Abstract

Purpose

According to Sen's theoretical framework of capability (1985), individuals reach their full potential once they have the freedom, intended as the set of functionings at their disposal, to do so. However, many critiques have been developed against the lack of embeddedness of the capability approach in social and political relations and structures. In this article, the authors investigate the influence of three institutional contexts (Belgium, the Netherlands and France) on the respective work-related functionings of self-employed and regular workers, with a focus on human capital investment and institutional support offered to them.

Design/methodology/approach

Data from the European Working Conditions Survey (EWCS) are used to highlight similarities and differences in building work-related functionings for regular and self-employed workers. A regression analysis is provided at the country level.

Findings

In the three labour markets, the authors find that the building of work-related functionings is more successful for regular employees, especially as regards institutional support. Self-employed workers, on the other hand, need to rely on their individual capability as regards employment protection and human capital investment. However, the authors find interesting differences between the three institutional contexts. In both Belgium and France, self-employed workers are subject to higher instability in terms of changes in salary and hours worked, whereas atypical work is better positioned in the Dutch labour market. The Netherlands is also characterised by a less significant gap between regular and self-employed workers with respect to participation in training.

Originality/value

In this article, the authors contextualise Sen's (1985) theoretical framework by taking into account the institutional differences of labour markets. In particular, the authors provide a novel application of his capability approach to regular and self-employed workers in an economically relevant European area.

Abstract

Purpose

A lack of sufficient gainful employment opportunities in developing countries means that those at the bottom of the income ladder resort to self-employment for survival. While self-employment equalises inequality by providing earning opportunities to such individuals due to the ease of entry, it also creates a competitive environment among the self-employed, consequently widening inequality. In light of this, the study aims to determine the optimal level at which self-employment narrows inequality.

Design/methodology/approach

Five-yearly average data from 72 developing countries covering 2000–2019 is used. Inequality measures include Gini, and self-employment includes total, male and female participation levels. The empirical analysis is based on the dynamic two-step system Generalized Method of Moments (GMM) estimation approach, two-stage instrumental variables (2 SLS IV) approach and Sasabuchi (1980) and Lind and Mehlum (2010) test. Several robustness checks are used to validate the findings.

Findings

Prima facie, the study's findings suggest that self-employment equalises inequality in developing countries. The income-equalising effect can be seen, however, when the total, male and female self-employment levels are below the optimal of 54.22% of total employment, 52.50% of male employment and 54.19% of female employment, respectively. Inequality widens when self-employment exceeds these optimal levels. Further, the income-narrowing effect of self-employment is larger than its income-widening effect. When self-employment is below its optimal level, it reduces inequality 80 times more effectively than when it widens above the optimal levels. The corresponding figures for male and female self-employment are 90 and 52, respectively. Second, the income-equalising effects of self-employment are gender-specific.

Practical implications

Developing countries striving to achieve SDG 10 should limit self-employment to the above-mentioned levels. To this end, an inclusive approach to reducing inequality requires these countries to use selective and targeted policy interventions to create gainful employment opportunities for those above the identified optimal levels and eventually assist them in utilising these opportunities.

Originality/value

To the best of the author’s knowledge, this is the first study to determine the optimal levels at which self-employment equalises income in developing countries. As such, it makes novel contributions to both labour and development economics.

Abstract

Purpose

This article contributes to the debate on how social policies and labour market regulation have been used to limit the socio-economic consequences of the pandemic by focusing on one specific economic segment of European labour markets: private consumption services, such as trade, tourism, catering and other support services.

Design/methodology/approach

The analysis combines mixed methods and a variety of sources. First, we built a set of indicators from the EU-LFS microdata for 2019 and the 2018 Eurostat “Structure of earnings survey” and performed a cluster analysis (k-means) on the dimensions and indicators considered. Second, we elaborated EU-LFS data covering 2019 and 2020 (by quarter) and OECD 2020 data, and finally we traced Covid-related policy reforms for the period March 2020–December 2021 and analysed documents and information collected in different policy repositories.

Findings

The paper shows the relevance and characteristics of private consumption services in different countries, demonstrating that so-called labour market “outsiders” are highly represented in this sector and illustrates the policies adopted to respond to the pandemic in different European countries. The paper asks whether this emergency has been a window of opportunity to redefine regulation in this sector, making it more inclusive. It demonstrates, however, that the common approach in Europe has been dominated by temporary, short-term and one-off measures, which do not represent major changes to the social security schemes that were in place before the pandemic.

Originality/value

This article builds on the literature on labour market dualization, but approaches the concept from a different perspective – one not centred on the nature of employment relations (stable/unstable) but on economic sectors/branches. This article does not, therefore, discuss in general terms what happened to labour market outsiders during the pandemic, but rather focus attention on a specific group of workers who are highly exposed to risks stemming from dualization: those employed in the private consumption services. The economic sector perspective is an integrative way of framing dualization which is still under-researched.

Purpose

This explorative study aims to investigate work precariousness (WP) among EU27-based economically dependent solo self-employed, i.e. those with no employees and usually relying on just one client.

Design/methodology/approach

Univariate and multivariate analyses of European Working Conditions Survey (EWCS) (2015) and Eurostat data.

Findings

The analyses yielded Disempowerment, intended as lack of job autonomy and money-induced Vulnerability as the dimensions of WP. Disempowerment was found positively influenced by workers' threat of losing the job and negatively by the enjoyment from being their own boss. Vulnerability was negatively influenced by workers' age, perceived easiness to find new customers, household's financial well-being as well as the country's employment rate.

Originality/value

The study represents pioneer exploration of the phenomenon's dimensionality and main determinants.

Abstract

Purpose

It seems that some aspects of employees' experience can lead to their “losing faith in the system of paid employment”. This disillusion can be studied and measured through the theoretical construct of a psychological contract breach experienced by the employee. This exploratory article thus examines whether the conditions of paid employment could lead to a new dimension of psychological contract breaches: a breach with paid employment itself that could drive to self-employment.

Design/methodology/approach

The authors use a structural equation modeling on a sample of 403 people who have declared their intention to leave paid employment for self-employment.

Findings

The study's results show that working conditions affect psychological contract breaches in various dimensions. The authors propose a dimension of psychological contract breaches linked to paid employment, which can lead to the choice to leave paid employment and become self-employed. The authors also confirm the importance of working conditions as antecedents of psychological contract breaches.

Research limitations/implications

The main limitations of this exploratory research are the use of unvalidated scales and a small sample size, with a population that could be better defined. As Murgia et al. (2020) point out, it is not yet clear at the moment whether this category is a special group, equivalent to traditionally distinguished groups of working people. The study's assumptions and these limitations lead us to propose the following avenues for future research.

Practical implications

For managers and the development of management, the possible relationship between working conditions and psychological contract breaches seems to be very important. In fact, a whole range of best management practices could be developed if this relationship is confirmed. Improving working conditions could thus be a way to repair psychological contracts.

Social implications

This research field is still quite underdeveloped in comparison to its importance to organizations because the increase in self-employment challenges traditional models and assumptions in human resources management.

Originality/value

This study aims to expand the theoretical frameworks of psychological contracts and breaches. It thus responds to recent calls for research on psychological contracts (Bankins et al., 2020); Moreover, this research suggests, in line with the work of Aubert and de Gaulejac (2018), that there are relationships between poor working conditions and psychological contract breaches. To the authors' knowledge, this approach is missing from international research into psychological contracts, which focuses only on job characteristics and individual determinants (personality traits, etc.).

Purpose

Online food delivery service has evolved swiftly and stretched the bounds of the catering business. In the gig economy, being a food delivery rider draws employees with the promise of flexibility and independence. To this end, the purpose of this paper is to explore the main themes shared in online reviews by food delivery riders and which of these themes are linked to positive and negative ratings.

Design/methodology/approach

The authors used 729 employee reviews posted on the Glassdoor website. In addition, they used content analysis to examine reviews of Uber Eats online food ordering company shared by food delivery riders on an online platform.

Findings

The results of this study include seven main themes: “earning,” “customers,” “orders,” “tips,” “car,” “flexible schedule” and “app” (navigation). Positive concepts are associated with “earning,” “orders,” “tips” and “flexible schedule.” Negative themes are linked to the “app” (navigation), “car” and “customers.”

Practical implications

Management should consider online reviews as employees’ opinions and voices. Specifically, management should provide financial support to employees for car maintenance, offer insurance for income stability and arrange training programs to enable them to use several tip-enhancing behaviors.

Originality/value

No research has been conducted using online reviews from an employment search engine to investigate employees’ experiences of online food delivery. To the best of the authors’ knowledge, this study is one of the first attempts using user-generated content from an employment search engine to explore employees’ experiences.

Abstract

Purpose

The article explores the potential for self-employed personal trainers (SEPTs) to resist exploitation by gyms, with a focus on the attitudes of SEPTs towards trade unions and collective action.

Design/methodology/approach

This article is based on a multiple-method study with qualitative data drawn from participant observation and interviews and quantitative data from a questionnaire survey. The data were collected in 2018.

Findings

The potential for individual resistance to exploitation among SEPTs is limited. However, attitudes towards a collective response were largely positive, albeit there is certainly no consensus agreement on the value of trade unions. The logic of coopetition is applied to explain the issues on which trade unions might organize SEPTs.

Research limitations/implications

The study suggests coopetition as an organizing logic for highly individualized self-employed workers in intense proximal competition with one another. However, the research presented in this article was undertaken with a unique group of solo self-employed workers. Further study is required to demonstrate the applicability of these findings.

Practical implications

The commercialization of work poses a threat to traditional employment and trade unions. It is crucial that trade unions represent the interests of all workers by focusing on workers who do not traditionally form the vanguard of its membership (e.g. dependent workers and the falsely self-employed). The study illustrates the way in which trade unions can organize micro-entrepreneurs.

Social implications

Coopetitive representation whereby micro-entrepreneurs collaborate to resist exploitation while remaining independent has the potential to change the perspectives and values of entrepreneurs.

Originality/value

The article assesses the potential of organizing a highly individualized and competitive self-employed worker. Coopetitive representation is presented as distinct from other approaches to representation and as a means of trade union revitalization.

Abstract

Purpose

Employment-related measures play a significant part in preventive and mitigative social policies. The importance of these actions is especially emphasised in times of crisis. This paper provides empirical insights into employment-related measures implemented in a sample of OECD countries as a response to the COVID-19 crisis in 2020. Furthermore, it addresses the continuity of the measures by July 2022.

Design/methodology/approach

The research applies and further develops a capability approach in the COVID-19 context to provide a theoretically informed empirical understanding of the implemented employment related measures.

Findings

The results indicate that countries expanded the coverage of previous preventive and mitigative employment measures horizontally and vertically while also introducing new schemes to protect workers. The main conclusions suggest that most employment-related measures (65.5%) were preventive aiming at saving jobs and broadening peoples capabilities with bridging measures during the crisis. The employment measures served first as an emergency aid. However, most measures were recalibrated and changed incrementally toward 2022.

Research limitations/implications

The data consisted major employment-related measures and changes in social policies the studied countries. The authors focussed the examination on governmental-level measures. Thus, sub-national or sector-specific responses, for example tripartite agreements in certain employment sectors or social transfers in certain areas, were excluded.

Social implications

The way in which welfare states reacted to employment problems during the COVID-19 pandemic may have an impact on how governments approach social policies in the future. The capability approach exhibits a pronounced strength by facilitating the establishment of sustainable trajectories for social policy and welfare services.

Originality/value

The capability approach embracing the preactive and proactive role of social policies lends a unique perspective on public policies.

Abstract

Purpose

The purpose of this scoping review is to analyse comparative studies on social-policy measures implemented during the COVID-19 pandemic in Global North welfare states. The authors also consider the potential influence of the regimes on the responses.

Design/methodology/approach

The authors conducted a scoping review of six databases including peer-reviewed comparative studies. In an iterative process with exact inclusion criteria, the authors screened 699 titles/abstracts/articles and found 16 comparative research articles to be included in the review and analysis. The review summarises the main themes of the comparative articles and the articles' typical features.

Findings

The results show that social-policy measures were directed specifically at working-age people to minimise income loss and to save jobs. The pandemic also increased care-related responsibilities, necessitating the expansion of current policies and the implementation of new instruments. Despite the differences in responses between universalistic and residual welfare states, the influence of welfare regimes on COVID-19 social-policy measures remains unclear. The emergency responses in the different regimes varied widely in terms of coverage.

Research limitations/implications

The results of this review provide a basis on which to conduct future studies, identify new research topics and knowledge gaps and inspire new research questions and hypotheses. Given the accumulation of scientific knowledge in the area of social-policy measures, the need for systematic reviews will grow in the future.

Originality/value

The authors identified three main themes: changes in employment protection, changes in care-related income protection and the potential influence of welfare-state regimes on COVID-19-related measures.

Abstract

Purpose

This study investigates the personal factors influencing innovative entrepreneurship combined with additional contextual insights from high-income European countries. Specifically, this study has three main objectives: (i) to measure differences in the level of entrepreneurial innovativeness activity among high-income European regions; (ii) to uncover key factors leading to appropriate levels of entrepreneurial innovativeness and (iii) to suggest policies that may enhance the regional level of entrepreneurial innovation.

Design/methodology/approach

A sample of 4,430 nascent and new entrepreneurs from 16 different high-income European countries drawn from the Global Entrepreneurship Monitor (GEM) Adult Population Survey (APS) was used in conjunction with macroeconomic indicators. Data were analyzed using a logistic regression analysis.

Findings

There are significant differences in the conditions that influence entrepreneurial innovativeness in European regions. These variations in entrepreneurial activity can be explained using contextual factors and individual characteristics. Although technological novelty increases the probability of innovative entrepreneurship, the technology effect is significantly greater in Western Europe than other regions across Europe.

Originality/value

This study illustrates how a contextualized view of entrepreneurship enriches the knowledge of the human and dynamic socioeconomic drivers that motivate innovative entrepreneurial action in high-income European countries.
