Composite slabs are gaining wide acceptance in many countries as they lend themselves to faster, lighter and more economic in construction buildings. The strength of composite slabs system relies on the bonding action between the concrete and the steel deck, the shear connections and the cross-sectional resistance of steel beam. However, structural behaviour of composite slab is a complex phenomenon and therefore experimental study is often conducted to establish the actual strength of the structure under ultimate load capacity. The main objective of this study is to determine the structural behaviour of composite slab system until ultimate limit state. Total of two specimens are examined in order to obtain failure mechanism of the composite structure under full load capacity. A new design approach of composite slab for roofing system are proposed in this study to construct a composite slab system that can float in the water but not wash away by flood. The lightweight materials in this composite construction are cold-formed steel and foam concrete. The system focuses on the concept of Industrialised building system (IBS) to reduce the cost and construction time.

This chapter describes the shortfalls in local police budgets following the economic woes experienced by police departments during the Great Recession. Providing a timeline of external events impacting police budgets, in particular, the terrorist attacks on September 11, 2001 and the Great Recession, this chapter places these events since 2000 in an economic context. In addition, multiple sources, that is, interviews with police administrators, survey data, and news media content, are used to analyze police budget cuts. Most police administrators have already cut their budgets and report their jurisdictions anticipate more effects from the economic crisis. Significant reductions in police budgets, personnel and training are discussed. Both a police administrator and academic perspective of policing in an economic crisis are included in this chapter to better understand how recent budgets cuts affect the quality of policing.

Purpose – This chapter examines the evolution of new audit and traceability systems in New Zealand horticultural export industries. Identified as one trajectory in New Zealand agriculture partly resulting from neoliberal reform, the arrival of audit culture in food export industries has significantly repositioned these export sectors, particularly in relation to how they might respond to new energy and climate change challenges.

Design/methodology/approach – The chapter reviews the neoliberalisation of New Zealand agriculture in the 1980s and then examines the emergence of specific industry, audit and regulatory responses to new challenges around energy and climate change. Horticultural export sectors are used to demonstrate these responses and then compared with other, more productivist-oriented sectors in New Zealand.

Findings – The argument presented at the end of this chapter is that those food export sectors that have embraced the new audit approaches rather than taking a more productivist pathway will be better positioned to cope with the shocks of new energy costs and climate change requirements.

Originality/value – This chapter demonstrates the variable outcomes of neoliberal reform in agriculture. It identifies new audit and governance technologies as both an essential contributor to understanding the nature of global food chains and a potentially important contributor to achieving greater agri-food resilience in the face of future shocks like climate change.

Policing in much of the developing world has always been, in many respects, both dominated by the nonstate and pluralised. Yet, plurality and the nonstate are predominantly conceptualised, by scholars and practitioners alike, as problematic, noninclusive and/or undemocratic. Yet the reality is far more complex than this. In this chapter, we turn the tables on conventional wisdom by looking to the positive features of plural or polycentric forms of security governance by asking how these features might be utilised to provide for more inclusive forms of security governance in the Global South. Drawing on empirical research in South Africa on plural policing arrangements, this chapter considers how Sustainable Development Goal 16 which seeks to ‘promote peaceful and inclusive societies’ might be realised within plural governance systems. This chapter seeks to demonstrate that certain conditions need to be in place for plural or polycentric systems of security governance to coprovide effective and inclusive security for the collective good and, furthermore, that the positive features of the nonstate can be harnessed to give effect to the SDGs.

Changing environments demand that police improve their effectiveness in reducing crime, while maintaining community confidence, support and legitimacy. How can police agencies encourage third parties to take responsibility for crime problems while avoiding inequitable outcomes?

The evidence for effective policing for crime reduction is examined, with a focus on third party policing. Potential adverse outcomes are discussed, and a normative framework is proposed.

Third party policing that is both effective and legitimacy enhancing is possible, if four key principles are observed. These are conducting a broad planning approach that includes consideration of the detriments as well as the benefits of strategies especially to vulnerable community members, clearly identified goals and the use of the least coercive means possible, clearly articulated policies and protocols, and institutional and individual accountability for strategy implementation and outcomes.

There is emerging evidence about the effectiveness of regulatory approaches to crime reduction, such as third party policing, but little attention has been paid to its potential for inequitable outcomes and impact on police legitimacy.

This chapter focuses on aspects of community restorative justice practices in Northern Ireland that have been central in challenging embedded cultures of violence within the current transitional context. It is argued that a strict adherence to restorative justice values, in combination with a flexible approach to the process used, are two core strengths of practice that have facilitated such a possibility. Moreover, these grassroots initiatives work well with organised, structured, and hierarchical communities, which in the Northern Irish context translate to paramilitary organisations. They are arguably less effective in relation to looser community structures, such as vigilante groups and individual violent responses to crime and conflict.
