Abstract

Purpose

The purpose of this paper was to develop a customer‐oriented systems approach to updating a service operation. The approach will allow managers to gather information, make changes in service delivery and then assess the effects of these changes.

Design/methodology/approach

A survey was developed and administered at intervals in the same service setting; data from these survey results were used to illustrate the proposed systems‐based approach. Data from the open‐ended survey question were analyzed using content analysis. Based on that analysis, changes were made in service delivery. The impact of these changes was assessed as part of the second survey.

Findings

Initial data analysis showed that customer perceptions of the quality of the core service offering, the physical setting and service intangibles differed. Content analysis identified areas for improvement and changes were made in the three areas. Analysis of the second survey showed improvements in customer satisfaction with the service setting and the service intangibles.

Research limitations/implications

The research approach utilizes immediate feedback from customers who experience an actual – rather than hypothesized – service. Measurement of customer satisfaction with service delivery occurs longitudinally – rather than at a single point in time.

Practical implications

The methodology could be used by service managers in an ongoing effort to identify service attributes that may warrant improvement.

Originality/value

This paper provides a structured approach to updating service delivery and illustrates its use in an actual service setting.

The feasibility and desirability of reverse logistics in market-motivated contexts are examined in China. Interactions between the major barriers, that hinder or prevent the application of reverse logistics in China are analyzed. Management’s key task is to diagnose barriers to the application of reverse logistics that could be crucial to the organization’s future survival. Simultaneity, a value delivery system exists to create value for customers and environments by supplying needed products and services. Value delivery systems are at the heart of every firm and, more than anything else, determine that, whether the firm survives in the marketplace or disappears into bankruptcy or takeover. The processes and model of market-motivated reverse logistics value delivery system are discussed, and the processes content and model are presented. Simultaneity, based on the advantage of the Third Party Reverse Logistics Providers (3PRLs) and Outsourced Service Providers, an integrated evaluation model is built to select 3PRLs by using the integrated decision-making methods. Reflecting the comprehensive information requirement, the Analytic Hierarchy Process and entropy approaches are applied to calculate the objective weights. A new kind of relative similarity degree is established by combining the Euclidean distance with the grey correlation degree. An example demonstrates the model’s efficiency.

Abstract

Purpose

Many countries aim to improve public services by use of information and communication technology (ICT) in public service supply chains. However, the literature does not address how inter-organizational ICT is used in redesigning these particular supply chains. The purpose of this paper is to explore this important and under-investigated area.

Design/methodology/approach

An explorative multiple-case study was performed based on 36 interviews, 39 documents, extensive field visits and observations providing data on digital transformation in four European criminal justice supply chains.

Findings

Two different design approaches to digital transformation were found, which are labelled digitization and digitalization. These approaches are characterized by differences in public service strategies, performance aims, and how specific public characteristics and procedures are dealt with. Despite featuring different roles for ICT, both types show the viable digital transformation of public service supply chains. Additionally, the application of inter-organizational ICT is found not to automatically result in changes in the coordination and management of the chain, in contrast to common assumptions.

Originality/value

This paper is one of the first to adopt an inter-organizational perspective on the use of ICT in public service supply chains. The findings have scientific and managerial value because fine-grained insights are provided into how public service supply chains can use ICT in an inter-organizational setting. The study shows the dilemmas faced by and possible options for public organizations when designing digital service delivery.

Abstract

Purpose

Despite the growth in adoption of technology by governments, the assessment of quality in electronically delivered public services has been relatively lacking. Past researches on information systems have identified information and service quality, system use, playfulness, and system design quality as critical factors of successful service delivery in e‐commerce. The purpose of this paper is to empirically test the applicability of system and information quality criteria in evaluating government e‐services websites. The main research problem identified in this study was “what are the system and information quality characteristics of government service delivery websites?”

Design/methodology/approach

Based on a survey of 97 Municipalities from all the 21 regions of Sweden, the authors examine the presence of system quality features, specifically functionality, navigation, and accessibility; and measures of information quality in government websites. A systematic random sampling was chosen as the suitable approach; 290 municipalities are organized in 21 counties and we have chosen every 3rd number of municipalities from the list. An online survey was conducted, with 408 valid responses taken. A confirmatory factor analysis was conducted for system and information quality.

Findings

Results indicate that accessibility and the navigation facility are important in determining a citizen's perceived system quality. Information preciseness, timeliness, and sufficiency were found to be key measures of information quality in government e‐services. Furthermore, an important finding from this research is that theories from information systems (IS), e‐commerce, and marketing were found to be applicable in assessing government e‐tax services within the broader area of government‐to‐citizen (G2C) service delivery systems. In addition, a quantitative study was conducted among citizens to determine system and information quality characteristics.

Originality/value

The results presented in this paper can help the authorities to identify key quality criteria for e‐tax services that are valued by citizens and consequently improve service levels. Taking the context into consideration, additional variables are incorporated from literature that spans several disciplines (IS, e‐commerce, and marketing), and some re‐specifications are made to identify system and information quality criteria in the context of an e‐tax filing service, which was the main theoretical contribution of this study.

Abstract

Purpose

This study aims to develop a hierarchical reliability framework to evaluate the service delivery performance of education public–private partnerships (PPPs) effectively and efficiently during long-term operations.

Design/methodology/approach

The research design included development and test phases. In the development phase, three performance layers, i.e. indicator, component and system, in the education service delivery system were identified. Then, service component reliability was computed through first order reliability method (FORM). Finally, the reliability of the service system was obtained using dynamic component weightings. A PPP school example in Australia was set up in the test phase, where performance indicators were collected from relevant contract documents and performance data were simulated under three assumptive scenarios.

Findings

The example in the test phase yielded good results for the developed framework in evaluating uncertainties of service delivery performance for education PPPs. Potentially underperforming services from the component to the system level at dynamic timepoints were identified, and effective preventative maintenance strategies were developed.

Research limitations/implications

This research enriches reliability theory and performance evaluation research on education PPPs. First, a series of performance evaluation indicators are constructed for assessing the performance of the service delivery of the education PPP operations. Then, a reliability-based framework for service components and system is developed to predict service performance of the PPP school operations with consideration of a range of uncertainties during project delivery.

Practical implications

The developed framework was illustrated with a real-world case study. It demonstrates that the developed reliability-based framework could potentially provide the practitioners of the public sector with a basis for developing effective preventative maintenance strategies with the aim of prolonging the service life of the PPP schools.

Originality/value

Evaluating education PPPs is challenging as it involves long-term measurement of various service components under uncertainty. The developed reliability-based framework is a valuable tool to ensure that reliability is maintained throughout the service life of education PPPs in the presence of uncertainty.

Abstract

This paper provides novel empirical evidence on the impact of bank internal organization structure characteristics on costs and productive efficiency. The specific internal organization characteristics examined include centralized versus decentralized 1) decision‐making, 2) service delivery systems, and 3) back‐office operations, e.g. accounting, computing, and advertising, among others. The analysis is conducted using average data drawn from a sample of 118 large US commercial banks for the years 1989 and 1990. The analysis reveals that centralized decision‐making tends to increase costs. Likewise, centralized service delivery systems either increase or have an insignificant impact on costs. In no case was it found that centralized service delivery systems reduce costs as is often envisioned by proponents of centralization. Centralized back‐office operations were found to reduce costs significantly and is consistent with the existence of scale economies in bank back‐office operations.

Abstract

This paper presents a two‐dimensional model of service process that is linked to customer encounter satisfaction and is modified by a customer’s perceptual filters, including brand image and customer mood. The first dimension is comprised of fixed (structural) descriptors, while the second dimension consists of variable (situational) descriptors. The proposed model delineates eight descriptors in each dimension. Their origin in the services marketing literature is explained. The model suggests that service process and a customer’s perceptual filters both have a direct influence on encounter satisfaction. The utility and limitations of the proposed model are discussed.

Abstract

Purpose

The purpose of this paper is to provide a way of thinking about the technical and social subsystems in the context of e‐commerce adoption.

Design/methodology/approach

An interpretive research approach was used to investigate the employee management issues in service industries as they implemented B2C e‐commerce. Two case studies were selected, both retail banks in Australia. One case study was a major bank, the other a smaller bank in a niche market.

Findings

Employees who interact with customers using B2C technologies require different levels of skill and capability than those required in face‐to‐face interactions. This has implications for human resource management processes such as job design, recruitment and retention, performance management and training.

Research limitations/implications

The study was small in scale and therefore limited in scope. Other service organisations and industries may have quite different information ecologies and business strategies.

Practical implications

The coactive commerce system provides a concrete way for researchers and practitioners to better align technology, customers and employees to achieve competitive advantage.

Social implications

This research shows that it is important to understand B2C e‐commerce technologies in conjunction with business practices and in their broader context. It is important to understand how a service organisation's business strategy, technology strategy, business processes and employee management work together to provide an appropriate level of service to customers and achieve sustainable competitive advantage and strategic positioning. This is a complex set of factors.

Originality/value

The coactive commerce system extends the socio‐technical framework to provide a more explicit way to analyse both the social and technical subsystems in an organisation by integrating the human resource management aspects into the theoretical mix in the electronic commerce and information systems literature. This is important because the employee interaction with the customer is the way the customer perceives the organisation.
