Abstract

Purpose

The purpose of this paper is to study the allocation of time to paid work, unpaid work and non-work by women in Britain in 1998-1999. To infer the labor supply from the other time-use expressions.

Design/methodology/approach

The paper uses weekly diary data to estimate the unpaid work and non-work functions. It infers the (residual) paid work expression. As the latter is recovered from uncensored regressions, it makes direct use of the complete set of observations. Hence, it contains more information than the conventional labor supply functions that are estimated from the data obtained from paid work participants via the Tobit and Heckit or selection-bias correction (SBC) techniques.

Findings

The women surveyed generally allocated 69 percent of their time toward non-work, 18 percent to unpaid work, and 13 percent to paid work. The non-work function is dominated by the autonomous component, and all three functions depend on subjects’ age, wage, non-labor income, household composition, the unpaid work contributions of adult relatives and region of residence. The unpaid work and non-work functions are more consistent with the SBC rather than the Tobit version of the labor supply. Moreover, the Tobit predicts unrealistic paid work allocations for women engaging in very little non-work.

Research limitations/implications

The unpaid work and non-work functions are regressed separately, as often the case in the literature. Their consideration within a seemingly unrelated regression framework necessitates a reduction in the number of observations to match those considered in the Tobit and SBC versions of the labor supply. Nuances may arise when the time reported in the diaries does not add up to 24 daily hours for all respondents. Knowledge of the recovered regional, age, household member and other effects on women time allocation might had come handy to economic development authorities who sought to attract women out of the household into market production, and from part-time to full-time employment in the context of the 2000-2010 Lisbon Strategy. Similar lessons may be valid today.

Originality/value

The data set derives from a survey that has not been used before. It relies on week-long diaries in order to avoid the occurrence of many zeros in a good number of activities (which is the norm in short diaries), and to ensure the study of a censored time-use function through its uncensored complements. The findings are compared to those of a weekly diary survey conducted in 1987 that solicited similar information. Hence, the study fills a gap in time-use analysis. Identifying the factors which influence the number of hours that women engage in work (both paid and unpaid) and non-work is useful for economic policy purposes. The study exposes a limitation in the conventional estimation of the labor supply which, in turn, casts doubt on the reliability of empirical results for policy making.

Abstract

We review the role immigration amnesties have played in US immigration policy, placing them in the context of similar programs embarked upon by other nations. The theory of amnesties suggests rent-seeking, bargaining, and costs as reasons for a country offering an amnesty, often in conjunction with increased border controls, internal enforcement and employer penalties. We model an immigration amnesty in which the destination country has a formal sector employing only legal immigrants, an informal sector employing both legal and illegal immigrants, and open unemployment. The model focuses on the productivity enhancing effects of legalization, and establishes specific conditions under which unemployment, the informal sector and the formal sectors increase/decrease in size. Building on these insights, our empirical work examines Mexican migration to the US. We study who are migrants; among migrants, who are legalized via Immigration Reform and Control Act (IRCA), and who are legalized via sponsorship of family or employer. Furthermore, to measure the impact of amnesty on welfare of migrants, we estimate earnings equations of various migrants groups.

Abstract

Purpose

This paper assesses the impact of this program on the rural women's employment opportunities using data from the 2015 round of the household's living standard survey (HLSS) of Côte d'Ivoire.

Design/methodology/approach

In 2013, in order to improve the living conditions of the rural population, the Ivorian government launched the National Program for rural electrification (PRONER) to electrify all localities with more than 500 inhabitants.

Findings

The results show that PRONER, while reducing the time allocated to performing household chores, increases women's employment through the reallocation of time to full-time paid work in the agricultural and non-agricultural sectors. The authors also find that the allocation of men's time is not affected by this programme. A possible mechanism that would explain such a pro-women effect is the labour-saving technology introduced to home production as an effect of the reform.

Research limitations/implications

As a limitation, it is important to note that these results were obtained in the specific context of PRONER in Côte d’Ivoire and are not necessarily applicable to rural electrification programmes in other contexts. Furthermore, the choice of other indicators to measure women's empowerment is limited by the quality of the data available. It would be interesting for future research to extend this analysis to include other aspects of women's empowerment and household welfare.

Originality/value

This paper is the first to the author’s knowledge to apply a robust econometric method by combining an inverse probability weighted regression adjustment model with Heckman sample selection method to access a robust causal effect of the PRONER in Côte d'Ivoire.

Abstract

Purpose

This study aims to examine the effect of crop diversification (CD), as a climate change adaptation strategy, on farm household’s welfare in terms of farm income and demand for labor. It explores whether adoption of CD is a win-win strategy on household income and demand for on-farm labor. It also examines the determinants of rural household’s net farm income and family labor demand.

Design/methodology/approach

A household-plot level data were collected in 2015 from 929 rural farm households and 4,778 plots in the Nile Basin of Ethiopia. The data comprise farm and household characteristics accompanied by geo-referenced climate data such as long-term average temperature and amount and variability of growing season rainfall. The authors estimate an endogenous switching regression model to measure the effect of CD on the farm household’s welfare, using net farm income and household labor demand as a welfare indicator.

Findings

The results indicate heterogeneous effects of climate variables on farm income between adopters and non-adopters of CD. The study also confirms the win-win effect of adoption of CD with a positive and significant effect on farm income and a reduction in demand for on-farm labor. The results suggest that adoption of CD helps improve the well-being of farm households and build a resilient agricultural system.

Research limitations/implications

As the study used a cross-sectional data, it is limited to show the time effect of practicing CD on the household’s welfare.

Originality/value

First, the authors investigate, to their knowledge for the first time, the existence of synergy or tradeoff in the effect of CD on two dimensions of rural households’ welfare (net farm income and labor demand). Second, they investigate the heterogeneous effect of climate change adaptation strategies on the farm household’s welfare between adopters and non-adopters. This is unlike previous studies that consider climate change adaptation strategies as having a homogeneous effect. However, this approach is inappropriate since the effect of adaptation strategies is different for adopters and non-adopters.

Abstract

Purpose

The article aimed to identify and analyze the income differences across the income distribution between homosexuals and heterosexuals by occupational groups in Brazil.

Design/methodology/approach

PNAD-C microdata was used in two periods (2013–2015 and 2016 to 2019), highlighting the different economic, social and political contexts in Brazil. Recentered influence function and quantile income decomposition were estimated to verify the difference and income discrimination according to the guideline the worker’s sexuality.

Findings

For some cases homosexual workers earn more and in others, homosexuals earn less than heterosexuals. The differences in remuneration according to sexual orientation were smaller in positions that demand low qualification and competence. The quantile income decomposition between 2013 and 2015 revealed the positive effect of discrimination was the generator of income disparities between homosexuals and heterosexuals, with greater impact for the 10th and 90th quantiles and on groups that require small levels of complexity and education. Between 2016 and 2019, there was the presence of both effects, but the explained effect was the promoter of wage disparities in most occupational groups.

Research limitations/implications

Given the dataset, it was only possible to work with proxies of homosexual couples.

Originality/value

There has been little research linking the themes of discrimination based on sexual orientation and occupational groups, and so far, it does not exist similar in Latin America. This study found that sexual orientation influences remuneration according to the occupational group that the worker belongs to, affecting income and, consequently, occupational choice. This connection of issues will contribute to new insights into discrimination based on sexual orientation, as well as more effective public policies aimed at reducing discrimination against homosexuals.

Abstract

Purpose

This paper aims to investigate whether audit committee ownership (consisting of both equity holdings and option holdings) is associated with the cost of equity capital.

Design/methodology/approach

This paper uses regression analysis to examine the association between audit committee ownership and the cost of equity capital. The data set consists of 2,825 firm-year observations for companies listed on the ASX between 2001 and 2015. This paper also conducts tests to explore the mediating effects of financial reporting quality, firm performance and the risk of reporting problems, on the relation between audit committee ownership and cost of equity capital.

Findings

The analyses reveal that audit committee ownership reduces the firm’s cost of equity and, thereby, support the incentive alignment view. However, the association is driven primarily by audit committee equity ownership, with option holdings having an insignificant effect. This paper also finds that firm performance mediates the association between audit committee ownership and the cost of equity capital.

Practical implications

Findings of the existing corporate governance research relating to the cost of equity capital and audit committee ownership remain sparse in the context of “comply-or-explain” types of regulatory environment, like that of Australia. The findings indicate that principle-based discretionary governance arrangements, e.g. compensating audit committee members with company equity, may bring benefits to firms in terms of cheaper financing. Regulators, scholars and practitioners are invited to consider further the comprehensive implications of the structure and transparency of audit committee incentives on the effective functioning of security markets.

Originality/value

The effects of audit committee ownership on the cost of equity capital are an issue of direct economic consequence for equity investors. The main finding of this study, namely, that a firm with higher audit committee share ownership is likely to benefit from a lower cost of equity capital, therefore adds value to the limited extant literature.

Abstract

Purpose

The purpose of this paper is to examine the effect of a change in minimum wage on hours worked of paid employment in Indonesia. This study used the Indonesian Labor Force Survey (Sakernas) data from 1996 to 2003.

Design/methodology/approach

This study employs Bourguignon-Fournier-Gurgand two-step procedure of sample selection corrections based on a multinomial logit model for a potential selection bias from a non-random sample. This study extends the specification by examining the effects of minimum wage on hours worked of paid employment separately across individuals in different groups of gender (male-female workers) and residences (urban-rural areas).

Findings

This study generally found that an increase in the minimum wage increases hours worked of the existing paid employees. The effects of the minimum wage on hours worked are stronger for female workers than male workers particularly in urban areas due to that female workers, particularly in urban areas, are mostly employed in industries which contain more low-wage workers. Comparing residences, the minimum wage coefficient in rural areas is slightly higher because of the structural transformation in Indonesia marked by a shift in employment from the agriculture sector to the other sectors that require more working hours.

Originality/value

The empirical studies of the effect of minimum wage on hours worked in developing countries are very limited. This study contributes to the literature by employing the sample selection corrections based on a multinomial logit for a potential selection bias from a non-random sample This study also extends the hours worked specification by analyzing the effects of minimum wage on hours worked separately across individuals in different groups of workers, in terms of gender (male-female workers) and their residences (urban-rural areas).

Abstract

Purpose

The purpose of this paper is to investigate the determinants of marketing contract choices including written contracts, oral contracts and no contracts, as well as to examine the impact of marketing contracts on net returns from apple production in China.

Design/methodology/approach

A two-stage selection correction approach (Bourguignon, Fournier, and Gurgand (BFG)) for the multinomial logit model is employed to estimate the impact of marketing contracts on net returns from apple production. On the basis of the BFG estimation, the authors also use an endogenous switching regression model and a propensity score matching technique to estimate the causal effects of marketing contract choices on net returns from apple production.

Findings

The results reveal significant selectivity correction terms in the choices of both written contracts and no contracts and insignificant selectivity correction terms in the choice of oral contract, indicating that accounting for selection bias is a prerequisite for unbiased and consistent estimation. The findings also indicate written contracts increase apple farmers’ net returns, while oral contracts exert the opposite effect.

Originality/value

To the best of the authors’ knowledge, this study is the first to examine the impact of marketing contract choices on net returns from apple production, accounting for selectivity effects.

Purpose

Although most empirical studies find that competitive bidding can reduce the interest cost, the municipal bond primary market is dominated by negotiating offerings. The purpose of this paper is to investigate this dilemma by empirically testing two hypotheses: self-selection bias and decision inertia hypotheses.

Design/methodology/approach

Logistic regressions and Heckman procedures are used to examine data from the California municipal bond primary market.

Findings

The paper finds that while information asymmetry does affect the selection of underwriting approach, self-selection bias cannot explain the cost difference between the two sale approaches. On the other hand, decision inertia has the highest explanatory power in the selection of sale approaches.

Originality/value

This paper provides a new explanation for the “competitive sale dilemma” from the perspective of decision inertia. The authors document that state and local governments show a greater propensity of adhering to previous choices, particularly in a context in which the outcome is uncertain or actors have little knowledge in comparing the outcome of the alternatives.

Abstract

Purpose

This study aims to analyze the wage differentials of the majors in college education in Turkey, which is a country implementing an ongoing expansion in college education in recent years.

Design/methodology/approach

The study implements Mincreian wage regression using ordinary least squares, Heckman two-step estimation and quantile regression with sample selection correction by using household labor force surveys of TurkStat from the years 2014–2017.

Findings

The findings indicate one of the highest heterogeneity, close to 0.50 log points, between majors in the literature. The within-heterogeneity created by majors is highest among the graduates of social-behavioral sciences, law, biology, physics, mathematics, statistics, computer, engineering and manufacturing, as shown by a 90–10 difference, which is almost 700% for some of these majors. This study shows that the natural science and technical majors that are expected to be more productive and to be paid more fall behind in the wage distribution.

Research limitations/implications

Estimation results show that natural science majors, except for subjects allied to medicine and engineering, are paid lower than law and service-sector-related majors. This indicates that the predictions of the skill-biased technical change hypothesis are not valid in the wage profiles in Turkey and that some majors supply more than the sectoral needs. This casts doubts on the effectiveness of the ongoing higher education expansion process of the country.

Originality/value

This study contributes to the literature on wage differentials of college majors, an area with limited studies. This is the first study analyzing wage differentials of the field of studies by correcting sample selection bias for the Turkish case.
