Abstract
Purpose
Today, the high cost of e-learning systems’ implementation and the difficulty of managing the infrastructures motivate educational institutions toward application of cloud-based e-learning systems. This new system should be aligned with the academics’ aims and pedagogical principles to be beneficial for learners and instructors. Therefore, the vendor selection of learning systems is one of the most important processes to migrate toward cloud-based e-learning. The purpose of this paper is to develop a new framework to facilitate the vendor selection of cloud-based e-learning systems in the cloud market.
Design/methodology/approach
To identify the initial criteria as to the vendor selection of cloud-based e-learning services, a literature review is done. To enrich the initial criteria, a focus group of experts is investigated, and the framework developed; then, a survey analysis is conducted to validate the proposed framework. The extracted criteria and sub-criteria are weighted and prioritized using best-worst method (BWM).
Findings
The results indicate that the main dimensions of vendor selection framework as regards cloud-based e-learning systems are managerial, technological and pedagogical factors. The rank orders and weights of the mentioned aspects and their sub-criteria are calculated using the BWM.
Practical implications
The proposed framework helps managers to get a big picture of requirements as to cloud-based e-learning and more effectively to select appropriate vendors in this initiative. In the vendor selection process, managers must pay attention to technological issues as well as managerial and pedagogical considerations.
Originality/value
Cloud-based e-learning systems are getting increasingly essential to offer training courses more efficiently in educational institutions. Although the intersection between cloud computing and e-learning has increasingly grown in both practical and academic contexts, there are little studies on how educational institutions and organizations could be able to select appropriate cloud-based e-learning systems. This paper explores the ignored but critically important subject of cloud-based e-learning. The main contribution of this paper is to propose a novel and integrated framework containing the important aspects of vendor selection in cloud-based e-learning services. The proposed framework comprises managerial, technological and pedagogical aspects simultaneously as well as sub-criteria denoting each aspect.

Abstract
Purpose
A growing number of publications have questioned and raised awareness of improvement fashions, especially in the area of quality management (QM), but rational decision‐making process has been promoted. Thus, this paper aims to address the selection issue and presents a holistic framework for selecting a QM and improvement initiative.
Design/methodology/approach
The research was carried out in three phases. Phase One established a conceptual background for the adoption based on extensive literature review. Phase Two provided empirical studies of the QM approaches adopted in three leading case companies in Thailand and interviews with quality experts. Finally, Phase Three builds a theory of selection based on cross‐case analysis and a paradigm model.
Findings
Triggers for the adoption are the internal factors (i.e. need to survive, sustain competitiveness, and increase operational effectiveness) and external factors (i.e. institutional push, trade barrier, and company image). The selection framework and the theory of selecting QM and improvement initiatives explain the four selection views of fashion setting, pay‐off, strategic fit, and organisation fit.
Research limitations/implications
Selection of quality and improvement initiatives is based on the managers' perceptions and past experiences of QM selecting decision, and upon on the information available.
Originality/value
The advancement in the theory of the adoption of improvement initiatives is the main contribution of this research. The selection framework, which was theoretically and empirically grounded, has attempted to surface the irrational influences on the adoption to provide a more rational and less ambiguous justification. It provides a holistic model incorporating comprehensive selection criteria aiming to assist managers undertaking selection decisions.

Abstract
Purpose
The purpose of this paper is to provide an insight to the outsourcing decision-making through investigating if the old evaluation/selection criteria and methods still fit with current business priorities or not and, therefore, to identify the appropriate criteria and methods to develop a new selection framework. Since the economic recession of 2008, logistics outsourcing decisions have become more prominent to avoid high fixed costs and heavy investment requirements and to achieve competitive advantages.
Design/methodology/approach
This is a focused literature review prepared after analyzing 56 articles related to the logistics service provider (LSP) evaluation and selection methods and criteria during 2008-2013. The academic articles are analyzed based on research focus/area, evaluation and selection methodology/methods and evaluation and selection criteria. Then reviewed result is compared with previous literature studies for the periods (1991-2008) to identify any possible shifts.
Findings
The review reveals that: several problems in current LSPs literature have been identified; the reviewed papers can be categorized into seven groups, the usage and importance of evaluation and selection criteria fluctuate during different periods; 12 crucial criteria have been identified, increasing the importance of specific selection methods and the integrated models and fuzzy logic in logistics literature. Then, a comprehensive LSPs’ evaluation and selection framework has been developed.
Originality/value
To the best of our knowledge, this is the first focused logistics outsourcing study that reviews the 2008-2013 period in detail, comparing results with previous literature studies, identifies current LSPs literature problems/gaps, new trends and shifts in the way that LSPs are evaluated and selected, identifies crucial selection criteria and proposes a new holistic LSPs evaluation and selection framework. In addition, it identifies important issues for future research.

The purpose of this paper is to present result obtained from a developed technology selection framework and provide a detailed insight into the risk calculations and their implications in manufacturing technology selection process.
Design/methodology/approach
The results illustrated in the paper are the outcome of an action research study that was conducted in an aerospace company.
Findings
The paper highlights the role of risk calculations in manufacturing technology selection process by elaborating the contribution of risk associated with manufacturing technology alternatives in the shape of opportunities and threats in different decision‐making environments.
Practical implications
The research quantifies the risk associated with different available manufacturing technology alternatives. This quantification of risk crystallises the process of technology selection decision making and supports an industrial manager in achieving objective and comprehensive decisions regarding selection of a manufacturing technology.
Originality/value
The paper explains the process of risk calculation in manufacturing technology selection by dividing the decision‐making environment into manufacturing and supply chain environment. The evaluation of a manufacturing technology considering supply chain opportunities and threats provides a broader perspective to the technology evaluation process. The inclusion of supply chain dimension in technology selection process facilitates an organisation to select a manufacturing technology not only according to its own requirements, but also according to the interest of its constituent supply chain.

Purpose
Before initiating the implementation of change for transforming and improving an organization through lean thinking (LT), it has to first select a right value stream. Several implementation studies have been documented in literature, but not many studies have addressed this issue of value stream selection. The purpose of this paper is to propose and empirically validate a framework for selecting a value stream to implement LT.
Design/methodology/approach
8A framework is proposed by reviewing the literature on LT implementation case studies. Single case study methodology has been adopted to validate the application of 8A framework for selecting a value stream in an Indian educational institute. Since multiple qualifiers are considered simultaneously, a multi-criteria decision-making approach has been employed for choosing the value stream.
Findings
Utility of the proposed 8A framework for value stream selection was confirmed through its successful application in an educational institute. Out of three alternatives in the case organization, the teaching alternative was chosen for further LT implementation based on the application of 8A framework. Qualitative cross-validation and sensitivity analysis also confirmed the robustness of the value stream selection made using the 8A framework.
Research limitations/implications
Framework proposed in this study comprehensively captures the important qualifiers that were overlooked by the widely adopted first tenet of LT. Future research can attempt to generalize the applicability of 8A framework in different contexts including manufacturing, healthcare, software development, etc. A further study can be carried out in two similar case organizations or in two value streams of the same case organization (say in two different plants) to compare the differences in the outcome of lean implementation when one chooses its value stream for LT implementation without the application of the proposed framework, while another chooses it by applying the 8A framework.
Practical implications
Through structured evaluation of the comprehensive set of qualifiers in 8A framework using a multi-criteria decision making model, an informed decision can be taken by the practitioners in selecting a value stream from the available alternatives before proceeding with the implementation of LT.
Originality/value
After questioning the existing procedure of value stream selection for LT implementation, this study is the first to propose and validate an 8A framework that overcomes the limitations of the existing procedure. Study is also unique in the choice of the case organization as not many research papers have documented implementation of LT from the context of educational institutes.

Abstract
Purpose
This research work has developed an integrated fuzzy Delphi and neutrosophic best–worst framework for selecting the sustailient (sustainable and resilient) supplier for an additive manufacturing (AM)-enabled industry.
Design/methodology/approach
An integrated fuzzy Delphi method (FDM) and neutrosophic best–worst method (N-BWM) approach is developed. 34 supplier evaluation criteria falling under 4 groups, that is, traditional, sustainable, resilient, and AM specific, are identified and validated using the FDM. Afterward, the weights of each criterion are measured by N-BWM. Later on, the performance evaluation is carried out to determine the best-suited supplier. Finally, sensitivity analysis is performed to know the stability and robustness of the proposed framework.
Findings
The outcome indicates the high performance of the suggested decision-making framework. The analysis reveals that supplier 4 (S4) is selected as the most appropriate for a given firm based on the FDM and N-BWM method.
Research limitations/implications
The applicability of this framework is demonstrated through an industrial case of a 3D-printed trinket manufacturer. The proposed research helps AM decision-makers better understand resiliency, sustainability, and AM-related attributes. With this, the practitioners working in AM business can prioritize the supplier selection criteria.
Originality/value
This is the primitive study to undertake the most critical aspect of supplier selection for AM-enabled firms. Apart from this, an integrated FDM-N-BWM framework is a novel contribution to the literature on supplier selection.

Abstract
Purpose
The purpose of this paper is to propose a decision support framework that can be used by decision-makers to identify the most convenient disruption analysis (DA) methods for megaprojects and their stakeholders.
Design/methodology/approach
The framework was initially developed by conducting a comprehensive literature review to obtain extensive knowledge about disruption management and megaprojects. Focus group discussion (FGD) sessions with the participation of the construction practitioners were then organized to validate and strengthen the findings of the literature review. Consequently, 17 selection factors were identified and categorized as requirement, ability and outcome. Lastly, the most convenient DA methods for megaprojects were identified by performing integrated fuzzy analytical hierarchy process (AHP) and fuzzy technique for order of preference by similarity to ideal solution (TOPSIS) analysis. Additionally, consistency analysis was also conducted to verify the reliability of the results.
Findings
The results revealed that the measured mile method is the most appropriate DA method for megaprojects. In case the measured mile method cannot be adopted due to various technical and contractual reasons, the decision-makers are proposed to consider program analysis, work or trade sampling, earned value analysis and control chart method, respectively. Second, the selection factors such as “Comprehensible analysis procedure,” “Existing knowledge and experience about a particular DA method,” “Ability to resolve greater number of disruption events,” “Ability to resolve complex disruption events,” “Ability to exclude factors that are not under the owner's responsibility” and “General acceptance by practitioners, courts, and arbitration, etc.” were given the top priority by the experts, highlighting the critical aspects of the DA methods.
Originality/value
Disruption claims in megaprojects are very critical for the contractors to compensate for the losses stemming from disruption events. Although the effective use of DA methods maximizes the accuracy and reliability of disruption claims, decision-makers can barely implement these methods adequately since past studies neglect to present extensive knowledge about the most convenient DA methods for megaprojects. Thus, developing a decision support framework for the selection of DA methods, this study is the earliest attempt that examines the mechanisms and inherent differences of DA methods. Additionally, owing to the robustness and versatility of this research approach, the research approach could be replicated also for future studies focusing on other project-based industries since disruption is also a challenging issue for many other industries.

The study has its own limitations because of its chosen research approach. The process framework developed for classification of literature is based on expert opinion. Further research can be carried out to validate it.

This study will benefit new researchers entering the field of Six Sigma to identify new research opportunities and issues for their research interest. Second, industry practitioners and consultants working in the area of Six Sigma may work towards more successful implementation of Six Sigma.

Abstract
Purpose
The purpose of this paper is to establish a conceptual framework to assist decision makers in identifying an appropriate decision-supporting method (DSM) to evaluate public-private partnership (PPP) contract types in a disciplined and systematic manner.
Design/methodology/approach
A systematic literature review was conducted to compare and analyse DSMs in construction procurement processes, and explore the benefits and limitations of using DSMs. A conceptual framework is then developed to accommodate client characteristics when selecting DSM in a PPP context. An example was obtained to illustrate the implementation of the proposed framework.
Findings
DSMs employed in the procurement method selection are identified by using a systemic literature review. The benefits and limitations of each DSM are established and comparisons of DSMs are provided to fit the client characteristics and a conceptual framework is developed to assist decision makers in choosing DSM for contract selection.
Originality/value
This paper demonstrates a link between DSMs and PPP contracts which adds value at the stage of PPP contract evaluation. Also, the proposed framework sheds some light on an important aspect of the public sector to consider the improvement of current policies (PPP framework/guideline).

The approach is based on the TOPSIS technique (Technique for Order Preference by Similarity to Ideal Solution) and the fuzzy set theory.

A quantitative methodology based on a structured framework, for the selection of the most appropriate 3PL service provider.
Research limitations/implications
Future research may attempt to compare the results of the methodology proposed with those of other Multi Attribute Group Decision Making methods. In particular, the selection tree could be developed in a multi‐tier hierarchy, trying to punctually address the relationships between the upper tier criteria and the lower level ones. With multi‐tier hierarchies, the performance of AHP could be compared with the one obtained with TOPSIS, not only with respect to “technical suitability” but also in terms of easiness to implement, shortcomings and general managerial viability.
Practical implications
From the application of the methodology to a real case, the approach proposed emerges as an appropriate tool, which makes it possible to easily and effectively rank alternatives. Conversely the most critical issue pointed out by the real case application is the preliminary “request of information” phase, which has to be given critical attention. The availability of a well structured body of knowledge about potential candidates emerged as the true discriminant for an effective analysis.
Originality/value
The originality of the paper is threefold: first, an original framework of criteria for the selection of the most suitable 3PL service provider is presented. Second, an original methodology based on a fuzzy TOPSIS approach is presented. Third, the practical implications and drawbacks are discussed by means of a real case application.
