Abstract
In this paper, we develop and evaluate an approach to assessing the content quality in a location‐based service (LBS). The proposed approach, instead of assessing the quality in absolute terms such as completeness or accuracy, measures the effect that the imperfection of the content is having on the reliability of that specific LBS. We apply the basic ideas from Software Reliability Engineering (SRE), but develop a modification of SRE, 2‐Branch, in order to separate content quality from other factors, such as positioning imprecision, and to reduce the measurement error. In our experimental study, we first compare 2‐Branch to the standard SRE, after which we experimentally analyze some properties of SRE methodology as such in the context of an LBS. The experiments indicate that 2‐Branch has in most cases a lower measurement error than the standard SRE. A corollary to that is that 2‐Branch can achieve, therefore, as low an error level as the standard SRE, using a worse and thus cheaper oracle. Getting a good oracle is probably the main cost factor in evaluating the quality of an information service, thus being able to use a cheaper one may result in significant savings.

Abstract
Purpose
The purpose of this paper is to explore how technological and strategic developments enable new billing processes for mobile content services.
Design/methodology/approach
Interviews with practitioners are used as input for designing different archetypical role division models for billing and process models. The potential of these process models to reshape the mobile industry is evaluated on three criteria: convenience for the end‐user; potential resource barriers; and the fit with strategic interests of the actors involved.
Findings
Both technological advances and the introduction of new roles and strategies in the mobile domain enable the emergence of alternative billing methods. While network operator‐centric models remain relevant in the short term, in the longer term they will co‐exist with other models in which the customer transaction is owned by the content aggregator, the content provider, the ISP or the payment provider.
Research limitations/implications
The research demonstrates the relevance of analysis at the process level in assessing the feasibility of new role division models at the value creation level.
Practical implications
The emergence of alternative billing providers is expected to change the power balance in the value network and assist in opening up the “walled garden”.
Originality/value
The analysis extends beyond existing discussions on billing in the mobile industry, which typically focus on the value network level, as the process level and the related resources are included. Moreover, the empirical data from the interviews with practitioners at various organizations provide new insights into the feasibility of these models in practice.

Abstract
Purpose
The purpose of this paper is to introduce Commercial Mobile Video Service Trial (TOEST) of Korea Telecom (KT), relaying experience related to the implementation of mobile video service for portable devices to libraries and information management organizations that are interested in this service.
Design/methodology/approach
Research data used were collected from internal materials such as unpublished project reports, RFI, RFP, etc. written throughout the process of implementing projects. The information also draws on the author's experience and involvement in TOEST trial between 2005 and 2007.
Findings
From the technical perspective, it was confirmed that technical advancements and environments that enable the implementation of mobile video service for portable devices have been fully established. The technical areas that need to be further improved are the advancements of battery capacity, low‐power consumption technology, and functional improvement of the I/O slot in portable devices.
Research limitations/implications
TOEST provides only download type service for portable devices such as PDAs and PMPs. Streaming type service for mobile phones has been performed only for the purpose of internal tests.
Practical implications
For information management organizations and libraries, mobile video service for portable devices is cutting‐edge technical service that can provide new customer value to users. Also, it is possible to apply profit models from the commercial point of view.
Originality/value
The paper introduces various technical and environmental elements as specifically as possible, including practical things that we have experienced during the course of implementing mobile video service systems for portable devices. Experience in TOEST development would be helpful to information management organizations and libraries planning to provide mobile video service for portable devices.

Abstract
Purpose
The purpose of this paper is to give a structured literature review, design concepts, and research propositions related to a product‐oriented design theory for information services. Information services facilitate the exchange of information goods with or without transforming these goods. Exemplar information services are e‐publishing, electronic communities‐of‐practice, and management reporting. The importance of information services in the current economy merits the development of an explicit product‐ and process‐oriented design theory.
Design/methodology/approach
This article focuses on the product‐oriented design theory by applying Walls et al.'s framework. A product‐oriented design theory of information services identifies relevant descriptive and explanatory insights (i.e. content, use, value, and revenue), meta‐requirements, and meta‐designs. The paper describes design problems for information services, and gives key requirements for information services. Next, it describes the information, organizational and information technological components of an information service, and identifies at least four information service architectures. Finally, it gives research hypotheses, research ideas, and discusses practical implications.
Findings
The results form a product‐oriented design theory for information services. The paper gives a structured way for practitioners to analyze information service design challenges, and suggestions are given for requirements and design decisions on three aspects (content, use feature, and revenue).
Originality/value
Given the previously fragmented nature of the literature, this paper gives new opportunities for research and practice.

Abstract
Purpose
The purpose of this paper is to analyze standard setting and how a critical mass of users emerged in an industry in which multiple interface standards co‐exist and a critical mass of users was created multiple times.
Design/methodology/approach
This paper is based on research conducted for almost ten years using the case study approach. Data were gathered through more than 100 interviews with Japanese firms and through analyses of published sources.
Findings
The paper finds that growth in mobile internet services required agreements on multiple interface standards where some of these interface standards exhibited interdependencies and thus required integral design, while others have been built on top of these “basic” interface standards. Agreements on the former interface standards enable basic data connections between phones, services, and content and this required integral design. The latter interface standards connect the mobile phone with content and applications from other industries (e.g. music, video, publishing, broadcasting, and payment) and each critical mass of phones, services, and content for them partly builds from previously created critical masses.
Research limitations/implications
The research focused on a single industry in a single country.
Practical implications
This paper helps scholars and practitioners better understand how interface standards and critical masses for them emerge.
Originality/value
This is the first paper to analyze multiple interface standards in a single industry and the emergence of a critical mass of users or complementary products for these standards.

Abstract
Purpose
This paper aims to look at shifts in internet-related content and services economies, from audience labour economies to Web 2.0 user-generated content, and the emerging model of user computing power utilisation, powered by blockchain technologies. The authors look at and test three models of user computing power utilisation based on distributed computing (Coinhive, Cryptotab and Gridcoin) two of which use cryptocurrency mining through distributed pool mining techniques, while the third is based on distributed computing of calculations for scientific research. The three models promise benefits to their users, which the authors discuss throughout the paper, studying how they interplay with the three levels of the digital divide.
Design/methodology/approach
The goal of this article is twofold as follows: first to discuss how using the mining hype may reduce digital inequalities, and secondly to demonstrate how these services offer a new business model based on value rewarding in exchange for computational power, which would allow more online opportunities for people, and thus reduce digital inequalities. Finally, this contribution discusses and proposes a method for a fair revenue model for content and online service providers that uses user device computing resources or computational power, rather than their data and attention. The method is represented by a model that allows for consensual use of user computing resources in exchange for accessing content and using software tools and services, acting essentially as an alternative online business model.
Findings
Allowing users to convert their devices’ computational power into value, whether through access to services or content or receiving cryptocurrency and payments in return for providing services or content or direct computational powers, contributes to bridging digital divides, even at fairly small levels. Secondly, the advent of blockchain technologies is shifting power relations between end-users and content developers and service providers and is a necessity for the decentralisation of internet and internet services.
Originality/value
The article studies the effect of services that rely on distributed computing and mining on digital inequalities, by looking at three different case studies – Coinhive, Gridcoin and Cryptotab – that promise to provide value in return for using computing resources. The article discusses how these services may reduce digital inequalities by affecting the three levels of the digital divide, namely, access to information and communication technologies (ICTs) (first level), skills and motivations in using ICTs (second level) and capacities in using ICTs to get concrete benefits (third level).

Abstract
Purpose
This paper investigates the paths through which innovation community affects content providers' new service development (NSD) performance in technology-based service ecosystem and contingency factors exist in the paths.
Design/methodology/approach
The research model is built based on service-dominant (S-D) logic, exploring the relationship among innovation community, content providers' knowledge acquisition and content providers' NSD performance as well as the moderating role of content providers' technology readiness and content providers' complexity. Using survey data collected from 386 content providers of selected open network platforms in China, this study finds broad support for the proposed research model.
Findings
The findings of this paper reveal that content providers' tacit knowledge acquisition from users plays a mediating role between the innovation community and new service ratings. Content providers' technology readiness plays a positive moderating role in the relationship between innovation community and their explicit or tacit knowledge acquisition. Content providers' task complexity negatively moderates the effects of their explicit knowledge acquisition from users on new service volumes or ratings, but positively moderates the effects of tacit knowledge acquisition from users on new service volumes or ratings.
Originality/value
Though extant literature highlights the importance of knowledge acquisition in NSD performance, few studies explore the antecedents of content providers' knowledge acquisition from users and the paths through which these antecedents affect content providers' NSD performance. Moreover, boundary conditions exist in the process of improving NSD performance are generally ignored in previous literature. With the lens of S-D logic, this paper explicates how content providers of different technology readiness and different task complexity enhance their new service volumes and ratings through acquiring explicit and tacit knowledge from users in innovation community. Adopting S-D logic from marketing area to NSD area, this paper not only enriches the theoretical accumulations of antecedents and boundary conditions of content providers' NSD performance but also offers insights for content providers and users on how to synergistically advance NSD activities and co-create value in the technology-based service ecosystem.

Abstract
Purpose
The paper aims to present the concept of the functionality of metadata harvesting for regional digital libraries, based on the OAI‐PMH protocol. This functionality is a part of regional digital libraries platform created in Poland. The platform was required to reach one of main objectives of the Polish PIONIER Programme – to enrich the content‐based services in the Polish NREN.
Design/methodology/approach
In order to create the regional digital libraries platform with metadata harvesting feature, digital library low‐level services provided by the dLibra Digital Library Framework in a service‐oriented architecture (SOA) are deployed. The approach for defining the set of services started with splitting the whole set of advanced digital library features into coherent functional groups, which covered functionality related to digital content, metadata, searching, etc. Then each functional group implicated the creation of a respective digital library service. Additionally, a couple of supporting services like “system” or “event services” were defined.
Findings
The exploration of metadata and information about libraries' structure enables the creation of higher‐level, content‐based services like virtual collections or metadata searching, which are described in the paper. The approach for building distributed regional digital libraries in the National Research and Education Network is suitable for larger scale systems, like international digital libraries. This issue is very important for research networking, especially in the context of European Commission's announcement promoting digital access to Europe's heritage through the European Digital Library.
Research limitations/implications
The implementation of the communication protocol between different instances of digital libraries is the basis for the development of content‐based services. It presents examples of such services that are enabled through the PIONIER platform for distributed regional digital libraries, and that are provided for research and education users. The next step that will allow for the creation of even more sophisticated services, will offer the possibility to search through content gathered in PIONIER digital libraries. This will be achieved by combining the OAI‐PMH protocol together with the MPEG‐21 DIDL standard for the exchange of the digital content and content‐related metadata. Another group of complementary services also covers information services provided by grid environments.
Practical implications
The installation of regional digital libraries in the PIONIER network is currently providing access to more than 15,000 of digital publications. This paper presents a working implementation of the communication between digital libraries in the sense of the exploration of metadata and information about the library structure. This service is seen by us as one of the crucial mechanisms of the information infrastructure, which provides access to scientific and cultural content as well as common middleware services, which should be both distributed and platform‐independent.
Originality/value
The paper is providing the case study for those who are building the large‐scale distributed digital library systems. The definition of services based on metadata harvesting provides an example of core digital library services, which are transforming digital libraries into digital infrastructure for social sciences.

Purpose
Recent smart mobile devices are capable of letting users produce various digital content, and share/upload the content to many social network services (SNS) directly via wireless network connections. The phenomenon has increased the number of people using mobile SNS applications. Although the applications have become more popular, mobile users have been restricted in the virtual communities of online SNS and are not aware of the social opportunities available to them in real-time surrounding. While they spend most of their time accessing online SNS, they have missed many opportunities to interact with others for new friendships, business opportunities or information sharing. Consequently, a new breed of mobile social network (MSN) system has arisen to assist mobile users to interact with proximal people and perform various social activities. Such a proximal-based MSN environment is termed a Mobile Social Network in Proximity (MSNP).
Design/methodology/approach
Developing an MSNP system needs to address a number of issues and challenges, such as heterogeneity, content/service discovery, privacy and trust, resource management, and so on. This paper identifies and describes these challenges, and reviews a number of related solutions from existing literature. In the follow up, this paper addresses a number of open challenges in the MSNP domain.
Findings
Although various works have been proposed to enable and overcome challenges in MSNP, there are still many unsolved open challenges in terms of identification, content management, social-aware discovery, trust in public environment, adaptation, quality of service and the development of MSNP. We have addressed these challenges in this paper as future research directions in the MSNP domain.
Originality/value
This paper provides an original literature review in MSNP and identifies a number of open challenges as research direction in the MSNP domain.

Abstract
Purpose
This study seeks to adopt the perspective of service (dominant) logic to investigate the impact of three resource inputs (service content, service process, and service configurations) on the perceptions of value of e‐service customers.
Design/methodology/approach
An online study is conducted among 667 customers of a Finnish health‐care web site.
Findings
The study finds that content of various services have differential impacts on customers' perceptions of value. The study also finds that some service configurations (combinations of services) are more value‐enhancing than others.
Research limitations/implications
The empirical study was limited to a Finnish health‐care site. Future studies could use this research model to investigate different services and cultures to improve the generalisability of the findings.
Practical implications
Service providers should note that peer services (such as discussion groups) were more value‐enhancing than professional services (such as an advice database). Recognition of the most appealing services and service configurations enables managers to develop and market their services more effectively.
Originality/value
The study is one of the first to demonstrate how e‐service research and practice can benefit by taking a service logic perspective in which service content, service process, and service configurations are treated as input resources in the value‐creation processes of customers.
