence of such media. Almost a third of the sample felt that the addition of multimedia to their articles would be beneficial but few had the necessary skills to produce and incorporate multimedia objects. It is concluded that authors should be involved more in future research and debate in electronic serial publishing.

Abstract
Purpose
The aim of this article is to explore children's understanding of television advertising intent.
Design/methodology/approach
A different perspective on advertising intent is offered in this paper, as evidenced in an interpretive study of Irish children, aged between seven and nine years. A qualitative approach was employed, involving a series of focus group discussions and in‐depth interviews with 52 children.
Findings
The findings indicate that the participating children view advertising as serving interests including, but not limited to, the advertiser. The existence of other interested parties is suggested by the children, namely the agendas of viewers and television channels. The authors assert that these children view advertising as being larger and more complex than the advertiser's perspective, which has been the traditional focus in the extant research.
Originality/value
Adopting an advertising literacy perspective, the authors seek to explore children's “reading” and understanding of advertising. Advertising literacy is an approach to understanding advertising that has not received substantial attention in the child‐advertising literature. The literature to date has tended to focus on the following question – do children understand the persuasive intent of advertising? This question is suggestive of a “yes/no” answer. In contrast, the authors view the concept of understanding as being more complex and multi‐faceted, and accordingly, seek to develop this concept by way of a classification that suggests four different levels of understanding that children may exhibit towards advertising

In recent years much criticism has been levelled against planning authorities for their apparent prejudice against large‐scale developments and their reluctance to take into account factors other than a narrow approach to land use. In this special feature Sheila Cassells argues that planning control should have regard to the welfare effects of retail competition, should consider the likely changes in respect of prices and the implications of these changes for low income families in urban and rural deprived areas, and should pay particular attention to the “uneven” effects of a hypermarket or superstore on the existing pattern of local trade. Abstract
A recent analysis of wages has shown that within the productive structure of the French economy a two‐fold process of factor substitution is under way, namely the substition of capital for labour and of non‐manual for manual workers. By the logic of neo‐classical distribution theory, the relative price of manual labour should be increasing as its marginal productivity rises. But computations which we have carried out for the French economy between 1949 and 1973 yield the opposite result: the relative price of labour has fallen steadily over the period. The aim of this article is to attempt to explain how much of this decreasing trend is attributable to changes in the structure of the active population and how much is due to changes in the structure of the prices of labour. For this purpose, and following the work of Phelps Brown and Sheila Hopkins, we have calculated an index reflecting the relationship between the index of manual workers' wage rates and the index of national income per head of the occupied population. This relationship represents what is usually referred to as the “wage‐income ratio”. (WIR), with the difference that, in this case, it is limited to wage rates in the private sector. Changes in the index of the WIR can be regarded as reflecting changes in the relative index of a unit of labour if it is accepted that the index of income per head of the occupied population itself can be interpreted as an index of the price of productive factors. This hypothesis is accepted by Phelps Brown and S. Hopkins: “the wage‐income ratio gives us the rate of exchange of a unit of wage‐earners' work, not against quantities of produce but against quantities of other factors”.

Abstract
Purpose
This study aims to examine whether citizens of non-Muslim countries accept products with a “halal” logo. In the era of globalization, one of the most crucial issues for Muslim travelers is reliable halal foods when visiting non-Muslim countries. If people in non-Muslim countries accept imported products containing halal certification logos, and such products are readily available in shops, this issue could be substantially improved.
Design/methodology/approach
Malaysia and Japan were selected as Muslim and non-Muslim countries, respectively, to conduct a choice experiment (CE) for 656 non-Muslim subjects, and estimated willingness to pay (WTP) for mineral water with and without the halal logo. A random parameter logit model was used for estimation.
Findings
The difference between the WTP for mineral water with and without the halal logo was ¥5; however, the associated coefficient is not statistically significant. This implies that the halal logo has no impact on non-Muslim subjects’ purchasing behavior. From this, we can infer that the halal products with certification logo would be accepted in Japanese shops, which may foster foreign Muslim visits.
Research limitations/implications
As the results are based on a couple of countries (Malaysia and Japan) and only one product (mineral water), further investigation using other products in different countries would be necessary. However, as suggested in the main text, the results enjoy a degree of generalizability.
Originality/value
The results of this study support the possibility of circulating halal products in non-Muslim countries and thus promoting Muslim travel abroad. No such study has examined this issue using CE.

Type C change interventions include counseling, coaching, and consulting. Each intervention involves a service provider who assumes the dual role of “helper” and “change agent”. Each intervention also has unique characteristics that make it particularly suited to affecting different types of changes in organizations.

Abstract
Purpose
The purpose of this paper is to examine the dramatically changed role of Russia in the global economy since the dissolution of the Soviet Union in 1991, as the Soviet institutions collapsed and were either reformed or replaced in a new Russian institutional landscape. The paper presents a fact-based and balanced view of Russia’s evolving role in the global economy, as distinguished from the sometimes one-sided view presented by some Western commentators. The authors establish that the two countervailing views are fundamentally based on different cultural perspectives about institutions, primarily the roles of business and government.
Design/methodology/approach
This paper is developed as a perspectives article drawing upon the decades of academic and business experience of all three authors with Russian business, management and the economy. The paper focuses on the structure of Russian institutional change and places it within the historical context of the challenges of various periods of time from the late 1980s to the present. The authors posit that cultural foundations complicate that institutional evolution.
Findings
Russia will remain a major player in world markets for energy, raw materials and armaments for the near future at least. Principal institutional questions facing Russia have to do with how to reduce the country’s overall dependence on raw material exports, with its vulnerability to world market fluctuations, and how to modernize Russian economic and political institutions. The degree of success in addressing these questions will depend largely upon the ability of the new and reformed economic institutions to show the flexibility to respond to changes in the global order, on whether political considerations will continue to supersede economic issues, and how markedly cultural traditions will continue to impede positive changes.
Research limitations/implications
The entire system of international trade is under question, disrupted by the growing nationalism that is threatening the globalization that became institutionalized over decades in the wake of the Second World War. Russia’s future role is partially dependent upon how new patterns of international trade develop in response to the current disruption of established trade regimes, and by how political conflicts are expressed economically. The authors observe that Russia’s historical and cultural traditions, especially acquiescence to a highly centralized government with a strong autocratic leader, limit the country’s options. The authors explore how Russia’s reactions to Western sanctions have led to a new strategic approach, moving away from full engagement in the global economy to selective economic, and sometimes political, alliances with primarily non-Western countries, most notably China. The authors contrast Russia’s situation with that of China, which has been able to make substantial economic progress while still embracing a strong, centralized political institutional structure.
Originality/value
Many Western analysts have viewed Russian institutional evolution very critically through the lens of Western politics and sanctions, while Russia has continued along its own path of economic and institutional development. Each view, the authors argue, is based upon differing cultural perspectives of the roles of business and government. As a result, a distinct difference exists between the Western and Russian perspectives on Russia’s role in the world. This paper presents both points of view and explores the future of Russia’s position in the world economy based upon its evolving strategy for national economic policy. The authors contrast the situations of Russia and China, highlighting how Western-centric cultural views have affected perceptions of each country, sometimes similarly and at times with decided differences.

Abstract
Purpose
This study aims to examine the influence of market logics on tendering capabilities and small and medium enterprise (SME) involvement in public procurement, the influence of SME governance mechanisms on tendering capabilities and SME involvement in public procurement and the influence of tendering capabilities on SME involvement in public procurement.
Design/methodology/approach
Data was collected from owners/managers of SMEs registered by the Public Procurement and Disposal of Public Assets Authority. The SPSS software and CB-SEM software were used to obtain results on the influence of market logics on tendering capabilities and SME involvement in public procurement, the influence of SME governance mechanisms on tendering capabilities and SME involvement in public procurement and the influence of tendering capabilities on SME involvement in public procurement.
Findings
Findings indicated that SME involvement in public procurement is mainly influenced by their governance mechanisms whilst both market logics and governance mechanisms had a positive influence on tendering capabilities of SME firms. Market logics and tendering capabilities had no effect on SME involvement.
Research limitations/implications
The study mainly focussed on SMEs’ involvement in public procurement. The research has implications for decision makers in government and SME firms concerned with enhancing levels of SME involvement in public procurement activities.
Originality/value
Many governments are now focussing on procurement lot sizing so as to increase SME involvement in public procurement. Despite the use of lot sizing, SME involvement in public procurement is still low in many developing countries and also declining in others. Aspects such as market logics and governance mechanisms that may help understand the variations in involvement have not been given significant attention.
