Abstract
Purpose
The purpose of this paper is to discuss and analyse how intellectual capital (IC) is created and deteriorated in a meta-organization by assessing the interdependency between the collective IC of the meta-organization and the individual IC of its members.
Design/methodology/approach
A case study conducted in a seaport is adopted to explore how creation or deterioration of IC at one level of analysis affects the IC at the other. Four different illustrations are provided, depicting different instances of articulation between both types of IC.
Findings
Evidence suggests that, in a meta-organization, IC appears as a function of both individual and collective IC dimensions. Changes in the meta-organization’s IC or in its members’ IC may have different impacts on each other, generating intellectual assets or intellectual liabilities at both levels. Evidence also suggests that those changes in IC should be analysed in a longitudinal way, since both levels affect each other in different ways over time.
Research limitations/implications
Despite the validity of the interpretations provided in the context of the case study, generalization to other situations should be conducted only in a theoretically framed manner.
Practical implications
This study provides important strategic and managerial implications for meta-organizations and their members, who are concerned with their performance.
Originality/value
Although there have been some efforts to apply the traditional IC methodologies to a bigger scope, such as regions or nations, some meso level empirical contexts are yet far unexplored, such as the case of meta-organizations. Furthermore there is a gap in management sciences’ research on seaports.

Abstract
Purpose
This paper aims to develop a framework of executive capability for innovation in the Irish seaport context.
Design/methodology/approach
The paper uses an approach based on a critical review of literature. The paper takes the form of a critical review of academic literature, focussed by dynamic managerial capabilities theory. Specifically, the work of Lawson and Samson (2001) is drawn on to frame executive capability for innovation.
Findings
The framework proposes that the executive capability for innovation in the Irish seaport sector emerges as a dynamic managerial capability. The framework is dynamic in nature with environmental feedback loops inhibiting and enabling executive capability development. Supply chain innovation emerges from the framework based on an interpretation of executive capability emerging from Lawson and Samson (2001).
Research limitations/implications
The paper is entirely conceptual in nature. Future empirical research taking a qualitative approach is necessary. Further, an alternative theoretical perspective to that of dynamic managerial capabilities would offer new conceptual insight.
Practical implications
The paper contributes to executive practice through providing a framework of executive capability for innovation facilitating dialogue between executive practitioners and academic theory. Policymakers are challenged to contemplate the framework as a means of transforming competitiveness in an industry identified as foundational to Irish economic development.
Originality/value
The paper contributes to an emerging area of interest in the academic literature in the area of executive capability for innovation. Specifically, the paper argues the unique contextual nature of executive capability for innovation in the context of the seaport industry.

Abstract
Purpose
The purpose of this paper is to know what scientific literature presents about the theme evaluation of seaport performance, thus enabling the construction of knowledge in the researchers and the identification of gaps in the research that will lead to advances in the area from the identification of the characteristics of a portfolio of relevant international publications.
Design/methodology/approach
From the basic philosophical (constructivism), of the kind strategy (research-action) and the method used for the accomplishment of such strategy (structured process knowledge development process – constructivist (ProKnow-C)) the current research has a qualitative approach.
Findings
From the analysis of the bibliographic portfolio composed of 23 articles, the main results were: focus of the evaluation of seaport performance is on operational and tactical efficiency rather than on strategic and global performance; the majority of the studies does not relate to the reality experienced by seaport managers due to the limited interaction with these managers, evidencing a distance of the researchers from the object of their research; and performance evaluation was barely used/explored as a tool to support management, only for the sake of evaluation itself.
Research limitations/implications
The search occurred in the databases Web of Science, Scopus, Proquest, Ebsco, Sciece Direct and Wiley.
Originality/value
The identification of gaps that might promote advances in this field of knowledge, once the seaport segment is not exploring the potential that performance evaluation can offer and is already available in literature.

Abstract
Purpose
This paper aims to explore the comparative analysis of marketing strategies between seaports and dry ports. Second, this paper proposes a recommendation to improve marketing approaches in both nodes.
Design/methodology/approach
This research analyzes current marketing approaches to improve the freight volume and enhance interrelation between them for a comprehensive collaboration in the freight supply chain. This research employed semi-structured interviews via an e-interview questionnaire.
Findings
The result shows that dry port and seaport practice a mixed marketing strategy. Some marketing elements that a seaport applies are also applied by a dry port, like focusing on the target customer, joining exhibitions and face-to-face meetings. Customized service to clients, frequent discussion on the effective marketing plans and increasing the facilities at the seaport and dry ports can improve the marketing strategies in dry port and seaports.
Originality/value
Seaports are the critical components in esteem-driven context, which add to supply chains by creating value-added services in the transport chain. Nonetheless, research between dry ports and seaports has increasingly drawn the attention of scholars during the last decade. Having said like that, there have not been any pragmatic studies undertaken in the Malaysian context that mainly discusses the marketing prospect of the dry ports and seaports especially during COVID-19 outbreak.

Abstract
Purpose
The changing role of seaports in supply chains has been the subject of extensive research in the recent literature. The strategic development of seaport terminals, responding to the need for closer integration into supply chains, invites a more detailed examination of the influence of the supply chain structures on seaport performance. Therefore, this paper aims to investigate the effects of supply chain structures, especially the degree of integration of seaports into supply chains, on seaport performance.
Design/methodology/approach
The parameters for a structural equation model were identified in the first instance from the supply chain and seaport operations and management literature. The structural equation model itself was then devised, and subsequently refined, using data from Korean seaport terminal operators, shipping companies and freight forwarding companies. The structural equation model was used to assess the level of supply chain integration of seaports and the relationship to port performance.
Findings
The results indicate that the integration of seaports into supply chains has a positive impact on both the effectiveness and the efficiency of seaport performance. In addition, antecedents to seaport supply chain integration are identified; these suggest that a strong orientation to supply chain integration within a port operating company enables the company to adopt and implement a strategy that integrates functions within the port and with other upstream and downstream organisations.
Research limitations/implications
As the field data were geographically limited to one country, extending the findings of this study to other geographical areas may not be possible, although the approach taken, using the structural equation modelling technique, should be transferrable elsewhere. Cross‐validation of the model would widen its applicability to other areas. The paper provides a framework that allows other researchers to examine the level of integration of ports into supply chains.
Practical implications
The potential benefits of closer integration of seaports into supply chains are shown with supply chain integration having a positive effect on port performance. Seaports which do not integrate with their supply chains have a lower level of performance. Thus, enhanced port performance accruing from closer integration would have positive implications both for port and terminal managers and for other supply chain participants.
Originality/value
This study, for the first time, empirically examines the impact of the integration into supply chains of seaports on their performance. This is achieved by the development of a structural equation model which is then tested in the field, thus extending the existing literature which is largely conceptual or descriptive.

Purpose
The purpose of this paper is to discuss how the management of collective intellectual capital (CIC) occurs in a seaport through the actions of the network coordinator.
Design/methodology/approach
A case study was conducted in a seaport, focusing on the actions taken by a network coordinator – a port authority – to develop the seaport’s CIC. The seaport is conceptualised as a meta-organisation, composed by interdependent actors which may possess different interests and different levels of power.
Findings
Evidence suggests that the mobilisation of different dimensions of power, in both coercive and non-coercive ways, is needed to promote a higher level of collaboration. Indeed, by mobilising non-coercive dimensions of power, the network coordinator can foster a sense of community within the meta-organisation, grounded in a trust-based collective culture that can potentiate collaboration, and thus allow the attainment of a more “sustainable” type of CIC.
Research limitations/implications
Despite the validity of the interpretations provided by the case study, generalisation of this study should only be conducted in a theoretically framed manner.
Practical implications
The findings can provide network coordinators with a better understanding of the consequences of using different dimensions of power to leverage its intangible assets and enhance the meta-organisation’s performance.
Originality/value
The paper focus on the IC management of a specific type of meso-level unit, which possess some particular characteristics of its own: a seaport. Also, the paper aims to fill a gap in literature regarding the management of different dimensions of power and its effects over IC creation.

Abstract
Purpose
The purpose of this paper is to illustrate how a stakeholder approach based on a case-study research was used to define a method to be applied across the Portuguese seaport administrations (SA) in order to justify the tariffs to be charged for a variety of services provided by these entities.
Design/methodology/approach
The study involved both the Portuguese maritime transport regulator (IPTM) and the SA in the various stages that led to the proposition of a new method to be applied in cost calculation and reporting. Acting as consultant-researchers, the authors have used a multiplicity of data sources (e.g. regulations, reports and interviews), while involving users and providers of information in the design of the proposed method.
Findings
The common acceptance of a set of rules regarding minimum levels of harmonisation in computing tariffs based on cost coverage was possible thanks to a strategy that has fostered a collaborative and interactive process engaging consultants and clients. The defined method respects the main principles and good practices of cost accounting, namely those related to cost traceability, classification and controllability. Moreover, it specifies how certain elements (e.g. depreciation, external services and personnel charges) with impact on cost structures of seaports should be measured according to the new financial accounting standards. The technical solution proposed represents a good compromise, while cost accounting systems in Portuguese SA are still under development.
Originality/value
The paper describes the application of a case-study methodology to the resolution of a problem where requirements of customisation and harmonisation were essential to enhance the quality of the solution, as perceived by both the regulator and SA.

Abstract
Purpose
This paper recommends new criteria for selecting seaports of embarkation during military deployments. Most importantly, this research compares the current port selection criterion, which is to select the seaport with the shortest inland transport time from the deploying installation, to the proposed port selection criteria, which are to select the seaport based on the shortest combined inland and oceanic transit time to the destination theater.
Design/methodology/approach
The authors construct an original integer program to select seaports that minimize the expected delivery timeline for a set of notional, but realistic, deployment requirements. The integer program is solved considering the current as well as the proposed port selection criteria. The solutions are then compared using paired-samples t-tests to assess the statistical significance of the port selection criteria.
Findings
This work suggests that the current port selection criterion results in a 10–13% slower delivery of deploying forces as compared to the proposed port selection criteria.
Research limitations/implications
This work assumes deterministic inland transit times, oceanic transit times, and seaport processing rates. Operational fluctuations in transit times and processing rates are not expected to change the findings from this research.
Practical implications
This research provides evidence that the current port selection criterion for selecting seaports for military units deploying from the Continental United States is suboptimal. More importantly, logistics planners could use these recommended port selection criteria to reduce the expected delivery timelines during military deployments.
Originality/value
Several military doctrinal references suggest that planners select seaports based on habitual installation-to-port pairings, especially for early deployers. This work recommends a change to the military's current port selection process based on empirical analyses that show improvements to deployment timelines.

The purpose of this paper is to explore the prospects of Malaysian seaports as hubs for seaport tourism. This symbiosis nexus between seaports and tourism needs to be explored to provide a luxury economic growth. Combinations of these two segments are expected to explore a new market in Malaysian tourism industry.
Design/methodology/approach
A thorough case study consists of five major seaports in Malaysia including Penang Port, Port Klang, Port of Tanjung Pelepas, Kuantan Port, Bintulu Port and Kota Kinabalu; these seaports have been selected to reveal their opportunities for the prospect of Malaysian seaport tourism via spatial interaction model.
Findings
Four main components including cruise activities, support from intra-region and inter-region economic corridors and the seaport regionalisation can be integrated to reveal the capacity of Malaysian seaport to be hub for seaport tourism.
Originality/value
This paper incorporates tourism sector as one of the streams in the fifth-generation seaports. Seaports and tourism are two economic generators in Malaysia and infusion of these components is expected to enhance the economic prospect, diversify the function of seaports and reduce the over-dependence on conventional tourism activities.

Design/methodology/approach
The data envelopment analysis (DEA) with window analysis model evaluates the efficiency score in terms of normal efficiency and super efficiency. The analysis is based on the panel data for the period of 2000‐2005.
Findings
The number of efficient decision making units (DMUs) under super efficiency is more than the number under normal efficiency.
Originality/value
Using panel data, this paper is the first study to use super efficiency with window analysis that compares the efficiency estimated with the normal efficiency and with super efficiency.
