Abstract

Purpose

The purpose of this study is to identify the core competencies for librarians working in special libraries. It also measures the competencies of librarians working in special libraries of the Punjab Province against the checklist developed by the Special Library Association (SLA) Task Force. The study also identifies the training needs of librarians working in special libraries and the problems they face in acquiring SLA competencies.

Design/methodology/approach

A peer-reviewed questionnaire based on the list of competencies for special librarians prepared by the SLA Task Force was used to collect quantitative data from a targeted population. An online survey was administered to approach the population working in special libraries of Punjab Province. Collected data was analyzed statistically through SPSS software.

Findings

A review of literature highlighted the various competencies for librarians working in special libraries (Figure 1). The findings of the study showed that the competencies identified by SLA Task Force are imperative for librarians working in special libraries of Punjab Province. The results showed that librarians working in special libraries of Punjab possessed an intermediate level of competencies identified by the SLA. However, they had a good level of basic professional and interpersonal skills. The study highlights the training needs of librarians working in special libraries to enable them in acquiring relevant competencies.

Research limitations/implications

The study measures the competencies of librarians in special libraries of the Punjab Province. During the data collection phase, it was observed that there were some libraries where the non-professional/supporting staff was deputed, and due to this, data could not be collected from these libraries.

Practical implications

This study has practical implications for librarians and information professionals working in special libraries to acquire the relevant competencies identified by the SLA. This study has identified various competencies areas that are essential for librarians working in special libraries.

Social implications

Librarians working in any special library can use the results of this study as a checklist to improve their competencies level and work efficiently.

Originality/value

In contrast to other studies conducted on professional competencies of library professionals working in academic libraries, this study particularly identifies and measures the competencies of librarians working in special libraries.

Abstract

Purpose

The purpose of this study is to investigate the key features of information management systems (IMSs) for automation in university libraries. This study also highlights the use of library information management systems in university libraries and the satisfaction of university librarians in using various IMS.

Design/methodology/approach

This study is quantitative in nature. A survey research method has been applied to achieve the research objectives. Purposive sampling has been used to select the targeted population which consisted of 157 librarians working in university libraries. Data were collected through a web-based questionnaire. Descriptive and inferential statistics were applied to analyze the collected data by using SPSS software.

Findings

Free and open source software are widely used in university libraries to manage the bibliographic information of library material. KOHA is the most used software for library automation in university libraries of Pakistan. The key features of library information management system (IMS) include reliability and security of the software, user-friendly interface, advance searching options, use of library standards (MARC, Uni MARC, RDA), online upgradation, technical support of developing company, shared cataloging, multilingual features of software, etc (See Figure 4). The study recommends that the above-mentioned features must be considered by university librarians when selecting any software for library automation. Results showed that apart from the use of KOHA software, there are also some other software which are being used for library automation in university libraries of Pakistan. These systems include; Virtua, Library Management System (LMS), and Library Information Management Systems (LIMSs).

Practical implications

This study has practical implications for university librarians in Pakistan as well as in other countries. Librarians can use the results of this study as a blueprint before selecting any information management system to automate the library record.

Originality/value

This study identifies the core features of IMS for automation in libraries. These features have been recommended by informational professionals who have been working in automated libraries and possess adequate professional experience in using library automation software.

Abstract

Purpose

The purpose of this paper is to explore useful Semantic Web technologies and ontology-based applications for digital libraries. It also investigates the perceptions of university librarians and academicians in Pakistan about Semantic Web technologies and their use in digital libraries.

Design/methodology/approach

An exploratory research design based on Delphi research strategy was conducted to answer the research questions. Interviews were conducted with a purposive sample of 50 key informants including university librarians and academicians to explore their perceptions about Semantic Web technologies and their use in digital libraries. Thematic analysis of interview data was conducted to obtain results.

Findings

The results of this paper showed that DuraCloud, Semantic information mashup, OntoEdit and resource description framework (RDF) are the various Semantic Web applications which are useful for digital libraries to develop semantic relationships among digital contents and increase their accessibility in the web environment. Findings revealed that Semantic Web provides precise results and meets user information needs in an effective way. Results also showed that next-generation digital libraries use context-awareness technology, intelligent agent software and detecting sensors to analyze user information needs and provide dynamic information services. This paper recommended that librarians should embrace the use of emerging web technologies in libraries and offer library services through the medium of the web.

Practical implications

This paper envisaged the future of digital library services and Semantic Web applications that can be used to re-structure metadata of digital library. This paper has practical implications for librarians to consider the useful applications of Semantic Web for digital library and enhance the interoperability of metadata among heterogeneous information systems. Practically, results obtained from this paper are highly useful for library schools and LIS teachers to up-date their curriculum by incorporating new contents related to web languages and Semantic Web applications for digital libraries.

Originality/value

This paper identifies various Semantic Web applications which are useful for developing Semantic Digital Libraries.

Abstract

Purpose

The purpose of this study was to explore the essential digital competencies for developing and managing digital libraries. The study identified useful training programs for university librarians to acquire digital competencies. It examined their digital competencies for developing and managing digital libraries in universities of Pakistan. This study also evaluates their digital knowledge in applying security measures to protect digital contents.

Design/methodology/approach

The quantitative research method was used to conduct this study. Research questions and hypothesis were developed to achieve the objectives. In-depth review of related literature was conducted to draft a list of essential digital competencies for developing and managing digital libraries. It was circulated among the panel of experts to get their valuable feedback to make a final list of digital competencies for developing and managing digital libraries. A questionnaire was developed to measure the status of digital competencies of university librarians in Pakistan. It was pre-tested on 20 respondents before applying to the whole population. SPSS software was used to analyze data. Descriptive and inferential statistics were applied to achieve results.

Findings

The findings of the study showed that digital competencies for developing and managing digital libraries fall into three main categories: digital competencies for developing digital libraries; digital competencies for managing digital libraries; and digital competencies to protect digital contents. The results revealed that training programs offered by Higher Education Commission (HEC), library associations, library schools, in-house trainings, use of online tutorials and trainings offered by skilled professionals are highly important and useful for university librarians to acquire digital competencies. The study concluded that the university librarians working in HEC recognized universities in Punjab province possess basic level of digital competencies for developing and managing digital libraries. Their digital competencies vary on the basis of their university type, i.e. public and private sector.

Research limitations/implications

This study measures digital competencies of university librarians in Pakistan. The study has practical implications for librarians, library schools, library associations, university libraries and HEC.

Practical implications

This study has practical implications for librarians, information professionals, libraries and library schools. The results are useful for librarians to get knowledge of digital competencies which are essential for developing and managing digital libraries and protecting digital contents. They can develop their digital competencies in identified areas. This study has identified useful training programs for university librarians for acquiring digital competencies. The university librarians should use these programs to gain needed digital skills.

Social implications

Librarians can get knowledge of digital competencies for developing and managing digital libraries to face the challenges of digital age.

Originality/value

In contrast to previous research work on investigating computer skills, information and communication technology skills, technological skills and general digital skills, this study particularly identifies the essential digital competencies for developing and managing digital libraries. It helps library and information science schools, library associations, training groups and university libraries to offer adequate training opportunities in identified areas to meet the challenges of the digital age.

Abstract

Purpose

The study was conducted with the primary objective of measuring the association between the disputant’s expenses and Dispute Resolution Council (DRC) effectiveness in the study area.

Design/methodology/approach

The current study followed a quantitative research design. To obtain the study objectives, data was collected from a sample of 387 respondents in the selected three Tehsils of District Mardan, Pakistan. The respondents were selected through multistage stratified random sampling. At bivariate and multivariate level analyses, chi-square test and Gamma (γ) test statistics were used to test the relationship between variables (expenses of the disputants and effectiveness of DRC). Gender, monthly income and literacy status were used as control variables at the multivariate level.

Findings

At the bivariate level analysis, the study found a significant association (P = 0.05) of office of DRC is easily accessible, DRC as a cost-effective justice system as compared to other, availability of a vehicle to reach the DRC office and affordable amount for preparation of documents and filing the case with the effectiveness of DRC. At the multivariate level, the study portrayed that the expenses of the disputants enhance the effectiveness of DRC in males to a greater extent than females. However, the costs of the disputants were a universal feature to explain the efficacy of DRC irrespective of monthly income and literacy status.

Research limitations/implications

The present study was limited to cost and expenditure of the disputants which was associated with effectiveness of DRC with collaboration of gender, monthly income and literacy status. Moreover, a representation of “387” was only selected but it was enough for validity and reliability of the research dynamics.

Practical implications

The current study is highly significant for the policymakers for devising alternate policies for disputes resolution as the study focused on the cost and expenditure and recommend suggestions that how to improve the effectiveness of DRC in easy and timely disposal of disputes.

Social implications

The main objectives of the study is to examine the association between cost and expenditure of the disputant and effectiveness of DRC. In addition, to measure the influence of gender, income and literacy status on the association between the association between cost and expenditure of the disputant and effectiveness of DRC.

Originality/value

The current study is highly significant for policymakers to devise alternate policies for dispute resolution. The study focused on the cost and expenditure and recommended suggestions for improving the effectiveness of DRC in easy and timely disposal of disputes.

Abstract

Purpose

Drawing on the concept of resource-based theory of the firm; the purpose of this study is to analyze the influence of firms’ strategic approaches on the firm performance via indirect effect using a multilevel, bottom-up approach.

Design/methodology/approach

Using the survey method, the present study obtains data from 104 diversified manufacturing firms and analyzes the bottom-up effect of firms’ strategic approach on efficient resource allocation using Mplus.

Findings

Given the prevailing conditions, the study found that the motive of most firms is growth rather than risk mitigation or collaboration in the manufacturing sector of Pakistan. Furthermore, the study found that the bottom-level employees’ information asymmetry has a significant impact on the strategic resource allocation decision, which can lead to resource allocation inefficiency.

Research limitations/implications

Despite making a unique contribution, the present study has few limitations requiring researchers’ attention to in the forthcoming. These include a low amount of data, self-reporting technique and failure to include all the possible reason that could cause resource allocation inefficiency.

Practical implications

The present research has potential applications for managers of the manufacturing industry. First, the study alerts managers about the challenges of resource allocation. At the same time, this study provides critical implication for managing bottom-level employees.

Originality/value

The current study has made a sizable impression in the literature of resource-based theory of the firm by recommending a model that augments the theoretical foundation of strategic management of the firm. So, closely considering these insights would be helping for the firms for allocating resources efficiently in the manufacturing industry.

Abstract

Purpose

The purpose of the study is to examine the role of the types of psychological contract (PC) to enhance knowledge sharing (KS) behavior of employees through the intervention of perceived organizational support (POS).

Design/methodology/approach

The current study uses primary sources to get data from the participants of both private and public hospitals. Overall, 210 respondents participated in the study, which later subjected to the analysis using CAUSALMED procedures using statistical analysis software.

Findings

The findings from the study projected that all types of psychological have a considerable effect on KS behavior of employees, either directly or through the intervening mechanism. Furthermore, the study also indicates that if employees’ POS, they will share a stronger bond with the organization, which will be beneficial for the organizations’ health.

Research limitations/implications

Firstly, despite the fact that this study proposes valuable insights into KS behavior; it allows some impediments of a primary study. Secondly, the research is constrained to the hospital industry. Finally, this exploration can likewise be reinforced by incorporating other intervening mechanisms, to give an extensive understanding of the connection between employees’ perception regarding PC and KS behavior.

Practical implications

The findings of the present research have potential applications for human resource managers of the healthcare industry to place more emphasis on the types of PC, organizational support and KS among the employees to achieve a competitive advantage in this dynamic environment through knowledge management, which is considered a strategic asset nowadays.

Originality/value

This study provides an original contribution by identifying the diverse paths, indicating how the types of PC can impact KS with employees’ perceptions toward organizational support. It also highlights that how the heaths care industries, as compare to the old practices can encourage a culture of KS in this highly competitive and dynamic environment to remain at the top on the market.

Abstract

Purpose

The current study attempts to bridge the existing gap related to the role of knowledge acquisition from international alliance partners to improve competitiveness by examining the distinct processes of knowledge acquisition and the challenges confronted in this learning process in order to enhance local and international market performance.

Design/methodology/approach

Following case-study approach based on systematic combining, the study presents a case of knowledge acquisition and learning in the context of an international consultancy alliance between leading Pakistani and Chinese engineering firms using six in-depth interviews of key engineers to explore the dynamic mechanisms for knowledge acquisition and learning from the Chinese firm. Grounded analysis drawn upon the Straussian version of grounded theory (GT) {{Strauss, 1990 #136} Strauss, 1998 #139} is used for data analysis in this research.

Findings

It was found that the processes of explicit and implicit knowledge acquisition from Chinese firms are integrated consultancy working, social and technical adaptability and seeking confirmation about the work done and knowledge/theories and models used in work. However, these processes are quite complex, posing serious challenges for National Engineering Services, Pakistan to acquire the required knowledge, which can be addressed through partners' motivation to share and acquire knowledge, cultural intelligence and friendship and informal association. The study also found that the knowledge acquired from technologically advanced international organizations by the host partner in the international strategic alliance not only provides a competitive edge to the local host in its local market but also builds its capacity to undertake similar projects in other parts of the world, substantially enhancing its market success.

Originality/value

Adding up to the current literature that focuses on knowledge acquisition in a parent-subsidiary relationship, the current research proposes a framework for knowledge acquisition in the unique context of international strategic alliances. The research provides managerial guidelines to manage knowledge acquisition for gaining a competitive edge that would be helpful for the managers in the era of growing interdependence among the organizations across the borders.

This paper aims to explore the impact of corruption (CP) on income inequality (IN) by considering the size of informal sector (IFS) at different levels of percentiles.

Abstract

Purpose

This paper aims to explore the impact of corruption (CP) on income inequality (IN) by considering the size of informal sector (IFS) at different levels of percentiles.

Design/methodology/approach

This paper uses a panel quantile regression approach for a sample of 50 developing countries. The study also applies panel co-integration (Kao residual co-integration test) in order to examine the long-run relationship between CP and IN.

Findings

This paper using a panel quantile regression approach shows that the high incidence of IFS in an economy marginalizes CP's positive effect because it works as a source of poor peoples' livelihood and skillful individuals. The spread of IFSs in the developing economies may raise earnings among groups and individuals who remain unemployed. Moreover, the results show that CP creates asymmetry in income distribution; fascinatingly, the asymmetric income distribution is high when CP is at higher percentiles.

Research limitations/implications

Due to non-availability of IFS, we restrict our analysis up to 50 developing countries.

Practical implications

CP devastates the effectiveness of institutions over time. Therefore, the government should have to take bold steps to reduce CP in society. Another policy implication of this study is that the government should reduce CP to decrease IN in less developing countries. Moreover, to increase the net base, the authorities need to bring IFS under the umbrella of regulation to avoid inequality in society. In developing economies, a higher part of labor force is related to IFS; therefore, our findings suggest a dire need to reduce labor exploitation in IFS. The policymakers can reduce labor exploitation by reducing the size of IFS, which ultimately reduces IN.

Social implications

On the basis of the authors’ findings, this paper further suggests that it is mandatory for government to reduce CP in order to reduce IN. Moreover, to reduce IN, one needs to reduce the size of IFS.

Originality/value

This study is unique as it is the first that examined the role of IFS in establishing the effect of CP on IN for developing countries at different percentiles.

Abstract

Purpose

Human-induced changes in climate have affected the environment to the extent that any more economic development at the cost of the environment will be too costly. Thus, sustainable development options posing no additional harm to the environment are the only viable option. This study aims to examine the likely environmental impacts of infrastructural developments through the China–Pakistan Economic Corridor (CPEC).

Design/methodology/approach

There is a scarcity of academic debate and discussion on the environmental impact of CPEC developments in laws and policies on the environment. The qualitative approach is followed in this study and official documents and reports are used to investigate the environmental challenges posed by CPEC.

Findings

The findings show three possible environmental concerns which could increase the climate change vulnerability of Pakistan. The coal-fired power plants are the most prominent threat based on their CO2 contributions and smog. Second, cutting more than 54,000 trees for roads infrastructure will increase CO2 concentration along the CPEC route. Third, increasing vehicle trafficking by up to 7,000 trucks per day on Karakorum Highway alone will release 36.5 million tons of additional CO2.

Originality/value

It is essential to rethink the environmental cost of CPEC. The study suggests economic and legal cooperation between Pakistan and China as a way forward to deal with climate change issues. Environmental laws should be a vital part of CPEC projects to ensure their safety, security and sustainability.
