Abstract

Purpose

Of the approximate 18 million refugees worldwide, between 2 and 5 percent are estimated to be separated children, a figure which represents between 360,000 and 900,000 children. Place and placemaking represent vital components and realities during flight. The concept of place addresses the physical and social environments within which separated children move through and live in. Place and placemaking both include elements of physical setting, activity, and meaning, with placemaking specifically constituting the act of transforming the places one finds oneself into the places in which one lives.

Originality/value

Uncertainty continues to surround the concept and meaning of place and placemaking in large part due to their contextual and subjective nature. Furthermore, the notion of place is often under‐explored and under‐theorized when considering separated children's experiences and realities.

Design/methodology/approach

Drawing upon in‐depth interviews and a focus group with 17 youth respondents living in Canada, this paper explores the realities of place and placemaking in the lives of separated children.

Findings

The paper highlights the meaning and significance of place during flight. It examines the ways in which respondents “made place” in contexts of violence and insecurity through social networks, through reliance on language and cultural traditions, and through place attachment and identity.

Practical implications

The paper concludes with a discussion of the implications of place and placemaking for policy and practice with separated children.

Abstract

For many immigrants, especially those from Central America and Mexico, it is common for a mother or father (or both) to migrate to the United States and leave their children behind. Then, after the parent(s) have achieved some degree of stability in the United States, the children follow. In our previous research, we found that children separated from parents during migration are more likely to be behind others their age in school, are more likely to repeat a grade, and are more likely to drop out of high school. The negative impact of separation during migration on educational success is largest for children separated from their mothers (in contrast to fathers), for those whose parents have lived in the United States illegally, and for those who reunited with parents as teenagers (rather than at younger ages).

In this chapter, we suggest public policies to help immigrant children separated from parents during migration to succeed in U.S. schools. The policies that we discuss are based on focus group discussions with parents separated from their children during migration, interviews with psychologists and school administrators, and an online survey of elementary and high school teachers.

Abstract

Purpose

This paper describes distinctive ethical challenges encountered in qualitative research with migrant children. It brings attention to how the exploratory nature of qualitative research, intersected with the multifaced realities of migrant children, shapes stances towards these ethical challenges.

Design/methodology/approach

The paper is developed through conceptual and reflective contributions. It narrates distinctiveness within ethical challenges via the literature. It then illustrates these, through the author's experiences of negotiating such tensions on a project with a category of migrant children, namely, separated children.

Findings

Ethical choices are made throughout the research processes. These choices need to be matched to distinctive childhood and migration intersections, and methodological frameworks must reflect these, including when applied to standardised ethical guidelines. Transparency, reflexivity and positionality influence these choices, and researchers have enhanced responsibility to minimise harm in how they research migrant children.

Research limitations/implications

Findings relate to work in development, where sensitivities regarding research conduct are still present. The scope is therefore on particular challenges of dealing with ethical codes and practices. The intention of the author is for this to be a reflective discussion producing paper, but not a practice guide.

Originality/value

Its value is centred on taking generalised ethical challenges in qualitative work with children and systematically contextualising these regarding factors specific to migrant children, arguing that the way which migrant children are represented is in itself a key ethical challenge. It further contributes to the body of knowledge by describing procedures of a qualitative study which address some of this distinctiveness.

Abstract

This article contributes to emerging discussions of child participation in general, and in research with migrant and displaced children specifically, by examining the involvement of children as research advisors in two projects: a study of foster care for separated children in Rwanda, and an analysis of the conditions of children outside parental care living in institutions and communities in Bangladesh. The comparison highlights the importance of conceiving participation as a research strategy, and advocates a ‘methodology of participation’ that considers varieties of participation and varieties of social change. Teaching research methods to children acting as advisors enabled them to understand what research is and to learn about the lives of other children, while contributing to decision‐making processes in selecting questions, participants, interpreting findings and making recommendations. Children's input into research contributes to overcoming essentialist conceptualisations of children in difficult circumstances, and moving to viewing these children as social actors embedded in complex relational processes. At the same time, involving children in an advisory capacity considers them as active participants in the research process, as they are in social life.

This paper identifies the major relevant legislation and procedures which affect health and social care provision for asylum‐seeking children in the UK. It discusses some of the dilemmas asylum‐seeking children may experience, as well as issues that practitioners may need to consider to ensure that services are appropriate, accessible and non‐stigmatising. The paper also identifies the different ‘categories’ of asylum‐seeking children who are supported under different sections of the Children Act and how they can result in unequal levels of social care, and identifies some positive practice examples for children who have been trafficked.

Abstract

The immigration conundrum to craft policy that ensures border security and safeguards human rights is grave and complex. Individuals fleeing religious persecution made finding refuge part of our heritage since colonial times. This American tradition has enshrined our values to the world. This essay is limited to summarizing the asylum process and recent events through the summer of 2018 which affect it. Policy changes are ongoing. The asylum process is complicated by illegal immigration. The surge in migrants arriving at and/or crossing the border has led to controversial policies over the years. Unlike those who illegally cross the border and remain unknown to law enforcement, everyone who makes an affirmative asylum claim to a United States Citizenship and Immigration Services (USCIS) officer, or a defensive asylum claim in immigration court, has been thoroughly vetted through identity, criminality, and terrorism background checks. Granting refuge to those fleeing persecution reaffirms the values of a country that is, as Lincoln richly stated, the last best hope of Earth. Comprehensive immigration reform is needed on many immigration issues, two of which are to ensure border security and safeguard the asylum-seeking process.

Abstract

Using Lundy's model (2007), this chapter adopts a child-centred approach to discuss decision-making in relation to designing a study which aimed to amplify childhood voices of parental separation (Kay-Flowers, 2019). It examines the role of young people in designing and co-producing the research tools, specifically designed to give voice to childhood experiences of parental separation and divorce. It explains how the research findings were shared with different audiences and reflects on the effectiveness of the approaches taken.

The chapter starts by outlining the four elements of ‘space’, ‘voice’, ‘audience’ and ‘influence’ in Lundy's model (2007) before going on to identify the gap in existing research on children's experience of parental separation and divorce, explaining why their voices need to be heard.

A focus group of young people were involved in designing the study. Finding current methods unsuitable for addressing the research question, they co-produced new research tools specifically designed for the study, alongside the researcher, in a process known as bricolage. The chapter explains the processes involved in creating the bricolage and describes the newly created research tools which were an online questionnaire and Prompt Simulation Video (PSV).

The last part of the chapter explains how ‘audience’ and ‘influence’ informed decision-making about how the study's findings could be presented to amplify childhood voices of parental separation and divorce, to ensure they were heard by different audiences of academics, practitioners, parents, public and children. It concludes with consideration of the effectiveness of this approach.

This chapter examines historical and contemporary issues related to child protection and argues that the social construction of immigrants requires an examination of the values that shape child welfare practice. Discussion of the historical context of the US child welfare system is followed by a discussion of the separations of children from their families as a result of deportations or separations at the border. The intersections of child welfare, racism, and xenophobia are discussed, highlighting historical trauma, forced separations of Indigenous and Latinx children, and the importance of social constructions of immigrants in shaping child welfare practice and policy.

Abstract

This article considers the independent liberty interests of children in foster care and their mothers in parental termination proceedings. Recent federal reforms impose a mandatory deadline for the state to terminate parental rights. That policy erroneously presumes that the passage of time alone establishes parental fault and satisfies a parent’s due process rights. It also fails to protect the minority of children who assert an interest in preserving a safe relationship with mothers who are unlikely to meet the state’s schedule – including many substance abusers and victims of domestic violence.
