Abstract
Offers a general historical analysis of the development of public service provision in Britain. First discusses the slow emergence of industrialism in Britain, then discusses the development of social services in this context. Suggests that there are three significant stages in development: local public administration, 1870‐1950; central Welfare State, 1950‐1980; and decentralized provision, 1980‐1995. Goes on to argue that, in order to understand this sequence, and especially the emergence of centralized public provision, it is necessary to discuss modes of delivery of services within these institutional frameworks of provision. Examines different stages in patterns of organization for delivery of services which overlap with stages of provision. Suggests that the recent re‐emergence of decentralized provision has a certain inevitability, but that it is important that this takes an appropriate form. Abstract
Purpose
George Mortimer Pullman (1831-1897), nineteenth century US luxury rail car entrepreneur, divides opinion. Some commemorate Pullman as a brilliant industrialist, innovator and self-made man. Others view him as a loathsome robber baron, union buster, racist and affront to democracy. This paper aims to demonstrate Pullman’s significant contribution to marketing.
Design/methodology/approach
Historical accounts of Pullman are re-examined to highlight his company’s unique adaptation of numerous marketing techniques (consumer research, brand strategy, public relations, product launch, fashion cycle, advertising, product placement and customer service marketing).
Findings
Pullman’s distinct flair for understanding his market enabled him to develop marketing strategies intertwined with broader cultural changes in ideals and practices. Pullman’s construction of destination tourism met an expanding white middle class desire for recreation and escape from the economic and racial inequality of the city. Pullman’s creed that beauty acted as a civilizing agent spoke to the social norms of leisure class femininity. Constant release of ever-grander rail cars shaped a fashion cycle around which wealthy men’s status competition turned. Pullman pioneered the leasing of luxury to control his best asset: the service of black Porters’.
Originality/value
First, this paper provides a new perspective on George Pullman, a significant figure in US history. Second, it addresses a common bias in nineteenth century historical accounts that privilege the contribution of men, industrial labor and production and shadow the role of consumption, women and leisure. Third, it challenges the idea of a clean divide between industrial and post-industrial economies by tracing contemporary consumer culture practices to their nineteenth century roots (marketing, destination tourism, brand stories, democratization of fashion, tipping and service with a smile).

Abstract
The history of international business has generated a growing literature. Over the AIB's fifty years, scholars associated with AIB have contributed to this literature but it has been a far broader one. This chapter surveys a sample of the wide variety of works on the history of multinational enterprise, published from the 1950s onward. The works are not only in business history but also in diplomatic and legal history. The literature makes it clear that the multinational enterprise has a long history and is far from a post-World War II or post-1989 phenomenon. The chapter shows the variety in the accumulation of studies in business history directly related to international business as well as the forums where business historians present their findings. It considers why and how international-business history matters for international-business research.

International business theory leans heavily on neoclassical economics, ignoring its unrealistic assumptions and the many changes in the environment. The chapter calls for a revision of the theory to a contingency theory. The major contingent elements analysed are the political system, business–government and NGOs relations, industries, regimes, ownership patterns, the degree of reliance on ethical behaviour, the institutional environment and social norms.

Abstract
Purpose
With their focus on private companies, histories of personnel management and human resource management have neglected the much earlier development of these practices in public sector organisations. The purpose of this paper is to examine the origins and development of modern personnel management in the Australian colonial public services between 1856 and 1901 in order to set the record straight about when, why and how integrated and formal sets of personnel management practices were adopted in organisations to manage employees.
Design/methodology/approach
The research is based on close examination of public service legislation enacted between 1856 and 1901 in the Australian colonies, the reports of Royal Commissions and Inquiries on the public services and the evidence they gathered, and published histories on public service organisations.
Findings
This paper finds that a clear model of systematic personnel management evolved in Australia's colonial public services between 1856 and 1901. While the development and diffusion of personnel management techniques in the public sector varied considerably among the colonies in scope, nature, effectiveness and longevity, there were integrated, coherent sets of personnel policies and practices in place in several colonies several decades before their emergence in private firms.
Originality/value
In tracing the origins of personnel management in Australia to the colonial public services in the years following the granting of responsible government in 1856, this paper challenges the conventional understanding of personnel management as a twentieth century phenomenon of private companies.
